On motion of Mr. Dietsch, seconded by Mr. Martin, it is resolved that the minutes of March 26, 1969 be and they hereby are approved with the correction as follows: (I \ On motion of Mr. Purdy, seconded by Mr. Martin, it is resolved that this Board authorizes the condemnation of an easement across the property owned by Curtis H. and Melva C. Egggleston in the event that the County's offer of $150.00 be rejected, since it is hereby declared that an emergency exists and that this matter should be pursued immediately. It is here noted that Mr. Apperson votes Nay. On motion of Mr. Dietsch, seconded by Mr. Martin, it is resolved that this Board requests the School Board to include Huguenot High School in the program for the construction of field houses and to add Huguenot High School to the list of five (5) other schools and with the same agreements as to financing. It is here noeed that Mr. Browning votes Nay saying that he would like to know more about why the school was deleted originally. Mrs. G.H.Comstock speaking for the Bit and Bridle Club comes before the Board requesting some improvement and maintenance to the horse rings at the Courthouse. It was generally agreed that these be improved by the County forces and that the Planning Director be requested to submit a suggested list of charges for the use of these rings, bearing in mind the needed imprqvements and maintenance. On motion of Mr. Martin, seconded by Mr. Dietsch, it is resolved that the following water contracts be and they hereby are approved: AC-649 A-342F Thompson Estates, Section "A" Greenfield, Section G $12,594.00 5,820.00 . . On motion of Mr. Dietsch, seconded by Mr. Apperson, it is resolved that contnact No. C-64B for the installation of water in Ampthill Heights be awarded to the Shropshire Contracting Company, Inc. in the amount of $4764.50. On motion of Mr. Browning, seconded by Mr. Apperson, it is resolved that the Engineering Department be requested to investigate the request for a water line extension on General Boulevardg It was generally agreed that Project 6511-24 for the installation of sewers in Grantlake Hills.-Dorchester area be deferred for further consideration. On motion of Mr. Dietsch, seconded by Mr.Browning, it is resolved that contract S-69-3CD for the installation of sewer line to the Route 10 Motel Corporation be and it hereby is approved. It is here noted that Mr. Apperson votes Nay. On motion of Mr. Dietsch, seconded by Mr. ~lartin, it is resolved that due to an existing emergency that the Engineering Department be authorized to condemn the following named people and if they will not settle for the stated amounts that condemnation suits be instigated: Haywood o. and Annie L. Johnson,Project S6B-ICD 35.00 Mr. Painter cites the fact that contract S-69-8CD and S-69-l0CD have been bid somewhat higher than expected and this being a marginal project as to feasibility recommends the rejection of the bids. Upon consideration whereof, and on motion of Mr. Dietsch, seconded by Mr. Apperson, it is resolved that the bids to install sewer lines on Lancers Boulevard be and they hereby are rejected. ~ There was read a letter signed by Mr. L. M.Sterling and Mr. H.C.Miller requesting some relief in the rental of apartments in buildings No. 6 and 7 in hhe Lafayette Apartments which buildings have been held up due to an agreement concerning the drainage in the area. Upon consideration of all ~he aspects of this case, it is on motion of Mr. Apperson, seconded by Mr. Dietsch, resolved that buildings No. 6 and 7 in the Lafayette Apartments be kept vacant until the required work for the drainage ditches in this area be completed. Notice was given that the following roads have been formally accepted into the State Secondary System of roads: Oak Haven Farms Sl1bdiy.i_si_9.lL.=....2..~~...tL<;>lL~'~ Clintwood Road - from a point on Route 360, 0.11 mile west of its intersection with Route 651, northwardly 0.57 mile to Route 604 0.57 Mi. _ 2- . . Gay Farms Subdivision-Section 3: Blithe Road - from the intersection of Route 1562 and 1573 eastwardly 0.13 mile 0.13 mile Cameron Hills Subdivision: Kingston Avenue - from the intersection of Route 10 and Route 696 southwardly 0.20 mile to Okuma Drive 0.20 " Okuma Drive - from Kingston Avenue, 0.02 mile south of Route 10, westwardly 0.14 mile 0.14 " A brief discussion was held concerning the drainage problem on Winfree Street and Mr. Davidson stated that he would let the County know as soon as he viewed the property as to what improvements could be made. On motion of Mr. Apperson, seconded by Mr. Dietsch, it is resolved that this Board requests the Highway ~partment to pave Folkstone . Drive in the Land O'Pines Subdivision and charge same to the 3~ Road Fund of the County. And be it further resolved, that the Highway Department be requested to take into the Secondary System of roads Folkstone Drive in the Land