Our bank is executor under the will of Warren F. Garrnett.
This estate owns 20 acres of land in Chesterfield County on
Warwick Road. A plat of the property is enclosed.
It is my understanding that the above-captioned property, which
is up for a change in zoning from Residential 2 to General Business 2,
has a frontage of 523 feet on the Midlothian Pike, runs back 1,900
feet and has a rear lirie of 495 feet. On this rear line, 375 feet
has a common boundary with the 20 acres, zoned for farming that we
represent.
In the future, we plan to ask for a change of zoning from
farming to Residential 2, which would permit multiple-family use.
With this in mind, we feel that it would be objectional to future
tenants (or homeowners) to adjoin any use that permits noise and
lights burning all night.
We realize that at present there are owners with this zoning
adjoining the Weinstein property and along Midlothian Turnpike;
therefore, it is not our purpose'to keep it off the Pike but to
request that you limit the depth of heavier zoning in this case
to one thousand feet.

congestion would be increased.

When Mr. Morris requested, in the summer of 1964, rezoning
of his other property adjoining my lot, he stated if his
was granted he would leave Lot 35 as a buffer zone.
4. Lot 35 is a residential lot, with restrictions put on it
by Mr. Morris' father - Plat Book 7, page 167.
5. Mr. Morris owns property 420 feet .deep on Enon Church Road
XRoute 619) and could build there without disturbing anyone's
property.

On behalf of the school board, I have no objection to the
contemplated rezoning of this area. I am sure, however, that the
Planning Commission will act in the interest of Enon School by
considering certain factors in the rezoning that may have bearing

In reply to your letter concerning the proposal to rezone
the land as referred to in case 27-94C, I must express st~ong
opposition on behalf of mYimother, Mrs. Edith K. Pierce, and
myself, Louis W. Pierce Jr. Our major concern centers around
the devaluation of our land and home as residential property
if a business of any nature were to be located on the said property.
At present this land forms an ideal boundry between our
community and the industry on Belt Boulvard. To allow this
industrial community to expand farther in the direction of our
property not only threatens to disrupt our lives and the attrac-
tiveness of our home but would also distract from the beauty
of the entire community.

In regard to the proposed rezoning of property owned by
Fred W. Barnes, Jr., Section 30-8 pt. par. 18 and 18-1, located
at Hopkins Road and Belt Boulevard, I would like to register my
opposition to this proposal. The use being made of the property
now is object~onable enough, but if rezoning is granted, the whole
situation could and probably would become much worse.

The property owners adjoining have been there for quite
some time and it would be unfair to them to have their residentilli
values jeopardize~ by this property being rezoned at this time.
Spot zoning is unfair to all owners and should be discouraged by
the county.

Richmond Paving Service, Inc, requested a Use Permit to
construct and operate an asphalt plant on the parcel of land
opposite of.me on Bells Road. Assuming that this plant will
be properly constructed and a clean operation carried out, I
