Gentlemen: At a special meeting of the Ettrick Sanitary- District Committee, held in Ettrick Municipal Building. October 15, 1958. at which a quorum was present. the following resolution vas adopted: , "Whereas Ettriok Sanitary- Distriot now serves water to the people. of the Bassville area (River Road, Matoaca. Southlavn, etc.. - about 60 meters), Whereas the Committee has been approached on the possibility of transferring this area to the County- for the County to operate frolll its lines Nov Therefore Be It Resolved, that Ettrick Sanitary- District vill transfer to Chesterfield County all its pipe lines, meters, connections. fittings. customers. etc. to the County- for a consideration of $7.500; That the County and Ettrick vi11 share jointly- all future maintenance (50% each) on the water main on Chesterfield AvelJU8. This feeder line sei'yes Mateaoa, River Road. the Bassville section, and other areas nov operated by the County. If, in the future. it II1lIY become necessary- to increase the size of the existing vater main on Chesterfield Avenue to efficiently serve the area outside of Ettrickoperated by the County. then the County shall bear the entire cost of larger water line on Chesterfield llvenue. That the County will bear the entire cost of a proposed new building and pump at foot of Ettriok Hill (Chesterfield Avenue). Hovever, Ettrick will bear 1/3 of the cost of maintenanoe and operation of the pump; the County- vill bear 2/3 of the cost of operating and maintaining the pump. n Respectf'ully yours. Burnett, Executive Secretary , , In Re: Renovation and repairs to subdivision plats in the Clerk's Office of the Circuit Court of Chesterfield County. Dear Gentlemen: Request is hereby made that the writer be authorized to contract with the Southeast Binding and Plat Service to reno- vate and repair the subdivision plats which are now lodged.in the Circuit Court Clerk's Office. The writer has for a number of years been desirous of finding some suitable method to aid in the preservation and durability of subdivision plats recorded in his office, which said plats constitute the original linen copies as prepared by the surveyors and approved for recordation by your board and other governing bodies. However, except for the present, I have found no satisfactory solution to this problem. We have tried diverse ways to correct the situation such as taking the sheets out periodically and ironing them with an electric iron, using heavy linen strips pasted on the front sheets, and using a heavier cardboard for the front sheets in plat books. However, none of these methods have been satis- factory except for maybe a few days immediately after their institution. It appears that the Southeast Binding and Plat Service has a novel idea as a solution to preserving and keeping in good order subdivision plats. Their method is to enclose two plats in a plastic jacket back to back, wherein the. plastic jacket then becomes a page in the plat book, and the plastic jacket is mechanically crimped around its edges to give sta- bility and act as a preserving cover. . . Horner 2 October 24, 1958 It appears from my observation that ,this company has just recently installed this system in all of the fast-growing areaS of Virginia, such as Princess Anne County, Norfolk County, Franklin, Arlington, Henrico County, City of Roanoke, and Cul- peper. The Southeast Binding and Plat Service has made a survey of the proposed project here in the Clerk's Office at Chester- field and has proposed to install their method here for the sum of $1,031.10, which said sum is broken down as follows: Supplying 301 plastic jackets Canvas jackets for old plat books Three plat book binders Labor, materials and repairs $758.60 15.00 157.50 100.00 The writer sincerely hopes that your Board will give fa- vorable consideration to this request as I feel that it will be money well spent to expedite the work of searchers and to preserve the records of this office. I also requested that the County give up the de- duction of 20% in fees and commissions collected in suits. These fees were probably fixed about eight or ten years ago, and it seems to me are not in keeping with the changed financial conditions of the times. If the Board has not already passed on these fee questions, I shall appreciate your referring my said letter of September 2nd, along with this letter, to them and getting some action thereon, which I trust will be in my favor and in keeping with the changed inflationary conditions now prevailing. VIRGINIA: At an adjourned meeting of the Board of Supervisors of Chesterfield County, held at the Court house on J,,"y 1,:;, '7 At WHEREAS, there are certain properties in the County of Chesterfield, Virginia, on which real estate taxes assessed in favor of the County of Chester field are delinquent, and said properties have been sold according to law to the Commonwealth of V irginia and it is advisable and necessary to bring a suit to sell propertie's to enforce the lien of said taxes thereon: NOW, THEREFORE, it is resolved on m.otion of Mr. Hague, seconded by ~ Mr.,"-~ . ~,'l, that Mr. Richard L. Jones, Attorney at Law, is hereby directed to enforce the tax lien of the County of Chesterfield by filing an appropriate sui to sell the properties against the owners, heirs and/or assigns which are show on the Land Book, of the County of Chesterfield for 1958 as follows: Lee Camel, Matoaca District, Colored, 15 acres S. Church Road. Catherine Pettiford & James Harris, Matoaca District, Colored, 5 acres J.A. Hatcher. BE IT FURTHER RESOLVED, that said Attorney shall not be required to execute any bond, which is hereby waived and the fees for his services shall be fk ~ aA.> the fees allowed by the Court.