O'Pines Subdivision. On motion of Mr. Dietsch, seconded by Mr. Apperson, it is resolved that this Board requests the Highway Department to furnish two sets of the latest plan on Rte. 288, between Rte. #1 and Rte. 10 to facilitate the acquisition of rights of way. On motion of Mr. Apperson, sedonded by Mr. Dietsch, it is resolved that a requested sidewalk on the east side of Hopkins Road, from Lake Hills Road to Corbridge Road be referred to the Sidewalk Committee for investigation and inclusion into the sidewalk construction program. On motion of Mr. Martin, seconded by Mr. Apperson, it is resolved that this Board requests the Highway Department to include into its next year's budget the surface-treatment of Rt. 607, from Rt.60 northwardly to the new Sub-station on the Virginia Electric & Power Company. On motion of Mr. Dietsch, seoonded by Mr. Browning, it is resolved that the drainage project to serve Mr. Weinstein and others has been bid at a cost of approximately $40,000 of which $23,000 has been pledge~ as contrigutions from developers, and the County is authorized to pay the remaining $18,000, 50% from the 3~ Road Fund illd 50% from the County Drainage Account. -3- . . Mr. Patrick Ravo, Director, Capital Regional Park Authority, comes before the Board explaining the Authority's request for $18,880.00 as Chesterfield's share in the operation of the Authority for the coming year and cites the fact that some of the proposed new positions may not be filled and that the Authority will move out of the City of Richmond. It was ~nerally agreed that this matter be considered further at a later date. This is the time and date advertised for a public hearing on the following ordinance: AN ORDINANCE to amend Chapter 2, Article 3, by adding thereto Section 2-5.2 to prohibit vicious or destructive dogs from running at large and Section 2-5.3 to provide a penalty for violation thereof. BE IT ORDAINED BY THE BOARD OF SUPERVISORS OF THE COUNTY OF CHESTERFIELD, VIRGINIA: That Chapter 2, Article 3, of the Code of the County of Chesterfield be and it is hereby amended and reordained by adding thereto the sections following: SECTION 2-5.2 VICIOUS OR DESTRUCTIVE DOGS PROHIBITED FROM RUNNING AT LARGE It shall be unlawful to permit any vicious or destructive dog from running at large within the boundaries of the County, and any person owning, having control of or h~rboring any such dog shall be, and they are hereby required to keep the same confined within their premises. SECTION 2-5.3 VIOLATION OF SECTION 2-5.2A MISDEMEANOR Any person found violating Section 2-5.2 shall be guilty of a misdemeanor and punished by a fine not exceeding three hundred dollars ($300.00) or by imprisonment in the County Jail not exceeding thirty days or both such fine and imprisonment. Each such violation shall constitute a separate offense. This ordinance shall be in full force and effect from and after its passage as provided by law. There appear SeVi?nteen people speaking in favor of the passage of this ordinance. Upon consideration whereof, and on motion of Mr. Apperson,seconded by Mr. Dietsdh, it is resolved that said Ordinance be and it hereby is adopted to be effective immediately. On motion of Mr. Dietsch, seconded by Mr. Martin, it is resolved that the following ordinance be and it hereby is adopted: An Ordinance to amend and reenact Chapter 6 ~ticle 5 Section 6-118 by adding thereto Section 6-118.1 providing for prohibition against parking on County owned property. -4- . . BE IT ORDAINED BY THE BOARD OF SUPERVISORS OF THE COUNTY OF CHESTER- FIELD, VIRGINIA: 5 That Chapter 6 Articl~ Section 6-118 of the Code of the County of Chesterfield be and it is hereby amended and reenacted to read as follows: Section 6-118.1 Parking Prohibited on County owned property;exceptions and penalties for violation. (A) It shall be unlawful for any person to park any vehicle on any County owned property where such parking is prohibited or regulatrld and said parking is in violation of any such regulation. (B) For the purpose of this section the Chief of Police is hereby authorized and directed to make and enforce rules and regulations for the prohibiting of parking of vehicles upon County owned property, to classify vehicles with reference to parking, to designate the time, place and manner in which sych vehicles may be allowed to park; and, to revoke, alter or amend such rules and regulations at any time when in his opinion parking conditions require. (C) Any person, after receiving written notice in a form approved by the Chief of Police, that such person is in violation of this section, may waive his right to appear in court and be formally tried for the offense set forth in the notice, and upon voluntary payment of $3.00 to the Clerk of the County Court within 72 hours after receipt of such notice shall not be required to appear before the traffic court for trial upon the