In reference to the above which was just brought to my attention,
I guess the blame will have to be placed on me. However, I would
like to give you an expaanation.
1. This ladder was a replacement and not additional equipment.
2. This ladder'mysteriously disappeared. We don't know if it
was stolen or lost off the truck.
3. Using the ladder as much as we do and not knowing if the,
county woul~ pay for the ladder; the membership voted to
purchase this ladder at a price of $92.00, pay cash, save
3% and mail bill to you at a later date so their would be
no lost time. However, due to an increase in price, plus
freight, less 3% cash discount the net price was $103.69.
The reasons as given above were given to one of the Supervisors
on November 14th., as he had scolded the writer plenty.
I can assure you this will not happen again, unless it happens
to be an EMERGENCY.

This is to advise that Shoreham Drive between 147
and~edina Road, Jason Road between Shoreham Drive and 600 feet
South Nedina Road, Traj'lllore Road and Ashburn Road North of '
Shoreham Drive all in Section C of Woodmont Subdivision, has
been graded and base applied in accordance with the plans.,
However, paved ditches as called for on plans dated December 17,
1957, have not been provided, nei ther has the curb and raised
medium as called for on Shoreham Drive.
Recommendation for acceptance to be witheld until
construction of the above items have been completed.

You advised us that the contract was let with the understanding
that all work would be done in accordance with highWay specifications.
You l>ill recall that we discussed this matter when I was at the Cottrthouse
and since then I have made an inspection of the parking lot.
Since all of the work was performed under the supervision of
Mr. J. K. Timmons' office I cannot state whether the work was performed
under highway specifications or not. I am advised by Mr. B. J. Hudson,
our Soils Engineer, that all materials used in the base and the plant
wix were tested and met highway specifications. From the visual inspection
made of the completed project, it appears that there were a considerable
number of spots which were evidently wet at the tilOO the plant mix was
applied, causing the plant mix material to push and crack. These have been
sealed with ~~ application of asphalt and sand, and in ~J opinion present
a very unsightly condition.
I am advised by }I.r. Bridges that a bond has been put up by
Mr. Ga~rett for a period of one year and I would suggest that the parking
lot be allowed to go through this winter and prior to releasing of the
bond that another inspection be made and if the work has not held up
satisfactory that the contractor be required to take out any bad spots and
replace them with new material.

Since the Highwqr Department had nothing to do with the inspection
of the actual worle I could not advise Mr. Garrett as to what steps he
should take in the matter. This is something that will have to be handled
betvreen ;l'ou, Mr. Tinnnons, and Mr. Garrett. The reconnnendations are only
suggestions, with the sincere hopes of getting a satisfactory completed
project.

The number of building permits checked in 1958 were approximately
1700; in addition, we have about 250 permits completed in the
last thirty days that are now being worked. These include per-
mits for additions and repairs, as well as new construction of all
types.

The work-load of making transfers has greatly increased
due to the many takings of property by the Toll Road and the
Highway Commission. In almost every case where there is any
improvement on the property, it is necessary to field check to
ascertain if the improvement was also taken, or if the value
has depreciated due to the taking.
There is a great amount of activity among the real estate
dealers in general. This office receives dozens of calls each
week, from persons seeking information on tracts of vacant land.
We co-operate with them to the best of our ability, although
this takes many hours of our time.
The outlook for 1959 seems to be that we will experience
a record breaking year in new construction.
General economic conditions and governmental activity in
the field of credit, will of course, greatly influence this
picture.

Dear Mr. Horner:
The County Motor Vehicle License Ordinance
was amended on April 8, 1958 to become effective April 1,
1959. This amendment changed 'the amount ,of license tax
on automobiles and trucks and requires the applicant for
such license to produce satisfactory evidence that all
personal property taxes upon the vehicle to be licensed,
wl'l:ld~ 1)e:r:36hal pr'operty taxes- have been assessed or are
assessable against such apPlicant! have been paid. It is
my opinion that much more time wi 1 be required to issue
a licenses than has been required in past years. '
The current budget has an appropriation of
$4,500 as compensation of issuing auto licenses. I re-
spectfully request that the Board make an additional
appropriation of $4,300. This request is based on
estimated sales 01/,/22,000 plates by the Volunteer Fire
Departments at f rty cents each.

paragraph 6, provi ing that no vehicle be licensed until
all personal property taxes assessed or assessable have

~e~~~ 195~an ereafter; since it will be practically
lffipossible to have the necessary information available
at the time the 1959 licenses are put on sale. It is my
opinion that the cost of assembling the information in
strict accordance with the ordinance as written would be

these matters at the next meeting of the Board of
Supervisors and hope they will give favorable consideration

AN ORDINANCE
An Ordinance to amend an ordinance adopted
December 11, 1945, commonly called the Zoning
Ordinance of Chesterfield County, dividing the
unincorporated area of Chesterfield County into
districts and in such districts to regulate the
use of land and the use, construction, height
and location of buildings and other structures,
the open spaces about buildings and other struct-
ures and the density of population and to establish
building lines; to provide for the enforcement of
suc h regulations; and to provide penalties for
the violation of this ordinance, to amend Section
III R - 1 Districts to limit the use to one (1)
family dwelling and to permit the use of two (2)
family dwellings only upon the obtaining of a use
permit.
BE IT ORDAINED BY THE BOARD OF SUPERVISORS OF CHESTERFIELD COUNTY
that the Zoning Ordinance of Chesterfield County adopted December
11, 1945, be amended by the reenactment of Section III R _ 1
Districts, paragraph "A" as follows:
R - 1 DISTRICTS: ONE FAMILY RESIDENTIAL DISTRICTS
The following regulations shall apply in all R-l districts:
A. Uses Permitted:
1. One family dwellings
2. Churches and other places of worship, including, parish
houses and Sunday Schools.
3. Schools, colleges, public libraries and public museums.
4. Publicly operated parks, playgrounds and athletic fielS,
including buildings customarily appurtenant thereto.
5. Offices of resident members of recognized professions, but
no such office shall be conducted except as an accessory
use in a dwelling permitted in the district.
6. Home occupations.
7. Accessory Buildings and accessory uses.
8. All agricultural uses which consist of the raising of crops;
provided, the raising of poultry may be conducted for home
use only and provided no dairy farm or stock farm or chicken
farm shall be established unless and until a use permit shall
first have been obtained therefor, and provided further that
there shall be no raising or keeping of hogs for other than
domestic use in any R-I district, except by use permit.

9. The following uses subject to the obtaining of a use
permit for each such use:
a. Hospitals, Sanitariums and Scientific laboratories.
b. Philanthropic and charitable institutions.
c. Clubs, lodges and grounds for games and sports.
d. Social, recreational and community buildings.
e. Cemeteries, crematories and other places for the
disposal of the human dead.
f. Public utility uses, including railroads and their
facilities (except railroad yards), water and sewage
works, telephone exchanges, transformer stations.
g. Governmental buildings
h. Greenhouses at which the products thereof are sold or
offered for sale.

j. Two family or multiple family dwellings
k. Dog Kennels
1. Such other uses as may be granted by the governing bOdy
upon application to the Board of Supervisors, Such use,
to be governed by restrictions applicable to such uses.
An emergency existing, this Ordinance shall be in full force and effect
upon the date of its passage.
