Gentlemen: He, the following residents of Worthington Farms and vlarwick Acres subdivisions, herewith express our concern over the proposed rezoning of the A. S. Gresham property which is sch~duled to be considered by you on January 8, 1969. First, if the conditions proposed in that rezoning re- quest are not legally restrictive, then we respectfully request that the rezoning be deferred until suchctime as adequate protective restrictions can be legally enforced so that our property values will not be adversely affected. Seqond, when the property is rezoned, we respectfully request that such action as is necessary be taken to assure that the increased ~raffic created by the development of the property will be carried around, rather than through, the two subdivisions so that the present residential atmosphere of the areas will not be disturbed. We recognize that probably the highest and best use that can be made of the frontage along Route 60 is for some type of commercial use. However, the depth of such commercial zoning should be no further South of Route 60 than the old Bogey Line right of way which is generally in keeping with the remainder of the business zoning along Route 60. This would provide for a commercially zoned tract in excess of SO acres that is approximately rectangular in shape. The remainder of the tract is bordered on the East and South by Warwick Acres and Worthington Farms Subdivisions, containing 300-plus single family houses. In order that the market value of these houses not be adversely affected, we request that this part of the tract be zoned 9~~~ residential. Through treatment of the children and their parents, they find new'and useful and successful ways of meeting their personal and family problems in life. The proposed Day Care Center will serve those children and families who ; ,while not requir&ng residential treatment away from home, have reached a point that they cannot use public facilities and the public school system, wherein the family can benefit by remaining together at this time through intensive treatment. MEDICAL COLLEGE OF VIRGINIA DIVISION OF CHILD PSYCHIATRY 515 NORTH TENTH STREET RICHMOND, VIRGINIA 23219 June 6, 1969 Board of Supervisors, Chesterfield County Chesterfield Courthouse, Virginia Gentlemen: In last Thursday's News Leader there was an item about a proposed Family Clinic and Residential Treatment Center for Children on a site bounded by Rockaway Road and Buford Road in Bon Air. This kind of pro- gram is a psychiatric facility for the treatment of emotionally disturbed children and their families. Most residential treatment centers have a number of children who stay in the setting 24 hours a day, and many of them have d?y care programs in which a child spends the day at the site and returns home at night. Although I am in favor of more and better programs for children, this letter is to voice my opposition to such a center in this particular area. I oppose it as a long-time resident and home owner and as a member of the Bon Air Community Association. My home is only a few short blocks from this site and the Bon Air Community House and its recreation areas are directly across the street from the site mentioned. In general I am opposed to the commercialization of an established residential area, whose families like the peaceful village atmosphere that makes this neighborhood distinctive and a desirable place to live. More specifically I am opposed to the establishment of a residential treatment center for children in this location because of the always dis- turbing and disruptive nature inherent in such installations. A majority of the children housed in residential treatment centers are markedly emotionally disturbed. Their problems range from extreme withdrawal to seveutconduct and behavior problems. Their behavior is characterized in general by a lack of control of their impulses and in many instances by irrational conduct. They often have marked anger, hostility, and rage and frequently vent these exaggerated feelings, on slight or no provocation, in any direction and at whatever or whoever happens to be nearby. Not '~all these children show such deviant behavior, but in any residential population there are children with long histories of stealing, running away, sexual problems, fire setting, cruelty and destructiveness, Further, many of the withdrawn children in the process of treatment often exhibit these disturbing behaviors before they reach a plateau of improvement. ' . . Page 2 These behavior disordered children are extremely difficult to manage with even the most skilled staff, and the management problems in relation to the community are ongoing in all such centers. There are continuing problems in the community centered around such behav- iors as running away, breaking and entering homes, ransacking of parked cars, throwing rocks at passing cars, name calling and cursing at pas- s€fby, the setting of fires in the neighborhood, the making of obscene gestures at passersby, undesirable sexual behavior both on the grounds and in the community, and general destructiveness to property. The above is not to say that such programs are not needed. They are needed in both the private and public sector of services, and I have gone on record numerous times in past months and years in support- ing such programs. Many of these children can be helped and rehabili- tated and we need more quality residential programs throughout this count:ry. { However, I am in position to know first-hand the difficulties en- countered with such centers, as most of my professional life has been concerned with them. For the past eight years I have been at the Medical College of Virginia where my duties include the directorship of the Virginia Treatment Center for Children, a residential treatment center for 40 emotionally disturbed children. Before that I was Chief of Child Psychiatry at Vanderbilt University School of Medicine, with a 20 bed residential treatment center; and before that was on the staff of the University of North Carolina with a smaller residential treat- ment center for children. Moreover, in the past ten years I have had occasion to visit personally most of the better residential programs in this country and to serve as a planning consultant for many new programs that were'being established. All of them have the continuing management problems that have been enumerated above, and these problems are intensified when the location is in a residential neighborhood. If these children could have made it at home, in their schools and in the communities they would not be in a residential treatment center. No one knows more than I the joys and gratifications that go with seeing disturbed and disorganized children show improvement, and it often takes many months or even years of arduous residential treatment before they can become integrated again into their family and community life. However I believe that there are far more desirable locations away from neighborhood areas, than the site under discussion. Other locations would be more favorable for the children themselves as well as the families who already live in the neighborhood.
