The invocation was given by Mr. Goyne.
Mr. Irvin Horner presents the gavel to Mr. H. T. Goyne, stating that
this is a small token of his devoted service to this Board during the
past 32 years. Mr. Goyne accepts the gavel and serves as ~airman
for the day.
On motion of Mr. Britton, seconded by Nr. Martin, the minutes of
November 21 be and they hereby ar~ approved.
Mr. Frank Landrum, representing the ~useum Committee, comes before
the Board, asking that three members of the Museum'Committee be
reappointed, namely, Mr. Horace Mann, Mr. Fred p'ease and Mr. J. G.
Hening. Mr. Landrum suggested to the Board that the purchase of
Magnolia Grange (Cogbill property) be considered for its historical
value. The Board discussed the matter and decided to give considera-
tion to this proposal, if same is reasonable.
Upon consideration of the request for reappointing the three members,
it is on motion of Mr. Apperson, seconded by Mr. Browning, resolved
that Mr. Horace Mann, Mr. Fred Pease and Mr. J. G. Hening, be and
they are hereby reappointed to the Museum Committee.
On motion of Mr. Apperson, seconded by Mr. Horner, wat~r contract
A-424 in the amount of $2300.00 for Meadowdale Apartments, Section
"C", be and it hereby is approved.
On motion of Mr. Martin, seconded by Mr. Britton, it is resolved that
water contract C-449C for Cedarcrest Road be awarded to HOlland,
Howard and Cochrane, in the amount of $2999.40, the pipe for this
contract be awarded to Johns-Manville Corporation in the amount of
$7,321.78; the fittings for this contract be purchased from the

County in the amount of S820.49, the total contract amounting to
:$11,141.67.

The request of the C & P Telphone Company for an easement permit
on Clintwood Road in Oakhav2n Farms Subdivision, comes before the
Board. en motion of Mr. Britton, seconded by Mr. Apperson, it is
resolved that thE Eounty gr~nt this permit on the County's right of
way and in agreement with the Hi~hway permit policy.
Mr. J.~.Bates comes before the Board in behalf of the vacation of

The matter of a drainage problem in Green Ridge SubdiVision, Section

Mrs. C. B. Joyner comes before the Beard statinlj that she and her husband
have not been satisfied ~,ith the construction of a retainer wall in the
alley easement adjacent to th_ir property. Upon motion of hr. Apperson,
seconded by hr. Browning. it is rC:.solved that all parties concerned meet
on the site to discuss this matter within two weeks.
The Executive Secretary read a lett~r from ~tr. R. V. Lancaster, III,
Resident Engineer, Virginia Departm~nt of Highways, which letter states
that the J--lighl"ay Dep<,rtment is makin(~ a study of any possible deficiencies
insofar as the road is concerned which could have contribut~d to the
accidents at the intersection of Rts. 360 and 604.
The Executive ~cretary informed the Board that the following roads had

Whereas, it appears that ther~ is an impasse existing between the
state Highway DepartmEnt and certain Gas Companies in that the Gas
Companies will not quitclaim easements across proposed roads and t0e.
Highway Departm2nt will not take in the proposed road with an easement
across it, and
lJ'ihereas, to safeguard the County and insure the continued development
of same, some interim policy must be estcblished so that developers
will not suffer irreparable loss because of this situation,
Now, There:fore, Be it Resolv2d, on motion of hr. Martin, seconded by
Mr. Britton, that if a developer will personally guarantee the
construction, r~pair and maint2nance of all roads not acce~ted by
the Highway Departm2nt because of utility ~asements until said impasse
is solved to the satisfaction of the County, then the plat is authorized
to be recorded and building permits issued.
Mr. R. V. Lancaster, III, Resident Engineer, ~rginia Department of
High~vays, presented to the Board members a list of expenditures on the
County's system for the fiscal year 1966-'67.
On motion of hr. Cbyne, seconded by Mr.Brm'min.~';, it is resolved that
the County sign the necessary forms to !~ake them qualified for funds
made available by the Refuge ReVenue Sharing Act.
On motion of i'lr. Apperson, seconded by hr. Britton, it is resolved that
this Board approves the appointmEnt of i'tr. Marvin G. Garner to the
position of Asst. Commonwealthls lttorney, effective December 15,1967.
On motion of f'tr. Britton, seconded by Vr. Apperson, it is r~:solved
that the request of l'-ir. Harold vJalker, Commissioner of the Revenue,
for an additional appropriation of $900.00 for postage for the year
1967-'68 be approved.
It is here not~d that the Compensation Board of the Commonwealth has
approved this additional appropriation.

to the Fire Committee.

that this Board approves the recommendations of the Fire Committee,
which recommendations are as follows:
1. That Mr. Goyne and lVjr. Purdy 1112et "Ji th the Ches ter

2. That a radio be purchased from the state Police Department
for the old truck at the Wagstaff drcle Fire Department.
3. That the truck obtained by the l'lidlothian Fire Department
from Featherston be given back to said Department for
disposal at their discretion.

