TAKE NOTICE
That the Board of Supervisors of Chesterfield County will on March 11,
1959, at 2:30 p.m~, at its meeting room at Chesterfield Court House,
Virginia, take under consideration the rezoning and/or granting of a
P rmit on the following described parcels of land:

1. In Manchester Magisterial District, a parcel of land fronting
80 feet on Rt.60 and extending southwardly 192 feet, same being
Lot 6, Block 2, of the Pinehurst Subdivision, which is proposed
to be rezoned from Agriculture toGeneral Business on application
of Messrs. Martin and Hogwood.
2. In Bermuda Magisterial District, a parcel of land fronting
1114 feet on Rt. 10 and extending 2174 feet southwardly to
Hundred Road, said parcel being 4500 feet west of the inter-
section with Rt. 618, on which is requested a Use Permit to
operate a perpetual care cemetery by Mr. A.T.Brickhouse.
In Dale Magisterial District, an irregular parcel of land
containing 79 acres, fronting 1335 feet on Rt. 10 and extending
westwardly approximately 2000 feet ,said parcel being 1.14 miles
north of its intersection with Rt.604, which is proposed to be
rezoned from Agriculture to Residential-2 on application of
Mr.B.O.Woodcock.
In Bermuda ~~gisterial District, a parcel of land fronting
on Chesterfield Avenue approximately 100 feet and extending
southwardly to Third Avenue, the 'same being the eastern portions
of Lots 3 and 6 of the Patterson Park Subdivision, which
pr~perty is proposed to be rezoned from Residential-2 to
General Business on application of ~~. R.V.Grantham.
. In Manchester Magisterial District, a parcel of land fronting
75 feet on the Belt Boulevard, and extending southwardly
300 feet, said parcel being 100 feet northwest of the inter-
section of Rt.1221, which is proposed to be rezoned from
Residential-2 to General Business on application of Mr.T.A.
Phillips.
All persons favoring or opposing the granting of these requests are

For approximately two years these gentlemen have been operating in our county

The Augusta Memorial Park, Inc. started a memorial cemetery
in Augusta County in March 1956. They have been customers
of this bank since that time and I have on many occasions
visited their cemetery. They have done a very fine job
of landscaping and maintaining the cemetery and it is a
credit to Staunton, Waynesboro and Augusta County.

developed by these people during recent yea,s in the following
cOImllunities: \'Iaynesboro, Lexington-Buena Vista, Clifton-Forge-

right-ot-way, becomes #675. and is the northeast boundary of
the property sought to be rezoned. The property fronts ap-
,proximately 879 teet on Highway #675 and approximately 832 feet
on Highny #147. The character of the property 18 low, BllICUlIpy
and crawtiahy. Ita depth is approXimately 1000 feet.
THE ZONING SHOULD NOT BE CHANGED
There are of course numerous factors and oonsiderations
which the Board must take into account in .determining whether
the present zoning should be ohanged. The most important 01'
these we will attempt to enumerate in sett1ng forth ~~.

1. First and foremost, a rezoning of the property,
would annihilate the value which has 1nherred in the Hopper
property. This is the natural objection of any property
cnmer similarly situated. Robious, Inc. has announced its
.. plans to put a modem shopping center on the property if
It is rezoned. It requires but little 1maginationto
contemplate what th1s would do to Mrs. Hopper's property.
Its qulet country character would immedlately be destroyed.
Some years ago when Rob1ous'station was stll1 standing, the
statlon at the grade cross1ng was a congregating'placefor
vagrants, drunks and hoboes. When the station was removed
follow1ng the d1scont1nuance of passenger service on the
ra1lroad, the situation cleared up. T~e~,,15ame situation, or
worse, would undoubtedly crop up if,.,a,s~opp1ng center ap-
peared on the property just to the south of the ra1lroad.
, 2. The Intersection of Routes #147, #675 and #711 now
prel>ents an extremely hazardous trafflc conditlon. The In-
stance. are numerous of cars coming t.o the intersection and
missing ~ompletely the resumption of the1r 1ntended route

4. A shopping center of the type propoted by Rob1ous.
Inc. would be more su1tably loeated on Route IIf.,O. The
zoning on Route #608t the intersection of Old ~ob10us Road
(#675) and at the1ntersect1on of Route 1/147 1s p~sently
"business" '. The, property in this general area of ~oute 1/60
1s presently used for service stationa, a,tra1lor clurt
and a septic tank oonstruct10n COlll~. A ahopp1ng ,c~nter
, located on Route #60 could as readlly serve .residential areas
in the vicinity ~h1ch are, under development as ,one at RO':lloua.
5. A shopp1ng center wouid not Serve any present need
in the area. The number ~f residents within a mile racUus ot

We, the undersigned ~ers of the Old Gun Road Civic Association,
do hereby petition the Board of Supervisors of Chesterfield County to
deny the application of Robious, Inc. to rezone for general business

Corporation, consisting of 29 acres located at the Southeast intersection
of Route 147 and Route 675 in Midlothian District, Chesterfield County,
Virginia, hereby respectfully request, the favorable consideration of
the application to the Board of Supervisors of Chesterfield County,
Virginia, for the rezoning of the above land from agricultural to
general business; provided, however, that the Board of Supervisors
first receive ~hat they deem to be satisfactory assurances that the
representations of R. Pinkney Sowers, Attorney for Robious Incorporated,
a Virginia Corporation, contained in a letter addressed to Mr. R. E. Scott,

I represent Robious Incorpcrated, a Virginia Ccrporation, ,vhich
has made application to the Board of Supervisors of Chesterfield County,
Virginia, for the rezoning of 29 aores located at the southeast intersection
of Route 147 and Route 675 in Midlothian District, Chesterfield County,
, Virginia.
In response to your inquiries, I am pleased to give you the following
information concerning the plans which this corporation has for the development
of this area.
1. The property fronts on the south side of Route 675
and the east side of Route 147 and lies just west
of the property occupied by LeFaivre stave mill.
This land is swampy and will have to be drained in
order to be put to the use proposed.
2. A modern shopping center is planned, all of the
buildings of which will be of colonial architecture
similar to the buildings now being constructed at
the shopping center in Henrico County at the north
end of EUguenot Bridge.
3. Since this will be the only shopping center in the
Bon Air area, the owners of the corporation realize
that it will have to be an attractive, modern,
well-designed and well-engineered project.
4. Adequate parking will be insured by the Chesterfield
County zoning regulations.

5. It is recognized that in the near future there will
be thousands of new homes ,vhich will be constructed
radially from this site in every direction. In
addition to these new homes, this oenter will serve
the shopping demands of people who live from Bon
Air westvmrdly up the river.
You can readily see, therefore, that in order to properly develop
this site and to serve the neighborhood adequately and to keep in line
with the architecture of the homes which have already been constructed in
this area, any buildings erected on this site must be basically of good
design and taste.

As attorney for Robious Incorporated, I can assure you beyond doubt,
if the proposed site is rezoned, the buildings erected thereon will be a credit
and a benefit to your whole community.
