Apperson, seconded by i'°:r. Purdy, it is resolved that the minutes of February 22 and 29, 1968 be and they hereby are approved. Air. Richard Bidwell from Reynolds Aluminum Company comes before the Board seeking a lower industrial water rate. Nir. Charles Quaiff gives an explanation of the County's proposal showing how the proposed rates o~ere derived. ~,f ter a general discussion of this situation, it is agreed that the Executive Secretary and the County Engineer work with i'°ir< Bidwell in trying to evolve an acceptable industrial water rate. Mr. Ed Parker, ~~ttorney, representing t11e owners of i;he Dutch Village Apartment Project comes before the Board requesting a reduction in the sewer connection fee to $100.00 per apartment and cites the fact that the building permit for 36-units way applied for in July, 1966, almost a .year before the change in policy and that fo ~tinys had ;been inspected on rebruary 23, 1967. • After a lengthy discussion, it is on motion of hir. Dietsch,seconded by t-:r. Martin, resolved that the sewer connection charge for the 36-units first applied for be set at $100.00 and the 80 remaining units be charged $200.00 for sewer connections. On motion of b;r. Dietsch, seconded by [~.r. iiartin, it is resolved that ti~is Board requests the Highway Department to establish grade separations on Rt.892 at its intersection with Rts, GO and 360 and the work is requested to be programmed in the next fisc~:l year of the Highway Department. ,' A general discussion was held concerning the number of accidents occurring on Rt.892 particularly at its intersection with Belmont Road and Hopkins Road. Upon consideration whereof, and on motion of Mr. i~pperson, seconded by Per. Browning, it is resolved that this Board requests the Hi:jhway Department to consider the installation of a "Stop and Go'` light at the intersection of Hopkins Road and I~.892. There was read a letter from t:r. R. V. Lancaster, Resident Engineer, stating thc~.t-the Highway Department could not install traffic control lights for Rescue Squads ~•~liich letter is filed vaith the Board's papers. Gn motion of P'Ir'. Browning, seconded by t:r. ipperson, it is resolved that this Board requests the Highway Department to ag~~in consider the instillation of traffic control lights at the intersection of Dupuy Road and the SAL=ACL RR. There was read a letter from A9.r. R. V. Lancaster, Resident Engineer, citing the fact that it would cost approximately $800,.00 to improve the roads in the Coxendale Subdivision sufficiently to bring same into the State Secondary System of roads, Upon consideration whereof, and on motion of Pair. Purdy, seconded by ter. ~apperson, it is resolved that this letter be received and filed ~fith the Board's papers. Cn motion of Nir. Browning, seconded by t~ir. Apperson, it is resolved that this Board requests the Highway Department to open and clean the ditch ~r;ainally constructed by 6v.P.A. Forces that drains the pond on the . ~'c side of 6Jinfree Street in Nlatoaca District in the rear of the Home of P;.r. Bullock. It was generally agreed that the- right of way to b~ checked on Luck's Lane Ex-tended and the Commonwealth's Attorney is requested to prepare an omnibus deed for the widening of this right of way to 50 feet. On motion of Nir. Apperson, seconded by i~:r. Purdy, it is resolved that this Board requests the Highway Dep~rtm~ni: to accept Tucker ibad, lying eastwardly from Rt. 10 into the State Secondary System of roads, with the provision that if a drainage easement approximately 250 feet long is necessary, the County will acquire same. lair. Apperson stags that he has a petition from the residents of Satinwood Drive agreeing to give a 50-f t. right of way and consideration of this matter_ is deferred for additional inf ormation. Gn motion of P:r. Dietsch, seconded by I•rr.Browning, it is resolved that this Board request: the Fhcjineering Department to study the area of Gresham's Nursery, [darwick ilcres and [,~lorthington Farms in an afrort to develop an adequate drainage system. -2; y • i~;r. F~ichard Robertson, comes before the Board in behalf of the Richmond Regional Plannin, Commission and states thGt the work program envisioned for the Commission will require an increase in per capita contribution from 9¢ to 15~ in the Metropolitan aria. He noted further that without a consolidated utilities program, Federal support would be impossible and that the initiation of such a utility program would require extra help and expense. Cn motion of I,r. Dietsch, seconded by Irr. Martin, it is resolved that this Board agrees to pay to i:he Richmond Regional Planning Commission 15~ per capita, however, reserves the ric;ht to present actual population figures at the end of the present census. 