It was cited that the proposed Ordinance on the Policemenls Pension
and Retirement System had been advertised for a public hea~ing at
this time and date&
There was read a letter from Mr. Kenneth Campbell, the Countyls Actuary,
citing the effect that the proposed Ordinance change would have on
the financing of the Policemenls Retirement System. There appearing
no one in opposition to this Ordinance, it is on motion of Mr. Dietsch,
seconded by Mr. Martin, resolved that the following ordinance be and
it hereby is adopted:
AN ORDINANCE establishing a retirement system to be known as
Chesterfield County Policemen's Pension and Retirement System;
establishing Chesterfield Policemenls Pension and Retirement
Board; setting forth the general powers, authority, and duties
of such Board; providing rules and regulations for determining
eligibility for retirement and to receive such pensions and
benefits as prescribed herein; prescribing how much each member
shall contribute monthly to fund the system and providing for
annual contributions by the County to assure that the system
shall be financially solvent; providing for effective date of
such ordinance under certain conditions.
(Complete text of the Ordinance will be copied into the permanent
minutes).
Mr. Fred Gray comes before the Board requesting the vacation of a
certain alley easement in Cherokee Estates and the Engineering
Department and the Planning "Department have stated that there are
no reasons why said easement should not be vacated. Upon consideration
whereof, and on motion of Mr. Dietsch, seconded by Mr. Browning,
it is resolved that the following ordinance be and it hereby is
adopted:

AN ORDINANCE to vacate an 8 foot alley easement which extends
across Lot 15, Lot 14, Block J, Section F, Cherokee Estates and an
8 foot alley easement which extends across Lots 1, 2, 3 and 4, Block
F, Section B, Cherokee Estates, as shown on a plat recorded in Plat
Book 11, page 23, and thereon designated as "8 foot alley easement".
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF SUPERVISORS OF THE
COUNTY OF CHESTERFIELD, VIRGINIA:
1. That pursuant to Section 15.1-482, Code of Virginia, 1950 as
amended, and pursuant to notice havigg been given as required by
Section 15.1-431, Code of Virginia, 1950 as amended, the 8 foot alley
easement which extends across Lot 14 and 15, Block J, Section F, and
Lots 1, 2,3, and 4, Block F, Section B, Cherokee Estates Subdivision
from Turf Lane to Piney Branch Road, and shown on a plat duly recorded
in Plat Book 11, page 23, is hereby vacatedo
This ordinance shall il~ in full force and effect in accordance with
Section 15.1-482, of the Code of Virginia, 1950 as amended, and a
certified copy thereof shall be recorded in the Clerk's Office of the
Circuit Court of Chesterfield County, Virginia.
On motion of Mr. Apperson, seconded by Mr. Martin, it is resolved that
the County accepts the low bids on the bid sheet as presented for the
purchase of cars for the Utility Department, School Board and other
County officers, totalling approximately 41 cars, with the exception
of those cars going to the County Planner, the Probation Officer and
the County Assessor.
On motion of Mr. Dietsch, seconded by Mr. Purdy, it is resolved that
the County purchase for the ~unty Planner a Ford Ranch Wagon from
the Commonwealth Ford Company, 'with air-conditioning, for the price
of $2744.45.
It is here rtuted that Mr. Apperson abstains from voting.
On motion of Mr. Dietsch, seconded by Mr. Apperson, it is resolved
that the County purchase cars for the County Assessor and Probation
Officer at the lowest bids submitted without air-conditioning.
There was read a letter from the Seaboard Coast LineRR. Company, which
letter indicated that the rights of way of the track being pulled
out between Old Centralia Road and Branders Bridge Road would not
be disposed of at this time.
On motion of Mr. Apperson, seconded by Mr. Dietsch, it is resolved
that this Board approves the request of the Judge of County ~urt
and the Treasurer is hereby reques~~ to appropriate the sum of $60.00
to Item 220 in the budget of the County Court -11-052.
On motion of Mr. Apperson, seconded by Mr. Browning, it is resolved
that the request of the Sheriff to hire three (3) additional jailors

