On motion of Mr. Purdy, seconded by Mr. Apperson, it is resolved that the minutes of February 14, 1968 be and they hereby are approved, Mr. Harold Walker comes before the Board and states that he will need an additional $5000.00 for office supplies and $500.00 for postage. After some explanation b;f the Executive Secretary, it is on motio:z of Mr. Apperson, seconded by Mr. Dietsch, resolved that the sum of $5000.00 be appropriated to 021-319 and the sum of $500.00 be transferred to 021-218. There was read a resolution from the County of Henrico which stated that the County authorities were against the proposed Bill for merging Henrico County and the City of Richmond which letter was filed with the Board's papers. On motion of Mr. Dietsch, seconded by Mr. Ipperson, it is resolved that this Board requests T•;r. R. V. Lancaster, Resident Engineer, Department of Highways, to study the feasibility of installing two traffic control lights on Bryce Lane at its intersection with. Rt. 1G and Rt.360 and to make recommendations to the County as to how such lights can be installed. 68-5U. Mr. Posenau comes before the Board requesting a Use Permit to conduct a business office in his home in Midlothian Magisterial District, on a parcel of land of irregular shape fronting 100 feet on Swanage Road and exte ding eastwardly 160 feet more or less, being 300 feet, more or less south of Highgate Fbad and better known as 111 Swanage Road. Refer to Sec. 28-1 (3) Blk. G, Lot 8. Whereas, this matter had been deferred from February 14, 1968 and there is no one present to oppose the granting of this Use Permit, it is on motion of Mr. f~Iartin, seconded by hir. Dietsch, resolved that I a Uae Permit to conduct a Business Gffice on the aforedescribed parcel of land be and it hereby is granted, provided there are no advertising signs or storage outside of the building, Mr. Clyde Jordan, representing a delegation of Firemen, comes before the Board requesting further consideration of having paid firemen at Bon Air, Forest View and Manchester Fire Departments and there was presented by officials of the Chesterfield Jaycees results of a Poll taken which seems to indicate that a large majority of the people in the Cbunty favored paid firemen. On motion of Mr. Apperson, seconded by Mr. Martin, it is resolved that the matter of paid firemen be taken under consideration for next year's budget. It was further agreed that the Fire Committee and Fire Association work together to present some plan by which this program can be accomplished, There was presented a letter from r1r. Gordon Galusha stating that he had analyzed the ten (101 bids received an the Courthouse addition and recommended the acceptance of the low bid of $512,600 submitted by Andrews, Large and 4Jhidden from Farmville, Virginia. I°lr. 4dilliam Partin, Attorney, representing r;r. W. M. Walder, Jr., Contractor, who came in late to the bid opening and submitted an unsealed bid which the Commonwealth's Attorney ruled was void, states that the Board in all good conscience should consider the bid of fr. Walder and waive the necessity of a sealed bid. Whereupon, the Commonwealth's Attorney further amplified his ruling that the matter of sealed bids could not be waived. Upon further consideration of this matter, it is on motion of I~;r. Apperson, seconded by Mr. Purdy, resolved that the bid of $512,600.00 submitted by Indrews, Large and Whidden, be and it hereby is accepted, On motion of Mr. Apperson, seconded by Mr. Brotianing, it is resolved that bids be received on the razing of three buildings, which must be removed for the Cburt's addition and that this work be accomplished as soon as possible at the lowest bid. It Jas cited that the Post Gffice Department had been requested to move it® facilities from the old sdTore building at the Courthouse and that efforts had been made to retain the Post Office at the County seat until such time as the Post Gf..ice can be constructed, which completion date is estimated to be August, 1968. Upon consideration whereof, and on motion of Mr. Apperson, seconded by Mr. Purdy, it is resolved that the Post Gffice officials be requested to install a trailer at ~ suitable location in an effort to keep the service of the Post Office here at the Courthouseo I`irs. E. C. Godsey, representing the Chester t,Joman's Club, comes before the Board presenting a map of the area of Chester with a street lighting system suggested by the ~rginia Electric & Power Company and also a map of the same area showing street light locations recommended by the Tnbman's Club. These were in groups of 1,2 and 3 priority of approximately 20 in each group. Upon consideration whereof, and on motion of Mr. Purdy, seconded by Mr.Browning, it is resolved that this proposal be submitted to the Light Committee for further consideration. -2- f i Mr. Lee Gordon, Commonwealth's i~ttorney, explains the functions of the Collector of Delinquent Taxes, It was pointed out that N~r.H.B. Gilliam, who had been handlin: this matter for the County was now deceased and th,°<t the matter of a replacement had been advertised to the legal profession in the County and little interest was received. Phyllis itenick to consmlt with the Boarcl on the possibility of her filling this position. On motion of iv:r. Browning, seconded by P~ir. Apperson, it is resolved that the game claim of Mrs. Pearl T. Stephan for rabbits killed by dogs in the amount of 516.00 be and it hereby is approved for payment. This day again the matter of purchasing home receivers for the various fire departments in the County to supplement those already in use was discussed ;~efore the Board and it was cited th~it the 126 requested would cost approximately $25,000.00. Upon consideration whereof, and on motion of 1`ir. Apperson seconded by r1r. Purdy, it is resolved that the Purchasing Agent be requested to purchase up to five (5) home receivers for each fire Department. This day there were presented to this Board the following bids for sale of the $14,600,000 