Dear Mr. Burnett:
A refund check for the amount of $3,532.50 has been

This represents Chesterfield County's local share of
funds collected in the Home Health Services program during
the fiscal year 1967-68.
It is felt that this amount will increase in future
years as more patient services are provided through the
Health Department.
We appreciate the cooperation and assistance of the

DATE: December 18,,1968
TO: Mr. M. W. Burnett
Executive Secretary
County of Chesterfield
FROM:, J. R. Condrey
Director of Central Accounting
SUBJECT: Appropriation for Nursing Home Administrator
The Board of Supervisors on October 24, 1968 appropriated
$8,000. for the hiring of an administrator for the nursing home
and designated account 21-081-104.
I recommended to Miss Lucy Corr that sheus~ 21-084 for
nursing home expenditures so that the related costs will not be
buried in welfare administration.
Please ask the Board to rescind the October 24 resolution
and approve another one for 21-084 for $8,000.
For the year 1969-70, I suggest that we consider recording
costs for the nursing home within a General Fund function. We
can discuss this in detail when preparing the new budget.

BOARD OF SUPERVISORS:
It is recommended that COLd Gu~td} be divided at Bellona Arsenal.
The portion runn:i,ng SOLll:li~Wm Bellona Arsenal to RobioLls Rd, (Rt.
711) will be named West Old Gun Rd. The portion running East-
Southeast from Bellona Arsenal to West Huguenot Rd. (Rt. 147) be
named East Old Gun Rd.
In order to affect
a workable number-

be necessary for

This is due to the

Mr. M. W. Burnett, Executive Secretary
Chesterfield County Board of Supervisors
Chesterfield, Virginia 23832
Dear Mr. Burnett:
Please permit me to thank you for the honor and privilege to
serve you as President of the Virginia Association of Counties for
the coming year. I pledge to each of you my best efforts to prove
worthy of the trust and confidence you have placed in me.
The Virginia counties and their Association are witnessing
the most rapidly changing times of their nearly three and one-half
centuries history. With reapportionment, the Virginia General
Assembly will have many new faces and many new ideas and proposals
to be considered. The Virginia counties, in months to come, will
have opportunity to build upon the progress which has been made in
recent years and to continue to make progress as the year goes by.
The Virginia Association of Counties provides the cohesive force for
singleness of purpose and unity of action to capitalize on these
opportunities which must not be lost.
The Virginia Association of Counties is the only organization
which represents all the counties of the State. But to make its
greatest impact the Association needs to be a stronger organization
operating on a broad base. Its strength must be based on fUll
support and cooperation from each and every county of the Commonwealth.
Please permit me to urge you to support the Association through
close contact with its Officers and Staff, by attending its meetings,
by participating in its activities, by working with and on its
committees, which is most important, and by giving it your full
financial support as an Association member.
A bill for your county's 1968-69 membership dues is enclosed.
Your continued membership and support of the Virginia Association of
Counties will help to contribut~ to the success it obtains for all
member counties and cities.
Please accept my best wishes to you and the people of your
county.
Sincerely yours,
-@.II314ti$?

It is proposed that the County of Chesterfield in
conjunction with Hill-Burton Funds or some other Federal
Program construct a hospital of at least a 200-bed capacity
at the Courthouse complex.
There is currently sufficient surplus to finance one-half
of a $6,000,000 progfam. This proposal has been discussed briefly
with the Chairman of the present Hospital Commission who believes
that his group could work with the County giving aid in many places
toward accomplishing this goal.
To implement the program it would be necessary to -
(1) Secure an adequate staff of competent doctors. In the
three or four years it would take to plan and construct such a
facility it is believed that this could be accomplished with ease.
(2) Hire a Land Planner with some imagination to plan the
Courthouse complex locating the hospital in conjunction with
the present Nursing Home and other planned facilities.
(3) Increase the sewers to the area. I am sure there is
adequate water supply.
(4) Start now to arrange for some Federal subsidy.
