Now all of a sudden we find it is Spa up for rezoning to business. Why with all the existing un- devoloped business zones all around us, do we need mare to devatthate our residential area. The residences in this area ragge in price from the mid -twenties to around forty thousand. Why must we ask again does someone or some group wish to so devaluate this type of realestate. It is evident those who propose this rezoning wish to line their pockets when condemnation proceedings take place for the highway changes at the expense of the innocent home- owner, who was told this mould never happen. We would appreciate your standing behing us by voting no should this be attempted at the Tuesday, Feb.20, 1968 meeting of any meetings thereafter. Thank you. Yours very truy,,a Mr. & PJLrs. John A. Ri chmal 0 Dear Mr. Mayo & Planning Board, I would like to bring to your attention my feelings in the matter of rezoning the property in the rear of my home, referred to in your notice as 68-11C. I feel that this is a real iniustic_e to the people of the community. The idea of industrialization in this area seems unreasonable to me. I am aware of the fact that the plan for the new highway would bring it through this property but that is all the more reason why I would like this property undeveloped, it would serve as a good buffer for our homes. I talked to Mr. Rudy, as to the proposed use of this land and was told that there was no plan in mind for it. I think the people of the area should be advised as to the use of the land before being asked to approve or dissaprove of the rezoning. The only thing that I can see that the rezoning would accomplish is give the Corporation a much higher damage claim when the hingway comes through. Thank you, aJ qQ. r Mrs. A. E. Mr. Frederick Gray, attorney representing Dale Ruritan Club comes requesting a Use Permit to construct and operate a community build Ing and grounds for games and sports on a 3.5 acre parcel of land in Dale Magisterial District fronting 171 ft. on Route 10 and ex- tending eastwardly 585 feet to a frontage of 1107 ft. along'a drainage easement, said parcel being southeast of the intersection of Routes 10 and 892. ti The Clerk reads a:letter from Mr. & Mrs. Garland Hening in which they point out that they have made a gift of these adres to the Dale Ruritan Club and also make known that they are planning; high quality multifamily residential}:development on other properties they own at the intersection of Routes 10 and 892. A letter from the Health Department over the signature of'R. M. Spencer is also read in which it was pointed out that the area is not suited for the use of septic tanks and drainfields as.a means of sewage disposal. However, the Department is willing to assist in further exploration of the area. Mr. Gray presents a letter from St. Barnabas' Episcopal Church over the signature of the Reverend John C. Rivers, rioting their approval of having the Ruritans as neighbors. He goes on to point out that it would be at least a year before construction could be started. Mr. Stamie Lyttle shows plans of a 36 ft. by 60 ft. building located in the subdivision of Salisbury and states that the build- ing will be similar in design and'size. 'It is his opinion.that the sewage problem can be worked out and efforts are being made to accomplish this through the cooperation of the Health Department. Mr. and Mrs. Frank E. Nowell, owners of adjacent property, cite that they purchased their land, from Mr. Hening for residential use with a restriction that the dwelling cost at least $20,000. While they are notopposing the Ruritans they wish to know what can be done with their property. Mr. Lyttle points out that the Ruritans do not want to hurt the community but want to help it and that the Churchwas approached for this very reason.. He goes on to state that it most likely will not be a swimming pool but other types of sports will be provided. He points out that they would be happy to purchase the property from the Nowells. • - 2 - 0 Mrs. Nowell notes that both the church and the Ruritans have ap- proached them concerning the sale. On motion of Mr. Davis, seconded by Mr. Curtis, it is resolved that a Use Permit be granted for Dale Ruritan Club to construct and operate a community building and grounds for games and sports on the aforedescribed parcel of land, provided approval can be secured from the Engineering and Health Departments concerning sewer. Earlier this year I purchased a parcel of land containing approximately four acres with the intention of building a new home and living there on a permanent basis. This parcel of land lies immediately to the east of the property of Richard W. Sprouse which he is seeking to re -zone to a commercial status in Application No. 67-68-C. The application does not state what type of business is planned for the site; however, I feel vie now have adequate businesses to serve our community's needs within 12 miles in any direction. I understand, also, that the deed to Mr. Sprouse's land carries a restriction against commercial use. My examination of the terrain and the future highway plans, as best as I can understand them, indicate that any business on this site will either constitute a traffic hazard or require the lot to be graded by an unsightly cut near my property. The granting of the re -zoning request