(4) Extend Ecoff Avenue westwardly to intersect with Route 10.
It is felt that this extension will not only aid the traffic
flow in the area but will assist in the future residential
development of the area to the west of Chester proper.
(5) Install mechanical traffic control siqnals at A) the inter-
section of Harrowgate Road and Route 10 and; B) the intersection
of Chester Road and Route 10.
Note: All the above proposals would be worked out in conjunction
with the Planning Staff and the Virginia State Highway Department.
LAND USE
In considering Land Use for the Chester area, the primary
controlling factors were that of preserving the existing community
i
character (as typified by the residential styles in architecture,
socio-economic status, and community services), and at the same
time planning for the growth and development of the area. With
these thoughts in mind, the conclusion arrived attends to promote
the concept that Chester is now, and should remain, basically a
residential community with local residential oriented services.
The following proposals are in keeping with this idea:
(1) Establish a neighborhood park on either one or both of two
proposed sites; A) the intersection of Percival Street, Old Hundred
Road and Richmond Street; B) the oarcel bounded on the west by
Werth Street, on the east by Harrowgate Road and to the south by
the existing Chester Library.

(2) The encouragement of additional multi-family development
along Route 10 and at other points within the community.
(3) Any further industrial development within the area $hould
be governed by the concept of a residential oriented community.
Therefore, future zoning of this type, if it is to occur, should
be limited to a specific light industrial use. In addition, the
quality of design and function of any industrial complex should
also be in keeping with this concept.
(4) It is felt that through a combination of community effort,
individual initiative, and private development, the sub-standard~
structural conditions that exist within the community will be
removed. It should be stated that these areas of blight are small
and do not present critical problems to the community as a whole.

WITNESSETH: That for and in consideration of the sum
of Ten Dollars ($10.00) and other good and valuable consideration
the receipt of which is, hereby acknowledged, the party of the
first.part does grant and convey unto the County of Chesterfield,
Virginia, its successors and assigns, all of its right, title
and interest in and to the following described property, to-wit:
ALL that certain piece or parcel of land lying
and being in Matoaca Magisterial District,
Chesterfield County, Virginia, being partially
twenty-five (25) feet, more or less, in width,
and fifty (50) feet, more or less, in width,
extending from the intersection of the southern
line of Main Street and the western line of .
Jackson Street, both in the village of Ettrick,
in a southwesterly direction to the Ettrick
Cemetery, all as shown on plat made by LaPrade
Bros., Civil Engineers and Surveyors, Richmond,
Virginia, dated February 2, 1967, being out-
lined in red on said plat, a copy of which is
attached hereto and made a part hereof.
BEING a part of the same property conveyed to
The Commonwealth of Virginia for the benefit
of Virginia State College by deed from Steven
Minor and Emily Minor, his wife, dated September
17, 1948, recorded September 28, 1948, in the
Clerk's Office of the Circuit Court of Chester-1~
field County, Virginia, in Deed Book 343, page 21.
This conveyance to the County of Chesterfield, Virginia
is made by the party of the first part.pursuant to Chapter 795 of

Gn motion of Mr. Dietsch, second0d by hr. Purdy, it is resolved that
the minutes of December 30, 1968 be and they hereby are approved
with the added statement, "Thilt the Counyy has no obligation to
construct Sheila Lane".
On motion of t!jr. Apperson, seconded by Nr. Dietsch, it is resolved
that at the request of t1r. Chapman and several residents of Selwood
Road for wa(;(;r, that the County Engineer be and he hereby is
authorized to install the water main on Selwood Road in Garland
Heights with the installation of a fire hydrant cha~ged to the
General Fund of the County.
On motion of t'lr. Apperson, seconded by hr. IV.artin, it is resolved that
this Board awards contract C-636 for the installation of water lines
in the Zion Hills Church Road to the Shropshire Contracting Company
who submitted the low bid of $5,565.00.
On motion of t-'ir. Purdy, seconded by tlr. Apperson, it is resolved'
that contract C-637 for ~he installation of water lines in Locust
Grove SUbdivision be and it hereby is awarded to Stamie E. Lyttle
Company who submitted the low bid of $18,221000.
On motion of Nr. Dietsch, seconded by [Vir. Brovming, it is resolved
that the County Engineer be authorized to install a water line on
the Boroughbridge Road, provided 15 of the homes will conn~cto
This action is taken to relieve the water shortage of wells in this
area.