(a) A resuscitator for the Fire Inspector
(b) Four home alarms for Fire Dispatchers and the Fire Marshal
(c) Demonstration kit for use in fire suppression talks
(d) Two - hose washers, to be strategically placed in the
County.
(e) A ladder pipe for the Ettrick ladder truck.

County's fire departments.

The Board was notified that $660,000 in Hill-Burton funds have been
allocated in Chesterfield for a Nursing Home.
Plans for the proposed County Nursing Home were presented to the
Board and after some study and on motion of Mr. Apperson, seconded
by Mr.Britton, it is resolved that this Board tentati~ely approves
the plans for the County Nursing Home.

On motion of Mr. Apperson, seconded by Mr. Martin, be it resolved that
the Chesterfield County Board of Supervisors designates that the
Chesterfield Nursing Home be placed under the jurisdiction of the
Chesterfield l".elfare Board and that the Superintendent of the Board
be appointed as Director of the Home, and charged with responsibility
of appointing, with approval of the VJelfare Board, an Administrator
of the Home, who will be directly under her supervision, and
Be it Further Resolved, that the staff of the Home be appointed by
the Administrator, with the approval of the Director, and
Be it Further Resolved, that the policies, rules and regulations
governing the operation of this Home be established by the Director
with the approval of the Welfare Board.
Mr. Benn, representing the Bensley Rescue Squad, comes before the
Board requesting a donation toward the construction of an additional
Rescue Squad building. Upon motion of Mr. Goyne, seconded by
Mr. Browning, it is resolved that this Board approues a $1000.00
donation to the Bensley Rescue Squad for the construction of a
building 0
Mr. John B. Watkins, President of the Chesterfield County Fair
Association and Mr. Grady Prentice, Fair Manager, come before the
Board requesting that a one-year moratorium be given on the amount
due from the Fair Association for the erection of the new Fair
Exhibition Building.
On motion of Mr. Britton, seconded by Mr. Apperson, it is resolved
that this moratorium be granted.
( It is regretfully noted here that Mr. John Watkins died of a heart
attack minutes after this appearance before the Board).
67-68CS.
Mr. D. W. Murphey comes before the ~ard, representing Mr. R. W.
Sprouse, requesting the rezoning from Agricultural to Local Business
(C-l) on two parcels of land of irregular shape fronting 275 feet
and 105 feet, respectively, on Route 10 (Iron Bridge Road) and
extending eastwardly 210 feet and 250 feet respectively, being just
north of Chippenham Parkway in Dale Magisterial District. Refer to
Sec. 52-2 par. 6-1 & 6-4.
Mr. Fred Gray appears representing twenty-five people who stand in
opposition.
After some disfussion both pro and con, it is on motion of Mr. Apperson,
resolved that this matter be continued for thirty days.
The motion was passed.

Mr. E. M. Ciejek comes before the Board requesting the rezoning from
Agricultural to General Business (C-2) on a parcel of ~nd containing
6.43 acres fronting 947091 feet on Research Drive and extending
westwardly 323 feet, being 1107 feet south of U.S.Rte. 60. Refer
toS=c. 17, part PElL'cel l53.

After some di~cussion and upon consideration of the Planning Commission's
recommendation for approval, it is upon motion of Fir. Martin,seconded
by Mr. Britton, resolved that the request of Mr. Ciejek is hereby
approved, subject to the site layout, plans and necessary landscaping
being approved by the Planning Department.
67-75.
Mr. Gemrge S.Elder comes before the Board requesting the rezoning
from Agricultural to Residential-2 on a parcel of ~nd of irregular
shape ~utting Bermuda Avenue and running northwestwardly and south-
eastwardly 227 feet and 186 feet there from respectively and extending
southwestwardly 1350 feet, more or less, being 215 feet southwest of
Richmond Street, in Bermuda Magisterial District. Refer to Sec.
152-2, parcel 2.
Upon consideration of the Planning Commission's recommendation for
approval, it is on motion of Mr.Goyne, seconded by Mr. Browning,
resolved that the request of Mr. George ~ Elder, be, and it hereby
is approved.

of End of irregular shape containing 50 acres, more or less, fronting
990 feet, moce or less, on NOEth Arch Road and extending southeastwardly
along the northeast side of Pocoshock Creek for a distance of 1960 feet
in Midlothian Magisterial District. Refer to Sec. 28-1, par. 4.
There being no opposition to this request and the Planning Commission
having recommended approval, it is on motion of Mr. r:lartin, seconded
by Mr. Britton, that the request of Mr. Henshaw be and it hereby is
approved.

