On motion of Mr. Dietsch, seconded by Mr. Purdy, it is resolved that
the minutes of January 8, 1969 be and they hereby are approved as
corrected.
Mr. Grady Prentice and Mr. Ed Moseley, officials of the Chesterfield
County Fair i.ssociation, come before the Board presenting a check
in the amount of $2,000.00 as part payment for the Exhibition Building
built by the County primarily for use by the Fair Association.
On motion of Mr. Martin, seconded by Mr. Purdy, it is resolved that
the following contracts for the installation of water lines be and
they hereby are approved:
A - 438C Stonehenge
$745.75
A - 449E Bon Air Terrace Addition
Section 'D" 11210.00
On motion of Mr. Dietsch, seconded by Mr. Purdy, it is resolved that
this Board awards contract 6430-A to C.L. Hartman for additional work
at the Swift Creek Filter Plant in the amount of $26,249.00.
On motion of Mr. Apperson, seconded by Mr. Browning, it is resolved
that the County Engineer be and he hereby is authorized to award
the following water contracts to the lowest responsible bidder
when the bids are received on January 28, 1969:
(a) RC -639 - Shady Crest Lane
(b) C-483 - Falling Creek Farms
On motion of Mr. Apperson, seconded by Mr. Martin, it is resolved that
the County Engineer be authorized to extend a water line to the
Ford property on Route 10, provided two of the major land developers'
in the area pay $9000000 each in prepaid connections.
On motion of Mr. Apperson, seconded by Mr. Browning, it is resolved
that certain refunds in Old Coach Hills and Fuqua Farms Subdivision
for oversized mains be qnd the same are hereby approved for payment.
On motion of Mr. Martin, seconded by Mr. Apperson, it is resolved that
contract ' .5-69-6D for the installation of sewers in Bon Air addition
be and it hereby is approved.
On motion of Mr. Browning, seconded by Mr. Purdy, it is resolved that
this Board denies the request of the Luck Corporation for an adjustment
of 10% on the contract for the installation of sewer lines in Matoaca
District due to the delay; however, the .'County Engineer is requested
to extend the time on said contract to compensate for this delay.
Whereas, Mr. Richard H. Hamilton has not accepted the offer of
$25.00 for a sewer easement on Project 5-68-1C, it is resolved on
motion of Mr. Dietsch, seconded by Mr. Martin, that condemnation
proceedings against Mr. Hamilton be irsstigated.
There was a brief discussion held concerning the condition of the
properties after utility lines had been installed and several
suggestions were made as to how the County could achieve better
relationships with the citizens across whose land utility lines
should be installed.
On motion of Mr. Apperson, seconded by Mr.Dietsdh, it is resolved that
the drainage policy as suggested by a specially appointed Drainage
Committee be referred to the Planning Commission for comment and
advertised for a public hearing before this Board on March 31,1969
at 7:30 P.M.
There wasre.ad a resolution from the School Board requesting approval
to purchase 15 additional new buses and 20 replacement buses for the,
year 1969-170.
After much discussion of this matter, it is resolved that this matter
be deferred to February ]2 and that additional information be requested
from the School Board.
There was nad a resolution from the School Board requesting the Board
to approve the use of the land purchased from DesChamp Estate by
the School Board for the erection of the proposed Vocational -Technical
High School.
Upon consideration whereof, and on motion of Mr. Apperson, seconded by
Mr. D ietsch, it is resolved that this Board approves the use of this
land by theSithool Board for the construction of a Vocational High
School. -2-

There was read a resolution from the School Board requesting approval
of the early employment of not more than 250 new teachers at the
current salary scale.
Upon consideration whereof, and on motion of Mr. Browning, seconded by
Mr. Apperson, it is resolved that this Board gives its approval for the
employment of 250 new teachers at the current salary scale with the
provision that any increase in the teacher's salary schedule in the
1969-170 School budget would be given to teachers hired before such
a budget went into effect.
The. Chairman appoints Mr. Apperson, Mr. Dietsch and Mr-. Purdy to be the
Salary (bmmittee for the Board of Supervisors, which Committee is
charged with studying the request of several department, heads for
salary adjustments.
On motion of Mr. Dietsch, seconded by Mr. Apperson, it is resolved that
this Board re -affirms the sick leave policy which is re -stated as
follows:
Section I - Sick Leave:
Any officer or employee who haslmen in the County's service for one (1)
month or more and is compelled to be absent from his work on accouht
of illness, shall be allowed sic4 leave at the rate of one (1) day.
for each completed month of service.
Such sick leave allowance with pay shall be granted to officers and
employees when they are incapacitated for the performance of their
duties because of sickness or injury or on exposure to contagious
disease°land not more than two (2) days sick leave allowance will
be grantgd for serious illness or death in the employee's immediate
family. •
An employee may be granted a maximum of five (5) days of advanced
sick leave after all accumulated sick and vacation leave has been used.
In the event the individual leaves the County's service before he has
accumulated these advanced days, those remaining shall be deducted from
his last pay check. Sick leave shall be accumulative to a total not
exceeding sixty (60) working days. A doctor's certificate will be
required to certify the employee's sickness after the first week's
absence. Extreme cases requiring more sick leave than allowed herein
may be reviewed by the Board of Supervisors;
•l. Contagious diseases are those which a physician warns those
exposed against contact with other persons and for a designated
pere.od of time,
•2. Immediate family - wife, husband, child, brother, sister, parents
or parents-in-law.
On motion of Fir. Apperson, seconded by Mr. Purdy, it is resolved that
the proposed Vacation Policy be deferrdd for further consideration.