School Bends of Chesterfield County, Virginia, dated 1`:arch 1, 1968, which were received at 12:00 Noon, Eastern Standard Time, on the 29th day of February,1968 at the Uffice of the State Commissioner on Local Debt of the Commonwealth of Virginia, Finance Building, Capitol Square, Richmond, Virginia. Apperson, seconded by Mr. Browning, it is resolved that at the request of the Supt, of the Welfare Department the sum of $12,000 be and it hereby is appropriated from the unappropriated surplus of the County General Fund to Hospitalization - 085-225.0. And the Treasurer of the County is hereby requested to transfer the sum of $12,000 from the unappropriated surplus to 085-225,0 Account. It is here noted that the State Welfare Department will pay one-half of this amount, The Rev. Jack Rivers and D'ir. Rich~.rd Meiler come before the "•Board seeking to have the County's appropriation to the Richmond Area Psychiatric Clinic raised from $2500.00 to $4300.00 and presents evidence showing that this is the County's share in this Clinic expenses. This budget and the related plan of support from State, Federal and other sources were approved on December 4, 1967. I want to call your attention to several facts about this year's request from the Richmond Area Psychiatric Clinic: In order to operate the Clinic in line with the needs of Richmond area citizens, we felt it necessary to ask last year for the County of Chesterfield to designat e $2500.00 for the Clinic's operation. Our problem this year is complicated by the fact that we have been able to find no way to secure support from Henrico County. As a result of this, we are not now seeing any Henrico County patients. We are continuing to explore this possibility but do not have any hope that their support will be forthcoming. We have no UGF support having acceded to their policy of funding operations like ours for the early stages and then shifting the continual support to the govern- mental agencies. The State now requires $1.00 local for $1.00 State matching funds, whereas prior to July 1, 1966, it was $1.00 local for $2.00 from the State. We have now been successful in securing critical personnel for a second psychiatric team. The psychiatrist, social worker and clerk are immediately available to fill the positions represented by this third team. I would like also to call your attention to the fact that this additional team would enable us to do a more significant job with the Chesterfield County After- care patients and to move significantly into a program with other agencies in vocational rehabilitation. It is estimated that the State and Federal matching funds in the amount of $52,065.00 will be available and that fees from patients using the services of the Clinic will amount to $11,000.00. We have sent to the City of Richmond based on the percentage of patients which come to the Clinic from the City of Richmond a request for $40,000.00-- which represents a doubling of our request to them from the previous year. A fair- share proportionment of local matching funds makes it necessary for us to ask that the Psychiatric Clinic be included in your budget for Chesterfield County the amount of $4300.00. We realize that this is a very significant request in increase in our askings but feel that it is justified on the basis of the enclosed budget which still makes it necessary for us to secure $7,765.00 from other local sources. We would like to request an opportunity to appear before the Chesterfield County Board of Supervisors at an appropriate time to support this request. Martin the following resolution is adopted: seconded by Mr. Apperson WHEREAS, all the property owners of all the land abutting a certain un- opened alley, as shown on Section Sheet 3B-61, Bon Air Knolls, Midlothian District Chesterfield County, Virginia, copy of which is attached to the Petition filed in this matter and also attached to the Declaration of Vacation, which Section Sheet is of record in the Clerk's Office of the Circuit Court-of Chesterfield County, Virginia in Plat Books 1-155, 3-50&51, 4-138&139, have petitioned this Board to vacate said unopened alley and to have it legally closed; and WHEREAS, the said unopened alley has never been open to public use, but has remained in the undisputed use, occupation and possession of the parties to the Petition, namely, Daniel Tinsley, unmarried, and Glenn G. Thompson and Jean M. Thompson, his wife, and their predecessors in title, and such alley is not desir- able for the development of the lands abutting them or any other land; and WHEREAS, the closing of said alley and the vacation of said plat showing Lots 1, 2, 6 and 7 of Block 63 will not abridge or destroy at~y of the rights or privileges of other property owners within the bounds of the area shown on Section Sheet 3B-61, Bon Air Knolls, of record. NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors doth approve the vacation of the 20 foot alley shown on Section Sheet 3B-61, Bon Air Knolls, commencing on the north side of the unopened portion of 6th Street between Buford and McRae Streets, running in a northerly direction 100 feet and designated to serve Lots 1, 2, 6 & 7 of Block 63, Bon Air Knolls, said alley being 20 feet in width and terminating at the south line of Tract 29 of Bon Air Knolls. This resolution is conditioned upon and shall become operative when the - aforementioned parties-shall have executed and acknowledged for record on a form approved by the Commonwealth's Attorney and the County Engineer an appropriate Declaration of Vacation. When such Declaration of Vacation has been approved, the same shall be recorded in the Clerk`s Office of the Circuit Court and said Clerk shall indicate the vacation of the said 20 foot alley on_the margin of the recorded plan of Bon Air Knolls in Plat Book 4, page 138, Clerk's Office, Circuit Court of Chesterfield County, Virginia, and shall enter the same on the Grantor side of the General Index of Deeds in the names of Daniel Tinsley and Glenn G.