Mr. W. H. Slater comes before the Board requesting the rezoning from
residential-2 to General Bus~ness (C-2) on a parcel of ~nd of irregular
shape fronting 47.1.feet on Forest Hill Avenue and extending northwardly
215 feet more or less, being ~75 feet, more or less, east of Cherokee
Road in Manchester Magist_rial District. Refer to Sec. 11-2 part

Mr. Jerome Beller asks questions about what could be put on the
proposed site. Upon consideration of the recommended approval by

Nr. Jack Bates is called forth as a real estave expert. Mr. Bates
tlle the need for a shopping center in this area and it is his
feeling that t'.ds would be good for the development of the area.
Mr. P.L.Travis is also called' as a real estate expert and states
that the economy will dictate whether a shopping center will or will
not be built, that the rezoning will not necessarily do this.
Mr. Fred Gray, representing the opposition comes forward and presents
a petition signed by 275 persons opposed to this rezoning.
Mr. Gray asked for those persons in attendance who are opposed to
stand. Forty persons stand.
~~. Gray cites the fact that this zoning case had been heard on three
past occasions and it has yet to be approved. He states that the
request all along had been for a major shopping center but in the past
it has been given other names.
Many other persons came forward both pro and con.
Mr. Murphey asked these persons who are in favor of the proposal to
stand. Fifty persons stand.
fir. Apperson states that there is no immediate situation calling for
the immediate building of the said shopping center; that too many
areas are now zoned in this area for general business.
Therefore, Mr. ppperson moves that the request be denied.
In the discussion Mr.Goyne points out that this zoning case is very
desirable. On the call of the vote - Mr. Apperson votes Aye.
Mr. Browning, Mr. Martin, ~tr. Britton, Mr. Horner and Mr. Goyne vote Nay.
On motion of Mr.Goyne, seconded by ~~. Browning, it is hereby resolved

It is pointed out that the proposed site is within 500 feet of the
railroad tracks and that it may not possibly be an ideal location for

M~. Timmons points out that this product is badly needed for the growth
of any area, that this is the only feasible rock in the area for such
an operation, and states that the citizens of the County will realize
a $2M savings by this zoning, and states that Southern Materials will
build a road from the proposed location to Rt.360 and therefore will not
tie up the traffic on this local road, and states that the Southern
Materials Company will develop adjacent property to the proposed gravel
quarry and provide adequate area for recreational facilities and will
leave the area in a desirable con0ition for use as a recreational area.
He also states that the Company will limit the blasting to between .
12:00 Noon and 2:00 P.M. and only once a week or so, that the blasting
at the location will be supervised by a blasting engineer. There will
be no blast closer than 1000 feet to any home which is not built by
the Southern Materials Company.
Mr. David Meade White appears befo~e the Board, representing the
opposition, and presents a petition with 322 signatures and states that
other locations have homes near rock quarries also but that usually
they are employees who work in the rock quarries and there is a great
dust problemo
~tr. Wolf appears, stating that this home is 1200 feet from the site,
and that according to his calculations a truck would pass his home
every eight minutes, eleven hours a day, six days a week; that the
blast, dust, etc. would be most undesirable.
Dr. Kinchloe, representing Branchs Church comes before the Board and
states that this group is opposed to the Use Permit being granted
because of future plans in the area.
Mr. Porter Vaughan appears and presents plats of the adjac(;nt land and
speaks against the proposed Use Permit, stating that the fair market
value would be maintained in that area.
Several other persons appeared speaking against the proposed Use Permit,
among them were the Presidents of both the Belmont Acres and the Belmont
Civic Association.
One representati~e of the Richmond Christian School spoke against the
proposed Use Permit.
Mr.vmite, leader of the opposition, asked that all persons attending
who were opposed to this Use Permit to stand. Approximately 150 persons
stoodo
Mr. Timmons, the proponent, points out that trucks are bad anywhere
you have them, and by having the trucks in this area it would cut down
the number of miles they would have to travel to get to the area.
Mr. Britton spoke of recent developments in the areas mentioned, Belmont
Hills in particular, and spoke of being falsely accused by people of that
area in a past zoning case. However, he points out that this is the
wrong place for this type of zoning and that he certainly could not
recommend its approval.
It was therefore upon motion of Mr. Britton, seconded by ~tr. Apperson,
resolved that this Board deny the request for this Use Permit.

