On motion of Mr. Apperson, seconded by Mr. Browning, it is resolved
that the minutes of January 22 and February 12, 1969 be and they
hereby are approved as amended.
The vacation schedule was discussed at length and upon consideration
whereof and on motion of Mr. Apperson, seconded by Mr. Martin, it
is resolved that the consideration of this matter be delayed for
thirty days.
On motion of Mr. Purdy, seconded by Mr. Diptsch, it is resolved that
this Board approves the payment of the following game claims:

Mr. Feancis Newcomb 8 Ducks, and chickens 24.00
On motion of Mr.Browning, seconded by Mr. Purdy, it is resolved
that the sum of $1125.00 be appropriated to the Virginia Association
of Counties as Chesterfield's part in intervening in the case of
the Railroads Vs. the State Corporation Commission concerning the
return of taxes erroneously collected during the past year and for
reduction of assessments for the years to come.
It is here noted that Mr.Apperson votes Nay.

On motion of Mr. Apperson, seconded by Mr.Dietsch, it is resolved
that the drainage egreement recently approved by the Highway Department
concerning the proposed rural addition of Tucker Ibad be filed with
the Board papers.
There was presented a request by Mr. Howard Mayo, County Planner,
at the direction of the County Planning Commission for the hiring
of a Planning Intern for the summer at a salary not to exceed
$2,000.00 to help in the Planning Office.
Upon consideration whereof, and on motion of Mr. Dietsch, seconded
by Mr. Martin, it is resolved that the request of the Planning
Commission be approved and that Mr. Mayo be authorized to hire a
Planning Intern.
It is here noted that Mr. Horner and Mr. Browning vote Nay.
Mr. Browning states that he is opposed to hiring someone to
difectly or indirectly plan for one area.

There was presented a letter from the Enon P.T.A. thanking the Board
for the sidewalks recently installed at the school, which letter is
filed with the Board's papers.
There was presented a request from the Richmond Area Psychiatric Clinic
for the increase of the County's appropriation to said organization to
$5,000.00 for the coming fiscal year. Upon consideration whereof,
and on motion of Mr. Dietsch, seconded by Mr. Browning, it is resolved
that this matter be delayed until the budget is considered. .T
There was read a list of roads taken into the Secondary System of
roads by the Highway Department, which list is as follows:

Wooddale Road - from Route 609, across from Route 838 to
0.03 mile east Rochelle Road 0.10 Mi.
Castlebury Drive - from Route 609, across from Route
1552 to 0.03 mile east of Rochelle Road 0.10 "

On motion of Mr. Apperson, seconded by Mr. Martin, it is resolved that
this Board requests the Virginia Department of Highways to take into
the Secondary System, roads in Meadowbrook Manor.
There was read a Eourt Order indicating that Mr. C. Denny White, the
County's Tie -Breaker had disqualified himself to act on a zoning
matter now pending before the Board and the Court had accordingly
appointed Mr. Waverly E. Nunnally to act as a substitute Tie -Breaker
in this case.
On motion of Mr. Dietsch, sedonded by Mr. Purdy, it is resolved that
the Treasurer of the County be requested to transfer the sum of
$1515.00 from 13-155-298 to the following categories in the budget
of the Library:

On motion of Mr. Apperson, seconded by Mr. Dietsch, it is resolved
that the sum of $2900.00 be appropriated from the unappropriated
surplus to 11-031-405.1 in the Office of the Treasurer.
On motion of Mr. Dietsch, seconded by Mr. Purdy, it is resolved that
at the request of the Chief of Police that this Board requests the
Judge of Circuit Court, the Honorable Ernest P. Gates to appoint
Mr. Martin V. Moore as Patrolman for the County of Chesterfield.
And be it further resolved, that the Chief of Police be authorized
to appoint Mrs. Janie E.Cimino as Secretary, Grade B and Mrs. Frances
Coffey be appointed as a School Guard and part-time clerk for the
Police Ii�partment, and as such a special Police Officer.
On motion of Mr. Dietsch, seconded by Mr. Apperson, it is resolved
that the Police Committee be requested to study recommendations for
future appointments within the Police Department.
On motion of Mr. Apperson, seconded by Mr. Martin, it is resolved that
this Board at the request of the Sheriff of the County, Mr. E.L.
Wingo, notify the Federal Government that at the end of the expiration
date of the present contract, April 207 1969, that the County can bo
lomger take Federal prisoners into the County Jail for a number of reasons.

