Dear Sir.
I am opposed to the rezoning of case 69-2C from R-2 to C-l because,
the added traffic at this corner would be a greater safty hazard to the
complex of schools in the area. This problem of traffic was brought to
biting reality by one of my children being struck by a car. I realize
this could happen at anytime and any place but because it happened, it
has opened my eyes in terror to the potential hazards with increased
traffic.
Also, with the proper planning, Chester has the possibility of be-
coming a model community showing the pride of our fellow Chesterites~
without this proper planning we will become a hodge-podge of liVing and
working structures marring our complexion. A rezoning to R-l may be the
perfect use for this property. It would not only be 8 buffer zone from
business to residential areas, it would enhance our public face and
bring profit.

Gentlemen:
At a recent meeting you. received copies of the
Chester Study as prepared by the office of the County
Planning Director. This study was referred to and dis-
cussed by the Planning Commission at its January 21 meet-
ing at which time the Chairman appointed a committee to
review this study and other long range plans for the Chester
community. Mr. M. T. Dubus, Bermuda District representative,
was appointed Chairman. Serving with him and forming a
nucleous of the committee are:
Mr. E. Howard, Dale District Planning Com-
mission_Representative
Mr. S. Balderson, Research Technician, Plan-
ning Office
Mr. A. E. McCants and Mr. J. H. Rogers, res-
idents of the Chester area.
In the three weeks since appointment the committee has
reviewed the Chester plan with the County Planning Research
Technician. Discussions have been held with the Chief, Local
and Regional Planning Section~ Division of State Planning; an~
with the VPI Extension Specialist~ Community Developement (cur-
rently assigned to the Governor's Staff). These discussions
have focused on the primary problem of obtaining professional
assistance and guidance in undertaking ,and preparation of a
comprehensive community developement.plan.
Considering the importance of the Chester area geo-
graphically, its 'situation midway between the cities of Richmond
and Petersburg, its proximity with the expanding county seat,
its proximity to major industry, the new Community College and
major recreational sites in the vicinity, the VPI Extension
Specialist on Community Developement offered services of initial
guidance by meeting with the committee and other specialized
assistance. He indicated a strong possibility of hiring a grad-
uate student to provide full time direction in developement of
a plan during the summer of 1969, with the added possibility of
assistance from the staff of the Center for Urban and Regional
Studies. The plan, as discussed, will be, long range, compre-
hensive, and will require not less than six months.

As previously stated the Committee's objective is
to provide the Planning Commission with a comprehensive
study of the Chester area with immediate emphasis on the
business district.
The present membership has.. had insufficient time
to study or obtain a concensus' opinion concerning the.Col-
onial Stores rezoning request, but as individual members
we are opposed to such rezoning 'for safety reasons, mind-
ful of possible precendence which could affect the entire
a~ea facing the three schools on Route 10 in Chester.

Dear Mr. Horner:
When the above rezoning request was first heard by the Chesterfield
County Planning Commission, I wrote a letter to Mr. Mayo objecting to the
rezoning of, this property for business. At that time, I was concerned about
the creation of additional traffic problems at the intersection of Route 10
and Winfree Street. Taking into consideration statements that have been
made before the Planning Commission and the Board of Supervisors, I have
reconsidered possibilities of alleviating traffic conjestion and minimizing
any hazardous conditions that now exist or may be created in the future.
Being the only property owner whose property is in the same tract of
land, I do not feel that a business rezoning of this nature would endanger
my property rights or create severely adverse conditions.
Since my husband had developed two of the other corners for business
and was developing the third corner at his death, and after discussing this
matter with my children, I have decided not to oppose the rezoning of this
property for business.

Dear Mr. Burnett:
It has been brought to my attention by a number of people
who use our record room that some of our older deed books, will
books, etc., are in a bad state of repair. The last time any re-
pair work of this nature was done was in August, 1965, when William
R. Shelton was Clerk of this Court. This work was but a portion
of that shown to be needed at that time and, as a consequence, some
of the re-binding and repairs needed now should have been done then.
I have taken the liberty to have Mr. Charles Lejeune up-date
his survey, a copy of which is enclosed. His schedule is such that
if he doesn't start this work while he is in this area it will be
some time before he could get back to us. As you may see from the
survey the more important of the two divisions would be the first,
I am informed by Mr. Lejeune that it is not necessary that he do
the full estimate of either division but that he could do less;
taking the books worst condition first. I am of the opinion, how-
ever, that this work should be done as soon as possible and as
much of it as possible.
Due to the stated situation of Mr. Lejeune's schedule I
have taken the liberty of having him start work March 3, 1969. It
is my hope that the board will see fit to appropriate the necessary
funds to cover the first and most important division of this survey
or, in the alternative, at least some reasonable portion of the
$3,204.50 as set forth therein.

