R E P 0 R T
TO THE HONORABLE JUDGES OF SAID COURT:
Pursuant to order entered May 20, 1969, by this Court, I
was, directed to examine the title to:
:;.- ",.,~.
ALL that certain piece or parcel of land with all
improvements thereon lying and being in Dale
Magisterial District, Chesterfield County, Virginia,

to the point of beginning, all as shown on a plat
of survey made by J. K. Timmons and Associates,
Civil Engineers, Richmond, Virginia, dated December
3, 1968, to which plat reference is hereby made for
a more complete description of the said land.
BEING a portion of the same real estate conveyed to
Maynard R. Powell and Evelyn Williams Powell, his
wife, jointly, by deed from Young Women's Christian

The said parcel of land is owned by Maynard R. Powell and
Evelyn Williams Powell, his wife, jointly, and I therefore wish
to report that Title to this land is now vested in the aforesaid
parties.
In my opinion, title to this land is free and clear of all
valid objections, except as follows:
1. Encroachments, overlaps, deficiency in quantity of
ground, boundary line disputes, roadways, unrecorded easements,
or any matters not of record which would be disclosed by an accu-
rate surveyand inspection of the premises.
2. Possible unfiled mechanics' and materialmen's liens.

incorporated in an agreement between the said parties and the
County of Chesterfield, Virginia, which agreement is to be
recorded with the deed conveying this land.
5. Title to that portion of the northern boundary line
formed by Proctor's Creek due to erosion or change in natural
water course.

of Grantors with right to select route, right of ingress and

xisting 150 foot right of way to construct, operate and maintain
more pole or power lines, etc., with right of ingress and

approximately $2500.00 and this amount should be paid in cash before

Mr. M. W. Burnett, Executive Secretary

Chesterfield, Virginia 23832
Dear Mr. Burnett:
Judge Ernest P. Gates has indicated that he will
enter an order to increase the Treasurer's bond $l,OOO,OOO.
I am enclosing a photo copy of the letter from Wallerstein
Insurance Agency, Inc. stating that the premium on this
bond will be approximately $2,243.00, but in no event over
$2,500.00.
We did not anticipate an expenditure for this purpose
in the current budget; therefore, I respectfully request
that an appropriation be made by the Board of Supervisors
for the year ending June 30, 1969 to pay only one-half of
the premium, $1,250.00, since the other one-half of the
premium will be paid directly to the agency by the State of
Virginia.
I shall gEeatly appreciate your presenting this
matter at the next meeting of the Board of Supervisors.

23 June 1969
Mr. Melvin Burnette
Executive Secretary
Chesterfield County, Virginia
Dear Mr. Burnette:
I want to express my sincere appreciation to you and the County of Chesterfield
for sending us a back-up force of law enforcement personnel to help control a
demonstration held here in Petersburg last Friday, 20 June 1969.
I personally observed the smart turnout, attentiveness, and professional ap-
proach displayed by your officers during a confrontation period at our Farmers
Market, between demonstrators and policemen from five different local govern-
ments. During this tense situation your officers certainly displayed a fine
balance of enthusiasm, restraint, and a professional attitude toward what was,
at times, a very provoking situation.
During some later night and early morning activities of malcontents, the fact
that we were able to retain the services of your officers and vehicles doubled
our police patrol and response capability. It certainly held down the number
of fire bomb attempts and window smashings to a minimum. You have every~ason
to be as proud of their performance as I am grateful for it.
While I hope that a
assured of complete
resources.
similar situation and need never arises in your county, be
and total assistance and cooperation from the Petersburg