There was presented to the Board a request for the employees of the
County for some additional holiday during Thanksgiving or Christmas
and after much discussion of the matter, Mr. Dietsch makes the following
motion, which was seconded by Mr. Purdy: That the holiday schedule
as passed by the Board of Supervisors for 1968 be maintained with the
exception that the erttire day of December 24th be granted as a holiday.
Upon further consideration, Mr. Browning makes _a_substitute motion, which
was seconded by Mr. Apperson: That the employees of the County be
required to work a full day on December 24th and be given December 25,
26 and 27 as holidays.
After some discussion of the matter, a vote on the substitute motion
passes 3 - 2 with Mr. Horner abstaining.
On motion of Mr. Dietsah, seconded by Mr. Apperson, it is resolved that
for the year 1969 that the meeting dates of the Board of Supervisors
be changed to the second and fourth wednesdays, with the exception of
Decemwer which date for the second meeting will be December 29,1969.
Mr.Robert Clark, of Carlton, Taylor and Clark, comes before the Board
presenting the bids for the additions to the Health wilding at the
Courthouse and recommends, by letter, that the County accept the low
bid. Upon consideration whereof, it is on motion of Mr. Apperson,
seconded by Mr. Martin, resolved that this Board accepts the base bid
of $320,000 submitted by Thomas E. Nuckols, which bid was the lowest
of thirteen bids reQeived.
And be it further resolved that Alternate I in the amount of $3800eOO
be and it hereby is accepted, and the bid: is hereby awarded to T. E.
Nuckols, Contractor.
On motion of Mr. Dietsch, seconded by Mr. Martin, it is resolved that
this Board agrees to vacate an easement on the souths ide of Lot 4,
Block A, in the Plan of Dorset Place, Section 2, for Mr. Stephen Turner
when the proper instruments are presented to the Board.
On motion of Mr. Dietsch, secon~ed by Mr. Apperson, it is resolved
that this Board recommends to the state Highway Department the
acceptance into the State Secondary System, the following roads:
Fan Court, Section 7
Gay Farms, Section 3
Trueheart Heights, Section 2
Falling Creek Farms, Section E
North end of Logan street

There was presented a letter from the Midlothian Fire Department
requesting the County to pay for a watch light in the vicinity of the
Midlothian Fire Department.
On motion of Mr. Martin, seconded by Mr. Apperson, it is resolved that
this matter be investigated and the light paid for by the ~unty in the
future.
On motion of Mr. Browning, seconded by Mr. Apperson, it is resolved that
a light be installed for the Matoaca-Ettrick Rescue Squad.
On motion of Mr. Apperson, seconded by Mr. Dietsch, it is resolved that
the following water contracts be and they hereby are approved:
AC-391A Belmont Hills, Section "A"
AC-471A Surreywood, Section "B"
ARC-631 Hill Top, Section "B"
AC-585C-D &E-Garland Heights (Three contracts)

On motion of Mr. Martin, seconded by Mr. Dietsch, it is resolved that
the following sewer contracts be and they hereby are approved:

Olde Coach Village, Section "A"
On motion of Mr. Dietsch, seconded by Mr. Purdy, it is resolved that
the County Engineer be authorized to install a water line on Parkway
Lane, provided the four scheduled connectors pay the sum of $550.00
per connection and receive each $250000 when four new connections have
been made to the then existing water line.
On motion of Mr. Purdy, seconded by Mr. Browning, it is resolved that
the ~unty Engineer be authorized to proceed with the installation
of a water line on the South ~ester Road.
On motion of Mr. Dietsch, seconded by Mr. Purdy, it is resolved that
the County Engineer be authorized to install a water line from the Huth
Road if two of the present residents pay $300000 each for a water
connection.
On motion of Mr. Dietsch, seconded by Mr. Browning, it is resolved that
the County Right of Way Engineer be authorized to offer the sum of
$25.00 to Robert A. and Grace E. Dorman for an easement for Project S68-
It and to offer the sum of $125.00 to Allie V. and Virginia B. Maddra for
an easement for Project 6511-3 and if said offers are not accepted that
condemnation proceedings be instituted to acquire this property.
On motion of Mr. Browning, seconded by Mr. Dietsch, it is resolved that
this Board award Project 651l-37A to the Van Doren Construction Company
for the installation of sewer lines in Penn Acres Subdivision, which
contract is in the amount of $32,425.85.