charge set forth in such notice. If said fine is not paid within the prescribed time then upon conviction he shall be fined not less than ~.OO nor more than $10.00. (D) In any prosecution upon this section, pronf that the vehicle described in the complaint, summons or warrant was parked in violation of any such rule or regulation, together with proof that the defendant was at the time of such parking, the registered owner of the vehicle, as required by Chapter 3 of Title 46 of the Virginia Code, shall constitute in evidence a prima facie presumption that such registered owner of the vehicle was the person who parked the vehicle at the place where and for the time during which such violation occurred. On motion of Mr. Dietsch, seconded by Mr. Martin, it is resolved that the proposed Fire Ordinance for the operation of the new Fire Department be advertised for a pUblic hearing on May 14, 1969 at 5:00 P.M. 69-19 Mr. James Combs, representing Mr. Hugh Hawthorne, comes before the Board requesting the rezoning from Residential (R-2) to Commercial (C-2) of a parcel of land of rectangular shape starting at a point 230 feet, more or less, south of Hull Street Road (Rte. 360) extending southeast- wardly to a depth of 75 feet more or less being 235 feet more or less in width, located 625 feet more or less northeast of the intersection of Hull Street Road (Rte. 360) and Berrywood Road in Manchester Magisteria] District. Refer to Sec. 30-9 (1) the remainder of parcel 36, and cites the need for the construction of a fence as proposed on this propertyo Upon consideration whereof and on motion of Mr.Dietsch, seconded by Mr. Appedson, it is resolved that this Board denies the request for a -5- . . C-2 zoning and grants 'a Use Permit for storage purposes on the afore- described strip of land and grants a ~riance to allow the construction of a fence up to 10 feet in height. 69-12. Mr. Harold M. Taylor, Jr. comes before the Board requesting the rezoning from Agricultural (A) to Residential (R-2) of a parcel of land of irregular shape containing 10 acres more or less located 450 feet more or less west of Hopkins Road extending_westwardly to a depth of 1470 feet, being 240 feet more or less northwest of the intersection of Hopkins Road and Centralia Road (Rteo 145) in ~le Magisterial ~strict. Refer to Sec. 97-1 (I). Mr. Miles appears to oppose the layout of lots in Mr. Taylor's Subd. and to oppose the name of his Subdivision,both of which conflict with Mr. Miles Subdivision. Upon consideration whereof, Mr. Dietsch, it is resolved and it hereby is rezoned to and on motion of Mr. Apperson, that the aforedescribed parcel Residential-2. seconded by of land be ~ On motion of Mr. Dietsch, seconded by Mr. Apperson, it is resolved that the County Planner study the feasibility and necessity of notifying adjacent land owners when lane is proposed for development before the Planning Commission and to make a report on such study to this Board. 69-13 Mr. David F. Freeman comes before the Board, representing himself and Mr. Eddy L. Pulley, requesting the rezoning from Agricultural (A) to Commercial (C-2) of a parcel of land of irregular shape fronting 243 feet on Hull Street Road (Rte. 360) extending northwestwardly to a depth of 370 feet, being 690 feet more or less northeast of the inbersection of Hull Street Road (Rte. 360) and Pocoshock Boulevard in Manchester Magisterial District. Refer to Sec. 40-5 (1) lots 1 and 2-1. Mr. Jensen head a delegation of 11 people from the Longwood Civic Associ~tion opposing the request and stating that the County should stick to its present Land Use Map. Upon consideration whereof and on motion of Mr. Dietsch, seconded by Mr. Martin, it is resolved that this request be and it hereby is denied. 69-15 Mro James Hubbard, representing Mr. Clarence W. Johnson, comes before the Board cequesting the rezoning from Agricultural (A) to Commercial (C) of a parcel of land of irregular shape fronting 330 feet more or less on ~lmsley Boulevard (Rte. 647) extending northwardly to a depth of 455 feet more or less being 535 feet west of the intersection of Walmsley Boulevard (Rte. 647) and Rte. 10 in Manchester Magisterial District. Refer to Sec. 41-2 (1) par. 22, and states that there is presently no opposition to this request in the area. There was -6- . . produced a letter from the Board of Deacons of Branch's Baptist Church citing the fact that there would be no objections, provided certain conditions are met. Upon consideration whereof and on motion of Mr. Dietsch,seconded by Mr. Martin, it is resolved that the aforedescribed parcel of land be and it hereby is rezoning for C-2 purposes upon the approval of a Deed of Trust which would prevent the use of this property as a filling station site and the Planning Director is hereby authorized to approve site plans which would include a brick wall not more than 4 feet high on the eastern property line. 69-16 Mr. J. D. Jordan, Jr. comes before the Board requesting the rezoning from Residential (R-2) to Commercial (C-2) of a parcel of land of irregular shape, fronting 260 feet more or less on Rtc. 1515 extending westwardly to a depth of 300 feet more or less being 490 feet more or less north of the intersection of Route 10 and Chester Road (Rte.144) in Bermuda Magisterial District. Refer to Sec.115-3& 7 (1) remainder of par. 17. There appearing no one in opposition to this requ~st, it is on motion of Mr. Apperson, seconded by Mr. Martin, resolved that the request of C-2 zoning be denied and that the aforedescribed parcel of land be and it hereby is rezoned to Local Business. 