Apperson, seconded by Mr. Martin, it is resolved that the request of the Treasurer be and it hereby is approved for the transfer of X425.00 from Item 215 to 319 in the current Treasurer's budget. On motion of Nir. Dietsch, seconded by Nir. Purdy, it is resolved that the request of Nir. Bill Cox for the acceptance of a proposed road tying into the German School Road with the w~hitehead ibad be and it hereby is referred to the Planning Commission. The Executive Secretary cited certain problems in the installation of sidewalks _by the Highway Department. Upon consideration whereof, and on motion cf Nir. Dietsch, seconded by N[r. Purdy, it is resolved that the three (3) sidewalk projects now under consideration by the Highway Department be referred to the Right of Jay Department for the acquisition of the necessary rights of way as soon as possible. There was read a request from N:r. Stephen to display fireworks at the Dul-ch Village Upon consideration whereof, and on motion Mr. Purdy, it is resolved that this matter e,arshal and Police Department. ' B. Dietsch, it is resolved that this Board authorizes the Purchasing Clerk to secure bids by quote and award same to the supplier submitting the lowest bid with the ability to perform the work on week ends and odd hours. It is here noted that Pir. Apperson :end Mr. Browning do not vote, On motion of N;r. Apperson, seconded by N;r. Martin, it is resolved that this Board authorizes the payment of ;;217.75 to the Appomattox jrdater Authority as a contribution toward the dedication ceremony expenses. Apperson would investigate this matter with Mr. L. T. Ashby. The Executive Secret~.ry pointed out that L:.::~~is Road was being subdivided wi-chout same being platted according to the Subdivision Ordinance; however, the action taken was generally conceded to be legal and it was tentatively agreed that such rights of a~ay for the widening of Lewis Road would be secured where feasible. The Executive Secretary cited the receipt of a copy of a letter to the Compensation Board from Nir. H.B.Walker, Commissioner of the itevenue, requesting an additional grant of $1500.00 for extra help for the year 1967-~68 and a copy of a lett;:r to Mr. Welker from the Compensation Board saying that the request had been approved with the concurrence of the Board of Supervisors. Whereupon, Mir. Apperson makes the following motion, which was seconded by Nir. N:artin: Be it resolved that this Board approves the request of the Commissioner of the Revenue for y1500.00 additional allowance for extra help for she period ending June 30, 1968. i~ vote being taken on the resolution, Mr. Apperson and Mr. Martin vote Aye; Mr. Dietsch, P~:r. Browning, Nlr. Purdy and P-:r. Horner vote No, and -2- On motion of N'ir. Dietsch, seconded by this Board approves the request of the of the County Appraisers to the VAAC Virginia. Nir. Purdy, it is resolved that County Assessor to send four meeting in Charlottesville, On motion of A~;r. Apperson, seconded by Mr. Purdy, it is resolved that this Board approves the offer of the Virginia Electric & Power Company to plant seedlings at the ends of the Virginia Electric & Power Company's easements making a total cost to the County for the quit-claiming of said rights of way of X250.00. On motion of Pir. Apperson, seconded by Mr. Purdy, it is resolved that this Board accepts the contract between the Highway Department and the County of Chesterfield for the acceptance of Tucker Road, which contract approval is subject to review by the Commonwealth's Attorney. Nir. Morris Nxason, Asst. Commonwealth's Attorney, cites the results of research on the dog laws of the State and the authority of the County of Chesterfield in passing dog control ordinance. After much consideration of the matter, it is on motion of P•Ir. Martin, seconded by Nir. Dietsch, resolved that this Board requests the Common- wealth's Attorney to prepare a suggested ordinance to keep all dogs in the County of Chesterfield on the premises of the owners or under the control of the owners, and the restriction to apply 'to all districts of the County. On motion of Nir. Dietsch, seconded by Nir. Martin, it is resolved that since the proposed date for a public hearing of June 27th conflicted with the dates set by the County of Henrico and the City of Richmond that June 19, 1968 at 2:00 F.Ni. be established as the time for a public hearing on the Capital Regional Park Authority, at which time the County's Tie-breaker, Mr. C. Denny Gdhite, will hear arguments concerning this matter. On motion of Mr. Apperson, seconded by Nir. Dietsch, it is resolved that at the request of the Richmond urea Associ~~tion for Retarded Children that the use of Camp Baker site for the establishment of a permanent facility for housing and treatment of retarded children be guarantees for a minimum of 15 years. There was read and filed with the Board's papers the awards from the State Compensation Board the expenses of the Constitutional offices for the County of Chesterfield. On motion of 1''ir. Browning, seconded by Nir. Piartin, it is resolved that the Engineering Department be and it hereby is authorized to condemn the land of Louis ~9ilson in P~iataaca District for the sewage lagoon site if satisfactory arrangements cannot be made. -3- ~~ Gn motion of P':r. Apperson, seconded by I~~ir. Browning, it is resolved that this Board authorizes the Fire Marshal to purchase a street locater system for the fire alarm headquarters. On motion of P=ir. Dietsch, seconded .by N_r. Purdy, it is resolved that this Board authorizes the purchase of two (2) Channel radios for fire equipment in the future. Gn motion of i~ir. Furdy, seconded by Nir. Dietsch, it is resolved that this Board approves