Dear Mr. Burnett:
The U.S. Department of Agriculture, Soil Conservation Service has
almost completed their work on the Chesterfield County Soil Maps. The
Board of Supervisors authorized funds for these maps at their November
21, 1967 meeting and approved a cooperative agreement with the USDA-SCS
dated January 24, 1968. Work was not completed during that budget year
and the appropriation lapsed.
There is a considerable amount of drafting and other work which
will be necessary after we receive the maps from the Soil Conservation
Service. An appropriation of $17,500 is needed to cover expenditures
already authorized and work required to complete the maps. The funds
will be utalized according to the following estimates:

At the request of Mr. G. W. lYloore, Jr., please ask the Board of
Supervisors on March 12, 1969 to authorize the Treasurer to transfer
$ 214,000.00 from the Sewer Bond Construction Fund, fund 77, to the
Sewer Debt Service Fund, fund 72. Also, we need an appropriation
now of $ 185;820.00 to the Sewer Debt Service Fund. This amount is
in the current budget and would normally be appropriated for the
fourth quarter but the debt items have been paid.
Please ask the Board to transfer the following amounts within
the planned budget:

Attached is original and copies of proposed ordinance
which will prohibit vicious or destructive dogs from running
at large, and requiring the owner of any such dog to keep
it confined to his premises.
I have drafted this proposed amendment to the dog
ordinance in response to Mr. Apperson's letter under date
of March 3, 1969.

The dog nuisance has been a constant irritant to the Board
of Supervisors. As a member of the Board I am one of the prime
targets for complaints from the public. f1:y love for animals
has made me want a course of moderation on this matter. I have
been moved roiay from this because the less moderate means of
control, in my judgement, have failed. The failures all appear
to be tracable to human failures. In the climate today of not
being able to become involved because ,..e live in a business
oriented rather than a rural type of society. To involve the
members of this business society in such matter causes serious
disruptions of the business system both personal 6.J."1.d otherw;ise.
Therefore, the public has turned from self service in these mattel'S
to paying some form of government for the service. Thus, we
progressively move on the road to more governmental control.'

make dogs less noxious to people. A facetious observation is
that the trouble with our dog ordinance is that the dogs can't
read.
Complaints are still being I'eceived and discussed with me.
At present there seems to be some confusion concerning the
status of the freedom of dogs in the out door property of
apartments. Citizens have been told by our dog wardens that they
have no control over dogs in these areas. The manager of the
He8,dOl'Jdale Apartments has been aslced to furnish a list of' dog
owners having licensed and unlicensed dogs, before her complaint
could be processed.
A good deal of concern is expressed over a pack of wild dogs
that range be~"een the two county Q~~ps. It has been reported
that in this pack there are.about five bitches that each have
a number of almost grown puppies. 'l'hese dogs forage in the

priviously indicated range. They use the creek bottom sparsely
populated areas ror passage between the dumps. Since the pack
is increasing rood per dog is becollmilng less. This'has resulted
in garbage can raids or those homes located nearest their travel
runs.
Now to parade the "boogy man" berore you. There is a boy
vrho each school day has to walk through the Kingsland Creek bottom
2.bo1lt .7 m; les on Beul"h Road to catc.h the school bus. This
lad carries his lunch. I fear that some day he may be encountered
by this under red animal pack on his trip through the bottom.
The newspapers would really have a ball 'Hith a story like this.
Yw. Thurston or Beulah Road who had considerable to say
about this pack or '\-fild dogs has suggested that a wild dog
hunting party be organized. He volunteered to help rold indicated
he could get help.
By copy, Chier Gill is requested to give particular attention to
the elimination or the ,\'lild dog packs in the County. IY organized
ci tizens help is needed please let this be lmmm.
Also, by copy, Mr. Lee R. Gordon, Commonwealth Attorney, is
requested to prepare either an ordinance or amendment to provide
a means or handling the bad or vicous dog. The old ordinance
had this provision.
Further, it is requested that some type or ordinance be
prepared that will require the use of leashes in apartment complexes,
childrens play areas, school play grounds and public recreation
areas.
If there are any who receive this letter who have better
ideas on how this situation may be ha.l1dled, please come rOI"'<lard

Gentlemen:
Undersigned Ray Tucker respectfully requests the
Board of Supervisors to permit her to construct a one
story dwelling house on the land shown on the annexed
plat standing in her name consisting of 3.33 acres,
more or less. Said land does not front on a hand
surfaced highway, but the access is by a dirt road
shown on said plat, the said dirt road has been used
as an ingress and egress to the 3.33 acres for over a
period of 100 years, and runs over the property of
Cyrus Kirkpatrick. The said Ray Tucker hereby certifies
that she will not at ~'any, time in the future request the
County to, hard surface the access road to her property.
