Stegmaier Summary of Actions Taken by the Board on February 27, 2008 3:00 P.M. SESSION COUNTY ADMINISTRATOR’S COMMENTS ?? Mr. John Clifford, Chairman of the Chesterfield County Electoral Board, presented information regarding the 2008 Presidential Primary in Chesterfield County. ?? Mr. Jay Stegmaier provided an update on legislative topics affecting Chesterfield County at the General Assembly. ?? The Board recognized the Parks and Recreation Department for receiving the International Organization for Standardization (ISO) 14001 registration for the Environmental Management System development and implementation. The Waste and Resource Recovery Division was also recognized for receiving the United States Environmental Protection Agency’s Performance Track certification. BOARD MEMBER REPORTS Mr. Holland provided an update to the Board from the Budget and Audit Committee, which included their recommendation to put the Management Study on hold at this time and also to have the Internal Auditor to report to the Budget and Audit Committee quarterly on significant audit issues. He stated a Community Meeting is scheduled for the Dale District at Meadowbrook High School on March 3, at 7:00 p.m. Ms. Durfee stated all of the Town Hall Meetings have been held in the Matoaca District and they were a success with over 300 citizens participating. RESOLUTIONS Adopted Resolution recognizing Mr. Jimmie G. Newton, Department of Environmental Engineering, upon his retirement. Adopted Resolution recognizing Sergeant Alison Leigh Foster, United States Army Reserve, for her contributions to the war against global terrorism. Adopted Resolution recognizing Mr. George A. Beadles, Jr., for his civic-minded contributions at Board of Supervisors meetings. 1 CITIZEN COMMENT PERIOD ON UNSCHEDULED MATTERS Ms. Wendy Austin addressed the Board with concerns over the 2008 Presidential Primary voting errors. Ms. Debbie Burroughs, Chair of the Chesterfield Democratic Committee, expressed concerns regarding the ballot shortage and long lines at Chesterfield County Precincts. Ms. Kelly Davis addressed the Board regarding the 2008 Presidential Primary and her vote not being counted. Ms. Maggie May Myers addressed the Board regarding the increase in real estate assessments for the Longwood Acres Subdivision and the lack of sewer system connection in the subdivision. Ms. Margaret Smith addressed the Board regarding the lack of sewer system connection in the Longwood Acres Subdivision and her inability to get assistance from the county. WORK SESSIONS A work session was held regarding the proposed FY2009-FY2010 Budget including presentations from the Human Services Division and the Social Services Board. DEFERRED ITEMS Deferred to Acceptance of three parcels of land along the north right of way line of March 12, 2008 Watkins Centre Parkway from Watkins Land, L.L.C. for the construction of Watkins Centre Parkway. APPOINTMENTS Approved Appointment of Mr. William Johnson to serve as alternate board member for the Central Virginia Waste Management Authority. Approved Reappointment of Mr. James G. Lumpkin to serve on the Chesterfield Community Services Board. CONSENT ITEMS Approved Award of construction contact for Clover Hill Athletic Complex new roadway and parking improvements. 2 Approved Public hearing date set of March 12, 2008 at 6:30 p.m. for the Board to consider a new lease agreement with A. T. Massey Energy Company for rental of a corporate hangar located at 7431 Airfield Drive. Approved Public hearing date set of March 12, 2008 at 6:30 p.m. for the Board to consider the restriction of through truck traffic on Cranbeck Road from Huguenot Road to Robious Road. Adopted Resolution recognizing Mrs. Sheila Bratton, Department of Social Services, upon her retirement. Approved Acceptance of a parcel of land along Jefferson Davis Highway from Marvin H. Wilson, Jr. and Kathy T. Wilson. Approved Request from Brian K. Adkins for permission for a fence and gate to encroach within a 16-foot drainage easement across Lot 19, Deer Run, Section 12. Approved Request from Frontier Midlothian LLC for permission for a concrete dumpster pad to encroach within a 16-foot easement across property on Commonwealth Centre Parkway. Approved Request from Andrew Scherzer and Karen Scherzer for permission to install a private sewer service within a private easement to serve property on Old Buckingham Road. Approved Award of construction contract for Happy Hill Ground Storage Tank repairs and repainting project. Approved Purchase of road right of way, easements and residue property for the extension of Brandermill Parkway from the Trustees of Countryside Christian Church. Approved Accepted the donation for Chester Kiwanis Historical Park. Approved Request to quitclaim 16-foot water easements, a variable width sewer and water easement and a portion of variable width water easement across the properties of Midlothian Mini Storage LLC and William C. and Christine A. Martyn. Approved Request to quitclaim portions of 16-foot water easements across the property of Rasteck Construction and Development Corporation. Approved Request to quitclaim a portion of a 16-foot water easement across the property of Tripartners, LLC. 3 Approved Conveyance of an easement to Verizon Virginia Incorporated to provide service for the cell antennae equipment at Physic Hill Water Tank. Approved Reconfirmed April 2, 2008 as the budget/tax rate public hearing. Approved Initiation of an application to amend Substantial Accord conditions on parcel number 7436924869 (Undeveloped Providence Road Park Site). SESSION Reverend Derik Jones, Assistant Pastor of First Baptist Church of South Richmond gave the invocation. A musical selection was provided by the First Baptist Church of South Richmond choir. Eagle Scout Paul W. Kohler, II, led the Pledge of Allegiance to the flag of the United States of America. RESOLUTIONS Adopted Resolutions recognizing Mr. Paul Ward Kohler, II, Mr. William H. Faison and Mr. Matthew D. Entwistle upon attaining the rank of Eagle Scout. CITIZEN COMMENT PERIOD ON UNSCHEDULED MATTERS Mrs. Brenda Stewart expressed concerns regarding the increase in real estate assessments and the inequities of the procedures the Assessor’s Office uses creates throughout the county. Mrs. Judy Stoneman expressed concerns regarding the increase in real estate assessments and budgetary issues.