the purchase of two (2) Chemox air mask for Chester Fire Department. Gn motion of P-Ir. Dietsch, seconded by I~ir. Apperson, it is resolved that this Board directs the Executive secretary to write a letter to all County employees requesting their cooperation in the proper use of telephones and at all times treat citizens of the County with the highest degree of courtesy. Burnett, Executive Secretary Honorable Board of Supervisors County of Chesterfield Chesterfield, Virginia Gentlemen: The annual school of the Virginia Association of Assessing Officers, in cooperation with the Institute of Government, will be held at the University of Virginia, on June 25, 26, 27 and 28, 1968. Three of our appraisers are relatively newcomers to the appraisal field and I am especially concerned that they attend this school for the benefit of the instruction they will receive. James C. Falconer, Chief Appraiser, is a past member of the Board of Directors of V.A.A.O., and presently on the Membership Committee. I think he should attend this school, as he did not go last year. Expenses for the four days, for these four men, will be approximately $58.00 each, or a total of $232.00. I earnestly request that attendance at this school for these men be approved. Burnett, Executive Secretary County of Chesterfield Chesterfield, Virginia Dear Mr. Burnett: Subject: Quit-claim request County of Chesterfield We refer to the County's request that Vepco quitclaim portions of two 150-foot rights of way within the proposed right of way .of Cogbill Road in the County and your conversation yes- terday with Mr. M. D. Melancon in the Company's Real Estate Department regarding the request. As Mr. Melancon explained to you, the Company has a policy of planting screens of trees along highways crossing its rights, of way in wooded areas, to screen the rights of way from view by motorists. On the usual highway the planting would cost approximately $1,350 for trees on both sides,. or a total of $2,700., for the two crossings by Cogbill Road. In an effort to cooperate with the County we planned a minimum of planting in this case and submitted an estimate of $2,100. Until your talk with Mr. Melancon, we were not aware that the highway was pro- posed for such limited use. In view of the proposed limited use we believe that planting seedlings, at an estimated cost of $250, will be adequate. Therefore, we would recommend that Vepco's Board of Directors authorize the quitclaim of its two 150-foot easements within the highway right of way upon the condition that .the County will reimburse the Company that amount. This resolution requesting acceptance was unusual since a drainage easement was not provided, and indicated that the County would acquire it at such time as the Highway Department deemed it necessary. It is the feeling of the Highway Department that proper agreement should be entered into regarding this easement. Therefore, I am attaching a proposed agreement prepared by the Highway Department which we feel must be executed prior to the acceptance of Tucker Road. TO THE BOARD OF SUPERVISORS OR CITY COUNCIL: The Compensation Board, in fixing Budget allowances for the offices of County Sheriff and City Sergeant for the fiscal year ending June 30, 1969, has not made any allowance for estimated mileage, because experience has demonstrated that it is practically impossible to estimate with any degree of accuracy the mileage necessary for a Sheriff or Sergeant or a full-time Deputy to travel on official business during the fiscal year. Therefore, no amount of money is shown opposite mileage on the allowance sheet attached hereto. The Compensation Board will continue to approve for payment, at the approved rate per mile, the State's proportionate part of this expense incurred by a Sheriff or Sergeant or his full-time Deputies as shown on C. B. Forms 1.-A Revised and 15, which forms, as you know, are filed monthly. The Compensation Board does not approve .of a Sheriff or a full-time Deputy traveling on what is commonly known as "patrolling" except for a specific pur- pose; that is, where he has information that some unlawful act may be committed, or a suspect found, etc., at a certain place, and he travels in an effort to prevent a crime or apprehend a suspect. A Sheriff or Sergeant or a full-time Deputy should be very careful, in traveling from one point to another, to take the most direct route, and if it is a long-distance trip he has to make, he should always first ascertain if travel by public transportation would be less expensive than by private automobile. In other words, a Sheriff or Sergeant or a Deputy should use every means possible to hold down the expenses of travel on official business. The Compensation Board hopes that every Board of Supervisors of a County and every Council of a City (or its authorized agent) will carefully examine the monthly detailed report of mileage of Sheriffs and Sergeants and their Deputies in an effort to eliminate any unnecessary travel. Cxpense vouchers received after July 6 will be charged to your budget allowances for the fiscal year beginning July 1, 1968. It is suggested that every effort be made to file June expense vouchers promptly so that overdrafts will not occur at the end of the next fiscal year. The Compensation Board has fixed complete expense budgets for the fiscal year beginning July 1, 1968, and would appreciate the cooperation of the officers in staying within these allowances. Should it become necessary to revise the allowance for any item as fixed, the Board requests that the officer make a revised estimate to cover any transfers or increases desired and receive the approval of the Board before such additional expenses are incurred.
