CIfESTERFIELD COUNTY LOCKUP
Report on Inspection of January 6, 1959
ADNINISTRATION:
The police lockup of Chesterfield County was inspected January 6, 1959, at
2:40 p.m. Mr. C. W. Smith, Chief of Police, was present.
This lockup continues to be used for the immediate and temporary detention of
persons arrested by the Chesterfield County police. It was reported the,t a number
of persons are now being committed directly to the Henrico County Jail. This is
being done to some extent as a test to determine if the Chesterfield County Police
Lockup can be closed and all prisoners connnitted directly to the jail. Police
headquarters is still in the old lockup building, but,as soon as telephone con-
neotions and other means of communication have been completed, it is expected
that the police headquarters will be moved into the new Chesterfield County Building.
The number of persons placed in the Chesterfield County Police Lockup during the
past three calendar months was as follows:

BUILDING:
This is a small lockup space on the second floor of police headquarters consisting
of one room and cell section as described in other reports.
EQUIPMENT:
Complete bedding is furnished including sheets, and this is kept in exceptionally
good condition considering that the space is used as lockup only.
CLEANLINESS AND SANITATION:
Uhe jail area, was cleaner than it has been found at any previous inspection. vlindow
sills were free of trash and litter. Floors, bars, bunks, bedding, and plumbing
fixtures wer: clean and the "alls were clean and free of writing and marks which is
unusual. Apparently, much better cleaning attention is being provided by the
janitor under much more effective supervision on the part of the responsible officials.

At the annual meeting of this association held Monday, I was
unanimously instructed to contact the Board of Supervisors of
Chesterfield County through you and request prompt consideration
of the proposed Plumbing Code for the Rictunond Metropolitan Area,
giving you full infonnation regarding its status.
On yesterday afternoon, the Board of Supervisors of Henrico.,County
unanimous~ adopted the Code to become effective on April 15th,
and ,Ie have been advised by the Depar'bnent of Health of the City
of Rictunond that the City Attorney has prepared an ordinance to
be considered by the City Council, which will enable the Board of
Health to adopt the Code any time after it is passed.
For several years this association has been working for code
uniformity and hopes that the Board of Supervisors of Chesterfield
County will see the advantage of having this new reg,ulation effective
in the county.
If there is any further infonnation which you or the Board of
Supervisors would like, \o1e will be delighted to furnish it to you.

We now have four appraisers, including myself, and only two
cars.
Each of these men are capable of working by themselves on
most appraisals, but at the present time they have to double up
when in the field.