would destroy my plans and adversely affect the value of my pxaparty as well as having an extremely detrimental effect on the entire community. The development of the area into one of the most desirable residential communities in the County would be seriously cur- tailed if not entirely stopped. I plan to develop my land into the very highest type residential property, Already there are two homes on the original tract, both of which are of a value in excess of $60,000.00. The possibility of a general business use across the street will, without doubt, have a very detrimental effect on property values in this area, particularly on my own, and will decrease the investment which people are willing to make in new homes in the area. This Commission is well aware that this area is and has been one of the fastest growing and highest type residential areas in the County, With the completion of the circumferential highway, the pressure for commercial zoning at the intersection will naturally increase. To so zone this "spot" would create a precedent that could lead to another slum strip along Route 110 like other such strips in the County that everyone regrets, To commence strip commercial zones in any area leads to the unsightly and dangerous conditions that the well planned modern "one-stop" shopping centers have done much to make obsolete. A fast growing county like our own should be --particularly care- ful to avoid such areas. This Commission is well aware that there are in existence or under development, complete, adequate and attractive commercial facilities near enough to this area that no public purpose would be served by granting this request. Due to the building of the circumferential highway, I lost the home in which I was living and had to rebuild. I built a new home which was far more valuable and acquired additional land in what I considered the highest type residential area. To allow a business zoning as requested would seriously hurt the value of my property. Further loss might be experienced because such a zoning could very well lead to homes of a lesser value being developed in the area. With the granting of one such zoning request, it seems obvious that others will follow requesting commercial zoning all the way on Route #10 to the new highway. This would, of course, cause me to suffer additional loss of value in my property. With the development of the Beechwood Shopping Center, there is no justification for the requested zoning. The Beechwood Shopping Center along with the now existing Branches Shopping Center should provide all the usual needed businesses within minutes of my home and others in the area. Commercial zoning in this area of Route #10 would seem most unnecessary there- fore. For these reasons, I urgently and earnestly ask that the rezoning requested in case number 67-68-C be denied. Thank you very much for your consideration. SEP 1til RECEIVED pHANERFN anuN i VIA6IAIA ' Respectfully J. B. I built a new home which was far more valuable and acquired additional land in what I considered the highest type residential area, To allow a business zoning as requested would seriously hurt the value of my property. Further loss might be experienced because such a zoning could very well lead to homes of a lesser value being developed in the area. With the granting of one such zoning request, it seems obvious that others will follow requesting commercial zoning all the way on Route #10 to the new highway. Mayo, Jr. County Planner Chesterfield Courthouse Chesterfield, Virginia Gentlemen: September 15, 1967 RE: 67-68-C As the owner of a twenty acre parcel of land directly across Iron Bridge Road from the property of Richard Sprouse which is under consideration in the case referred to above, I would like to call to your attention several considerations which I feel are important in the proper planning and development of this area. This Commission is well aware that this area is and has been one of the fastest growing and highest type residential areas in the County. With the completion of the circumferential highway, the pressure for commercial zoning at the intersection will naturally increase. To so zone this "spot" would create a precedent that could lead to another slum strip along Route 410 like other such strips in the County that everyone regrets. To commence strip commercial zones in any area leads to the unsightly and dangerous conditions that the well planned modern "one-stop" shopping centers have done much to make obsolete. A fast growing county like our own should be particularly care- ful to avoid such areas. This Commission is well aware that there are in existence or under development, complete, adequate and attractive commercial facilities near enough to this area that no public purpose would be served by granting this request. 0 Sfp 1957 cRrsrERFifn 81PT YIRRIRIg1045 i n i SEPTIC TANKS CONCRETE PLUMBING EXCAVATING CONSTRUCTION Installed Patio Blocks Repairs Grading Sewers j Cleaned Splash Blocks Installation Clearing Water Lines 4 Repaired Specialties Sewer Connections Basements Sewage Systems i . 