On motion of Mr. Browning, seconded by Mr. Apperson, it is resolved
that this Board authorizes the present fire alarm base radio to be
changed to a frequency acceptable to the Rescue Squads in the County
when the new base station for the fire alarm is installed and that
both radios be maintained by the fire alarm dispatchers.
It is here noted that this plan is at the request of the Rescue Squads
in the County.
There was presented the proposed ordinance to prohibit the parking of
all vehicles on County owned property.
Upon consideration whereof, and on motion of Mr. Apperson, seconded by
Mr. Purdy, it is resolved that this ordinance be introduced and
advertised for public hearing.
There was presented an ordinance to enforce the removal of inoperative
automobiles from residential property and it was generally agreed that
this matter would be considered further.

Mr. Sam Wagstaff comes before the Board heading a delegation of
five people, citing the weaknesses of bridges in the area of the
County lying between Rt. 60 and Rt.360 and requested some improvements
to roads, specifically, Elkhardt, Providence, Reams, Dakins and Adkins
Roads.
Mr. Dietrick, Pastor of the Central Baptist Church, states that citizens
are somewhat alarmed at the lack of responsibility of the roads and
cites the fact that Mr. Fugate of the Highway Department states that
the County is responsible for the budgeting of funds for road improve-
ment. This idea was corrected by the Chairman, who states that the
budget for the Highway Department is made up by the Resident Engineer
and may or may not have the recommendations of the individual supervisors,
Mr. Dietrick states that he has written a letter to Mr. Lancaster two
years ago requesting the improvement to the bridges in this area and
they were not included in the road budget,
The County Fire Marshal explained that he had contacted the Highway
officials who had explained the correct procedure to use the bridges
in cases of emergency with heavy fire trucks.

Mr. Percy Harris, represented by Mr. Oliver Il Rudy, Attorney, comes
before the Board requesting a Use Permit to operate a retail
distribution business within his home located on a parcel of land of
rectangular shape fronting 110 feet, more or less, on Daniel Street
extending southwarrly 340 feet more or less, being 240 feet more or
less east of the intersection of Daniels Street and Gayle Road in
Bermuda Magisterial District. Refer to Sec.115-16 (4) Blk, Lot 8.
Mr. Ridy states that Mr. Harris is a full-time employee at the
Allied Chemical Company and represents the Amway products, that he
had to have a license so it was necessary to apply for a Use Permit.
Mr. Rudy explains where the houses are in relation to the requested
zoning, that the prime objections to this Use Permit were caused by
heavy moving vans delivering products and on one occasion this occurred
late at night. He states further that Mr. Harris can route traffic
a different way to minimize the effect of this traffic; further, that
Mr. Harris is limiting the meetings of salesmen at his home to twice
a month with about eight people at each session and presents a petition
listing the names of people who do not oppose the Use Permit.
Mr. Leslie Saunders, Attorney, representing the opposition asked if
Mr. Harris is a direct distributor, and the answer is No.
On a question concerning the volume of his business, Mr. Harris stated
that the volume ran from one to five thousand dollars per month, that
he is striving to befome a direct distributor but can remain a distributor
as long as he wishes.
Mr. %unders states that this is a substantial business to be run from
a home, he does not believe that Mr. Harris can control the traffic
to the extent that he says.
Mr. Rudy states that Mr. Harris is controlling the traffic, that he
found a way to increase his livelihood and the Board is assured that
this is no bargain basement and should help Fir. Harris in his aim to
earn additional money.
Mr. Saunders states that the people who live in the homes in the
adjacent areas are good people, they have put ali of their savings

in a nice home and should be protected; that the County Board should
protect good property in the County from the encroachment of business,
Mr. Apperson questions if some temporary relief could be allowed
Mr. Harris to find another location,
Mr. Saunders states that he is certain that the citizens of the area
would allow a reasonable time for this man to find another location,
Mr. Rudy states that his client is willing to agree to any restrictions,
that this is a unique situation and this is what Use Permits are for.
Mr. Purdy states that he feels sympathy for both sides and upon further
consideration and on motion of Mr. Purdy, seconded by Mr. Dietsch, it
is resolved that this Use Permit for operating a retail distribution
business within his home on the aforedescribed parcel of land be and
it hereby is granted for a period of one year, provided thete are no
signs, no alterations to the house, that traffic is regulated as
promised and that the delivery trucks be limited to two tons, that the
Use Permit be for Mr. and Mrs. Harris only and subject to re-application
to the Board at the end of one year.
It is here noted that iviro Browning abstains from voting.
On motion of Mr. Browning, seconded by Mr. Dietsch, it is resolved
that the following letter complimenting the Ettrick-Matoaca Rescue
Squad be spread on the minutes of this Board:

continuous cardiac massage from 7:45 a.m. until noon the
same day,

Project C-646 - Traway Drive in Revere Estates 41086.00
On motion of Mr. Apperson, seconded by Mr. Purdy, it is resolved that
Project C-476 for the installation of water mains on Centralia
and Old Centralia Roads in the amount of $65,285.00 be awarded to
Fred W. Barnes Construction Company.
On motion of Mr. Purdy, seconded by Mr. Apperson, it is resolved that
Project 6602-4 for the installation of water mains along Route 41,
from Route 10 to Dutch Gap, in the amount of $92,956.40 be awarded
to Fred W. Barnes Construction Company, with permission to select
the material that will entail the least delay to the County and the
County Engineer.
On motion of Mr. Martin, seconded by Mr. Dietsdh, it is resolved that
a 2" water connection be installed at the Ddidlothian Fire Department
by the County water department and the installation of a meter for
the sum of $412.86.
On motion of Mr. Martin, seconded by Mr. Apperson, it is resolved
that sewer contract 5-69-9D for the installation of sewers in
Midlothian Carousel be and it hereby is approved.
On motion of Mr. Martin, seconded by Mr. Apperson, it is resolved
that sewer contract 6511-54A for the installation of sewers in the
Brookwood -Bon lir area in the amount of $59,691.26 be awarded to the
Van Doren Construction Company.
On motion of Mr. Apperson, seconded by Mr. Martin, it is resolved that
the Project 5-69-1C with the larger size sewer line as recommended
by the Ihgineering Department, be awarded as follows:
Sub-contract"A" - be awarded to E. G. Bowles Construction
Company in the amount of $165,321.509 Sub -contract "B" be
awarded to G.L.Howard Constructing Company in the amount
of 1214,353.05, and Sub -contract "Ci° be awarded to Stamie E.
Lyttle and Company in the amount of $102,042.30.
The County Engineer reported that bids for Projects 6511-3A and
6511-7 had been received and were much higher than the original
estimates. After much consideration of this matter, it is on motion
of Mr. Browning, seconded by Mr. Apperson, it is resolved that the
Engineering Department with any Board members who may wish to come
and the Edecutive Secretary meet with the officials of the Highway
Department and the contractors who are apparent low bidders and the

agreement by reference._
SECOND:: The Department•agrees to assume the
maintenance for a portion of Tucker Road'in Chesterfield County,
Virginia, from a. point,on Route 10, 0.26 miles north of its
intersection with Route 611 eastwardly-0.20 miles, which..portion
of Tucker Road is more specifically shown on the attached plans.
THIRD: The County shall provide the Department a
fifty foot right of way for the 'road proposed by this agreement.
FOURTH: (a) The County shall for all time, present
and future, secure,•.to the satisfaction of the Department and
under she direction of _the Department, the operation of the.
drainage facilities shown on the attached plans.
(b) (1) The Department, in the discretion
of its Commissioner, shall.determine when the operation of the
drainage facility.shown on the attached plans has been so.
obstructed as to require remedial action by the County. ,(2.)..The
Department, in the discretion of its Commissioner, shall
determine what remedial action.shall be taken by the County..

Mr. Dubus, as chairman of the Chester Study Committee, gives a
report on the activities of this group and files a written
report which is made a part of the Commission's file.
He states that through the VPI Extension Specialist they have
contacted a graduate student at the VPI Center. for Urban and
Regional Planning who has indicated an interest in spending the
summer months on this study. The work period would be for
approximately three months and the salary would be $20.0,0..00..
Whereupon on motion of Mr. Dubus, seconded by Mr. Marshall, it
is hereby resolved that the Planning Director be instructed to
appear before .the Board of Supervisors to seek their approval
and allocation of funds not to exceed $200.0...00.for compensation
for a summer planning intern for the primary purpose of working
on the Chester Study. Further, that the individual employed
be under the direction of the Planning Director and that his
employment be subject to an interview and approval by the
Executive Secretary and the Planning Director.