arfived at without lengthy consideration and I would have preferred
that the timing of my departure could be different. However,_ I
have been offered an opportunity which I feel in fairness to myself
and to my family I cannot decline. My efforts to defer the date of
my leaving have not met with success and so I must ask that you

I have thoroughly considered the annexation suit in my course
of actiono I am convinced that by making myself available for
consultation during the preparation and trial of the suit, the Gbunty
will not be harmed in its defense by my resignation.
I am certain that because of recent newspaper articles some
people will conclude that my resignation stems from criticism which
has been directed toward me. ~'lany of my friends have indicated a
desire to express their suppprt by future actions towards my critics.
I sincerely hope that my going will bL.ng about a greater unity
between fuard members and that they will, regardless of their
feelings toward me, make every effort to work together for the good
of this County.
My l8~ years of service have been stimulating and rewarding.
I believe that I have gained many friends whom I shall value and
cherish greatly. I want to thank wholeheartedly the officials
of the County for their support and cooperation.
The County's population has almost tripled during my tenure
of office and we have seen great progress in many ar,=:as. tve have
met many storms together and even though the ship has rolled and
seemingly foundered, it has always come through. I wish continued
success for the entire Board of Supervisors and prosperity for the
County of Chesterfield and its citizens.

Mr. Howard Mayo presents the request of the Planning Commission in
behalf of Mr. Harold Cole and the zoning of the parcel of land on
Rt.60 and states that the Planning Commission requests the Board's
opinion concerning the regulations by which this property was previously
zoned.
The Board generally agreed that the Planning Commission review this
request and gives its recommeondations on what should be the zoning in
this areao
Mr. weddington and others come before the Board requesting a Variance
to build a residence on Luck's Lane, approximately 1000 feet from
State maintenance and states that he does not object to widening the
road 25 fro from the center line.
Mr. w..lliam Bishop explains that this property was sold by the American
Legion and it is the only parcel owned in this area by this organization.
Upon consideration wher20f, and on motion of Mr. Martin, seconde6 by
Mr. Browning, it is resolved that this Board grants a Variance to
construct a dwelling on Luck's Lane upon the condition that the County
assumes no responsibility for maintaining this road and the building
permit should so reflect.
On motion of Mr. Browning, seconded by Mr.Horner, it is resolved that
the County employees working on the preparation of interrogatories
be paid for their overtime on this work and charge same to the
annexation account of the County.

We were in the last stages of the Bellwood Maisonette Apartment
project when the increased sewer fee policy wert into effect.
Our principal contractor, Dyke & Hayes, had applied for a build-
ing permit about 10 days before the May 10, 1967 deadline, but the
plans submitted wer e not quite complete,.'enough, so the completed plans
were submitted on May 10th to Mr. Mumma, but did not clear the Engin-
eering Department until several days later.
In preparation for these 22 apartment units, in March, 1967, with
the County Engineer's inspection, I extended the sewer line to serve
these units.
I am requesting that the original policy of $100 per sewer conn-
ection fee instead of the increase to $300 apply for this group of
22 units.
For the Bellwood Maisonette project, in addition to putting the
sewer line in the project, my sewer line borders on the South boundary
on adjacent properties, and serves 'these properties also.

that the request of the Random Corporation to vacate certain roads
and lots in MANCHESTER HEIGHTS, lying east of Rte, 892, to the
south of Rte. 360 and also that portion of Manchester Heights
lying east of Rte. 892 and north of Manchester Lake as noted in
a letter dated November 10, 1967, and attached plat from Mr. John
W. Bates, III, counsel for Random Corporation, be recommended for
approval by the Board of Supervisors.

Enclosed'is a ~~ map of Random Corporation's
Manchester Lake property in Manchester District, Chesterfield
County.' Random Corporation would like to petition for the va-
cation of that portion of Mandalay Road and Elk Road which run
from state Route No. 892 into the property shown on the en-
closed map. These roads both deadend in the property at one
end and deadend at State Route No. 892 at the other, therefore,
obviously serving no purpose. Random Corporation is the owner
of all of the property adjoining these two roads.
We would greatly appreciate Planning Commission action
upon this request at their next scheduled meeting.