On motion of Mr. Browning, seconded by Mr. ~etsch, it is resolved
that the County pay for the cutting of the weeds on the right of way
on Bremo Street, running northwardly from Totty Street in Ettrick,
which street is unimproved.
On motion of Mr. Apperson, sefonded by Mr. Dietsch, it is resolved that
this Board requests the Army Corps of Engineer to make certain
drainage studies in the County of Chesterfield.
Mr. Stanley S.. Kidwell, Jr. from the Division of State Planning and
Community Affairs, comes before the Board in an effort to explain
the action of the General Assembly in setting up planning districts
across the State of Virginia. He said the districts must be set up
by December 30, 1969, but that his Department hoped to finish the jOb
by June 30, 1969; that there may be as many as twenty districts in the
State, that the districts would be eligible for $5000.00 per 25,000
people; that the State is not certain at this time how the present
money allocated for this use is to be divided. He states further that
localities do not have to join the Planning 21strict, however, the
final decision as to which district a locality will be assigned rests
with the State.
There was a general discussion concerning the many facets of this
proposition and there was no action taken concerning this matter.
On motion of Mr. Dietsch, seconded by ~tr. Browning, it is resolved
that this Board adjourn at 7:05 P.M. to 7:30 P.M. on December 2, 1968.

Dear Mr. Burnett:
This is in reply to your letter of October 29 with which you enclosed a copy of the proposed
amendments to the Poli ceman's Retirement System.
As you requested, we have reviewed the proposed amendments. We agree that they will go
a long way towards clearing up the ambiguities inherent in the present ordinance. However,
as we understand your letter you are more interested at this time in our opinion as to the
soundness of the proposed funding of the System.
In our actuarial report on the 1967 valuation of the System, we recommended that the County's
annual contributions under the present provisions be at the rate of 5.73% of payroll of all
members, or about $21,500, based on 1967 payroll. Also, the report pointed out that an~
increase from 1% to 1 ~% in the basic benefit formula would entail an additional annual
contribution of about $10,000.
The proposed amendments do include a provision for such a benefit formula increase, so that on
the basis of the funding method heretofore used and on 1967 personnel data, the County's
annual contribution under the proposed plan should be at least $31,000 for 1968-69 rather than
the $20,000 figure mentioned in your letter. Actually, because of salary increases and other
actuarial losses between 1967 and 1968, the 1968 cost, computed on the same basis as used in
1967, lik~ly would be about $40,000. The minimum annual contribution to keep the unfunded
accrued liability from increasing would be about $32,000; the $40,000 contribution would
include about $8,000 to reduce the unfunded accrued liability.
Accordingly, if the usual principles of actuarial soundness were to be applied, the County's
minimum annual contribution under the new plan should be $32,000. If only $20,000 were to
be contributed, this would mean that the deficiency would have to be made up in future years
by contributions in excess of $32.000.

Your suggestion of contributing only $20,000 a year for the next two years would be a feasible
approach under current conditions so long as it were clearly realized that the next actuarial
valuation will result in a recommended contribution at a much higher level. If the members of
the System are to be paid their promised benefits, the County must recognize and exercise its
responsibility toward sharing in the cost of such benefits. The sooner that the County's
contributions are established at a realistic level, the better it will be for the System, and
the more fairly will the cost be spread over the taxpayers of the County.
We were interested in your expressed opinion that the true market value of the assets of the
retirement fund is in excess of the value reported to us in the annual audit. To the extent
that the true market value of the fund's assets at July 1, 1968 exc'eE'ded $244,581, the
"minimum" 1968-69 contribution ($32,000) would be reduced by 4% of such excess (up to
$207,000). However, only if the true market value were at least $496,000 would the
actuarially computed County cost be less than $20,000.

AN ORDINANCE establishing a retirement system to be known as Chesterfield County

Policemen's Pension and Retirement System; establishing Chesterfield Policemen's

Pension and Retirement Board; setting forth the general powers, authority, and
/duties of such board; providing rules and regulations for determining eligibility
for retirement and to receive such pensions and benefits as prescribed herein;
/
prescribing how much each member shall contribute monthly to fund the system and

