Gentlemen:
In accordance with resolutions passed by your Board on December 10, 1958, changes in
the Primary and Secondary Systems made necessary by relocation and construction on
Route 10, Project 4120-16-21-25 in 8hesterfield County were confirmed by the Highway
Commission on February 19, 1959, as shown on the attached sketch and described as
follows:
SECTIONS ABANDONED AS PROVIDED UNDER SECTION 33-76.5 OF THE CODE OF VIRGINIA, 1950:
Section 1 - Old location of Route 10, from the new location opposite
Station 38 + 00 easterly 0.15 mile to the new connection
opposite Station 41 + 30.
Section 3 - Old location of Route 10, from the new connection opposite
Station 89 + 25 easterly 0.17 mile to the new location
opposite Station 95 + 50.
SECTION TRANSFERRED TO THE SECONDARY SYSTEM AS PROVIDED UNDER SECTION 33-27 OF THE
CODE OF VIRGINIA, 1950:
Section 2 - Old location of Route 10, from the new connection opposite
Station 41 + 30 easterly 0.88 mile to the new connection
opposite Station 89 + 25.
CONNECTIONS ADDED TO THE SECONDARY SYSTEM AS PROVIDED UNDER SECTION 33-141 OF THE
CODE OF VIRGINIA, 1950:
Section 4 - New connection from new Route 10 at Station 41 + 30 south
0.08 mile to the old location.

NOTICE
Notice is hereby given under Article 6.1, Section 55-76.2
of the Code of 1950, Amended, that the State Highway Commission proposes
to abandon and eliminate altogether from the Primary Highway System the
following section of road in Chesterfield County:
Section of Route 524 in Chesterfield County, beginning
at its intersection with Route 718 and thence in an easterly
direction a distance of 0.5 mile to a point just west of
the western gate of the Bon Air School for Girls.
Said section of road is shown on the plans on file in the
office of the Department of Highways, ltichmond, Virginia.
Provided, however, that if there is any objection to the
closing of said section of Route 524 that the same must be filed in writing
in the office of the State Highway Commission, liichmond, Virginia, on or
before twelve o'clock noon, March 26,.1959.

'l'HE FOLLOWING RESOLUTION WAS PASSED BY THE BOARD
OF SUPERVISORS OF PRINCE WILLIAM COUNTY, VIRGINIA, ON
MARCH 5, 1959
RE: LOSS OF SECONDARY ROAD FUNDS
BE IT RESOLVED that the Board of Supervisors of Prince William
County, Virginia, does hereby vIgorously deplore the depletion of second-
ary road funds for the vitally important rural roads of the State of Vir-
ginia, primarily as a result of the supposed advantages of the vast inter-
state highway system, and does hereby urgently request the Governor of
Virginia, the General Assembly of Virginia, and the Virginia Department
of Highways to save and improve our system of farm-to-town and city
roads of the State, and to re-emphasize the superi'or importance of rural
roads in our state over the vast interstate system of highways;
'l'hey are further requested to effect all economies possible and to
seek other formulas for first serving the bedrock people of our counties,
cities, and towns rather than sacrificing 'our own needs so the transient
traveling public can be afforded such rapid means of passing into and out
of our State.

On several occasions I have spoken to the County Engineer
and also to Mr.Britton concerning the size of the pipe that
crosses under the German School Road at approximately 300 feet
North of Rt. 60. This pipe is too small to carry the water
that is being dumped into it from the State Highway and also
that flows through the stream that comes through Beaufont.
In developing Beaufont Hills, the Engineer figured that the
pipe and sizes necessary to carry off the water would be two
pipes. one size 48" and the other 56"', to take care of the
drainage through the stream that comes through Beaufont. And
into this same stream and in back of the Estes Transfer Company,
the State Highway Department dumps all of the water from both
sides of the road.
Any time there is a hard rain, water backs up into the
area. Therefore, since the water cannot flow freely through
the pipe installed in Beaufont, it has begun to stop these
pipes up and fill same with sand and other debris.
I am asking that you present this to the Board of Supervisors
in order that this situation can be taken care of.
I am sure you are aware of the fact that every time there
is a hard down pour of rain, the German School Road overflows from
6 to 12 inches at this bottle neck. The overflow of the road
has not been caused because the land beyond it was developed.
This situation has been occurring as long as I can ramember.

Would you please bring this up at the next Board meeting
kindly advise me when this matter will be brought up.

I respectfully recpest that the following matter be brought to
the attention of the Board of Supervisors:
Between the intersections of Rattlesnake Creek with Cherokee
Road, where Midlothian and Manchester District boundary line
lies, and Stratford Road, over the past three :years there hBve
been, to my direct knowledge, over sevenlnB!Qr accidents in-
volving serious personal injury and thousands of dollars of
property damage to the vehicles involved and to property on
both sides of the road in this area. I venture to say that
there have been more accidents in this approximately 1500 feet
of Cherokee Road than on all the rest of Cherokee Road from
its origin to its ending. Most recently and for the fourth
time in a period of less than 90 days, an automobile left the
road and pierced the fences of the Thompson property at the
southeast intersection of Cherokee and Wakefield, took down
the lamp post, traversed approximately 70 feet of yard and
ran into the front of the house at a late hour and fri~htened
the occupants no end~Saturday night, February 28, 1959}. This
is the fourth time t hat this property has been entered through
a retaining fence since December 23.
While I realize that each accident has a cause and effect and
undoubtedly was the responsibility of the driver, it is self
evident that all of these accidents in such a short distance
were contributed to by a treacherous piece of road and I beg
the Brnrd to take immediate action before more tragic accidents
occur. In my opinion as a real estate man, there is sufficient
ground immediately adjoining this property whereby this inclined
curve, which appears to be the cause of so many of these acci-
dents, could be graded, widened and made more safe with a minimum
of cost at the present time. I respectfully request that this
matter be urgently studied and the Beard take such a ction as
it is necessary in connection with the State Highway Department
to assure that this work is immediately done.

