The Executive Secretary gave a brief explanation of the proposed
budget of 196E-'69.
Nir. Roy E. Staples comes before the Board and states his opposition
to the Kindergarten Program and suggests that w~ have more economy
in the County.
There was read a letter from Nir. J.K.Timmons admonishing the Board
to be frugal in the spendin, of the County's money.
Nir. Van Vleck, speakincr for the Parent-Teacher -associations in the
County, cites the fact th~.t the $1,000,000 plus reduction in the
School Budget has hurt some programs.
Mrs. Elsie Elmore raised the ciuestion about the feasibility of the
Board getting a mandamus from the Court to force the collection of
taxes.
Upon further consideration of the bucket, Tir. Piartin makes the
following rz~otion, which was seconced by I'ir. Purdy:

of $45,402,403.00 for the fiscal year ending June 30, 1969 was
advertised in the Richmond Times-Dispatch on hpril 12, 1968 and
April 29, 1968 was set as the date for a public hearing on said
budget. Therefore, it is resolved that this Board of Supervisors
of Chesterfield County, Virginia, held public hearings in accordance
with the resolution passed on Ai~ril 10,1968 for infcrmative purposes
on a contemplated budget for the fiscal year 1968-'69. This budcjet
is for informative and fiscal planning purposes and is not approved,
adopted or ratified by the Board of :T~pervisors.
bvhereupon, Nir. ~;pperson states that he requests the License Tax
revenue be left blank so that an ordinance can be passed raising
the Business end Professional License Tax, and makes a motion that
same be done, which motion is seconded by N_r. Dietsch. ;after a further
general discussion, D.r. i~pperson makes a concurrent amending motion
to reduce the proposed Personal Property rate of $3.40 to $3.30.
A vote being taken on this motion, Air. Dietsch and Tear. Apperson
vote Aye. Mr. Browning, Nir. Purdy and Nir. T•4artin vote No.

the assessment fixed by the State Corporation Commission.

the request of the Associ~~.tion cf Cheste:rfield County Volunteer Fire ,
Departments for increased insurance coverage be referred to tine Fire
Committee for study.
On motion of N:r. Browning, seconded by Nir. Purdy, it is resolved that
this Board request Air. Lancaster, i;esident Engineer of the Virginia
Department of Highways to draw up the proper resolution for the
consideration of the Soard concerning the request of certain property
owners on Oakland Avenue for the installation of curbs and getters.
There was read a letter from Mr. Kenneth Barton concerning the need
for an airport in the County and ~~f ter discussion of this matter, it is
on motion of Nir. Apperson, seconded by Nir. Dietsch, resolved that a
Committee be ap;~ointed to study the possibility of constructing an
airport in the Cbunty and to see what interest could be obtained from
various plane owners in support of such a project.
Mr. Howard I~iayo, Jr. was appointed Qzairman of the Committee and the
remaining members will be appointed at a later date.
:~ discussion was held concerning the condemnation of certain property
on Jimmy :inters Ibad for a sewer line and it was agreed that no further
action would be taken om this matter.

connections would be $300,00.
The problem of serving the area south of Harrowgate R oad and west of
Route ~, was discussed briefly before the Board and on motion of Mr.
Purdy, seconded by Per. Dietsch, it is resolved that this Board request
the County Engineer to resurvey the area for possible solution to
several sewage problems,
On motion or Mr. Apperson, seconded by Mr. Dietsch, it is resolved that
the Chairman and Clerk of this Board be and they hereby are authorized
to sign an agreement offering to purchase additional land at the
Courthouse.
On motion of P~ir. Browning, seconded by f-~lr. Purdy, it is resolved that
the following transfers within the Dog Tax Fund be and they hereby are
approved, and the Treasurer is requested to make said transfers:

On motion of i-ir. Apperson, seconded by Per. T%iartin, it is resolved that
the Treasured of the County be and he hereby is requested to transfer
$87,197.00 from the unappropriated surplus of the County's General Fund
to the Library Fund.
It is here noted that $51;000 is the amount unspent in the 1966-'67
budget and carried forward from that year,
The sum of $36,197.00 'is money advanced by the General Fund for Sze
purchase of books to be repaid from State and Federal Funds.
There was read a letter from Mr. Carl A. Watkins, Jr., Qzairman of a
Comm ttee of the Board of Directors of the Richmond Area Association
for Retarded Children, requesting the Board's approval to allow said

organization Continued use of Camp Baker on a long-range planning and
development program for the care of retarded children.
Upon consideration whereof, and on motion o~ e~ir. Apperson, seconded by
Nir. Browning, it is resolved that this Board notify the Richmond Area
Association for Retarded C1-~ildren that ccntinued use of the Camp Baker
facilities would be authorized for a long-range program for this purpose.
It is here noted that Nir. Martin votes No, stating that he was unalterably
opposed tc integration under these circumstances.
The proposed allocations for Primary roads in the Richmond District
were read, which amount would approach :3,000,000 with much of the
allocation being shared with adjacent counties.
On motion of Pir. Dietsch, seconded by Mr. Browning, it is resolved that
the Executive Secretary be authorized to pay certain employees in the
Purchasing Department for unused vacations.
There was a brief discussion concerning dog problems in the Gbunty,
however, no further action w;ss taken on this matter.
On motion of i~ir. Apperson, seconded by Nir. Brosruing, it is resolved
that this Board adjourn at 11:35 P.M. to 9:00 A.M. on May 8, 1968.

1968 - 1969 BUDGET
The proposed budget reflects the response of the governing
body to the expressed needs of County residents. A detailed study
of these pages will indicate that the Board of Supervisors is con-
stantly striving to provide an efficient, effective program of ser-
vices to all County citizens.
The raise of 50~ in the real estate tax rate to $3.10 is the
biggest in recent years. Yet Chesterfield will still have, by far,
the lowest true tax rate in the Richmond area. The raise of the
Personal Property rate of 20~ to $3.40 is an honest attempt to keep
the tax on automobiles at a minimum.
These increases in the revenue are necessary to finance the
recent sale of $14,6UU,000 school bonds. Three new schools, 19
school additions and preliminary work on five additional school
plants are included in the capital outlay for this fiscal year. For
the first time a County wide public kindergarten program will be
provided.
There is proposed a raise in the pay range for school teach-
ers from $5500 - $7750 to $6000 - $8850, which range keeps Chester-
field competitive in the employment of qualified teachers. Special
educational programs are provided for children with mental and phys-
ical handicaps as well as those of exceptional and gifted capabili-
ties.
The need for additional planning services has been evidenced
by recent increases in residential, commercial and industrial activi-
ties. This budget provides for employment of a Senior Planner, Plan-
ning Technician, Research Technician and additional clerical assist-
ance in our Planning Department to meet this need.
Funds are provided for the construction of a 100 bed nursing
home to house the indigent welfare patients of the County plus other
County citizens on a fee basis. Such a facility will allow the
County to save a considerable amount on welfare costs, in addition
to providing a centrally located nursing home for County citizens
who are now finding space limited in area homes.
Three new court rooms and several related offices will become
a reality next year in the addition funded for the County office
building. Health Department additions are also funded and will pro-
vide needed clinic and office space.
The police force received a salary adjustment making the
starting salary for a patrolman $5244. Four additional patrolmen are
planned as well as an expansion of the canine corps.

utilities are well-financed and cjeared for great expansion.

needs of County citizens.
In tlae Building Inspection Department, two new inspectors were

program.
The buc?.get provides for the purchase of three new fire parapets,
employment of another fire inspector, and $150,000 for "Fire L'epart-
ment Improvement." The study of the needs of tt-:e Fire Lepartment
is still underway,
Tlye surs~ of $1,960,000 tans taken from reserve surplus to con-
plete tl~ie builc;inc, program. Funds for a possible expansion to the
County jail and the construction of a Juvenile Horne are provided as
well as for the Nursing Home, Health addition anu Courts addition
previously mentioned. In this suns is $200,000 to '.•~e used to fight
tl:e annexation suit ?~y the City of :ichmond.
Considering the rising costs of all goods and services and
the increases emphasis on quality services from citizens, this bud-
get is conservative in spite of the necessary increase in tax rates,