WHEREAS, the Board of Supervisors of Chesterfield
County on its own motion desires to vacate a part of Manchester
Heights Subdivision as shown in Plat Book 11, pages 11 and 12,
on a plat by J. K. Timmons dated December 29, 1958, including
Lot lB through 7, Block C; Lots 1 and 2, Block B; Lots 1 A
and 2, Block B; Lots 1 - 5 A, Block D; and part of Lot 1,'
Block A; and including Mandalay Road east of Route 892, Elk
Road at its intersection with Mandalay Road, and that portion
of Pickens Road east of Route 892; and including subdivision
easements and restrictions.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF SUPERVISORS
OF THE COUNTY OF CHESTERFIELD, VIRGINIA:
1. That pursuant to Section 15.i-482, Code of Virginia,
that portion of Manchester Heights Subdivision lying east of
Route 892, being Lots 1 B through 7, Block C; Lots 1 and 2,
Block B; Lots 1 A and 2, Block B; Lots 1 - 5A, Block D; and part
of Lot 1, BloCk A; and the streets being Mandalay Road east of
Route 892, Elk Road at its intersection with Mandalay Road, and
that portion of Pickens Road east of Route 892; and the.Subdivision
restrictions and the easements shown on such part of said sub-
division plat are hereby vacated, reference being made to such

County Covering Fiscal Year 1966-67.
Submitted herewith for your information is the
Operational and Fiscal Summary for Chesterfield County covering the
fiscal year 1966-67. This summary deals with the net Funds available
for Distribution, as noted in the Final Budget for your county.
MAINTENANCE AND MAINTENANCE REPLACEMENT
It will be well to note that the items of Maintenance
and Maintenance Replacement are items, which of a necessity,
cannot be considered as fixed items. The fluctuations of the
weather, along with traffic, can cause large differences in these
costs. We have a heavy responsibility here, and regardless of
other items, this maintenance must have first call upon funds.
DETAILS OF CONSTRUCTION PROJECTS
The item listed as State Construction covers the
improvements effected during the past fiscal year. As is well
known, the estimates of cost for these items are not based on
proposals prepared by Engineering Surveys, but only on visual
examinations. To obtain very close estimates would entail
extensive engineering studies, which would not only delay the
work, but would result in excessive costs.
Such items as weather conditions, traffic usuage, and
the time of the year that a project is constructed, also, are
reflected in the final cost. With these uncertainties ever present,
it is to be noted that there will be times when variations will occur
in the estimated cost and the actual cost. These variations, however,
tend to balance themselves, and the over-all result fairly constant.
STA TE FONDS FOR NlnmERED PROJECTS
When F.A.S. Projects are constructed, there are certain
items for VThich the cost cannot be included and paid for out of
matched F.A.S. Funds. There are such things as Surveys, Right of
Way, costs and incidental non-participating construction items.
Their costs are very indefinite and cannot be anticipated with any
degree of accuracy. Also, included are those projects to be
constructed by State Funds, which for good and sufficient reasons
require Engineering Surveys, deeded Right of way, and/or rigid
design.
PAYI'lENT TO TOimS
The payments, under Section 33-50.2 of the 1950 Code

as amended, cannot be accurately determined in advance. The
payments, as a rna t ter of larr, are based on $440 per mile, with a
percentage of increase, or decrease in the allocations to the State
Secondary System.
BALANCE OR DEFICIT
The balance of deficit at the end of this fiscal year
must be added to or deducted from the total allocation for the
subsequent year prior to the distribution to individual items.
Because of an extreme emergency, an authorized deficit or part
of the deficit, may have been allmved. This deficit, as well as
the au thori ty for same, is shown on the front sheet of the Final
Budget.