On motion of Mr. Dietsch, seconded by Mr. Apperson, it is resolved that
the County Engineer be authorized to install a water line on Traway
Drive, off Elkhardt Lane, provided 7 connections can be obtained and
the fire hydrant on this project to be paid for by the General Fund
of the County.
It is here noted that this action is taken to relieve the serious
shortage of water in this area.
On motion of Mr. Martin, setonded by Mr. Dietsch, it is resolved that
contract S-695D for the installation of sewers in Scottingham,Sect."B",
be, and it hereby is approved.
On motion of Mr. Dietsdh, seconded by Mr. Martin, it is resolved that
the problems experienced in obtaining a construction right of way on
the property belonging to \VXGI Radio Station on German School Road,
be discussed with the owner of said Station and the County's Executive
Secretary, and if a suit2ble arrangement cannot be obtained, condemnation
of this property will be authorized.
On motion of Mr. Dietsch, seconded by Mr. Browning, it is resolved that
the County's Right of Way Engineer be authorized to offer the sum of
$25.00 to John T. Core and $35.00 to Earl Lee Orcutt, both on Project
S-68-lC and if said offers are not accepted, condemnation proceedings
are authorized to be instituted.
There arose considerable discussion between the Board members and
Highway representatives concerning the drainage on Stornoway Road in
Meadowbrook Estates.
Upon consideration whereof, and on motion of Mr. j,pperson, seconded by
Mr. Martin., it is resolved that with the promise of the Highway Depart-
ment to pay for work on the State's right of way~ the County will
install storm sewers from Hopkins Road to Stornoway Road approximately
100 feet east of Stornoway, with the provision that one-half of the
cost be paid from the 3~ Road Fund of the County and one-half from the
General Fund.
On motion of Mr. Apperson, seconded by Mr. Browning, it is resolved
that the Drainage Engineer in conjunction with the Highway Department
attempt to solve the drainage problem at the intersection of Hollywood
Road and Chesterwood Drive.
At the request of the citizens in the area and the recommendation of
the Planning Commission, it is oh motion of Mr. Dietsch, seconded by
Mr. Apperson, res lved that LaVeta Drive be closed from LaSalle. Drive
to the property of the Jefferson Village Apartments, subject to the
approval of the Engineering Department.

On motion of Mr. Dietsch, seconded by Mr. Purdy, it is resolved that
the Engineering Department and the Planning Department study the
possibility of improving L~iar Drive, from LaSalle Drive to the
Jefferson Village Apartments.
On motion of Mr. Dietsch, seconded by hr. Apperson, it is resolved that
the Highway Department and the County's Engineering Department be
requested to study the condition existing at German School Road and
Reedy~eek and recommend some suggested improvements.
There was read a letter from Mr. ~. R.Davidscn, Resident Engineer,
Highway Department, citing the results of a traffic and planning survey,
on a speed study of a segment of Rt. 145, which letter recommended
that there be no change in the posted limits.
The request of the Southham Civic iissociation was noted. This request
being for road improvement.
On motion of Mr. Martin, seconded by Mr. Duetsch, it is resolved that
this Board relieves the Highway Department of its previous commitment
to improve about one mile of R~. 653, between Rt.360 and 60, since
it is apparent that the entire route will be improved in 1970.
On motion of ~~. Browning, seconded by Mr. Martin, it is resolved that
the Highway Department be requested to improve Bremo Street and hard-
surface same sufficiently to take care of the drainage problem currently
existing and charge same to the 3~ Road Fund of the County.
On motion of ~lr. Dietsch, seconded by l'lr. Apperson, it is resolved that
there be placed 28-ft. of 12" pipe on a portion of Rt.602 to facilitAte
the turning of the School Bus and charge same to the 3~ Road FUnd of
the County.
On motion of Mr. Apperson, seconded by Mr. uetsch, it
the Highway Department be requested to improve Krause
from Rt. 10 southwardly to the County thoroughfare at
exceed $1791.00.