On motion of Mr. Browning, seconded by Piro r,pperson, it is resolved
that a one-step raise be authorized in certain positions of the Trash
Department.
On motion of Mr. Dietsch, seconded by Mr. Browning, it is resolved that
this Board approves the request of the Virginia Association of Counties
and agrees to pay a reasonable charge for legal service to intervene
in the Railroad's suit against the State Corporation Commission.
On motion of Mr. Apperson, seconded by Piro Dietsch, it is resolved
that Lt John Simmons be authorized to attend the Southern Safety
Conference in Atlanta, Ga. on March 2-4, 1969.
On motion of Mr. Purdy, seconded by Mr. Dietsch, it is resolved that
the request of Mr. James R. Condrey to attend a meeting in Toronto,
Canada , be denied since the County would be in the annexation case
at this time and that this matter be considered in the budget for
next year.
On motion of Mr. Apperson, seconded by Mr. Martin, it is resolved that
the game claim of Mr. Louis Farmer for $300.00 for Angus cows killed
by dogs be and it hereby is approved for payment.
On motion of Mr. Dietsch, seconded by Mr. Apperson, it is resolved that
the contract between the County of Chesterfield and Thomas -E.Nuckols,
Contractor, for the construction of additions to the Health Department
be and it hereby is approved and the Chairman and Clerk are authorized
to sign said contract.
On motion of Mr. Purdy, seconded by Mr. Dietsch, it is resolved that
the following street lights recommended by Mr. Longmire be approved
for installation:
(1)Bt�rtram Road and Walmsley Blvd.
(2) Elokomin livenue and Osborne Road
(3) Glendale Avenue and Arcadia Street
(4) Rio Vista Street and Coxendale Road
jTind be it further resolved, that the Street Light Committee will meet
on February 26, 1969 at 8:30 Az.M. to review the street lights in
question.
On motion of Mr. Dietsch, seconded by Mr. Purdy, it is resolved that
the requests of the i-.ssociation of Chesterfield Volunteer Fire Depart-
ments be referred to the Eire Committee for further consideration.
Board
The matter of raising the compensation of the Local Welfare members
again comes before the Board and it was pointed out that at this

time the Chesterfield Board members were paid $300.00 per year and
there had been a strong request for an increase to $600.00 per year,
and the increase in compensation was put into the present year's
Welfare budget.
Upon consideration whereof, Mr. Apperson makes the following motion,
which is seconded by Mr. Martin: Be it Resolved, that the salary of
the four (4) Welfare Board members from Chesterfield be increased from
$300.00 to $600.00 per year. A vote being taken on the motion - Mr.
Apperson and Mr. Martin vote Aye. Mr. Purdy, Mr. Dietsch, Mr. Browning
and Mr. Horner vote Nay.
On motion of Mr. Martin, seconded by Mr. Dietsch, it is resolved that
this Board requests the Highway Department to take into the Secondary
System of roads the following roads: Robinsdale Road and Fernleaf
Road in Bon 1:ir Terrace addition Subdivision.
On motion of Mr. Browning, seconded by Mr. Dietsch, it is resolved that
the Commonwealth's i-.ttorney be requested to take the necessary steps
to vacate Breme Street from Totty Street northwardly to Randolph
Street in the Village of Ettrick.
On motion of Mr. Dietsch, seconded by Mr. Purdy, it is resolved that
a letter be written congratulating Mr. J. H. Johnston, III, as being
the "Police Officer of the year".
On motion of Mr. Martin, seconded by Mr. Dietsch, it is resolved that
the plans for the construction of a service station at the intersection
of North Arch Road and Rte. 60 in the southeast quadrant be and it
hereby is approved.
On motion of Mr. Iietsch, seconded by Mr. Purdy, it is resolved that
this Board adjourns at 4:40 P.M. to 9:00 A.M. on February 12, 1969.