1968-'69,

any item or items does not constitute an obligation or commitment on
the part of the Board of Supervisors of this County to appropriate

Gentlemen,
I would like to point out that there are some citizens of
Chesterfield County and the Commonwealth of Virginia who feel that
most governmental units, including our State and Federal Governments,
are making serious and tragic errors in their fiscal policy.
It seems that certain functions of government such as education,
welfare and others have become some sort of sacred symbols for which
the appropriation of funds is never seriously questioned. In our own
county, the cost of education for this year alone, has increased by more
than twenty percent. Certainly, this is due in part to increased interest
costs because of bond issues that may or may not have been excessive.
Also, a large portion of the increase is due to increased operating costs
which, in many instances, I do not feel is justified. There is no real
relationship between the increased cost of operating our schools and the
increased number of pupils. Not only the educational system is at fault.
In almost all county departments the trend is to build bigger bureaus,
increase salaries, which are already higher than most competing private
industry, and duplicate work that has been done by some other department.
I have always had a great deal of faith in the governing body of
Chesterfield County to develop sound fiscal policies . Certainly, there
is pressure now and will be more in the future to join the trend of State
and National legislative bodies in free spending but I trust that you will
continue to exercise your responsibility to the electorate in Chesterfield
and get the maximum value for every dollar spent. It is essential to
spend dollars only on projects and/or departments that are absolutely
necessary and which complement our free enterprise system and
constitutional government.

Let me express my appreciation for the courtesies extended me on
April 19th when I met with your group at the Bensley Volunteer
Fire~Department to discuss the insurance program for the volunteer
firemen,
Based on the information that was given me at that meeting, the
proposed plan would require a premium to be paid by the County
of $6,216.00 per year. This would cover twelve departments in
Chesterfield County for all their men, which I understand to be
approximately 400 people, By buying this as a group there is a
18 3/4% discount that has been allowed in the above computation.
This would require the County to pay approximately $1,25 per month
per man,

As a Chesterfield County resident, I have long been concerned
over the distance that a Chesterfield resident has to travel by
crossing the river, going through the 6ity and to the far extremes
of another County to reach an adequate airport facility and I have
discussed this with many other residents who also feel the same way.
After the recent developments regarding Northfield, in Henrico
County and the fact that the County was willing to purchase an
existing airport that sat on a prime value tract of land and had
commitments for Federal and State Aid for the same, I believe now
even stronger than ever, that Chesterfield County ought to look
into the future a little bit and seek an Airport site for its
industries and its citizens.
Due to the vast size of Chesterfield County and its close
proximty to both industrial and residential sections of the county
and the potential growth of the county in all respects, I believe
that a good (Reliever type) Airport in the county convenient to =.
both will be highly beneficial to the County. ;.
I would like to Quote from a section , "State Aid to Virginia
Airports" in the recent report of the Virginia Aviation Commissioner
to the Governor,
" No community has progressed at a rate equal to or better
than the national standard unless it was air accessible."
" The airport is a prime factor in attracting new industry
and in retaining existing industry"
If the development of an airport facility is left up to indi-
vidual investors, then ultimately sometime in the future, the land
becomes more valuable for other purposes and is closed as many have,
so in the interest of the future of General Aviation in the area,
I aim at the present conducting a sort of survey to determine the
amount of interest and support for such a venture , and so far the
results are good and have talked to many people who are willing to
help in any way they can to show the need and support of an airport
in your county.