Chesterfield Planning Commission
Since it's appointment January 21st the Chester Study
Committee has reviewed the Chester plan with the County Plan-
ning.Research Technician. Discussions have been held with the
Chief, Local and Regional Planning Section, Division of State
Planning; and with the VPI Extension Specialist, Community De-
velopment (currently assigned to the Governor's Staff). These
discussions have focused on the primary problem of obtaining pro-
fessional assistance and guidance in undertaking and preparation
of a comprehensive community development plan. The County Plan-
ning -Department is capable of providing this:guidance I
but with
the present staff, they cannot devote one person full time to
this project.
Through the VPI Extension Specialist we have contacted
a graduate student at the VPI Center for Urban and Regional Plan-
ning interested in spending the summer months on this study.
This person would be working on his.own but have the full backing
of the teaching staff. Therefore, we respectfully request this
commission consider our recommendation to have the Planning Dir-
ector request of the Board of Supervisors at their February 26
meeting, a sum not to exceed $2,000 as compensation to this stu-
dent for full time assistance during the three summer months.
We also request that he be provided with desk space at the Court-
house, if available. We are -confident Community funds can be
raised to assist him with rental or temporary relocation expenses.
This project could be the forerunner of a continuing
study of selected areas in the County each year. It could also
develop a students interest in Chesterfield County and perhaps
provide us with future applicants for our County Planning Staff.
We intend to interview this man in Blacksburg Friday and,
hopefully, make plans to start certain survey and research work
'immediately. Our overall objective remains.to provide the Plan-
ning Commission with a comprehensive study of the Chester area with
immediate emphasis on the business district.

Dear Mr. Burnett:
We filed with you a tentative request for salaries
and expenses on January 23, 1968 for the fiscal year ending
June 30, 1969. An item of $2900.00 for a Burroughs Protecto-
graph was not included on this request since the machine we
were using at that time was operating satisfactorily.
Before filing the request for salaries and expenses
with the Compensation Board on May 8, 1968, the Protectograph
failed to operate and since the machine was quite old, we were
unable to obtain parts for necessary repairs. We requested
the sum of $2900.00 for a new machine and this request was
approved by the Compensation Board as of June 1, 1968. This
item was not included on the County budget of the Treasurer's
Office for the year ending June 30, 1969.,
I respectfully request that the Board of Supervisors
approve an additional appropriation of $2900.00 for the current
fiscal year for Replacement of Office Equipment, 11-031-405.1,
2/3 to be paid by the County and 1/3 by the State.

I would like to offer two suggestions for your consideration:
(1) That our contract to handle federal prisoners be terminated
at its expiration date, April 20, 1969.
There are several reasons for this suggestion:
1. Our jail is too small to accommodate this.
2. We have a 48 -capacity jail, as of this date, we
have 48 -prisoners in jail, with the week -end coming up.
3. It does not appear that we have complete control over
the billing of the federal government.
(2) That our charges to Amelia Authorities be increase from $1.75 to
$2.50 per day, beginning at time determinated by you gentlemen.

Dear Chief:
Recent newspaper articles concerning fire apparatus crossing
j bridges has raised questions regarding the safety of this situation.
It is hoped the following information will help clear up these ques..
tions.
The State Highway Department Resident Engineer has assured the
county that all posted bridges will be inspected to determine their
condition, ordinarily they are inspected yearly. The only bridges
in question are the ones that have signs indicating a weight limit.
Any bridge not posted is rated at or above the weight limit of the
road which is considerably above the weight of any of our fire
apparatus.
The highway engineer advised that, if possible, the low limit
bridges (9 to 10 tons) will be reinforced, until they can be replaced.
His staff will make a study of the bridges in the county and pass on
to the Fire Department recommendations they feel will make our use
of the bridges safer.
At this time the only recommendation the engineer made was to
align the apparatus squarely on the bridge. In other words, try not
to hit the bridge at an angle and cross the bridge as slowly as
possible. The engineer advised that striking the bridge at high
speeds multiplies the weight of the vehicle on impact and would.be
more apt to cause the bridge to collapse,
If you know of any bridge in your area that needs repairs or
that you have had any problems with, please advise the Fire Marshal
so this informationcan be passed on to the state.
Also, the water department has requested an up�toadate list
of any fire hydrants that need repairs, painting, raising, relocating
or that have obstructions affecting the use of the hydrant.' Please
forward a listto the Fire Marshal of any hydrants in your area that
are not satisfactory, in order that they may be reported to the water P
department.