69-20 Mr. Frederick ~ay, representing Pillow Mobile Homes, Inc. comes before the Board requesting the rezoning from Agricultural to Commercial (C-2) of a parcel of land of irregular shape containing 7.39 acres fronting 145.0 feet on U.S.Rt. 1 and extending eastwardly 1808.98 feet, the first 300 feet presently zoned Commercial (C-2) being 472.30 feet northwest of the intersection of Rte.l and Rte.10, better known as 12401 Jefferson Davis Highway in Bermuda Magisterial District. Refer to ~c.116-6 & 7 (1) the remainder of par 28. There appearing no one in opposition to this request and upon consideration whereof and on motion of Mr. Apperson, seconded by Mr. Dietsch, resolved that the aforedescribed parcel of land be and it hereby is rezoned for C-2 purposes. 69-21 Mr. Charles Armstead comes before the Board representing Mrs. Elma P. Chandler who requests the rezoning from Agricultural to Commercial (C-2) of a parcel of land of irregular shape fronting 1200 feet more or less on Rte. 619 extending northwardly to a depth of 1650 feet more or less being 1550 feet more or less northeast of the intersection of Rte. 619 and Rte. 301 in Bermuda Magisterial District. Refer to Sec. 149-3, 4, 7 & 8 (1) par. 1. Whereupon on motion of Mr. Dietsch, seconded by Mr. Apperson it is resolved that this matter be deferred for thirty days. 69-23 Mr. Robert Benton comes before the Board representing the Chester Hidden Valley Corporation requesting the rezoning from Agricultural and Residential-l (R-l) to Residential-2 (R-2) of a parcel of land of irregular shape containing 125.26 acres extending 2115 feet more or less northeast of Blk. B, lot 9 of "Hidden Valley" Subdivision, having a depth east to west of 2750 feet more or less, being 1600 feet more or less northeast of the intersection of Rtc. 619 (Happy Hill Road),Rte. 616 (South Chester Road) and Rte. 786 /Baldwin Road) in Bermuda Magisterial District. License 27.00 On motion of Mr. Apperson, seconded by Mr. Browning, it is resolved that the following game claim be approved for payment: Mrs. Forrest "'l Hughes 11 rabbits - 6 lbs. each @$2.00 $22.00 On motion of Mr. Dietsch, seconded by Mr. Apperson, it is resolved that the Executive Secretary be authorized to sign an easement to the Virginia Electric & Power Company for the installation of a power line to the Nursing Home. There was presented recommendations from the County Highway Safety Commission. Upon consideration whereof, and on motion of Mr. Apperson, seconded by Mr. Browning, it is resolved that: (l) All operators of County owned vehicles be required -9- . . to complete the National Safety Council's defensive driving course and that funds be provided to finance this training at the cost of approximately $1.40 per driver. (2) That funds be provided the Safety Commission for the above driverls training ( approximately 500 drivers x $1.40 $700. For travel of members and youth safety comma 250. For materials (letter heads, stationery, etc.) 50. Total amount requested $1000. There was presented a request from the School Board for the 2nd Semester of the tuition grant scholarships. Upon consideration whereof and on motion of Mr. Apperson, seconded by Mr. Martin, it is resolved that the Treasurer of the County be requested to transfer the sum of $55,734.00 to the Scholarship Fund for the second semester tuition grant scholar:ships. It is here noted that Mr. Browning and Mr. Dietsch vote Nay. There was presented a request of the Bon Air Fire Department for a new fire station. Upon consideration whereof, and on motion of Mr. Apperson, seconded by Mr. Dietsch, it is resolved that this request be referred to the are Committee for further consideration. On motion of Hr. Apperson, seconded by l"lr. Bro\tming, it is resolved that the salary and expense request for the year ending June 30,19vO of the Commonwealth's Attorney Office be and it hereby is received. On motion of Mr. Dietsch, seconded by Mr. Browning, it is resolved that a letter of complaint involving bus sbhedules for Kindergarten school children be referred to the School Board for reply. The Executive Secretary reported that the Police Department had made several investigations of the conditions