be financially solvent; prov1ding for effective date of such ordinance under cer-
tain conditions.
BE IT ORDAINED by the Board of Supervisors of Chesterfield County, Virginia:
1. There is hereby established the Chesterfield Policemen's Pension and Retire-
ment System as provided for herein.
2. There is hereby established the Chesterfield Policemen's Pension and Retire-
ment Board consisting of five members, three appointed by the Board of Supervisors
from the citizens of Chesterfield County for terms of two, three, and four years,
respectively, one member shall be the chief of Police of the Chesterfield County
Police Department and one member shall be an employee of the Chesterfield County
Police Department elected annually by the membership of the Police Department. Such
Retirement Board shall have the duty to operate and administer the retirement system
and review all applications for retirement or other benefits as provided and shall
have the further duty to investigate the reports that minor children of a deceased
police officer are not properly cared for and if such reports prove true, shall
have the authority to make 'payments for the said minor children as they deem in the
best interest of said children. Any member on disability retirement is subject to
review by Retirement Board, and any member has the right to appeal the decision of
the Retirement Board to the Board of Supervisors. Such Board shall at its first
meeting, and annually thereafter, elect one of its members as president, one as

secretary and may also elect a vice president, and shall elect a treasurer.
3. The general powers, authority and duties of such board shall be as follows:
a) To make and adopt by-laws, rules and regulations lawful to be made, which
the Board may deem necessary for the proper conduct of its affairs;
b) To provide for such clerical, legal, and medical and other services as the
Board may deem necessary or proper, and provide for the payment of suitable compen-
sation for such services;
c) To provide for, and require, deductions from the salaries of active and
paid members of such police department and cause the same to be paid into the
treasury of the Board, certain percentages of salaries, as hereinafter specified,
for the purpose of raising funds for the necessary purposes of the Board in the
administration of its affairs.
d) Draw warrants on the treasury of the Board, for the payment of pensions
and benefits hereunder, and costs and expenses of administration, which warrants
shall be signed in the name of the Board and countersigned by its president.
4. The treasurer of such Board shall be the custodian of all the funds and
securities of the Board, and shall give bond, payable to the Board in such amounts
and with such surety as may be required by the Board, conditioned for the faithful
performance of his duties and the proper accounting for all funds and securities
coming into his hands, the cost of the Bond to be paid out of the funds of the
Board; and he shall disburse the funds of the Board on warrants drawn on him by
the Board, and signed and countersigned as herein above provided for.
5. ME~illERSHIP:
Membership in the retirement system shall be voluntary for Police Officers
presently employed at the time this ordinance becomes effective. Thereafter, all
police officers employed by the County shall be required to become members of the
retirement system. Each member shall contribute monthly an amount equal to three
per centum (3%) of his monthly compensation.

6. ELIGIBILITY FOR RETIREMENT AND PENSION~
Any member who has attained the age of fifty-five (55) years and twenty-five
(25) years creditable service Hith the Chesterfield County Police Department shall
be eligible for retirement. Creditable service shall mean one years credit for
each year as a member of the Police Department before chartering of the Chesterfield
Police Benevolent Association and one year's service for each year as a member of
the Chesterfield Police Benevolent Association and one year's service for each
year after this plan is adopted. Each year a member of the Chesterfield Police
Benevolent Association is in the Armed Forces involuntarily shall count as one
year creditable service provlding the member returns to the Police Department after
being Honorably Discharged from the Armed Forces.
Upon retirement, a member shall receive an annual retirement allOlvance VThich
shall equal one and one fourth per centum (l~%) of the highest five (5) years
average income multiplied by the number of years of his creditable service. vfuen
any member shall have reached the age of sixty years or over and has twenty-five
(25) years of creditable service, he shall be eligible for retirement and his
minimum retirement payment shall be One Hundred and Seventy-five dollars ($175.00)
per month.
If any member after retirement shall die, leaving a Hidow, then the widow of
such member during her widoHhood, shall receive an annual allowance payable monthly
equal to one-half (~) of the member's retirement payment. Said widoH receives this
amount until she reaches eligibility age for receiving maximum Social Security
E2nefits. If he leaves no Hidow, or the widow dies or remarries, then such child
OL children, if any, of the deceased member, under the age of eighteen (18) years,
shall be paid such allOlvance until such child or children die or attain the age of
eighteen (18) years, ~vhichever shall occur first. If more than one child survives
th0, deceased member, the allowance shall be divided among them and paid in such
manner as the Retirement Board may determine.
If a member hereafter dies in service at any time before retirement from a

cause determined by the Retirement Board to be compensable under the Virginia
Workmen's Compensation Act, there shall be paid an annual allowance payable monthly,
to the widow of such member during her widowhood, if he leaves a widow,equal to
one-half (l:i) of the members pension if he had retired at his earliest retirement
age. (average of highest five (5) years income multiplied by the number of years of
creditable service plus the number of years member would have been required to work
to reach his earliest retirement age.) If h~ leaves a l-lidm'l and child .or children
under the age of eighteen (18) years of age, then the widow shall receive full a-

out any duties as a member of the Police Department shall be retired and receive
an annual retirement allowance payable monthly which shall equal one and one fourth
per centum (l~) of the average of highest five (5) years income multiplied by the
number of years of creditable service plus the number of years member would be re-
qui red to work to reach his earliest retirement age. Any benefits payable under