this Board quarantees to the Highway Department that necessary drainage
pipe at the intersection of LaBrook Concourse will be installed in
the event that drainage in this area is sufficiently ascertained so
tha t' said large culvert will be needed.
It is here noted that the County has a contract from the developer
of this section quaranteeing the installation of the proper culvert
if a.nd when same is deemed necessary.

On motion of Mr. Dietsch, seconded by Mr. Purdy, it is resolved that
this Board requests the Highway Department to take in as a Rural Road
Sheila Lane, beginning at its intersection with Forest Hill Avenue,
.22 of a mile southwardly to the end of the project.
On motion of tr.r. Martin, seconded by Mr. Apperson, it is resolved that
this Board adopts and approves the r'~'port of th(; Fire Committee which
report is as follows:
1. Purchase nine (9) sets of hose bridges
2. Purchase an oil tank for the Wagstaff Circle Fire
Department.
3. Purchase typewriter for fire alarm headquarters.
4. Purchase a film projector for fire training school.
5. Relocate the signal control of the "Stop and Go" lights
at Enon.
6. BUy certain small equipment for Ettrick and Matoaca Fire
Departments.
7. Start planning for another Fire Administration Course
at V.C.u.
Mr. Dietsch makes the following motion, which was seconded by Mr.
Apperson: That the County cause to be prepared an Ordinance to
hire a County Fire Chief, amend the County's fire code, assign
paid firemen to Manchester Fire Department now and to appoint a
Battalion chief.
Whereupon l'~r. Purdy and 1'Ir. Horn""r express a desire to meet with the
chiefs of the various fire depqrtments before this action is taken.
On motion of Mr. Apperson, seconded by Mr. Purdy, it is resolved that
this matter be temporarily tabled until a later .hour in this meeting.
Mr. Charles Beddow, representing the Hendricks Construction Company,
comes before the Board stating that his client wants to be paid for
the days of inclement weather and explains further the alleged
discrepancies in starting dates, etc.
Mr. Painter explains the background of the contract, that this was
a premium contract, that the County had allowed 9 days of inclement
weather and had decided on this matter previously.
On motion of Mr. Apperson, seconded by Mr. Browning, it is resolved
that this Board confirms its previous action and awards no further
payment on this contract.
It is here noted that Mr. Martin votes No.

~'lr. James Hubbard comes before the goard representing ~,r. A. S.
Gresham, Jr.,requesting the rezoning from hgricultural to General
Business (C-2) of a purcel of land of irregular shape fronting 4600 feet
morl.: or le:ss on Chippenham Parkway and extending eastwardly to a
depth of 2850 feet, more or less, being situated on the southeast
corner of Chippenham Parkway and i"iidlothian Turnpike (Rte. 60), in
Manchester Magisterial District. Refer to Sec. 19-14-15,29-2-3 & 6,
and explains that the plan calls for Residential-2 ~lulti-Family,
Business both Cl and C-2, as well as a recreational area.
Mr. Dallas Wampler, residing in worthington Farms, presented a petition
signed by 496 citizens of the area who are not opposed to tee planned
development but concerned with the type of use that could be made
under the requested zoning.
Mr. C.E.Roth states that th~re is too high a percentage of business.
Mrs. J.G.Barrie expresses concern about C-l zoning near her property
in Warwick Acres.
Upon consideration whereof, and on motion of Mr.Dietsch,seconded by
Mr. Apperson, it is resolved that this matter be deferred for thirty
days.

