NOTICE is hereby given by the Board of Supervisors of Chesterfield County that it is the intention of the Board' to re-adopt the follo.fing ordinances which were adopted with. emergency provisions: An Ordinance to amend an ordinance adopted December 1, 1957. imposing certain license taxes in Chesterfield County, to amend Chapter 1 by adding new sections to b€known as S~ction 5-A and 5-B to protide for license taxes for every person owning or operating an amusement park, garden or building devoted to general public amusement and for those engaged in the cleaning, .~ ~. dyeing"pressing and repairing of clothes, hats, carpets,rugs , or other fabric articles; to amend Chapter 1, Section 7, by adding a new subsection requiring a permit of every person issued a permit by the Virginia Alcoholic Beverage Control Board for the purpose of selling alcoholic beverages at a banquet, picnic, outing or other social gathering; and to repeal Chapter 1, Section 1 (i) to delete the exemption give~_a speculative builder ,who has his principal office outside the' County and pays a license tax in such' locality where he has his principal office. RESOLUTION vJHEREAS, the counties of Virginia are finding it necessary to increase local tax rates for the fiscal year of 1958-59, in order to meet the rising costs of local govern- ment; and WHEREAS, the distribution of A.B.C. profits by the State is now made to the localities but once every twelve months and payment is received by the localities in August of each year; and WHEREAS, if these A.B.C. profits were distributed by the State to the localities on a quarterly basis in the months of August, October, January and April, it would be of considerable help to the counties at this time; now BE IT THEREFORE RESOLVED, that the Board of Supervisors of County requests the State Comptroller and the State Treasurer to make distribution of the A.B.C. profits to the localities quarterly rather than in one yearly payment. Speck On April lOth the League submitted a proposal to all Clerks and Chairmen of the Boards of Supervisors of the counties, which provided for a change j,n the distribution of the A.B.C. profits to the localities. This plan is simply to have the State make payments to the Counties on' a quarterly basis instead of one annual payment of the counties shares of A.B.C. profits. As it is now, the counties receive the full years distribution in August. The plan being suggested is to have these payments made in August, October, January and April. If this were done beginning with the fiscal year, of 1958-59, the following table shows the result to the counties. August 1958 p~ent--full coun~ share of profits for 1957-58. October 1958 quarterly payment for the first three months profits of the 1958-59 operation. January 1959 quarterly payment for the second three months profits of the 1958-59 operation. April 1959 quarterly payment for the third three months profits of the 1958-59 operation. August 1959 quarterly payment for the fourth three months profits of the 1958-59 operation.
