Mro Southall Wallace presents a petition signed by 125 residents of the area asking that the zoning request be rejected, stating that the proPbsed use was too close to the hub of the area, citing the fact that the school, library, church and Bon Air pool were in this area. Mr. Jerry Roberts, speaking for st. Michael's Church and representing Mrs. Mirian Gary opposes the zoning request. Mr. Lindsey ~arton speaks in opposition and presents a petition signed by 24 people and cites the fire hazard currently existing in the old hotela Mr. David Addison, Mr. Sam Wagstaff and Mr. Ed Hall all speak against the propo.ed zoning and Mr. Hall read a letter from Dr. Powers in oppositiono Mr. Roy Caton, President, Bon Air Civic $sociation requested the Board to delay consideration of this request until his Club could investigate sameo -6- . . Dr. Lordi states that the children who need to be treated are neighbor- hood children, that they should be given every environmental chance and aid possible from the community to seek an early re-adjustment to society, and states that perhaps the neighborhood should invite them to the pool. Mr. Apperson presents a petition from citizens residing in Estridge for a water system to their homes and it was pointed out that many citizens in the area were experiencing7~nsufficient supply of water due to shallow wells and in some cases the water was of doubtful potability. It was pointed out further that a water line could be extended through Falling Creek Farms and that Mr. Weisiger, the owner of this subdivision would contribute toward this project. It was also pointed out that the total cost of an 8" line including the installation of 47 meters would be approximately $49,0000 It was reported further that Mr. Rudolph would contribute to get this water to certain lots in Estridgeo Upon consideration whereof, and on motion of Mr. Apperson, seconded by Mr.Dietsch, it is resolved that this.,roject be approved and the County Engineer authorized to install a water line as described, provided 35 customers would agree to take the water and provided further that Mr.Rudolph and IVIr. 1f11eisiger would pay a total of $10,000 toward the installation of this pipe line. WHEREAS, for many decades localities have enjoyed the right to sell bonds for governmental purposes and that such bonds have been exempt from all taxes, and WHEREAS, we understand that proposed Federal tax reform legislation is being considered to close certain "loopholes" or to bring about a greater measure of equity among taxpayers, which legislation involves abolishing or curtailing the tax exempt status of municipal bonds, and WHEREAS, if this tax exempt status is removed, localities will have to pay higher interests rates thereby increasing the cost of an already oppresnve tax burden for local government. NO\rJ, THEREFORE, BE IT RESOLVED, by the Board of Supervisors of Chesterfield County that this Board publicly expresses its opposition to any measure which would result in the loss or curtailment of the tax exempt status on State or local bonds and that copies of this resolution be sent to our Representatives in the Congress. On motion of Mr. Apperson, seconded by Mr.Browning, it is resolved that a petition against the use of the Meadowbrook Shopping Center for carnivals be and it hereby is received. On motion of Mr. Purdy, seconded by Mr. Apperson, it is resolved that the following recommendations of the Fire Committee be and they hereby are approved: 1. To change the plan for paid firemen from two companies to three companies and to furnish a minimum number of two men to each Company on a 24-hour per day basis. 2. On motion of Mr. Apperson, seconded by Mr. Dietsch, it is resolved that the Board of Supervisors of Chesterfield County, Virginia, expresses its deepest sympathy at the untimely death of Mr. Ken Britt, the Senior Planner of the Richmond Regional Planning Commission. On motion of Mr. Horner, seconded by Mr. Apperson, it is resolved that Charles Elmer Hawkins be and he hereby is appointed to the Chesterfield Planning Commission in place of N.Ao Vaughan, who resigned recently. On motion of Mr. Browning, seconded by Mr. Dietsch, it is resolved that the Building Inspector be and he hereby is requested to make a thorough inspection at 13 Chesterfield Avenue in Ettrick, to check the fire hazard and other hazards existing in this old building. On motion of Mr. Martin, seconded by Mr. Dietsch, it is resolved that this Board grant a Variance to Mr. O.C.Harris, owner of a parcel of land on Tax Map 48 - Parcel 52 to construct a dwelling on a dedicated 40-ft. road, which dedicated road would be on the eastern edge of the property involved. BOX 1177 RICHMOND, VIRGINIA 23209 TO THE BOARD OF SUPERVISORS OR CITY COUNCIL: The Compensation Board, in fixing Budget allowances for the offices of County Sheriff and City Sergeant for the fiscal year ending June 30, 1970, has not made any allowance for estimated mileage, because experience has demonstrated that it is practically impossible to estimate with any degree of accuracy the mileage necessary for a Sheriff or Sergeant or a full-time Deputy to travel on official business during the fiscal year. Therefore, no amount of money is shown opposite mileage on the allowance sheet attached hereto. The Compensation Board will continue to approve for payment, at the approved rate per mile, the State's proportionate part of this expense incurred by a Sheriff or Sergeant or his full-time Deputies as shown on C. B. Forms I-A Revised and 15, which forms, as you know, are filed monthly. The Compensation Board does not approve of a Sheriff or a full-time Deputy traveling on what is commonly known as "patrolling" except for a specific pur- pose; that is, where he has information that some unlawful act may be committed, or a suspect found, etc., at a certain place, and he travels in an ef.fort to prevent a crime or apprehend a suspect. A Sheriff or Sergeant or a full-time Deputy sh~uld be very careful, in traveling from one point to another, to take the most direct route, an:l if it is a long..distance trip he has to make, he should always first ascertain if travel by public transportation would be less expensive than by private automobile. In other words, a Sheriff or Sergeant or a Deputy should use every means possible to hold down the expenses of travel on official business. The Compensation Board hopes that every Board of Supervisors of a County and every Council of a City (or its authori~ea agent) will carefully examine the monthly detailed report of mileage of Sheriffs and Sergeants and their Deputies in an effort to eliminate any unnecessary travel.