Mr. James Hubbard comes before the Board, representing Messrs. P.R.
Martin, W.L. Martin and W. W. Kerlen,requesting the rezoning from
Agricultural to General Business (C-2) of a parcel of land of irregular
shape fronting 410 feet, more or less, on the Midlothian Turnpike
and extending southwardly to a depth of 940 feet, more or less, being
1030 feet, more or less, northeast of Turner Road (Rte. 650) in
Manchester Magisterial District. Refer to Sec. 19-13 (2) lots 19, 20
and 21, and states that this will be a tire retail sales shop with
no outside storage.
Upon consideration whereof and the Planning Commission having recommended
::;~,rae, 1 t is on motion of hr. D:Letsch, seconded by Mr, Purdy, it is
resolved that the aforedescribed parcel of land be and it hereby is
rezoned for General Business purposes, subject to the site layout,
plans and landscaping be approved by the Planning llirector, with
special emphasis being given to the storage of all materials used
with any business constructed on this property.

requesting the rezoning from Agricultural to Residential-2 (R-2)
of a parcel of land of irregular shape containing 58.8 more or less

eastwardly to a depth of 1715 feet, more or less, being 625 feet,
more or less north of the intersection of Chalkley Road (Rte.632)
and Iron Bridge Road (Rte. 10) in Dale Magisterial District. Refer to

There appearing no one in opposition to this request and the Planning
Commission having recommended same, it is on motion of Mr. Apperson,
seconded by Mr. Purdy, resolved that the aforedescribed parcel of

Mr. David Dorsett, representing the Estate as ordered by the Circuit
Court, comes before the Board to seek the rezoning of the following
property:
In Manchester Magisterial District the Circuit Court of
Chesterfield County requests the rezoning from Agricultural (A)
to Local Business (C-l) of a parcel of land of rectangular shape
fronting 175.00 ft. on Starview Lane, extending eastwardly to a depth
of 288.59 feet, being 1300 feet, more or less, south of the intersection
of Rte. 60 and Starview Lane. Refer to Sec. 19-14 (1) part par.6,
and states that the future use of the property will likely be for
Business.
Upon consideration whereof, and on motion of Mr. Dietsch,seconded by
Mr. Purdy, it is resolved that the aforedescribed parcel of land
be and it hereby is rezoned to Local Business, C-l.

Mr. Thomas Arnold, representing Mrs. Esther I. Gilrall comes before the
Board requesting the rezoning in Midlothian Magisterial District,
from Agricultural (^) to General Business (C-2) of a parcel of land
of irregular shape fronting 200 feet on Midlothian ~rnpike (Rte.60)
extending northwardly to a depth of 161.74 feet being 1450 feet,more
or less west of the intersection of Rte.60 and Huguenot Road (Rte.147).

There appearing no opposition to this request and the Planning
~ommission having recommended approval, it is on motion of Mr. Martin,
seconded by Mr. Dietsch, resolved that the aforedescribed parcel of

In Dale Magisterial District, McClinton D.Rice requests a Use Permit
to do carpentry and sales work fro, his home located on a parcel of
land of irregular shape fronting 215 feet on Lake Hills Road, extending
252 feet southwardly being 380 feet, more or less, northwest of the
intersection of Lake Hills Road and Hopkins Road. Refer to Sec.
41-12 (9) lot 3 and pt. of 8.

Mr. Graham Jennings, representing ~;r. Lynn Hamilton comes before the
Board requesting a Use Permit to operate a dry wall construction
business from his home located on a parcel of land of rectangular
shape fronting 100 feet on Lake Hills Road and extending southwardly
to a depth of 252 feet, being 590 feet, more or less, west of the
intersection of Lake Hills Road and Hopkins Road in Dale Magisterial
District. Refer to Sec. 41-12 (9) Blk. A lot 2., and states that
Mr. Hamilton has operated a dry wall contracting business from his

home for 4-1/2 years not knowing the County's regulations against
such land use. There were no materials stored outside the house,
no signs advertising the business, in fact the only concrete evidence
was a business listing in the Telephone book.
Mr. Leslie Saunders, representing the opposition, states that his
clients do not mind what has been going on but that they are against
any rezoning or the granting of a Use Permit and presented a petition
signed by some 52 citizens objecting to the Use Permit.
Mr. and Mrs. Melvin Morris state that the land is residential and
shouid stay that way.
Mrs. Margaret A. Knowles questions the control of a Use Permit once
same is ~ranted.
Mrs. Charles Henry states that they would not mind the use of the land
proposed if there was no Use Permit involved.
Mr. Apperson states that he cannot control the operation without a
Use Permit.
i"lr. i"iorris Mason states you cannot allow a business under the County

