I am not for the rezoning of the pearce Estate from R-2 to C-2,
because:
1. The APplication for amendment to zoning ordinance states that
the property is to be used for "BUild and operate a free stand-
ing neighborhood food store". Chester has three food stores in
operation and a large food store in the planning stages. Another
food store would be unreasonabie for this area.
2. I was told that a drug store would accompany this food store. We
have two drug storea now. The competition between the co-op
stores and the chain stores to be built would be unfair com-
petition.
3. Directly across the street from the Pearce Estate is one of
the three food stores.
4. The added traffic at this corner would be a safty hazard to
the school.

Gentlemen:
I would appreciate your consideration of the following comment prior
to your vote on rezoning subject property for commercial purposes,
1. Proximity of the proposed business to the Chester Intermediate
School and the increased traffic generated by the proposed food
market, This traff~c and the open parking area of the store
will be a serious hazard to the many children who walk to and
from the various schools.
2, The added traffic congestion at the intersections of Route 10,
Route 144 and Winfree Street. At present Winfree Street is
the main artery for residents of Winfree Street, Petersburg
Street, West Street, Snead Street, Stebbins Street, Daniel
Street and Brook Lane to enter Route 10. This artery serves
123 homes and any additional congestion at its intersection with
Route 10 probably will require traffic control signals thus adding
to future tax expenditures,
3. The fact that the proposed intersection now has three (3) business
locations thus justifying a fourth business is not a valid argument.
One business property has had a variety of short-lived tenants
during the past few years and is presently partially vacant,
Further, there is not adequate parking at ,this site. The existing
food store is a very old building and is poorly situated in relation
to parking facilities and setback requirements. I t is my opinion
these two business uses are an excellent example of granting spot
zoning for business use in the Chester Area without thought to
neighborhood conditions and future land use,

4. Probably the most important argument against the proposed
commercialization of the Pearce property is the fact that this
proposed rezoning severely minimizes the denial of future
commercial zoning requests for any property in the immediate
area. Even now there are strong indications that owners of
property east and west, but not adjacent to the Pearce tract,
will be seeking rezoning for C-l and C-2 zoning uses. This
application now before you affects the future land use of prop-
erty bounded by Route 10, Winfree Street, Curtis Street and a
very indefinite eastern boundary. Your vote today could be
used as a criteria for many cases in future years.
Before making a decision on this proposal now before you, please
familiarize yourself with the present commercial property on and
adjacent to Route 10 between the two railroad tracts that now provide
a natural boundary for this purpose. In so doing, I am sure you will
find many examples where business zoning for a single property, though
sounding like a fine idea at time of presentation, has now caused the type
of proble,ms the apponents of the Pearce rezoning present.
May I respectfully remind you that zoning and rezoning is a method of
controlling the use and development of land so as to yield the greatest
benefits to 2:.!l.. the people in a community. Zoning is a control over
private property - for the benefit of all people. The aim of zoning is
to protect land owners and the community from haphazard and careless
development that may destroy land values and bring about undue discomfort
to citizens now " in the future.
With these comments in mind, I ask that you please vote to deny the C-l
zoning and allow this property to remain a residential use.

Dear Hr. Mayo:
Reference is made to our recent inf'ormal discussion in
connection with the subject rezoning.
I represent landowners in this area and they have requested
me to advise you of their position. In my opinion, I do not believe
that an adequate study has been made o:f the property to be rezoned
in relation to the surrounding properties. I wou1d like to point out
that development has been somewhat restricted in the past due to the
di:fficu1ty of acquiring good legal title and, further, that there
has been a fairly rapid growth o:f very nice homes surrounding it in
the last :few years. Certainly rezoning the subject parcels would
lead to the construction of low cost homes of a type that wou1d be
detrimental to the improvements now found in the general vicinity.
It is always a very difficu1t decision to make as to where
you would stop commercial and start residential and which would or
shou1d be a buf':fer zone between a first class residential neighbor-
hood and a commercial establishment. .The planners are constantly
confronted with this problem and I am merely trying, to call to your
attention that if you rezone the subject parcels to residential you
wou1d probably have a vacant area or no-man's land for a considerable
number of years or else very modest type residents.
I would appreciate it very muc ,if the planning cOJllllli.ssion would
consider all o:f the repercussions whi h this rezoning wou1d engender.

Dear Mr. Mayo:
On Tuesday, September 17, the Planning Commission will
hear a proposal to rezone a portion of the property owned
by Chippenham Manor, Incorporated from Commercial back to
Residential. This proposal, I understand, was initiated by
residents of the area through Mr. F. F. Dietsch, Supervisor
for Manchester District. I. have discussed this matter
several times with Mr. Dietsch,;including the type of develop-
ment that we have in mind for the property. Unfortunately,
when the rezoning proposal was brought up, we had not reached
the point of having any plan concrete enough to accurately
show not only what we plan to do,. but how it compliments the
desires of the residents of Stratford Hills.
In endeavoring to firm up our plans, we must first clear
our entrance and exist plan with the State Highway Department.
Mr. J. K. Timmons is in the process of preparing a pla~ to
submit to them, and the plan should be submitted next week,
t'he answer from the Highway ,Department coming two to three
weeks after that. Until we find out what the Highway Department
is going to require with respect to exists and entrances, we
can not even try to present the specifies of our proposed
