Douglas Bethel, representing Boxes to Size, Inc. comes before the Board requesting the rezoning from Residential-2 to Industrial (M) on a parcel of land of irregular shape containing 18 acres, more or less, fronting 400 feet, more or less, on the north line of Kingsland Road and fronting 1350 feet, more or loss, on the east right of way line of the t1.C.L. P,ailroad right of way, being in the northeast corner of said intersection in Bermuda Niagistcrial District. Refer to Sec. 81-2 parcels 19 and 20, which zoning had been deferred from .January 10, 1968. Mr. Bethel gives a short presentation outlining the previous arguments supporting his request. .~. representative of the Seaboard-Coast Line Railroad Company speaks in general for the rezoning to Industrial of land adjacent to Railroads. Pir. Robert Mick, presented a petition signed by 32 people opposing the rezoning request. Messrs. [•Jheeler, Cro~tic, Jones Broach, ~Ailmoth, Caudle and Spivey speak in general against the proposed request. Mr. Bethel statues that the Railroad cannot be moved, that traffic on the road will be increased regardless of the location of this small plant, that the tract o~ land is large and the building has been designed attractively and will not hurt the area, Upon consideration whereof, and on motion of Nir, Purdy, seconded by Nir. Apperson, it is resolved that this zoning request be denied. It is here notad that Mr.)3^owning and Mr. N~artin vote No. ~~ Mr. Daniel Patram comes before the Board requesting street lights at the end of Happy Hill Road and Rt.620 and the intersection of Laming Drive, near the Enon School and request further that the Highway be requested to improve the western end of Rt.698. Upon consideration whereof, and on motion of N1r.Purdy, seconded by P•Ir. Apperson, it is resolved that these street light requests be referred to the Street Light Committee. Pars. Irene Moore comes before the Board requesting a Variance to build a home facing a proposed SO-f t. right of way on Parcel 10, Section 30-8 of the County Tax Map, which road would lead into Broad Rock goad, near Rolando. Upon consideration whereof, and on motion of Mr. Dietsch, seconded by Mr. Browning, it is resolved that this Board grants a Variance to Mrs. Moore, provided a 50-f t. road is dedicated and provided further that the citizens of the area construct said road to meet the State's specifications. ivir. John Davies, Vice-President, Commonwealth's Gas Corporation, comes before the Board requesting approval of the crossing of the following roads with gas lines during the coming mcnths. Upon consideration whereof, and on motion of Mr. Dietsch, seconded by Mr. Martin, it is resolved that the Board gives its approval for the aforementioned crossings, with the understanding that the location of the gas lines within the road right of t-aay be subject to the approval of the Engineering Department. On motion of Nir. Dietsch, seconded by Pir. Apperson, it is resolved that the following special water contracts be and they hereby are approved: AC-469 - LaBrook -Drive $22,513.35 RA-470 - McGuire Drive 1,304.00 Gn motion of P~Ir.Dietsch, seconded by Pir.Browning, it is resolved that the request of certain citizens as evidenced by a petition requesting a water line on Ell;hardt Lane to replace an existing 2" water line be and it hereby is approved. It is here noted that the County Engineer states that the new water main and fire hydrant will cost about $3750.00. On motion of Mr. Dietsch, seconded by Pir. Martin, it is resolved that the following sewer contracts be and they hereby are approved: 5-68-SD - Meadowbrook Plaza Shopping Center 5-68-6D - N,cGuire Center -2- • The County Engineer reported that the School Board had requested a sewer service for the new ~bhool proposed on Reams Road and had also received a request from the Shenandoah Corporation for the installat~_on of a trunk sewer wept of the Shenandoah Pumping Station. It was reported that the total cost of the proposed project from the Pumping Station to the School would cost $69,792.00. of which cost the School agrees to pay $45,700.00 and the Shenandoah Corporation $21,G00, which leaves approximately x,000 for the County sewer System to finance. On motion of P~ir. Purdy, seconded by Mr. Browning, it is resolved that the County Engineer be authorized to have said line installed with the contributions from the aforementioned sources. On motion of Mr. Purdy, seconded by Mr. Dietsch, it is resolved that the Treasurer of the County b~ and he hereby is requested to borrow on a short term basis up to $500,000 for the construction of water mains as the money is needed. On motion of Mr. Apperson, seconded by P^:r. Purdy, it is resolved that the sum of $5,000 be appropriated from the unappropriated surplus of the General Fund to the Street 3gn Fund, Item 16, County Road Sign Fund, in the County budget. Un motion of Pir. Purdy, seconded by hir. Dietsch, it is resolved that this Board affirms the offer of $300,00 to Nir. hTanuel A. and Ptary S Varela for an easement in which a sewer line is proposed to be constructed on Project 65-11-20Ai and if said offer is not accepted, the Commonwealth's Attorney is authorized ..and requested to institute condemnation proceedings on this strip of land. On motion of Mr. Dietsch, seconded by Mr. Martin, it is resolved that the uJater Department be and it herby is authorized to purchase a mail inserter from the Friden Company who presented the lowest bid in the amount of $7050.00 On motion of Mr. Browning, seconded by Mr. Purdy, it is resolved that this Board requests the Engineering Department to study the water pressure on Piedmont Avenue, lying west of Colonial Heights. There was presented a letter from Mr. Oliver D.Rudy resigning from the Chesterfield Policemen's Pension and Retirement Board and a recommendation in writing from the President of said Board recommending that rir. Lee R.Gordon be appointed to fill the unexpired term of Mr. Rudy. On motion of Mr. person, seconded by Nir.Browning, it is resolved that the resignation of Pair. Rudy be accepted with appreciation for his services and that Mr. Lee R. The number requested is fewer than the normal and expected teacher turnover in the county schools. We hereby agree to construct a building with no less than the minimum specifi- cations as shown with the accompanying drawings. 1. The entranceway to the front of the building will be constructed either of stone or brick with a protruding canopy extending from the entranceway. 2. The remaining front of the building will be a brick front with aluminum and glass panels. 3. The base of the side of the building for the office portion will consist of a four foot brick base. with the remaining portion colored enamel metal siding. 4. The fabricating area of the building will consist of a concrete or brick wall base extending four feet with the remaining colored enamel metal siding. It is understood and agreed that prior to construction, plans and specifications for this building will be submitted to the Board of Supervisors for their final approval.
