The County ~gineer cited the fact that there was a need for sewage
treatment service for four people on Swift Creek at Route #1, that
he had talked unofficially with officials of the City of Colonial
Heights who may be able to accept a certain amount of sewerage
from the County at this location.
Upon consideration of these facts, it is on motion of Mr. Purdy,

seconded by Mr. BrOW~g, it is resolved that t~City of Colonial
Heights be request~d formally to enter into an agreement with the
County to take a limited amount of sewerage at this point.
Mr. Maynard Elrod explains his plan for hiring six (6) men with
adequate equipment for a drainage program at a cost of $47,980.00.
Upon consideration whereof, and on motion of Mr. Dietsch, seconded by
JVIr. frowning, it is resolved that the sum of $17,980.00 be approp;"iated
to Item 11-101-123.0 in the County's Engineering budget to finance
the equipment, men and materials for improving the drainage in the
County of Chesterfield.
On motion of Mr. Browning, seconded by Mr. Apperson, it is resolved
that permits be authorized ford the ffiP ~lephone Company to install
lines at the Chester Libraryr~n the new Courthouse.
On motion of JVIr. DietSCh, seconded by Mr. Browning, it is resolved that
the following street names be changed:
Rt. 708 to Carver Heights Drive
Deershire Drive to Newquay Lane
There was discussed a drainage request from Mr. Thomas P. wirt,
2906 Elmore Lane which complaint was referred to the Drainage Engineer.
On motion of JVIr. Dietsch, seconded by JVIr. Apperson, it is resolved
that due to the increased building in the Reedy Creek area and due to
the problems which exist in the drainage system in this area at the
present time that the County Drainage Engineer be requested to
investigate the hiring of consultants to study the entive drainage
area and ascertain what cost this would be and the scope of the project,
and to report back to this Boardo
On motion of Mr. Dietsch, seconded by Mr. Purdy, it is resolved that
June 12, 1969 at 7:30 P.M. be set as a date for a public hearing
on the drainage ordinance.
On motion of Mr. Brownihg, seconded by Mr. Purdy, it is resolved that
the County of Chesterfield cooperate with the City of Petersburg
in seeking from the Highway Department a continuing transportation
study so that the area can receive Federal Funds for the construction
of trafficways.
On motion of Mr. Apperson, seconded by Mr. Purdy, it is resolved that
the request of the Midlothian Fire Department for a new piece of
fire equipment be referred to the Fire Committee.
On motion of Mr. Dietsch, seconded by Mr. Martin, it is resolved that
the request to purchase two brush trucks and the specifications for same
be referred to the Fire Chiefs for study and recommendation.

There was read a letter from Mr. Robert E. Carter, Chief Investigator
of the Fire Marshalls Uffice, highly commending Mr. Robert Eanes for
the work done in a recent fire case in the County.
Upon the recommendation of Fire Chiefs of the County and on motion of
Mr. Apperson, seconded by Mr.Browning, it is resolved that the County
Purchasing Agent be authorized to purchase 9 hand held radios at $625.00
each.
On motion of Mr. Dietsch, seconded by JVIr. Apperson, it is resolved that
the various Fire Chiefs be requested to list all of the fire equipment
needed for the coming year by a certain date so that annual purchases
may be effected, and that the date be set by the Purchasing Agent in
conjunction with the Fire Marshal.
On motion of JVIr. Browning, seconded by Mr. Purdy, it is resolved that
a load of gravel be purchased for the Ettrick Fire Department due to
certain changes in the parking area.
On motion of JVIr. Apperson, seconded by Mr.Browning, it is resolved that
the request of the Wagstaff Fire Department for 30 yds. of cement
for the driveway be referred to the Fire Committee.
On motion of Mr.Dietsch,SEconded by hr. Martin, it is Eesolved that
a street light be installed at the intersection of Fawnbrook Boulevard
and Hey Road.
On motion of Mr. Browning, seconded by Mr. Purdy, it is resolved that

On motion of Mr. Dietsch, seconded by Mr. Browning, it is resolved
that a request for changing certain road widths in the \~odstock
Development Plan be referred to the Planning and Engineering ~partments
for recommendation.
On motion of Mr. Dietsdh, seconded by Mr. Apperson, it is resolved
that the offer for a road right of way by the Southern Materials
Company be accepted, provided same can be done witttout the guarantee
of constructing this road by the County.
On motion of Mr. Dietsch, seconded by Mr. Apperson, it is resolved
that the Commonwealth's Attorney be requested to investigate the
County's car license ordinance in conjunction with the State ordinance
and make recommendations of necessary changes.