alleged in a petition signed by a number of residents of LaBrook Drive and that most of the faults had been corrected. There was presented a budget for the year 1969-'70 by various funds which totalled approximately $46,500,000. Upon consideration whereof and on motion of Mr. Apperson, seconded by Mr. Dietsch', it is resolved that the budget be advertised for formal adoption on May 14, 1969 at 11:00 o'clock A.M. and also to be publicly discussed by anyone present on ~ril 23, 1969 at 4:00 P.M. Knabe requesting the rezoning from Agricultural to Industrial (M) in Midlothian Magisterial District of a parcel of land of irregular shape fron ting 1400 ft. :!: on the right of way of the Southern Railway, extending northwardly 2260 ft. :!: being 230 ft. :!: northeast of the intersection of Southern Railway and Rte. 60 (Midlothian Turnpike). Refer to Sec. 15 (1) part of parcel 4. The Secretary reads letters of opposition from Mrs. George Geissinger, Sr. and Jr. and another from Rosie and Arthur Titcomb. Mr. G~ay continues by showing an aerial photograph of the property in question and the surrounding area. He points out that there are approximately 60 acres in the tract with a buffer zone of 13~ acres along Michaux Creek. A pre-cast concrete manufacturing plant plans to use approximately 9 acres and there will be no dust, smoke or noise. Gas will be piped to the site and a ~tmple spur will be brought from the Southern Railroad over which two or three cars per week will use. There will be five or six trucks per day bringing in sand and steel and carrying out products. Twelve to fifteen persons will be employed. A well and septic system will be provided for an equipment building costing a total of l~ million. Commonwealth Natural Gas will bring in gas at about $50,000. Mr. Burnett states that he has been working with these people for several weeks and that it is difficult to locate industrial site$. While there are nice subdivisions in the area good screening separates them from this tract and it is his opinion that it will not hurt them. He points out that this is not a smoke stack industry. Mr. J. J. Jewett speaking in behalf of the Salisbury Corporation states that the applicants are good friends; however, he points out that the Commission has just recommended, adjoining this tract, the very highest type development of $50,000 to $100,000 home sites on 3 to 5 acre parcels. He calls attention to the R-A Salisbury district and points out that this and Salisbury West were created after years of study. He speaks of the fact that future residential development will be inferior to any present day subdivisions of industry comes into this community. He asks that the greatest study possible be made and that while he does not wish to tell Mr. Knabe what to do with his land he questions if this is truly the highest and best use. Mr. Henshaw cites that last month Mr. SharD of J. K. Timmons & Assoc. did not wish to extend streets to cross the creek as the land was too steep. Mr. Jewett raises the question as to how the railroad could be crossed at this point when others have been denied this privilege. Upon a question from Mr. Burnett, Mr. Jewett states that industrial zoning would not be good for Midlothian; there would be a few people e~ployed and the rest would be a truck industry throwing rocks; they w1ll have to haul aggregate in and out. Mr. Bob Porter states that he has been working on this four or five years and that he is not telling Mr. Jewett everything, just what we want him to know. m Page 5 . . Mr. Porter states they tried to center the Knabe tract and Mr. Knabe makes it known that he would not consider this. The matter is concluded with an agreement that 3:00 PM Tuesday, 1 April 1969 at the Courthouse be set aside for a meeting to review this case. Mr. Burnett points out that the Code does not call for all these things such as recorded building lines. m Page 9 . . Mr. Balderson points out that when subdivision plats aRe sent in for renewal at six (6) month intervals, the engineers with few exceptions make the necessary changes to comply with the conditions imposed by the Commission. Mr. Mason advises the Commission that it has the right to adopt certain rules and regulations. Mr. Henshaw states that it may be best to start working on suggestions for a new subdivision ordinance. A discussion ensues concerning trash and other debris along Robious Road and Old Bon Air Road off Route 60. It is pointed out that much of it is caused by open trucks. Mr. Burnett cites that there is a County Ordinance which requires trucks to be covered. He suggests that whenever an uncovered truck is seen on the roads you should get the license number and call the courthouse. Upon being asked if the county police could check on this Mr. Burnett states that he will get the county police to check it out and will ask the Highway Department to see what they