client will be happy to have the Use Permit reviewed at any time.
hr. Saunders states that 4-1/2 years does not make it right, that
this is spot zoning in a restricted area and that other places of
business have been offered to i"tr. Hamilton.
hr. Rice states that he owns his home and that he runs a business
from his home. He knowp Mr. Hamilton well, that he must be a small
contractor.
Mr. Brister states he has been living in this area since 1949 and
he does not object, in fact no one objects, but that citizens in the
area do not want zoning or a Use Permit granted.
After much discussion of this matter, hr. Apperson makes the following
motion: That this Board deny the request for a Use Permit.
A vote being taken, hr. Apperson votes Aye.
Mr. Martin and Mr. Horner vote Nay.
!vir. Purdy and Lr. Dietsch abstain.
Upon consideration whereof, Mr. Dietsch makes a motion, that Mr.
Hamilton be given six months to find a new place of business.
Whereupon, Mr. Martin makes a substitute motion, which was
seconded by Mr. Horner: That Mr. Hamilton be allowed to operate
under a Use Permit which would be reuewable every two years, provided
there be no change in modification to the house, no advertising and
no storage. Before a vote waS taken and after further consideration,
it was pointed out by Mr. Apperson that the Board should view this
site before passing such a resolution.
All motions were withdrawn and on motion of Mr. Apperson, seconded by
Mr. Martin, it is resolved that this matter be delayed until February
12 and that the Board view this property.

the Board requesting a Use Permit to oper2te a Real Estate Brokerage

to operate a Retail Distribution business within his home located on
a parcel of land of rectangular shape fronting 110 feet more or less
on Daniel Street, extending southwardly 340 feet, more or less, being
240 feet more or less east of the intersection of Daniels Street and
Gayle Road in Bermuda Magisterial District. Refer to Sec. 115-16 (5)
Bl]c. D lot 8, and states that the proposed use involves direct selling
from a National company which requires some storage and the training
of salesmen, and thut to deny him such a use would be a restriction
of his rights.
There was presented a petition signed by ten residents on Daniel and
Gayle Roads opposing the requested use of this land.
Upon consideration whereof, and on motion of ~~. Purdy, seconded by
Mr.Apperson, it is resolved that this request be deferred until
Februury 12, 1969.
Mr. Robert Painter states he is having problems with the Highway Depart-
ment concerning the installation of a water line in Forest Acres.
It was generally agreed that Mr. Painter would try to work out this
problem with Mr. Davidson and if unable to do so, contact other
officials in the Highway Department.
Mr. Howard Mayo, County Planner, presents some recommendations on
zoning in the Village of Chester. Mr. Stan Balderson explains the
r~commendations. Hhereupon and on motion of Mr. Purdy, seconded by
Mr. Apperson, it is resolved that these recommendations be received
and referred to the Planning Commission for receommendation.

