NOTICE is hereby given by the Board of Supervisors
of Chesterfield County that it is the intention of the Board'
to re-adopt the follo.fing ordinances which were adopted with.
emergency provisions:
An Ordinance to amend an ordinance adopted December 1,
1957. imposing certain license taxes in Chesterfield County, to
amend Chapter 1 by adding new sections to b€known as S~ction
5-A and 5-B to protide for license taxes for every person owning
or operating an amusement park, garden or building devoted to
general public amusement and for those engaged in the cleaning,

dyeing"pressing and repairing of clothes, hats, carpets,rugs
,
or other fabric articles; to amend Chapter 1, Section 7, by
adding a new subsection requiring a permit of every person
issued a permit by the Virginia Alcoholic Beverage Control
Board for the purpose of selling alcoholic beverages at a
banquet, picnic, outing or other social gathering; and to repeal
Chapter 1, Section 1 (i) to delete the exemption give~_a
speculative builder ,who has his principal office outside the'
County and pays a license tax in such' locality where he has his
principal office.
An Ordinance to an,lend an Ordinance' impo~ing certain

As you know, our Clinic is gradually approaching full operation and we hope

RESOLUTION
vJHEREAS, the counties of Virginia are finding it
necessary to increase local tax rates for the fiscal year of
1958-59, in order to meet the rising costs of local govern-
ment; and
WHEREAS, the distribution of A.B.C. profits by the
State is now made to the localities but once every twelve
months and payment is received by the localities in August
of each year; and
WHEREAS, if these A.B.C. profits were distributed
by the State to the localities on a quarterly basis in the
months of August, October, January and April, it would be of
considerable help to the counties at this time; now
BE IT THEREFORE RESOLVED, that the Board of Supervisors
of County requests the State Comptroller
and the State Treasurer to make distribution of the A.B.C. profits
to the localities quarterly rather than in one yearly payment.

On April lOth the League submitted a proposal to all Clerks and
Chairmen of the Boards of Supervisors of the counties, which provided for
a change j,n the distribution of the A.B.C. profits to the localities.
This plan is simply to have the State make payments to the Counties
on' a quarterly basis instead of one annual payment of the counties shares
of A.B.C. profits. As it is now, the counties receive the full years
distribution in August. The plan being suggested is to have these payments
made in August, October, January and April. If this were done beginning with
the fiscal year, of 1958-59, the following table shows the result to the
counties.
August 1958 p~ent--full coun~ share of profits for 1957-58.
October 1958 quarterly payment for the first three months profits
of the 1958-59 operation.
January 1959 quarterly payment for the second three months profits
of the 1958-59 operation.
April 1959 quarterly payment for the third three months profits of
the 1958-59 operation.
August 1959 quarterly payment for the fourth three months profits
of the 1958-59 operation.
If this pla'1 ..lere followed" a coun~ would receive its share of the
profits for the A.B.C. operation year of 1957-58 and three-fourths of the
1958-59 A.B.C. operation year in the smne county fiscal year ending June,
30, 1959. This would mean that for this one budget year July 1, 1958 to
June 30, 1959, the county would have evailable one and three-fourths times
the amount of A.B.C. revenue available under the present plan.

Since your Board of Supervisors has apparently not taken action
on this matter yet, wont you consider passing a resolution similar to t'ne one
enclosed and forward same to Mr, E.B. Pendleton, State Treasurer and
Mr. Sidney Day, State Comptroller.
If your Board will do this, it will be a help to these counties
which are hard pressed this year for funds. If this change in the methods
of distribution of A.B,C, profits is made these counties will be able to
finish this fiscal year without having to resort to a temporary loan.
Your cooperation in this matter will be appreciated by these
counties which are vitally interested in this new plan. Unless at'least
a majority of the counties join in this request, the State Treasurer feels
he would not be justified in making a change. If a majority of the counties
do join in this request, he is willing to make the change.

Dear Mr. Horner:
I wish to thank you for your favorable
consideration of my request for an additional ap-
propriation for selling dog tags at field stations,
bond premium on persons selling dog tags, collecting
water bills and selling county auto licenses and
furnishing rubber stamps etc. to persons performing
these duties.
At the time this request was made,
December 22, 1958, I had not been advised the cost of
burglary and messenger insurance; therefore, I did
not request an additional appropriation for this
purpose at that time. I have been advised by the
insurance. company that these premiums can be given
adequately for an additional premium of $56.00. I
respectfully request that the BOard make an additional
appropriation of $56.00, which I believe will be '
sufficient to cover the cost of this insurance.
I shall greatly appreciate you present-
ing this matter at the next meeting of the Board of
Supervisors and hope they will give favorable
consideration to this request.

RESOLVED, that the proposal of Michie City Publications
Company, Incorporated, submitted in letter to Ernest P. Gates, Common~
wealth"s Attorney, undel' uate of December 8~ 1958 is hereby a'ccepted arid,
Mr. Gates is authorized to so advise Mi~hie City Publicatione Company,
Incorporated that the Board accepts its proposal to print the Technical
Codes as set forth in, said letter. Further, the Board desires 'that 300
copies of Volume II be printed and that the Technical Codes shall include,
the 'foltowing ordinances: Subdivision Control; Zoni.ng; Reyfsed Plumbing
Regulations and Building Code.

the first part do grant and convey with GENERAL WARRANTY unto the

ten (10) feet in width next adjoining Dorset Road
running from the point of beginning at the northeast
corner marked by a pin on Dorset Road as shown on plat
made by Thaddeus T. Mudd, Certified Land Surveyor,
dated April 18, 1958, recorded with the deed next
mentioned, along the south line of Dorset Road in a
westerly direction along an arc, the radius of which
is 91.27 feet, a distance of 70.90 feet to a pin; thence
N 770 39' 30" W, 131.69 feet to a pin on the south line
of Dorset Road; thence S 240 32' 30" W, 10 feet; thence
S 770 39' 30" E, 131.69 feet to a stone; thence continuin
in an easterly direction along an arc, the radius of
which is 91.27 feet, a distance of 70.90 feet to a
point; thence N 120 09' 51" E, 10 feet to a pin on
Dorset Road, the point and place of beginning.
BEING part of the same property conv~d to Temple Rowe
and Helen E. Rowe, his wife, by deed dated June 20th.,
195~, recorded in Deed Book 553, page 203, in the
Clerk's Uffice of the Circuit Court of Chesterfield
County, Virginia.
In consideration of the sum of One Dollar ($1.00) an
of the consent of First Federal Savings & Loan Association of
Richmond, Noteholder, evidenced by its joining in this deed con-
senting to the release of that certain Deed of Trust from Temple
Rowe and Helen E. Rose, his wife, to John H. Randolph, Jr. and
R. W. Gunn, Jr., Trustees, dated October 30, 1958, recorded Novem
ber 4, 1958 in Deed Book 567, page 382, of the Clerk's Office
aforesaid, on the land conveyed herein, the said John H. Randolph,
Jr. and R. W. Gunn, Jr., Trustees, do hereby release and quit

said parcel of land conveyed hereinabove, as the same was vested
in them by said Deed of Trust, reserving, however, the lien of the

The said parties of the first part covenant that they
have the right to convey the said land to the grantees; that they
have done no act to encumber the said land; that the grantees