can do about the present situation. On motion of Mr. Henshaw, seconded by Mr. Browning, it is resolved that the Planning Commission of Chesterfield County requests the Virginia Department of Highways to clean up Robious Road and Old Bon Air Road beginning at a point near Route 60 by removing trash, debris and litter from the right of way. Vepco has recently purchased a 60 acre site at Dry Bridge in the Midlothian District of Chesterfield County. The exact location is outlined on the attached sketch, which shows that it is approximately 1900 feet south of Route 60, and is bounded on the north by our 115 KV transmission line Right-of-Way; on the south by the Southern Railroad, and on the west by Route 607. . Our intention is to develop this property as a major distribution substation in 1969 to meet the growing electrical requirements in Chesterfield and Powhatan Counties, and to ~urther develop it over a period of years as a major transmission switching station for the bulk power require- ments of the Richmond Metropolitan area. The initial con- struction planned for 1969 consists of a ~15-34.5 KV distri- bution substation at a cost of approximately $200,000. Additions will be made to this distribution station at inter- vals of one or two years for the next five or ten years. The transmission switching station will be established with- in six or seven years at a cost exceeding $1,000,000. The construction contemplated will require heavy vehicle traffic on Route 607 from Route 60 south to Southern Railroad; including tractor-trailers for transportation of heavy substation apparatus. . (B) For the purposes of this section the Chief of Police is hereby authorized and directed to make and enforce rules and regulations for the prohibiting of parking of vehicles upon county owned property, to classify vehicles with reference to parking, to designate the time, place and manner in which such vehicles may be allowed to park; and, to revoke, alter or amend such rules and regulations at any time when in his opinion parking conditions require. (C) Any person, after receiving written notice in a form approved by the Chief of Police, that such person is in violation of this section, may waive his right to appear . in court and be formally tried for the offense set forth in the notice, and upon voluntary payment of $3~00 to the Clerk' of the County Court within 72 hours after receipt of such 'notice shall not be required to appear before the traffic court . for trial upon the charge set forth in such notice. If said fine is not paid witWnthe prescribed time then upon conviction he shall be fined not less than $3.00 nor more than $10.00. The Safety Commission is thankful for your interest in placing a safety training center in the Courthouse area. The secretary tells of a proposed location for this center on the courthouse property but advises that this property is to be planned for all development in the near future. Gill Chief of Police Chesterfield, Virginia Re:Junk Yard LaB rook Drille Dear Sir: As requested,:,;I have conducted the following investigation of the above situation and found the following~conditions to exist. At the end of LaB rook Drive there is a turn around for the dead end of the street. ~re is a short dirt drive that continues on between two small houses comes out on German School Road. Surrounding these two small houses is a large quanity of garbage, trash etc. There are also several junk cars at bbth houses. A Mr. and Mrs. Robert Hall, 700 C German School Road-husband employed at William Mail Service in Richmond; lives in one of these houses and I warned them of the violation and the petition and gave them ten working days to comply with the law. They advised they would comply. The other house is vacant with information that they moved out on a Sunday, whereabouts unknown and name unknown. Both of these houses are property of Fred A. Muse, 704 German School Road. Mr. Muse advised that he did not know of the situation there until just recently and has been out there and talked to the people. Has sent a worker out to clean up the place and will move the junk cars etc. from the noted property. He is trying to get the place cleaned up and seems to be making progress. Continuing on further on a northerly line from the end of La Brook Drive I found another large violation of paper, garbage, metal etc. scattered over quite a large area. This is about 100 yards from La Brook and is on Deter Street extended (dirt part) at the point where the underground cable'" ~~j. -, .