7, DEATH BEFORE ELIGIBILITY FOR RETIREMENT AND SEPARATION FRO~! SERVICE:
In the event a member of the Chesterfield County Police Department who partici-
pates in the retirement system shall die before retirement from a cause determined
by the Retirement Board not to be compensable under the Virginia Workmen's Compen-
sation Act, his estate shall receive the amount he has contributed to the Retirement
Fund. If a member resig~s
.:..s separated from the Police Department, he shall,
on application, be paid the amount of his contributions paid into said Retirement
Fund and into the Chesterfield Police Benevolent Associated, Incorporated, or if
he had at least fifteen (15) years creditable service, he may elect to leave the
amount contributed in said fund and he shall be paid annually one and one fourth
per centum (l~) of his highest five (5) years annual average for creditable service
multiplied by the number of years of creditable service in monthly installments
when such menmer reaches the eligibility age for receiving maximum Social Security
Benefits. In the event of his death prior to reaching eligibility age for receiving
Social. SecErity Benefits, then the amount contributed shall be paid his estate.
8. CONTRIBUTIONS BY THE BOARD OF SUPERVISORS:
The Board of Supervisors shall contribute annually sufficient funds to assure
the proper operation of the system and the payment of benefits falling due here-
under. Each annual contribution shall be actuarially determined percentage of pay-
roll such that the aggregate present value of future contributions at such percentage
rate, together with the current assets of the fund and the aggregate present value
of future member's contributions shall equal the present value of all benefits
under the system.
9. DEDUCTIONS FROM SALARIES:
There shall be deducted from the salaries of such policemen who are members of

the retirement system such amounts as provided for herein which shall be paid into
the treasury of the Chesterfield Policemen's Pension and Retirement Board.
10. TRANSFER OF ASSETS TO COUNTY:
Any and all assets and funds derived or obtained from, or transferred to the
County of Chesterfield, Virginia, by the Chesterfield Police Benevolent Association,
Inc. shall be transferred to the Chesterfield Policemen's Pension and Retirement
Board.
11. INVESTMENTS OF FUNDS:
All cash assets and funds not necessary for immediate payments of pensions or
benefits as provided herellilu~r, shall be invested in securities that are legal
investments under the laws of this Commonwealth.
12 . RIGHT OF APPEAL:
An appeal of right shall lie from the action of such Board on any matter in
which the Board is given discretionary power, to the Board of Supervisors and, if
an adverse decision is rendered, an appeal of right shall be allowed to the Circuit
Court of Chesterfield County, Virginia.
13. EFFECTIVE DATE:
An emergency existing, this ordinance shall be in full force and effect at
such time as the Chesterfield Police Benevolent Association, Inc. executes an
agreement with the Board of Supervisors of Chesterfield County, Virginia, agreeing
to transfer to the County of Chesterfield, all of the assets of such association.
WHEREAS, this Board by resolution of July 26, 1962 resolved that any police officers
not a member of the Police Benevolent Association could pay up his back dues and
become a fully accredited member of the new Policemen's Pension and Retirement
Board, and
I~EREAS. the Chesterfield Policemen's Pension and Retirement Board has notified all
officers of this provision giving a statement of the back dues owed in order to
become a fully accredited member of the retirement system, and
IVHEREAS, the aforesaid Retirement Board has requested the Board of Supervisors to

set a time limit when the amount due could be paid.
NOW, THEREFORE, BE IT RESOLVED, That the Board of Supervisors doth determine that
every member eligible to pay back dues to become a fully accredited member of the
new police retirement system may do so if such amount is paid by December 31, 1963.