2. Sprouse to establish commercial zoning for his pro- perty. I wish to go on record as strongly opposing the granting of this request. When I selected my residential site at 4710 Royal Oak Drive I did so only after a thorough examination of areas that I considered to have the major features associated with a fine residential section. I discussed with Mr. Lyttle his plans for the development of his acreage and I purchased my property in the expectation that the Falling Creek Drainage Shed would continue to develop as one of the outstanding residential divisions of Chesterfield County. From a personal point of view, the granting of Application No. 67-68 C will significantly affect the value of my property. Not only is my residence in close proximity to Mr. Sprouse? It can be said that this particular zoning will not directly affect Gravelbrook, but we are convinced that if a precedent is established on this site, applications will follow for much of the property fronting on Route #10 and business will spread north and south in a way that will produce another highly undesirable, unattractive and dangerous strip in the County. _ y Everyone is aware that this very thing happened in the past in other areas. Dillard Gentlemen: Enclosed are copies of literature describing, the equipment Mr. Dillard. has ordered to eliminate the'dust escaping from his asphalt plant. He has -ordered the Eastem model No. -600, which is recommended by'the-manufacturar for the capacity of his plant. Mr. Dillard has ascertained from personal ingiairSes that this.particular unit is quite highly recommended by other asphalt manufacturers and is convinced it will be more, than adequate for his purposes. I understand from qtr. Dillard that the state of New Jersey has probably, the strictest air pollution code for asphalt plants and that many manufacturers sell one grads of equipment for use inthat state and a less.efficient.grade for use in other.states. You will note from the literature that the same equipment Mr. Dillard is purchas- ing has passed the New Jersey code. In order for you to evaluate his entiro'system, Mr. Dillard's plant contains a fan rated at 15,000 cubic, feet per minute which forces the air through two cyclones, which settle the coarser matter before the air reaches this vat -washer. After tbo new unit is installed, 'all that will be necessary will be to repair certain leaks in the system. Please let are know if you have any questions. Yours vary truly, John W. Dillard, Contractor P. 0. Box 1362 Richmond, Virginia Dear Mr. Dillard: AIR POLLUTION --A growing problem for Asphalt Paving Contractors November 28,_ 1966 vl If you are not already faced with complaints about dust from your neighbors, you may soon be, because this matter of "clean air".is being given national attention and publicity. Many contractors (over 80 scattered in about 17 or 18 states --including Hawaii) have purchased the ESSTEE Air Washer to cope with their dust problem. Although simple and inexpensive, users have found that the ESSTEE does not take a back seat on performance to other makes which cost much more. As the enclosed pamphlet, shows, Sam Finley, Inc. has bought TEN ESSTEE Air Washers, and a recent check showed that about 25% of our customers have bought more than one. REPEAT orders are.the best proof that users are pleased with performance. Also enclosed is reprint of a write-up that appeared in July -August issue of "Air San" which is published by the New Jersey State Department of Health Air Sanitation Program. Wishing to remain impartial, they did not identify our unit by name, but the "new type wet wash scrubber that keeps the round- about air as clean as a whistle" is our ESSTEE Model 900-4. We are justifiably proud that our inexpensive unit puts this Cologne, New Jersey, plant "well within the code limits." Before you decide' on any Air Washer, be sure to investigate ESSTEE--it can and has met stiff air pollution codes, yet saves money on both initial cost and upkeep. Attached is a tentative layout plan showing the proposed bank location with entrances on Route 147, Forest Hill Avenue, and McRae Road. We believe the boulevard type entrance from Route 147 will be most attractive and safe from traffic entering and departing from this property. This is being furnished to you prior to the scheduled hearing in an effort to solicit your support and/or recommendations to this layout arrangement. As you know there is the possibility that Route 147 will be widened and the proposed set back allows for such widening to take place with a minimum of alterations to -the frontage which will be landscaped, shrubbed, and adjusted to. any future grade that is contemplated. Please note that parking spaces numbered 15-21 have been placed along the property line on McRae Road, however if this has objection it could be converted into a planted area since there will be adequate parking still remaining. r u Mr. Howard A. It has been pointed out that while you and Mr. Fitzgerald were granted a variance (case # 68-7A) to construct an accessory building on other than the innermost quadrant of your lot by the Board of Zoning Appeals, nothing was mentioned about selling ceramics. Should this be a fact, this is to advise you that you are in violation of the zoning code of Chesterfield County, Section 17-5, having to do with Residential -2 districts and permitted uses and the business use must cease within ten (10) days of receipt of this notice. I am enclosing an application for a Use Permit from the Board of Supervisors should you desire to file for consideration by the governing body.