~.,,- . . Junk Yard Page 2, crosses Deter St. This property belongs to Mr. Charles H. Rush- 3202 Chesham St. Richmond, Virginia. Mr. Rush advises he has posted this property numerous times in the past and people tear down the signs. The property is woods and is being used as dump with no one close around to see them when they dump. He has called police numerous times and they have traced owners of trash and made them clean it up. No' one has been brought to court. It has gotten too big now and Mr. Rush stated he just isn't going to haul any more trash away, at his expense. Has taken four truck loads away in the past. Can't guard the property all the time to keep them from dumping. Advised he would come to the Courthouse and try to work out this situation. I also talked to a tenant of Mrs. Mason 707 German School Road, who lives behind Mrs. Mason and next to the dirt street extended of Deter St. He has five old truck cabs parked on his property that he is storing for a friend. They are commerical vehicles and I advised him to move them or he may get in trouble by not having a business license to store commerical vehicles in a residential area. He said he would have them moved. He wasn't getting any money, etc. just doing a favor. Would get rid of them. I will keep check on this situation and follow it through. Respectfully, ~alkl" Detective Sgt. . . 1969 - 1970 BUDGET Each fiscal year, the Board of Supervisors must make a decision on how to provide the highest level of service to citizens of Chesterfield County and yet retain a reasonable tax rate. We believe the budget for 1969-'70 reflects the ability of the Supervisors to fulfill this important obliga- tion. To finance the goals of the 1969-'70 budget, it will be necessary to draw modestly on the reserved surplus to avoid an increase in the tax rate. In this era of ever increasing costs, it is believed that our citizens will appreciate not having an increase in taxes to finance their local government. There has been some criticism of the increase in assess- ments. It should be stated that the percentage of assessments to sales dropped from 32.2% to 30.3% in the last two years. This clearly indicates that Chesterfield's assessments are not keeping up with the increase in the value of property. The budget for 1967-'68 allowed a reduction in tax rates and last year's budget saw an increase in taxes. This budget for the year of 1969-'70 calls for no tax increase, in fact the Board of Supervisors is eliminating the personal prop- erty tax on farm machinery and livestock. It has been demon- strated that the effort to bill, collect and account for this tax makes it marginal in feasibility. No tax increase next year does not indicate that Ches- terfield has no financial problems. The reverse is true to some extent. Our salary scale is somewhat lower than some of those in the area. In tllis time of high costs, it will be necessary to continue to build schools for our growing popula- tion. Our base of taxation is growing but not as fast as the cost of operation. Finally the costs of fighting annexation are still with us and the specter of operating a diminished county after annexation continues to badger the imagination. The Board has spent revenues wisely and has tried to keep costs from an inordinate escalation. It is hoped that the citizens of the County will again approve the planned fis- cal program for 1969-'70. Briefly the budget provides for a salary increase of 10% for most of the County employees, which includes a cost of living increase of 5% and a merit increase of 5%. The Police Department will get a 10% increase plus a 5% merit increase. Four new patrolmen will be hired next year~ The policy of furnishing a fully equipped police car to each police officer will be continued. A-I . . For the first time in Chesterfield a skeleton force of paid firemen will be provided for two fire departments, Bon Air and Manchester. There is little doubt that this will be an ever expanding program. However, it is hoped that the volunteers who have served so well so long will continue to serve so that our citizens can be protected from the ravages of fire. There are provided funds for four new fire trucks, three of which have been ordered. A Fire Chief, a Battalion Chief and a Fire Inspector will be appointed. The Health Department continues to expand its ser- vices. Five new nurses will be hired mainly for work in the schools. The Welfare Department is expanding to keep pace with the demands of new Federal programs. Funds are provided for starting the Nursing Home in 1970. It is hoped that this facility will be self sustaining when in full ope- ration. $1,000,000 is taken from surplus to start planning a possible hospital or other projects at the Courthouse complex. The Board agreed to reduce the request of the School Board but the amount allocated to public education is still approximately $2,000,000 more than last year. It is believed that while this amount does not meet the entire needs of the school system, it is sufficient to allow education in the County to progress in a systematic manner. The assistance of each and everyone participating in the preparation of this budget is gratefully acknowledged with sincere appreciation. A-2 .