68•-5~ This was the date- set to hear the a;.:plication of Joseph D. and 1`iae C. Griffith which request. is as follows: In T~;anchester Magisterial District JosF•ph D. u Mae C. Griffith requests the rezoning from Residential-2 to Local Business (CO1) for use as dental offices on a parcel of land of rectangular shape fronting 75 ft. on Belt Boulevard (Rte. 161) and extending southwestwardly 125 feet being 275 feet northwest of Stockton Street and better known as 800 East Belt Boulevard. Refer to Sec. 20-16 (2) Blk. S lots 14A, 15 and 16. There appearing no one to speak for this request, it is on motion of tir. Dietsch, seconded by i~ir. Furdy, resolved that the application be and it hereby is denied. 68-6C5. I`~ir. Horst S. Reszis comes before the Board requesting, the rezoning from Agricultural to General Business (C-2) on a parcel of land of irregular shape in Matoaca Magisterial District, fronting 600 feet, more or less, on Route 636 and extending westwardly 2100 f_et, more or less, being 3250 met south of cdoodpecker Road (Rte ..626) and better known as "Lgke Je:.ry". Refer to Sec. 129 par. 7. There appearing no one in opposition to this request and on motion of N:r. Browning, seconded by dir. Apperson, it is resolved that the request b2 reduced to a Use Permit for recreational purposes which would include swimming, boating, fishing, the sale of bait and tackle, refreshments, and related items, with the provisicn that said Use Permit be reviewed yearly and that any structure be approves] by the County Planner. 68-7CS Ivir. Lbuglas E. Bethel, repre~.enting Boxes 'to Size, Inc., comes before the Board requesting the rezoning from Residential-2 to Industrial (M) on a parcel of land of irregular shape containing 18 acres, more or less,,frontinc 400 feet more or less on the north line of Kingsland Road and fronting 1350 feet more or less on the east right of way line of the .v.C.L.;=:ailroad right of way, being in the northeast corner -3- of said intersection P.efer to Sec. 81-2 pGrcels 19 and 20, and presents topographic maps of i.he general area and states the condition of the neighborhood with proposed construction and showed generally that the majority of the adjacent property owners did not object. ;end states further that ;tike traffic count is 569 vehicles per day and the proposed use would add less than 2% to this traffic. He presented a letter from the Highway Department stating that the road would be widened and improved in 1970. An official from the 5AL-ACL stags that Industrial sites of this nature are hard to find and requests that the property be so rezoned, Nir.Thomas .-Kinston, representing about 40 citizens, appearing at the Courthouse, states that it would be setting a dan_erous precedent to zone a case which was applied for four days after its disapproval, P;r. John S. Scherer, I'_r. James Stewart, Mr. DJilmoth, Mr, Crostic, and Mr. 6J. S.Carnes, all speak against the proposed rezoning. Mr. Purdy states that the property should be zoned Industrial since much of the adjacent land is so zoned but the Highway Department has no definite program to improve and widen Kingsland Road and therefore it is on motion of P:r. Purdy, seconded by N'ir. Apperson, resolved that the rezoning request be and it hereby is denied. Mr. Purdy, Nir. Dietsch and T.r. Apperson vote iaye. Tdr. Browning states that we should not refuse rezoning because 'of bad roads, that the 1~Iic~hway will improve the road, if necessary. Nir. N'iartin votes Nay. 68-8CS 1~'ir. h.P.Garrigan comes before the Board requesting the Residential-1 to General Business (C-2) on a parcel of gular shape having a northern depth of 260 feet and an of 292 feet, being 200 feet north and 400 feet east of Avenue and Grant--good Road respectively in A'ianchest~:r Ni Refer to mac. 11-1 parcel 27-3. rezoning from land of rectan- eastern width Forest Hill 3gisterial District. Nr. Leon 6~Ihite, a resident of the area, states that he is opposed to this rezoning due to the noise of the present operation. P4r.Garrigan states he will do his best to cause the Telephone Company to change its operation procedures to eliminate the ~ioise,~ On motion of Nir. Dietsch, seconded by Nlr. Browning, it is resolved that the aforedescribed parcel of hnd be and it hereby is rezoned for General Business. 