Education recommendations).

On motion of Mr. Russell, the school board directed that the
board of supervisors be respectfully requested to approve the early

On December 18, 1968, representatives of F Y' "' giinia counties,
cities and towns met jointly at the John Marshall Hotel in Richmond to
discuss a petition filed by the railroad companies with the State
Corporation Commission to reduce assessments of certain railroad properties
for local tax purposes.
At that meeting, it was voted unanimously by representatives of
the Virginia Municipal League and the Virginia Association of Counties
to appoint a joint committee to meet and discuss the possibility of
joint intervention in this case. The petition is set for hearing before
the State Corporation Commission on March 10, 1968.
The Joint Committee was directed to investigate the feasibility of
intervention, the employment of counsel and the best means of spreading
the costs of intervention fairly among the counties, cities and towns
desiring to intervene.

I joined the Municipal Finance Officers Association of
the United States and Canada in July, 1968.
The organization meets annually in different locations,
This year's meeting will be in Toronto, Canada on May 25-29,
1969.
My department's budget for 1968-69 was prepared before
I joined the association so this meeting was not included in
our estimate of travel costs.
Please ask the Board of Supervisors to appropriate
$400.00 to Travel, Central Eccounting, 11-016-220.0.
I believe the expense will be justified because the trip
will allow me to meet finance officers, to attend informative
seminars and workshops, and to meet representatives from
Moody's and Standard and Poor's.

WITNESSETH, that the Contractor and the Owner for the consideration stated
herein mutually agree as follows:
ARTICLE 1. Statement of Work. The Contractor shall furnish all labor, ma-
terial, equipment and services, and perform and complete all work required
for the construction of Alterations and Additions to Health Clinic, Chesterfield
County, Virginia, Project No. VA -203 in strict accordance with the Specifications
therefor dated 20 September 1968 , and Addenda thereto numbered -
1 , 2, and 3 , and the Drawings referred to therein, all as pre-
pared by Carlton, Taylor & Clark, Architects, which said Specifications, Addenda,
and Drawings are incorporated herein by reference and made a part hereof.
ARTICLE 2. The Contract Price. The Owner shall pay the Contractor for the
performance of the Contract, in current funds, subject to additions and deductions
as provided in the Specifications, the sum of Three Hundred Twenty -
Three Thousand Eight Hundred Dollars

Dear Sir:
on January 7, 1969, the Association of Chesterfield Volunteer
Fire Departments had a call meeting to discuss the hiring of a
fire chief and a training officer on a paid salary basis. The
Association voted 9-2 for hiring the above-mentioned positions.
The Association requests the County Board of Supervisors to hire
people for these two positions. We will have information regard-
ing the job qualifications for the above-mentioned positions at a
later date (approximately two weeks).
The Association also requests the County Board of Supervisors to
purchase the following:
A. Fire Administration and Training Building, for which we have
preliminary plans.
B. One complete uniform for each president and he be allowed to
keep his uniform when he leaves office.
The Association passed a motion to have an official fire
uniform, badge, and patch for the county fire departments.
These uniforms are to be like that of the Fire Marshal.

Dear Mr. Burnett:
When I wrote to you on February 19, 1968 requesting the approval of the
Board of Supervisors for an increase in payment to our local Welfare Board
members, I never dreamed that the Board would deny this request. My reason
for thinking this was two -fold; one, next to the Board of Supervisors, the
Welfare Board is the oldest board in this county; two, I have been here as
Superintendent for 23 years and to my knowledge the salary of Welfare Board
members has been increased one time.
At the time I wrote to you, I naturally wrote to the Colonial Heights City
Council. The Council not only immediately adopted a resolution approving
the increase, but also commented on the efficiency of this board. We are
now placed in an awkward position, as the three Colonial Heights members
on the Board will receive $600 annually, effective July 1, 1968, and the
four Chesterfield members will receive $300.
Because I have worked in other areas in the State, I am in a position to
know that you have one of the finest Welfare Boards in the State of Virginia;
busy men, men of high integrity, and men who are not on this Board for any
political reason, but because they are interested in the social conditions
in our county. Although the Board meets regularly once a month and there
are a few call meetings during the year, this Board is required by the State
to attend many meetings for one or one and one-half days at a time. Also,
when there are community projects sponsored for the betterment of the Wel-
fare Department (such as the recent recognition of our foster parents) we
may always depend on each member of the board being present.
Although one may say that the salaries of the Welfare Board members does not
come under the jurisdiction of the Superintendent, I am interested, naturally,
in the continuation of the appointment of men of integrity as administrators
of this department.