On motion of Mr. Apperson, seconded by Mr. Dietsch, it is resolved
that a Variance be granted to JVIr. S.G. Compassi for the construction
of a dwelling at the end of Tucker Road, provided a 50-ft. road right
of way be dedicated to the County and it is understood that Mr.
Compassi will build this portion of the road if required by the County.
On motion of Mr. Purdy, seconded by Mr. Dietsch, it is resolved that
the section of State fuute #903, known as Krause Road, being formerly
the Old Hundred Road, in front of the Chesterfield County Courthouse,
be:, and it is hereby abandoned for the purpose of being altered in
accordance with the plans made by the Engineering Department of the
County of Chesterfield all pursuant to Statute for such cases made and
provided.
Be it further resolved, that the Exedutive Secretary submit forthwith
a true copy of this resolution along with a copy of the plans prepared
by the Engineering Department to the State Highway Commission for
approval.

On motion of Mr. Martin, seconded by Mr. Purdy, it is resolved that
this meeting adjourn at 12:15 A.M. until 2:00 P.M. on May 28, 19690

The Virginia Department of Highways is nearing completion of Comprehensive Trans-
portation Planning Studies in forty-five (45) urban areas throughout the Common-
wealth. Seven of these study areas consist of more than fifty thousand population
and are on a continuing comprehensive transportation planning process or soon will
be. They are listed as follows showing the 1965 base year population estimates
within the study area boundary and the political jurisdiction that make up the

Section 9 of the Federal Highway Act of 1962 approved October 23,1962, amended Chapter
1 of Title 23, United States Code by the addition of a new section 134 which reads as
follows:
"It is declared to be in the national interest to encourage and promote the
development of transportation systems embracing various modes of transport in
a manner that will serve the States and local communities efficiently and
effectively. To accomplish this objective the Secretary shall cooperate with
the States, as authorized in this Title, in the development of long-range
highway plans and programs which are properly coordinated with plans for im-
provements in other affected forms of transportation and which are formulated
with due consideration to their probable effect on the future development of
urban areas of more than fifty thousand population.' After July 1,1965, the
Secretary shall not approve under Section 105 of this Title any program for
projects in any urban area of more than fifty thousand population unless he
finds that such projects are based on a continuing comprehensive transporta-
tion planning process carried on cooperatively by States and local communities
in conformance with the objectives stated in this Section."
The point I am trying to make is that the Tri-Cities Area (Petersburg,Hopewell,
Colonial Heights,Fort Lee, parts of Dinwiddie, Chesterfield and Prince George
Counties) is not on a continuing comprehensive transportation planning process
agreement with the Virginia Department of Highways. I was told only last Thursday
by a Highway Department official that the Tri-Cities Area would not be eligible
for funds under a new Federal Highway Program entitled TOPICS (Traffic Operations
Program to Increase Capacity and Safety) because we do not have a continuing agree-
ment with the Highway Department. Effective July 1,1969, there will be available
some $3,467,000 in the Commonwealth of Virginia for each of the next two years to
implement TOPICS funds; however, the Highway Departments position is only the seven
areas mentioned previously will qualify.
The Bureau of Public Roads has suggested that to make the most effective use of these
funds States are encouraged to give first priority for TOPICS funds to the larger
urban areas within a State where traffic congestion is most critical. Certainly the
Tri-Cities Area should be considered as one of the larger urban areas within the
Commonwealth as amplified by the following 1965 populauon estimates which incident-
ally are greater than the Danville or Lynchburg Study Areas:

I am therefore suggesting that the three Comprehensive Transportation Studies mentioned
above be combined to form a Tri-Cities Regional Area Comprehensive Transportation Plan-
ning Study and also that this study be put on a continuing contract agreement with the
participating political subdivisions and the Highway Department. This in no way com-
mits the political jurisdictions involved to appropriate money to provide the necessary
planning data to update this study; however, any data available could be used by the
Highway Department for transportation planning purposes.
I would also suggest that a Tri-Cities Regional Area Technical Committee be formed
consisting of public officials, planners and engineers from each political jurisdiction.
The purpose of this committee will be to meet periodically with members of the Highway
Department and review the needs and deficiencies of the area transportation network
and express our opinions and planning goals around the table on a regional basis. For
example, a circumferential loop around the Tri-Cities Regional Area or an additional
Appomattox River Crossing will effect the travel patterns on a regional basis, not just
one political jurisdiction.
If you are interested in requesting the Virginia Department of Highways to combine
these three study areas into a regional concept and place it on a continuing comprehensive
transportation planning process please express your position to me in writing so that
I may relate this through channels to the proper Highway Department officials.

Dear Mr. Burnett:
The purpose of this letter is to call to your attention the out-
standing work which was done in a recent fire case in Chesterfield County
by County Fire Marshal Robert Eanes.
In this particular instance, if it had not been for the persistency
of Mr. Eanes, it is probable that a murder and a deliberately set fire would
have gone undetected. Mr.Eanes in spite of discouragement from various sources,
continued with his investigation and called the members of this office to
work with him. Since this matter is in the courts at this time, I cannot
elaborate further on this case, and request that this letter be kept confidential
until such time as this case is satisfactorily concluded.
Members of this office have had the privilege and pleasure of
working with Robert Eanes over the last several years and,the County of
Chesterfield certainly has every reason to be proud of this young man.
He is held high in regard in the County and fire circles wherever he is
known .
I sincerely hope that this case will be brought to a successful
conclusion, which would be a fitting reward for Mr. Eanes' effort.

Regarding your conversation with Mr. Lindell today and
specifically your request to let you know in writing what we suggest
be done in regard to new road construction between Pocoshock
Boulevard and Walmsley Boulevard, the following proposal is
submitted.
Incident to our past request to obtain a use permit to
establish a quarry in Chesterfield County near Newbys Bridge Road
we had suggested that a road between Route 360 and Walmsley
Boulevard be constructed. In order to accomplish this we acquired
the right to purchase a 60 ft. right of way between the above'I:oads.
The right expires on 1 June 1969.
However, we think that construction of this road would
be beneficial to Chesterfield County. Therefore, we propose to
acquire the right of way, for such a road, at our expense and
convey this right of way to Chesterfield County provided however
that Chesterfield County will have the road constructed at their
expense within a reasonable time.

Please accept this as a letter of intent from Southern
Materials concerning its construction of a hard surface road
to Virginia State Highway Department specifications over a
60-foot strip of land more fully described below.
You agree to deed th~ iollowing described 60-foot
right-oi-way to the Commonwealth of Virginia upon completion
of the construction of the road by Southern Materials.

This 60' right-of-war is more fully described as
follows:

All that certain piece or parcel of land situated in
the Manchester District, Chesterfield County, Virginia,
being 60 feet in width and extending back in a south-
easterly direction from the southeastern right-oi-way
line of U.S. 360, approximately 900 feet to the rear
proper~y line of the Fred A. Muse parcel, the center
line of this 60 foot strip to intersect the U.S. 360
right-of-way at a point opposite the center line of
the existing Pocoshock Boulevard as it intersects
U.S. 360, as more fully shmvn as outlined in green on
Chesterfield County Section ~wps 1140-9 and #40-5
attached and made a part of this letter. The descrip-
tion used in the deed shall be in accordance with a
survey of the above parcel to be obtained at Southern
Materials' expense.

The construction of this road is contingent on the

1. Southern Materials securing the necessary ap-
proval for this road from Chesterfield County
and the Commonwealth of Virginia.
2. Obtaining the necessary Use Permit from Chester-
field County to operate its mining operation on
its approximately 300 acre parcel located off
Newby's Bridge Road.
3. Obtaining the necessary approval to construct
this road over the Fred A. Muse parcel as shown
in red on the attached plat.
If this adequately sets forth our understanding, please
indicate your approval by signing a copy of this letter in the
space provided. You, of, course, understand that your accept-
ance is necessary prior. to :our obtaining approval from
Chesterfield County and the Commonwealth of Virginia.