68-9CS Dr. Julian C. Metts, Jr. comes before the Board requesting the rezoning from Residential-1 to Local Business (C-1) on a parcel of land of irregular shape fronting 233.66 feet on Forest Hill Avenue and extending northwardly 150 feet more or less, being 310 feet west of bJindsorview Drive in Manchester NZagisterial District. Refer to Sec.ll-3 (7) Blk. Ao lots 4 & 5, and states that T'r. Matze, the subdivider, has no objections to the requested rezoning. T"~r. ',~Iaymack requested that the parking in front of the Professional office be eliminated. T~.r. Tali~ferro does not object but states that tid does not like to. see the creeping depreciation of property in the area. Upon consideration whereof, and on motion of ~-~r. N•Taxtin, it is resolved that the aforedescribed parcel be and it hereby is rezoned for Local Business, ~..eith the provisions that same be limited to medical profession, re-arrangement of parking, a setback equal to that of adjoining offices, landscape screeing to protect residential properties to the rear and east side, subject to the approval of the County Planner. 68-lOCS T:r. J. Dennis Tucker comes before the Board requesting the rezoning from Agricultural to General Business (C-2) on a parcel of land containing 3.45 acres fronting 956 feet on the .southwest line of Chippenham Parkway and 87.5 feet and 205 feet on the north line of Cascade Street and being 600 feet east of Route 10 in Dale Magisterial District. Refer to mac. 52-2 part of par. 6. Nir.. Alan Long staaes he owns approximately 2 acres of land between Cascade Street and the proposed recreational area and that such a use would materially affect .the value of his property, It was reported that St. Barnabas Church-had no objections if a Use Permit were granted for such a use. Since there is no general agreement between Nir. Long and the a1~plicant, it is on motion of I°ir. apperson, seconded by Nir.Browning, resolved that this matter be continued to April 10, 1968. 5~":-I1CS Mr. G.D. Rudy, speaking for the 2zady Springs Corporation comes before the Board requesting the rezoning from agricultural '€~ General Business (c-2) to Industrial (NI) on a parc~:l of land of irregular shape containing 169 acres fronting 1400 feet on U.S.Rte 1 ~ 301 and extending northwest- wardly 4500 feet, more or less, being traversed and bounded on the north by Proctor's Creek in Bermuda Magisterial District. Referto Sec. 98-5 parcel 1, andstates that his client owns approximately 120 gyres south of the Power line and certainly would not do anything north of the Power line to adversely af~ect the value Qf this land. He states that the a,,plication had been filed some years ago for the Industrial zoning of this land but had been dropped due to a technicality, and further that last year the Board of Supervisors passed a Land Use N,ap which showed that the highest and best use of the- land was for Industrial purposes and agrees that any proposed use by an Industrial Plant may be further controlled by the Board of Supervisors. Nir, Tom Parker, Attorney, representing N'ir. Mar1;g and others states that the zoning for Industrial use of this .and would have a detrimental. effect on.his home some 300 feet away. Nlr. Aubrey Marks himself states that the Board of Supervisors should accept the wisdom of the Planning Commission and deny the request, He states further th~~t the Railroad will eventually be abandoned and moved and suggested R-2 for the area. F:fter much discussion and consideration of this matter and on motion of TNir. Purdy, seconded by Nx. Dietsch, it is resolved that this matter be deferred to PTay 8, 1968, and requested NIr. N;ayo to ascertain if possible the exact location of .the proposed Rt.288. -5:_, 68-6UP I~ir. Virgil R. Bevins .comes before the Board requesting a Use Permit to clean and. sell antiques on a parcel of land of irregular shape fronting 127.6 ft. on Ironbridge Road (Route 10) and extending eastwardlg 700 feet, more or less, being 480 feet south of Tucker Road in Dale Magisterial D istrict. There was a discussion on the razing of the three buildings on the Courthouse addition and it we,s generally agreed that this matter be worked to the