I neither live bn Cherokee Read nor do I have any personal or
selfish interest therein and oertainly I own no real estate
lying in this area. However, I am very muoh conoerned with
the mangled people that I have assisted in aooidents in this
area, with the property damage that I see eaoh time and with
the concern that I have for a headlining tragedy that might
possibly appear in the near future if something 1sn't done to
this stretoh of Cherokee Read. I would be grateful for an
acknowledgement of the aotion the Board may take and any informa-
tion furnished to the Board by the state Highway Department.
With kindest personal regards and thanks for bringing this

With reference to your resolution of January 14th, request-
ing Industrial Access Funds on Route 618 leading to Allied Chemical
Company and Route 608 leading to the Reynolds Metal Company. This
will confirm our conversation at the Board Meeting, Yesturday~
In view of the fact that Rcute 827 and 618 were built to
serve 'the Allied Chemical Company, we do not feel that we are in a
position to apply for Industrial Access Funds for another rcad to
serve the Allied Chemical.
Regarding Route 608 into the Reynolds Metal Company. In
vi~w of the fact that this plant is still in tho process of const-
ruction and expanding, it is hi~)ly possible that access funds could
be applied to this road. We have ~de a pleminary esti~te for the
construction of this roael" in the amount of something "ver $60,000.00.
This figure does not include cost of right of way, J.ncludi:1g adjusting
of ut5,lities. It is the feeling of the Department that rights of WilY
should be furnished without cost to the Department of Highways., If
the Board of Supervisors sees fit to furnish right of way and sees
that the 11t,iHties are adjusted, the Department will proceed "i th the
necessary survey work and req~est funds for construction.

are beset with a number of problems- one of the main ones being money;

butions, we have raised enoughlto actually, go as far as putting the
roof on. Th'e walls are nearly half way up. Since we are using volunteer
labor, the work doesn't progress as rapidly.
Would it be possible for you to get us a free water connection.
We have plumbers in our organization'who can take the water from the'
meter up to our building. If you could get the Board to do this for

Shelters available for the children in our community and in

opportunity for shelter. Of course, we have no way of knowing
how many shelters will be made available to us and, of course
permission might not be granted by the owner for all of the points
listed.

parents would appreciate very much having these shelters erected. The
committee has marked the desired shelters with red crosses.
I might S8Y my school is on Route 220 and many of these stops ena on
this main highwsy. However, we also need shelters in a few places on
the secondary roads. They have been so marked.

Re: Relocation of Easement - Southampton Acres, Section 2
Dear Ernest:
You will recall that several weeks ago I mentioned the necessity
for relocating a 16 foot easement for"utilities and drainage in the sub-
division known as "Southampton Acres, Section 2."
The necessity for the relocation and the abandonment of the old
location is due to the fact that a Thaddeus T. Crump and wifs have pur-
chased a parcel. of land consisting of a portion of two lots and the pre-
sent location of the easement, if allowed tci remain, would result in the
entire 16 feet of the easement being located on their properly. In addition,
the 16 feet consisting of the easement will not be along their side line,
but will result in a small strip of land between their side boundary line
and the 16 foot easement. You can easily understand the difficulty they
will experience in obtaining a loan if the 16 foot easement remains entirely
on their properly. .
I am advised that the topography of the land requires that they
purchase a porlion of t1llO different lots rather than purchase one entire
lot. The original difficulty arose at the other end of the block and each
successive purchaser has been required to take title to portions of two
different lots.

On the occasion of our last conversation regarding this problem,
you asked me to prepare a resolution for the Board of Supervisors.
Accordingly, I have enclosed herewith a proposed resolution together with
a copy of the agreement vacating the old easement and relocating it.
The original agreement is in the process of being signed by the
various parties to the agreement. We can have the original agreement
available for the meeting at which the Board of Supervisors will act on
this question.
I would appreciate it if you would review the enclosed agreement
and proposed resolution. If you have any questions, please call me.

pages 147 and 148; and
WHEREAS, Gray Realty Corporation has contracted to sell a portion
of Lot 14 and a portion of Lot 15, Block F, on Plan of Southampton Acres,
Section 2 to Thaddeus T,~ Crump and Nancy B. Crump, his wife, said portion
of Lots 14 and 15 being shown in red on plat attached; and
WHEREAS, Thaddeus T. Crump and Nancy B. Crump, his wife, desire a'
vacation of the 16 foot easement as presently located along the dividing
line between Lots 14 and 15, Block F, of said subdivision and its relocation
along the new boundary line between the property they have contracted to
purchase from Gray Realty Corporation and the residue of Lot 14, Block F,
to be retained 'by Gray Realty Corporation; and, the topograpilYof the land
required that the said Thaddeus T. Crump and Nancy B. Crump purchase a por-
tion of the said Lots 14 and!15, Block F, in order to properly construct
their dwelling and to comply with the zoning requirements of Chesterfield

Souad, the membership voted in favor of an addition to our
present building, which addition is badly needed. Attached
herewith is a set of plans for the proposed new construction.

Mary B. Newkirk on the east. We own the property adjoining
on the south, the rear of \..mich will be used for parking
