Dear Mr. Burnett:
Please find enclosed with this statement a complete progress
report which covers the period September 7, 1958 through, January
26, 1959. This report covers approximately four and onehalf months.
This period I have worked on the Chesterfield County Property Map
a total of 457.33 hours @ $2.94 per/hr.
After sending my last report to you,I found where I had made an
error by adding the fraction of the hours worked two times which
amounted to $ 2.45 more than I should have received. I have shown
this correction below.

of the county that needs only to be listed to be ready for inking as of January 26,
1959. This will be completed and ready before the blue portion has been inked and
delivered to your office by several weeks, depending upon the number 'of draftsmen
available to be placed on this work.
Since Septembe~ my records show that the state has a total of one hundred and
forty-three man days on Chesterfield County over and above that time spent by drafts-
men on your payroll and the extra time which I have spent on this work.

In accordance with the Chesterfield County building code
it is compulsory for a property owner who wishes to erect
an enclosed structure within less than 5 feet of his pro-
perty line to receive permission from the owner of the
adjoining property to erect such structure.
With the above in mind Mr. C. G. Carter, Jr., Owner
of the property at 2209 McKay Avenue has asked my permis-
sion to enclose the porch on the Southwest side of his
home.
It is entirely satisfactory with me that he enclose
the porch mentioned.

TO WHOM IT MAY CONCERN:
We, the undersigned, have previously agreed that it was
all right for Mr. J. W. Seamster at 1102 east 50th street to erect
an addition within five feet of his side lot line and within twenty
nine feet of his front building line.
We now understand that he would like to build a chimney on the
outside of the new addition. The chimney is to be, not over 6' (six feet)
long, and not over 2' (two feet) wide. To do this he will have to come
within 3' 6" (three feet, six inches) of the property line. We further
agree that we have no objections to this.

administrative expenditures for the fiscal year which ended June
30, 1958.
I'm giving you this for your benefit and that of the Board of
Supervisors as it is so often said that the Welfare Department
does nothing but hand out money and then too, I think this cost
figure is enlightening as the auditors in arriving at the cost
of administration use only as a comparison, the Public Assistance
cost. You will recognize from thW information that to operate the
service program which consists of primarily investigation of adoptions
and our services to the court, accounts for almost half of the cost
of administering this Department.

NOTICE OF AN OPEN HEARING ON ILLEGITIMACY
No problem has caused greater concern to our citizens than the rising
number of illegitimate children in our community. Related questions are:
welfare grants, juvenile delinquency, and the future welfare of such children.
The newly appointed commission to Study Problems Relating to Children
Born Out of Wedlock will hold its first public hearing in conjunction with the
Fifth District, Virginia Conference of Social Work, at the Young Women's
Christian Association on Tuesday, March 24 at 12115. 6 North Fifth Street.

The purpose of this meeting is to afford representatives of organized
groups, associations and individuals interested in the problems relating to
illegitimacy to express their views, ask questions and make recommendations
to the Commission.
Mr. Charles Fleming, Executive Secretary of the Richmond Area Community
Council will serve as Moderator, and the Honorable Kermit Rooke, Judge of the
Juvenile & Domestic Relations Court, Richmond, will set the background for
(
the hearing.
The public is invited to attend this meeting and, in so far as time al-
lows, to express their views as to what are the problems of children born out
of wedlock and their recommendations to relieve those needs and solve some of
these problems.
All talks will be limited to ten minutes, to allow time for discussion.
Those who do not wish to attend the luncheon, may come to the hearing at 12145,
subject to the limited space available. We want and need your help and hope
that you will make plans to attend this hearing. A return postcard is enclosed

It has been the policy of this office to advertise the
dates the treasurer or his deputy would be at designated
places for the convenience of persons who wished to pay their
taxes without makin~ a trip to the Courthouse. It has been
customary to provide this service twice each year, in the
months of April and November. '
Since the deadline for paying State income taxes was
changed from December 5 to May 1, our collections at these
field stations have decreased considerably in the month of
April. The combined total of April collections atfuese
points has been less than $7500 per year for the past
several years. It does not appear that the response has