best possible advantage with the possibility of burning the buildings under the supervision of Nir. Purdy, seconded by Mr. Apperson, it is resolved that the r quest of Mr. Porter Vaughan for a reduction in the sewer connection charge to the Fbmuda Apartments be and it hereby is denied, based on the recommendation of the Utility Committee. -6- On motion of Nir. Browning, it is resolved that sewer connection for the Garage Apartment of :lilson Gay on 1801 Yale :;venue be set at X100.00 for water and b100.00 for sewer, provided no meter is used or additional sewer tap made, and that two minimums be charged for water and sewer. Browning, seconded by Nir. h:artin, it is resolved that the Treasurer of the County be and he hereby is requested to transfer the sum of S~i00,253.00 from the Sewer Bond Fund to the Sewer Debt Fund. On motion of Nir. Apperson, seconded by Nir. Purdy, it is resolved that the Treasurer of the County.be and he hereby is requested to transfer 51500.00 from the General Fund of the County to Fire Radio Piaintenance- 071-245. Cn motion of Nir. Burnett Executive Secretary County of Chesterfield Chesterfield., Virginia Dear Mr. Burnett: At present the Reynolds Metals Company is supplying its primary water needs at the Bellwood complex through wells owned. and operated. by the Reynolds Metals Company. It is our understanding that Chesterfield County has been developing its own sources of water. Presently the county has two reservoirs and the capability of supplying approximately 9,500,000 gallons per day. We further under- stand that the county anticipates to be in a position to purchase water from the Appomattox River Water Authority in January 1968, and then have a capability of supplying approximately 21,500,000 gallons per day. Recognizing the county's forward thinking in developing their own sources of water, and assuming that it is the desire of the county to encourage industry to locate in the county, we believe that the county's water rates should be competitively in line so industry will not look at the cost of water in Chesterfield County as a deterrent. The availability of water alone without a competitive rate structure will not, in our opinion, be sufficient to encourage industry to locate in the county. In comparing our cost to own and operate our own wells we find that our costs amount to $ .20 per M gallons (including depreciation, maintenance, taxes, etc.) where the present lowest step in the county's water rate schedule Mr. M, W. Burnett -2- December 14, 1967 is $ .40/M gallons. At twice the cost to purchase water from the county, our policy has been to continue to pump water in lieu of purchasing it from the county. It appears from the capacity figure of 21,500,000 gallons per day the county will want to sell all the water possible, and if the rate were more competitive, Reynolds Metals Company would like to purchase water as its primary source and use its wells for backup or supplementary water only. With the above as background,'we feel that the following proposal represents a water rate that we can recommend to our management for approval. We propose that two additional steps be added to your water rate schedule at $ .20/ccf for the next 18,000 cf of water used in one month, and $ .18/ccf for all water used. over 36,000 cf in one month. This converted to a cost per one thousand gallons will be $ .267 and $ .241, respectively. The total proposed Rate Schedule is shown on the attachment. These figures do not agree exactly with our $ .20 cost; however, detailed consideration of all of the factors involved reveals that this water rate is competitive, and we feel that the rates presented. will result in a cost that will permit Reynolds Metals Company to purchase its water primarily from Chesterfield County. It is anticipated. that at first the Bellwood complex will take from the county approximately 6,000,000 gallons per month and the wells will supply only a small amount of backup water. We plan to operate the pumps sufficiently to keep them in good. repair and. in good operating condition. Based on the estimate of 6,000,000 gallons/month, the cost of water to Reynolds Metals Company using the proposed. rate schedule will be $ .248/M gallons. We believe this proposal represents a reasonable request, and. we look forward to your favorable consideration in light of the mutual benefit to be derived from both Chesterfield.