a game claim of Mr. L.I.Vest in the amount of $74000 for two hogs
killed by dogs, be, and it hereby is approved for payment.
On motion of Mr. Apperson, seconded by Mr. Browning, it is resolved
that tDis Board requests the Judge of Circuit Court, the Honorable
Ernest P. Gates to re-appoint Mr. Finley R. Albright, Mr. W. S. Carnes,
Mr. A. J. Goodwyn, Mr. W. B. F. Johnson and Mr. J. L. Longest to the
Board of Equalization of Real Estate Assessments for 1969.
The matter of the preparation of an Ordinance for the fire protection
in the County was again discussed. Whereupon, Mr. Dietsch makes the
following motion, seconded by Mr. Apperson: Be it resolved that this
Board requests the Commonwealth's Attorney to prepare an ordinance for
administration with no paid firemen at this time.
Whereupon, Mr. Martin states he would like to discuss this matter with
Fire Chiefs before drafting such an ordinance.
Whereupon, Mr. Purdy makes a substitute motion, which was seconded by
Mr. Brownin9, Be it resolved that this Board delays the preparation
of this ordinance until the Supervisors can have a meeting with the
Fire Chiefs. A vote being taken: Ayes - Mr. Martin, Mr. Browning,
Mr. Purdy and Mr. Horner. Nays - Mr. Dietsch and Mr. Apperson.
1he Executive Secretary was requested to set up a meeting with the
Chiefs of the Fire Departments, tDe Commonwealth's Attorney and the
Board at the e:arliest date possible. . ,
On motion of Mr, Purdy, seconded by Mr. Dietsch, it is resolved that
the plans for the remodeling of one large room on the third floor
recently vacated by the Data Processing, for the Building Inspector,
and License Inspector, be and it hereby is approved.

Ordinance creating an Industrial Authority for the promotion of

Dear Mr. Burnett:
Reference is made to your note pertaining to resolutions passed by
the Board.
With regards to Brandywine Road in the Quail Oaks Subdivision, the
request was for the Highway Department to pave said road. After investigating
this request it was found that only a short section of Brandywine road was
unpaved. This was a result of utility work being performed on this road and
this work necessitated tearing up of the pavement. I~ assuming that the utility
company is responsible for this work and they will resurface Brandywine Road.
Reference is hereby made also to the resolution requesting a speed
study on route 145, immediately south of the Railroad crossing near Kingsland
Elementary School. I have been informed by Mr. Frank Isbell, District Traffic
Engineer, that he has requested the Traffic and Planning section to conduct a
speed study for this location and when sam~ has been done I will inform you of
the results of this study.
I will be glad to discuss these matters with you if you so desire.

by S. N..Gedney and myself on bee ember 10, 1968, .at the above mentioned
location.

The .length of the study area is...2.42 miles extending from the SCL
.Railroad (M.P. 2.76).toRoute'1 (M.P. 5.18). Three speed samples were'

Paveme~t width is 20' with 3' shoulders and both are in fair
condition. The pavement. is marked for two (2) lanes with passing being
restricted. Road alignment throughout the study area consists of.
vertical and' ho:diontal curves. '1'1.,0 combination vertical horizontal .
curves are located within the study, area, 'and' are posted with maximum ,safe':
speed limit signs. The first curve is:locatednear Kingsland Elementary: .
School (M.P. 4.91). The eastern approach of.the curve at Kingsland
. Elementary School should bep'osted ~.,ith a maximum safe speed sign of 35 :
mph. The western approach to this curve and th,e approaches to the curve'
near 611 are correctly posted. .
Roadside development consists of 42 private dwellings, 2 commerical
establishments, and an elementary school which is signed with flashing i
blinkers and painted bars on the roadway. Heavy build-up in the study .1
area is concentrated from Route 1622 (M.P. 4.21) to Route 1624 (M.P. 4;5~).'

The average daily traffic on Route 145 from Route 144 to Route 1 is'
approximately 3,40S'vehicles per day. Accident data obtained from the I
accident section reyeals that 16 accidents have occurred within the study
. area from January 1, 1966 to September 30, 1968. Refer' to the attached
accident data work sheet for additional information.

Based on the information obtained, I recommend that the existing 55}45
mph speed limit be retained. The 85 percentile speeds of 51.0 mph, 46.011,
mph, and 53.0 mph and sparse roadside development are major factors , i
influencing this reco~endation: , ,In addition I recommend that a 55/45 mPh
speed limit sign be'insta11ed at approximately 0.04 mile west of Route
144 (M.P. 2.85) for motorists traveling west on Route 145. For added
improvement of Route 145, I recommend that the directional signs at the'
intersection of Route 145 and Route 1625 (M.P. 5.03) be repainted or
replaced and the yie1ci sign at:, this iqtersection ,be repainted ,or rep1acel:I.
