In reference to the above rezoning for Fred H. Lord
at the corner of Forest Hill Avenue and McRae Street, we
would like to say that we have no objection to this zoning.
While we are definitely in favor of granting Mr. Lord's
request, I cannot help but feel that it would serve the best
interest of Chesterfield County and the concerned property
owners to zone the entire block bounded by Buford, Forest Hill,
McRae and Huguenot Road to some sort of commercial use.
We appreciate the opportunity of being able to express

Dear Sirs:
1'1e ovm most of the property ly'ing to the east of HcRae
Road plus the prope.rty extending along Huguenot Road from
McRae to Buford. All of this property is residential and
is beinf[, rented at the present, but it is becoming increas-
ingly more difficult to rent tlus property, the chief
complaint being that it is too isolated from other residential
areas. ~Vhat this means to us is that the optimu~ use of this
property for residential purposes is decreasing rapidly, and
in the near future it appears that the property will be suited
for con:u:nercial use only. Since our property fronting on
Huguenot Road does not have much depth, establishing a 50 foot
"buffer zone" precedent in the pending case may, and most
certainly will, have a prejudicial effect on maximizing its
usefulness in the future.
The argument is often heard that Hun.;uenot Road should
remain residential. But the fallacy of this contention is
becoming apparent even now. As you knOlv, 1-h1r~uenot Road is
being made into a four-lane highway, and how many people
are tV'iIling to live vlith their homes fa.cing such a highway?
Today, several homes along Huguenot Road are for sale, and,
as is common knO'\vledge, the present mmers are encounterinp-
great difficulty in finding buyers. The cause of this
difficulty should be self evident since the general location
of these homes (the Bon Air area) is one of the most popular
in the ruc hr.ll.ond vi cini ty .

~rhe area available for future commercial use in the Bon
Air business district is becoming limited if any reasonable
boundries to the expansion of business are to be imposed.
Even with the new shopping faeilities planned by Hr. George
Gray, many serviees need to be furnished the. locality, a
locality which is experiencing a phenominal population growth.
As you are well aware, you, as the elected representatives
of the people, have the awesome task and responsibility to see
that the needs of the people, both those people presently liv-
in~ in the Bon Air area and those. who will move into that
area in the future, are provided for to their best advantage.
We believe that by restrictino; unreasonably the use of the
already limited property available for commercial use by
setting a 50 foot I1buffer zone" precedent alon~: Huguenot Road,
the future needs of the community will not be best served.

This letter is in response to the notice we received regarding the
request by Ann Boatwright for a Use Permit to operate a beauty shop in her
home at 8441 Chelmford Road.
Due to the time of the hearing, we find that we are unable to appear
on July 10 at 3:15 PM, and also realizing the quantity of work before you we
do not want to prolong the hearing with addresses by the many people who have
expressed concern over the thought of this Use Permit's being granted.
We feel that, having a Planning Commission, we should allow them to
see that Chesterfield continues to be zoned in an orderly manner. The issuing
of Use Permits creates a hodge-podge of zoning plans.
Southampton Acres is now a residential area and the granting of this
Use Permit will open the door for many other requests.
We bear no ill will towards individuals, but the residents of this
area are quite concerned and have asked that the attached petition be prepared.
You will notice that we have restricted the signing of the petition to the
immediate area. The only names (homes) missing are those people away at this
time.

THIS PETITION IS IN OPPOSITION TO THE GRANTING OF THE ABOVE USE PE~~IT
The following signatures represent residents in the vicinity of the
proposed beauty parlor operation of Ann Boatwright in her home on a
parcel of land of irregular shape fronting 110 feet on Chelroford Road
and extending southwardly 185 feet to a frontage on Forest Hill Avenue,
being 120 feet east of Anwell Drive and better known as 8441 Chelmford
Road.
It is the feeling of the residents of the area that a beauty parlor
operation will tend to lessen the value of the surrounding residential
property. The traffic this business will create will not only be a
nuisance but will also create a safety hazard to the numerous children

I certainly appreciate receiving the notice, sent by your office,
concerning case 68-26U, a request by Ann Boatwright for a Use
Permit to operate a beauty shop at her residence at $441 Chelm-
ford Road.
I vigorously oppose conversion of residential property to commer-
cial property for a number of reasons. Perhaps the most important
consideration is the safety of the neighborhood children. There
~re many fairly young families in the Southampton Acres and we have
a large number of children in the area. Our streets are fairly
narrow and they become difficult to negotiate when cars are parked
on the street. Children are well knO\Vll for their thoughtlessness
and they will be darting out from between parked cars of the patrons
of the beauty shop.
If Ann Boatwright plans to have her patrons park their cars on
Forest Hill Avenue, or in the back area of the home facing onte
Forest Hill Avenue, then there will be a very real possibility of
slowing dGwn traffic adjacent to the Boatwright property. There
will be a serious safety hazard if cars attempt to turn to the left
off of Forest Hill into the Boatwright property. If cars attempt'
to turn left from the Boatwright property onto Forest Hill Avenue,
they will have limited visibility as there are turns in the road.
Finally, the invasion of commercial interests into residual neigh-
borhoods can, and probably will reduce the value of the properties
adjoining the commercial enterprise. In our area, people have im-
proved the value of their property by diligence in maintaining
their yard and their homes. The appearance of the homesites has
been improved by plantings. This investment in our homes represents
more than money, it has a larg~ measure of pride in our community.
Commercialization in a residential area acts like a cancer. It
first affects only a local area, but the disease spreads as people
lose their sense of pride and the entire residential neighborhood
deteriorates, property values go down and ~here is a loss to the
entire community in excess of the tax loss and reduced property
values. Failure to protect the rights of the individual residents
to live in a neighborhood free of commercialization, simply adds
fuel to the fire of those who fight for annexation by the city
of Richmond. The argument in this instance, would be obvious.