Gentlemen:
The Clerk of County Court attends one annual meeting and
one spring workshop of the Virginia Association of Clerks of
Court Not of Record. These meetings are held to improve the
efficiency of the courts and to provide better and up to date
service to the public.
The State does not provide funds for expenses incurred by
the clerks attending these meetings, but many municipalities
and counties through out the State pay their clerkls travelling,
and/or living expenses.
Heretofore, the Clerk of the County Court has been attending
these meetings at his own expense. He has stated that he would be
willing to continue to pay his living expenses, ,but would like
to receive some financial assistance on his travelling expenses.
This expense would fluctuate from $30.00 to $60.00 per year,
(depending upon the location of the meeting within the State).
Therefore, I respectfully request the Board of Supervisors to
authorize the County Treasurer to re-imburse the Clerk of County
Court for mileage incurred in travelling to and from these two
meetings each year, including the meeting attended by him in Roanoke,
Virginia on November 2, 1968.

As stipulated in the Contract Documents, bids for the construction of the
above work were received at 2:00 p'.lU., 21 November 1968, at the Court-
house and were then publicly opened and read.
As indicated on the Bid Tabulation Form, a total of thirteen (13) bids were
received from a total of fourteen (14) general contractors who requested
plans for bidding.
An analysis of the bids received wo uld indicate that the low bidder on the
work is Thomas E. Nuckols, with a Base Bid of $320,000 and a bid on
Alternate No. 1 of $3,800. Alternate No. 1 covers revisions to the heating
system in the existing building which will improve its operation and permit
control of temperatures in all spaces to a much greater degree than possible
with the existing one-pipe loop system. This alternate was taken because no
participation under the Hill-Burton Program is available for this phase of
the wo rk.
Premised upon the analysis made by this office, we, therefore, recommend
the acceptance of the Base Bid and the bid for Alternate No.1 as submitted
by Thomas E. Nuckols in the amounts hereinbefore indicated.

'.Ie would like for the Cnssterfield County Fire
Committee at their next meeting to consider that the
county pay the .~3. 50 per month - cher~;e to V3PCC for
our watch light in front of the firehouse.
':ie have been paying this bill ourselves for
several years and it has been brought to our attention
the county has been paying the bills for some other
fire departments in the county. Three dollars and
fifty cents a month doesn't sound like much but it
adds up to )+2.00 per year \.]hich could be used in the
purchase of seme new small equipment or personal gear
which has to be purchased from our department funds.
Any consideration you could give us would be
greatly appreciated.

The 1968 General Assembly gave this office several new responsi-
bilities in the field of state planning and community affairs. Among these
is the task of delineating planning districts in Virginia. Planning districts
should be logical groupings of counties, cities, and towns which may
organize into planning district commissions and work together to solve
I common problems.
We feel honored to have this responsibility but realize fully that
it is a serious undertaking.
The law requires that all areas of the State be included in a planning
district. Because of this, we believe it is absolutely essential to discuss
this project with elected officials of local governments throughout the
Commonwealth before planning district boundary lines have been drawn.
In order to do the best possible job, we need your help.
We want to visit your community and meet with you and the other
elected officials on your governing body. At this session, we will discuss
planning districts in detail. Your reaction to the ideas we present will
help us determine how local governments should be grouped to form a
planning district in your area.
Unfortunately, the problem of scheduling meetings with elected
officials is extremely complicated because of the time limit for deline-
ating planning districts. In order to maintain.project deadlines, our
meetings with elected officials must begin this October and be completed
by mid-November.

One hundred fifty-nine local governments in Virginia are eligible
for membership in a planning district. To meet with each of them we
must be out in the State every week holding meetings each morning,
afternoon, and evening.
I wish it were possible to let the elected officials of each local
government select the time jl-nd datefor their meeting with us, but time
does not permit it. Instead we must arrange a schedule of meetings
covering the entire State and then notify officials of each local govern-
ment when we will be able to meet with them.
We realize that this is not the most desirable approach. We know
also that circumstances will prevent some elected officials from meeting
with us, but I urge you to make every effort to attend. We need your
advice. These meetings will be informal work sessions--formal public
hearings will be held early next year.
We do not want to restrict attendance to elected officials. Please
feel free to invite key employees of your government or other citizens
you believe would have a genuine interest in planning districts. Also,
we think it would be helpful to have present the members of any planning
commission which functions in your area and any General Assembly
members who reside there.
I trust you will, understand the difficulties we faced in scheduling
159 meetings in a six-week period, and I hope that you will be on hand
to discuss planning districts with us.
Enclosed is a brochure which summarizes Virginia's recently
enacted planning legislation.
