PROPOSED LAND USE: Use of the property as a special events business is planned. STAFF RECOMMENDATION Recommend approval of landmark designation for the George Perdue House, subject to the applicant addressing the Transportation Department’s concern relative to the potential effects of the designation as proposed, for the following reasons: A.The presence of one (1) or more distinguished buildings of high architectural quality and historic interest; B.The presence of special historical or archaeological interest relating to local, state or national history; and C.Designation of the entire property as proposed would cause significant adverse effect on future road improvements. PRESERVATION COMMITTEE RECOMMENDATION Recommend approval of historic landmark designation for the entire property. Ю±ª·¼·²¹ ¿ Ú×ÎÍÌ ÝØÑ×ÝÛ ½±³³«²·¬§ ¬¸®±«¹¸ »¨½»´´»²½» ·² °«¾´·½ ­»®ª·½» PLANNING COMMISSION RECOMMENDATION Recommend approval of historic landmark designation for the entire property. HISTORICAL BACKGROUND The George Perdue House is a two (2) story, wood-frame building with a cross-gable roof exhibiting elements of the Queen Ann style of architecture. Erected around 1893, the dwelling was located on the Bright Hope (later Tidewater & Western) railroad at a stop named “Beach”. This parcel and the neighboring one to the east (11400 Beach Road) together made up the rural railroad “village” of Beach, containing a post office, railroad depot, and general store along with two (2) dwellings (including this one (1)). The stop served a large rural area, connecting people with Chester to the east, as well as Richmond and Petersburg (through the rail connection in Chester). The George Perdue House and the adjacent Perdue-Mitchell House together make up the “Village of Beach”, once an important rural railroad stop. Together these properties make up probably the last intact rural railroad stop still remaining in Chesterfield. The current owners are rehabilitating the property and plan on operating a special events business. This property is currently undergoing state and national historic landmark designation. GENERAL INFORMATION Location: North line of Beach Road approximately 200 feet west of the intersection of Beach Road and Spring Run Road. Tax ID 745-654-8256 (Sheet 24). Existing Zoning: A Size: 3.328 acres Existing Land Use: Single Family Residential î ðèØÐðïëíóÖßÒîíóÞÑÍóÎÐÌ Adjacent Zoning and Land Use: North- A; Vacant South- A; Vacant East- A; Single Family Residential West- A; Single Family Residential TRANSPORATION The subject property is approximately 3.3 acres located north of the Beach Road and Bundle Road intersection. The applicant is requesting a historic designation for the property and structures. Staff recommends denial of the historic designation of the property due to its impacts on the adopted Thoroughfare Plan. Staff would support historic designation of the structures only. TheThoroughfare Plan identifies Spring Run Road and Beach Road as major arterials with recommended right-of-way widths of ninety (90) feet. The Thoroughfare Plan also identifies a proposed realignment of Spring Run Road that would extend through the property and align with the existing Beach Road/Bundle Road intersection. The realignment of Spring Run Road will result in the following benefits: a.The intersection realignment shifts a future major intersection away from the existing Pocahontas State Park; therefore, reducing impacts to the park when future lane widening occurs at the intersection. . b.Number of potential traffic signals along Beach Road will be reduced by aligning with the existing intersection of Beach and Bundle Roads. c.Better road geometrics and sight distance can be achieved at the proposed location. Staff has contacted the Virginia Department of Transportation (VDOT) Chesterfield Residency for their input on the proposed intersection realignment. VDOT has stated that “the option that relocates Spring Run Road (to the West) to connect to the existing Bundle Road is preferred from the Residency's standpoint. This option brings better sight distance into the intersection and should offer better operational characteristics once the relocation occurs.” No public road improvements in this part of the county are currently included in theSix-Year Improvement Plan. Staff recommends denial of the historic designation of the property due to its impacts on the adoptedThoroughfare Plan. Staff would support historic designation of the structures only. The properties have been approved for inclusion on the Virginia Landmarks Register, however, the properties have not been included on the National Register of Historic Places. The State Review Board (SRB) has approved the nominations to the National Register of Historic Places. í ðèØÐðïëíóÖßÒîíóÞÑÍóÎÐÌ The SRB determines whether or not the properties meet the criteria for national evaluation prior to their submittal to the National Park Service (NPS). At such time the nomination is submitted to the NPS, there will be a forty-five (45) day review process, which includes a public comment period and technical review by federal staff before the nomination is acted on by the Federal Preservation Officer and Keeper of the National Register of Historic Places. To date, the State Review Boardnominations have not been sent to the National Park Service for review and inclusion into the National Register of Historical Places. LAND USE Comprehensive Plan: Lies within the boundaries of the Southern and Western Area Plan (1993) which suggests the property is appropriate for Single FamilyResidential uses on one (1) to five (5) acre lots suitable to R-88. The Plan also encourages the protection and preservation of identified historical and cultural sites. Area Development Trends The area is characterized by single family uses on acreageparcels along Beach, Spring Run and Bundle Roads. To the east is Pocahontas State Park. CONCLUSION This request lies at the intersection of two (2) Thoroughfare Plan roads identified as ninety (90) foot Major Arterials (Beach Road and Spring Run Road). Ultimately, according to the Thoroughfare Plan, the Transportation Department will be altering the current alignment of the Beach Road/Spring Run Road intersection at some point in the future. If the entire property is included in this request for designation, it may impede the efforts of the Transportation Department to complete this realignment, causing an adverse effect on the future development of the county. If the applicant agrees to the designation of the existing structures only. Staff would be in support of this request. Given these considerations, approval of this request is recommended, subject to the applicant addressing the transportation concerns as discussed herein. ______________________________________________________________________________ CASE HISTORY ______________________________________________________________________________ Preservation Committee/ Planning Commission Joint Public Hearing (11/20/07): The Preservation Committee had an insufficient number of members present to achieve a quorum. Therefore the case has been carried over to December 18, 2007, at 6:00 p.m. ì ðèØÐðïëíóÖßÒîíóÞÑÍóÎÐÌ Preservation Committee/ Planning Commission Joint Public Hearing (12/18/07): The applicant did not accept staff’s recommendation. There was general discussion regarding various road alignment alternatives, as to the impacts of the designation, and the status of the state and national register nomination and its impacts. There was no opposition present. On motion of Mr. Daniels, secondedby Mr. Emerson, the Preservation Committee recommended approval of historic landmarkdesignation for the entire property of the request. AYES: Ms. Howe and Messrs. Daniels, Emerson, Morris, Walker and Wallace. ABSENT: Mr. Cogbill. On motion of Mr. Bass, seconded by Mr. Gulley, the Planning Commission recommended approval of historic landmarkdesignation for the entire property of the request. AYES: Messrs. Gecker, Gulley, Wilson, and Bass. ABSENT: Mr. Litton.