Are you interested in the future of General Aviation
in the Richmond area???
For the last thirty years or so, the Richmond area has
seen a tremendous growth of it's residential and industrial
areas and also a great advanoeroent in aircraft, but it has also
Been the closing of a number of airports, and now possibly
another.
Whether or Not, Northfield eventially closes its operation
there are many who still feel that another( reliever type) Airport
is definitly needed in this area to meet future demands. If auoh
a venture is to be left to private developers, then sooner or
later the land upon which an airport is built, becomes more valuable
for residential or industrial purposes and falls a victom of that
which it could help to sustain. Therefore , the beet way for an
airport to stick around awhile and progress with the times, is for
it to be owned by a local authority.
But unlese an airport ie located oonviently to the largest
segment of potential users , whether for business or pleasure,
and be within easy reach of residential apd industrial sections
of an area, then it is of little or no benefit to Dither.
A person Dan learnoto drive an automobile through the
assistance of a friend or relative, at no expense at all, then
for an expenditure of ~ 6.U0 can obtain an operator's license,
then go on further and possibly spend ~ 5,000.00 for an auto,
without ever once having to wonder whether he will be able to
re-sell it , where he will keep it, or where he will have it
serviced, or where he will operate it from,
Now, I'm not Baying that an airplane is anything like as
versatile as an auto, but only trying to demonstrate a point,
because an airplane has enough limitations and reetriotions as.
it is, without being further restricted by fewer places to keep
and operate it from,
By comparison with the automobile operator above, a person
interested in Aviation, may spend as much as from ~500.OO.to
$ 1,000.00 or even more in learning to fly and getting a license.
Now unlese he juste spends this amount to take his family and
friends up once or twine, then quit ( and many probably have)
then we have to assume that he intends to proceed further.
If he does go further, either by rental alrGraft o! the
purchase of one, then he Dan expect to spend quite a lot of
money in future, for Fuel, Maintenance, FIangar,Inauranoe, Taxes,

Dear Mel:
Attached is a letter I received from Mr. Pinchbeck dated
April 11, 1968.
Among the special provisions of this Sewer Agreement are
the following clauses:
(1) Number 12. This contract covers the off-sight
sewer from manhole No. 1 to manhole No. 11.
(2) Number 13. The County agrees to refund to the
developer from connection fees the following:
(a) $100 per apartment unit for present and
future construction on the 20 acre parcel on
Warwick Road, known as Warwick Place Apartments.
(b) $100 for each house connection made direct-
ly to the sewer covered by this contract.
(3) Number 14. Refunds are not to exceed the cost of
this contract and are payable for a period of ten
years from the date of this contract.
As you can see, the clarification requested by Mr. Pinchbeck
amounts to a substantial amendment rather than a clarification,
since there is no provision in the agreement as to what the cost

of the sewer connection charge shall be for the ten year period
covered by the contract. In other words, Mr. Pinchbeck is suggest-
ing that the connection fee rate be and remain $100 per unit, rather
than a refund at this rate from the excess or prevailing connec-
tion fee charge.
As I indicated, I am not aware of what the actual understanding
was between the parties to this agreement, but before making this
substantial concession, I believe the matter should again be review
ed by the Board in the interest of fairness to Mr. Pinchbeck.

Dear Sirs:
I write this as Chairman of a Committee of the Board of
Directors of the Richmond Area Association for Retarded
Children charged with the research and development of a
Residential Dare Center for Retarded Persons. My present
matter for your consideration is the proposed extended use
of the Camp Baker site as a residential care center for re-
tarded persons in the event of death of ;one or both parents
or other circumstances that would require care away from home.
We have chosen the Camp Baker site because of its ample
size and the County's generous permission in the past for its
use by the retarded. We would like to start a pilot program
in the near future to care for approximately 15 retarded persons,
and then expand the program as funds and demand permit. This
program will take considerable time and effort. The purpose of
this letter is to request assurance from the Board of Supervisors
that we may expect the use of Camp Baker for an extended period
of time with your full knowledge of our planning and development
program. Our programs are fully integrated and are aimed to
serve the retarded in general.
1de are not and will not be requesting funds from the County
for the operation of the proposed facility, but request only your
assurance of continued use of the site for the benefit of retarded
persons.
