Quinn, EXQcutive Director Comrrllssion of Game and Inland Fisheries Subject: Recent Legislation relating to Dog Law Enforcement From: By Act of the General Assembly, approved lv.larch 29, 1958, permissive legislation was enacted authorizing the counties of the State, desiring to do so, to take over dog inspection and dog law enforcement activities. Effective July 1, 1953, any county in the State, which has not already done so by local legislation, may relieve the COlTIrnission of Game and Inland Fisheries of all dog work. Any such county desiring to take over the dog work may do so by having the Circuit Court Judge appoint a dog warden and deputy dog wardens if the governing body of the county deems such deputies necessary. Such county would be relieved of any responsibility for supplementing the game warden's salary or expenses. Likewise, the county would keep for its own use all revenues derived from the sale oi dog license tags. The game warden would be relieved of all dog work. The Commission, under the Act, would take over the entire salary and expenses of the game warden. In a number of smaller counties, it has been suggested that two or three of them might pool their revenue and employ one dog warden for the pooled counties. This would be permissible. September l5, 1958 Mr. M.W.Burnett, Executive Secretary Board of Supervisors County of Chesterfield Chesterfield, Virginia Dear Mr. Burnett: The subdivision of Delano Court was developed by Mr. J.S. Beard but was not recorded. There is no street or right of way on the row of lots on the north side of said subdivision and ingress and egress can be attained only by going through property belonging to others. Mr.Beard has been told of this by many people and you will recall that we discussed this matter with you in your office some- time ago. Mr.Beard can purchase a strip of land on the north side of Delano Court where a road should be constructed but is unwilling to purchase this land at this time. Since h e has sold a lot within the last few weeks, it is my understanding that he is in violation of the Subdivision Ordinance and can be made by the County to fulfill the obligation of a subdivider. I request therefore, that the County take some positive steps to force I~. Beard to construct a road which would allow the many perperty owners who own lots on the northern section of this subdivision to get to and from our homes. I find that the suggested rate of commissions on collections of the Petersburg Bar Association, without suit is 18% of the amount collected, though this rate is not binding upon Peters- burg attorneys. However, it does seem to me that a reasonable charge in these tax collections for Chesterfield Oounty without suit would be to raise the title fee to $15.00 and the commissions witllout suit to lOr;. Under the present arrangement I have with Clwsterfield -Count,;? in tax suits, the ~~mmission allowed on taxes collected by suit is 10~ and I would sugge@tethat the commissions on taxes collected where there is a suit be increased to 15%. I would also like to have the present arrangement by which my fees and commissions are paid over to the County when suits are brought and the County deducts for itself 20% thereof abandoned, so that the County would be paid no part of such fees and commissions from those due me. . .