The Department of Health, Education and Welfare has cleared your
county for payment of Federal financial assistance under Title VI
of the Civil Rights Act of 1964.
As you are aware, the Refuge Revenue Sharing Act (49 Stat. 383, as
amended, 16 U.S.C. 715s) provides funds for both schools and roads.
In the light of the foregoing, these funds can be made available
to your county if you will execute the enclosed Assurance restricted
to your county road program, thus making the combined program of
public schools and roads eligible for Federal assistance under
Title VI.
Please notify us or the Refuge Manager as soon as possible as to
whether or not you intend to sign the attached Assurance. Three
blank forms are attached and upon execution you may retain one
copy and return two signed copies to us or the Refuge Manager.
Chesterfield County is scheduled to receive $1,012.50 for Fiscal
Year 1966 and the same amount for Fiscal Year 1967. If you have

HEREBY AGREES THAT IT will comply with Title VI of the Civil Rights Act
of 1964 (P.L. 88-352) and all requirements impose~:by or pursuant to the
Department of the Inter~or Regulation (43 CFR 17) ,issued pursuant to that
title, to the end that,. in. accordance with Title VI of that Act and the.
Regulation, no person in the United States shall, ..on the ground of race,
color, or national origin be excluded from participation in, be denied
the benefits of, or be otherwise subjected to discrimination under any

assistance from the Bureau of Sport Fisheries and ,Wildlife and Hereby

the Bureau of Sport Fisheries and Wildlife, This assurance obligates the

used for a purpose involving the provision of similar services or benefits.
If any personal property is so provided, this assurance obligates the
Applicant-Recipient for the period during which it retains ownership or
possession of the'property. In all other cases, this assurance obligates
the Applicant-Recipient for the period during which the Federal financial
assistance is extended to it by the Bureau of Sport Fisheries and Wildlife.

The Board of Supervisors and Compensation Board approved
my current budget and included money for a full-time assistant
at $6,000.00. As you know, r employed a full-time assistant
on this basis who resigned in July to accept a better job.
Lee Gordon has asked that r arrange to have Marvin G.
Garner appointed as a part-time assistant under this full-time
assistant catagory and to use $4,200.00 of that money for Mr.
Garner. This would be effective December 1st. r feel that it
is impor,trant that there be some continuity in this office dur-
ing thettransition, and r think the Board should approve the ,
appointment of a part-time assistant at this time. Consequently,
I am asking that you have the Board approve this at the next
meeting. The State Compensation Board has tentatively approved
this arrangement.
Also, I have promoted Cecile C. Taylor to the vacancy
created by the resignation of Frances Smith Mann and have asked
that her salary be increased by $400.00 a If-ear. r feel that
this is a reasonable request, since she now is handling all the
secretarial duties of my office and r request that the Board
approve this also.
r will be glad to answer any questions the Board might have
concerning this at the next Board meeting.

Inclosed herewith are specifications for a 1500 GPM Pumper
which is to be a replacement for Unit number 24.
Unit 24 is a 1949 model Ford and recently it was estimated
that approximately $2,700.00 would be the cost of putting it in
fair operating condition. The transmission and water tank need
to be replaced, also various other items too numerous to list.
We feel that these expenditures would be unwise and we would
end up with the same old equipment. The water capacity is inade-
quate to allow us to give our district the required fire protec-
tion.
Due to the condition of Unit 24 and its water capacity, it
is most urgent that a replacement be furnished this department
as soon as possible.
It is requested that this department be allowed to meet with
the Board of Supervisors or thelfFire Committee as soon as possible
to discuss in detail the urgency and need for this replacement.

Gentlemen:
Please accept this as my resignation as Executive
Secretary of Chesterfield County effective January IS, 1968.
Having served the County since May, 1949, my decision to
leave this post was not ar~ived at without lengthy considera-
tion and I would have preferred that the timing of my departure
could be different. However, I have been offered an opportunity
which I feel in fairness to myself and to my family I cannot
decline. My efforts to defer the date of my leaving have not
met with success and so I must ask that you accept my resignation
effective January 15th.
I have thoroughly considered the annexation suit in
my course of action. I am convinced that by making myself
available for consultation during the preparation and trial
of the suit, the ~unty'will not be harmed in its defense by
my resignation..
I am certain that because of recent newspaper articles
some people willconc1ude that my resignation stems from
criticism which has been directed toward me. Many of my
friends have indicated a desire to express their support by
future actions toward my critics. I sincerely hope that my
going will bring about a greater unity between Board members
and that they will, regardless of their feelings toward me,
make every effort to work together for the good of th&s
County.
My l8~ years of service have been stimulating and
rewarding. I believe that I have gained many friends whom

I shall value and cherish greatly. I want to thank whole-
heartedly the officials of the County for their support and
cooperation.
The County population has almost tripled during my
tenure of office and we have seen great progress in many
areas. We have met many storms together and even though
the ship has rolled and seemingly foundered, it has always
come througn. I wish continued success for the entire Board
of Supervisors and prosperity for the County of Chesterfield
and its citizens.
