Yours very truly, Asst. General Freight Agent CASE 67-87C Gentlemen: My name is Douglas E. Bethel. I am a Realtor. I represent both the fee and contractual owners of the property under con- sideration. The Applicant in this case, Boxes to Size, Inc., desires to move into Chesterfield County. The operation requires rail facilities. Taking into account the sources of supply and the sale of end product, Boxes to Size, Inc. would best be served by the facilities of whckt was formerly known as the ACL trackage. And, like any well managed operation, Boxes to Size, does have a budget for their desired new site. Accordingly, starting as long ago as last June, a thorough study was made of all properties along this railroad facility. Surprisingly, there was an extremely limited choice. Properties, zoned or not, owned by railroads are reserved for the big rail user who can guarantee specific minimum quantities of freight. Smaller parcels owned by small industry were found to be well in use and any apparent surplus held for future expansion. Reference to Chesterfield zoning maps will show little from which to choose and even that small choice is further restricted by the lack of desire to sell upon the owners' part. And, of course, for reasons of utilities, topography, etc. not every parcel is suitable --available or not. Even among the parcels not zoned, for various reasons, many parcels are not for sale --period: However, Boxes to Size was fortunate to come upon the ample acreage described in this ap- plication. Briefly stated, Gentlemen, this application was not lightly made... and certainly much thought and effort has gone into it, taking into account every thing and everybody concerned with the proposed usage. This quite spacious site, 18 acres, more or less, has some extraordinary natural boundaries --Kingsland Road on the south, Kingsland Creek and Bellwood on the north, the railroad on the west --which right of way is at a minimum of 130 feet wide, and a deep wooded ravine along most of its eastern boundary. That is to say, there is ample room for the proposed usage and for any expansion and still afford a considerable distance from the nearest contiguous property owner. Additionally, as proposed and shown on the plat by the railroad --any spur would be on their existing right of way. It is planned that no improvements, other than for ingress and egress and aesthetic purposes, will be placed upon the property closer than 150 feet north of Kingsland Road for the entire frontage. Finally, there is ample county water to the site and Kingsland Creek offers future enclosed sewer lines with the subject property being amply large enough to be suitable for septic systems in the interim. For these reasons and others, it is felt that the proposed usage would have absolutely no adverse affect on any residential properties in the greater area. This application offers a specific, quiet, clean usage by a stable organization of the property. Torrence Dreelin and Associates' rendition is before you. The structure is estimated to be in the quarter million dollar price range. Boxes to Size, Inc. is an organization of 25 to 30 male personnel. Most employees are full time, skilled and semi -skilled, and exception- ally loyal, having been with the company variously from three years to its inception some 15 years ago. The current payroll appropriates one quarter million dollars annually. Maximum growth potential is estimated at 50 employees with corresponding increases in payroll and capital expenditure. Because of these facts, it is felt this organization and its prospective growth offers much to the County of Chesterfield. Included with the application is a notation of all contiguous property owners. Also included are letters from about half of the number indicating their approval of the proposed usage. Indeed, the owner of the property directly in front of the acreage recommends approval as does the largest single property owner (167 acres) in the whole area. Other owners also approve the proposal. This is not to say, however, that some general opposition is not anticipated. It is and it is understandable. In approximately twenty years as.,.a Realtor, I have seldom been involved in a proposed change wherein there was not some opposition to change. However, as pointed out before, it is felt that this requested change will not only not be detrimental to the public welfare or the properties of others but rather the pro- posed site offers seclusion from any residential properties and the proposed operation,in payroll and taxes, considerable benefit to the general welfare. I now enjoy a relatively quiet community, which is the main reason I bought my property, and bringing industry into the community would certainly be only the beginning of a complete change from a residential area, where children can play, people can relax and enjoy their home, to a noisy, crowded industrial area where traffic and congestion leave no room for the citizen to enjoy his home. In my opinion Kingsland Rd. is much to narrow to negotiate large trucks, which certainly are a part of industry. It is my belief that once industry moves in beside me that eventually, industry will move in across the road from me and the process of indikstrial take over will well be underway. I realize industry has a place in our society as well as res- idential areas, but I don't believe the two can mix sucessfully, so as long as there is non-residential areas for sale, I think industrial concerns should buy them even though they have to pay more, instead of imposing on quiet communities. We request disapproval of changing current zoning laws, for the purpose of building a box factory on an 18 acre tract beside the Atlantic Coastline Railroad, and adjoining Kingsland Rd. in the Bermuda District. We now enjoy a quiet semi -rural residential community and would sincerely like to keep it that way. We believe a factory would enhance our already growing traffic on Kingsland Rd. which in our opinion would be much to narrow to negotiate large trucks, which are certainly essential to any industry. We do not favor industry in a residential community unless all the available property in the areas which are already industrially zoned have been taken, and we are sure this is not the situation yet.
