Summary of Information: These five firms were selected from a field of eleven to perform architectural services for selected projects over the next five years. The evaluation committee was unanimous in its determination that these firms were each uniquely qualified and offered the best in professional services for Chesterfield County. Due to the vast array of differing projects that may require A/E Services over the next 5 years, it is necessary to engage services from several architects in order to take advantage of the specific business focus of the particular consultants. The projects, and therefore the consulting requirements, fall into a number of categories such as: Feasibility and detailed programming studies; Master Planning; Project specific experience in courthouses or corrections work; Educational and training facilities; Maintenance buildings; Site selection processes; Police and Fire Stations; and Recreational facilities. These firms have widely varying design and construction experience and expertise which is needed to meet the known and unknown requirements that will surface during the life of these contracts. The selection committee was composed of experienced individuals charged with developing and managing projects of all types and recognized the long term need to offer several alternatives to county departments. Each contract will be awarded for one year with four one year renewals. Fees expected over the next five years will exceed $2,000,000. Preparers Robert C. Subject: Nominations/Appointments/Reappointments to the Parks and Recreation Advisory Commission County Administrator's Comments: County Administrator: Board Action Requested: Nominate/appoint/reappoint four members to serve on the Parks and Recreation Advisory Commission. Summary of Information: The Parks and Recreation Advisory Commission is a panel of county citizens who will act as a liaison between the public, the Board of Supervisors, and the County Administration. The commission will review public input concerning parks and recreation facility development and programs and will work closely with the Department of Parks and Recreation to advise on long- range planning, policy direction and other critical issues. Ms. Marleen K. Durfee, Matoaca District Supervisor, has recommended that the Board nominate and reappoint Ms. Annette Schanz and Mr. Earl Gee. Their terms will be effective immediately and will expire December 31, 2011. Mr. James Holland, Dale District Supervisor, has recommended that the Board nominate and appoint Ms. Sandy Cassis and nominate and reappoint Mr. Robert Terrell. Their terms will be effective immediately and will expire December 31, 2011. Summary of Information: The Richmond Metropolitan Stadium Operating Committee is responsible for overseeing the management of The Diamond. The Committee meets monthly at The Diamond. Summary of Information: The Riverside Regional Jail Authority ("RRJA") operates the Riverside Regional Jail in Prince George County. The Authority consists of fourteen members, one member appointed by the governing body of each participating locality, and the Sheriff of each participating locality. Alternate members may also be appointed in the event the appointed member is unable to attend. Currently James J. L. Stegmaier represents Chesterfield on the RRJA Board and Mary Ann Curtin serves as an alternate member. Sheriff Proffitt is also a member of the Board by virtue of his office. Staff is requesting that the Board appoint Mr. William Johnson to replace Mr. Stegmaier as the county's representative on the RRJA Board, with a term effective immediately and expiring June 30, 2010. Subject: Set a Public Hearing to Consider Approval of a Real Estate Purchase Contract to Sell Approximately Forty-Nine Acres Located on Whitepine Road to Charles R. Primm County Administrator's Comments: County Administrator: n The Board is requested to set a public hearing for April 23, 2008 to consider approval of a real estate purchase contract to sell approximately 49 acres located on Whitepine Road to Charles R. Primm. Summary of Information: The Board is requested to consider approval of the attached real estate purchase contract to sell approximately 49 acres of land to Charles R. Primm. This parcel is the last large parcel of land in the Airport Industrial Airpark located at the end of Whitepine Road across from Maruchan. Economic Development has had a difficult time marketing this parcel in the past because it is a challenging site to develop and use. Among the disadvantages of the site are no sewer availability, the presence of extensive wetlands, and a challenging topography. Charles R. Primm has offered to purchase the property for $48,000 per acre. Mr. Primm is working with clients consistent with the I-1 zoning in the Airpark. The contract requires Mr. Primm to purchase all 49 acres of the property within seven (7) years, but permits him to purchase the property piecemeal over the seven year period; 2. The County will give Primm a credit toward the purchase price in an amount equal to the actual costs he incurs to extend sewer to the property up to $450,000; 3. Primm shall provide the County with a Performance Bond in an amount sufficient to secure his obligations under the contract, including extending the sewer line to the property; and 4. The Performance Bond will be forfeited to the County in the event Primm breaches the contract and fails to purchase the entire 49 acres within 7 years. The Berry Farm is currently seeking sponsors to help defray the costs of the event. All net proceeds from the music series will go to the Berry Farm. The Berry Farm will assume full financial responsibility for the Festival and music series. The Berry Farm will make food, water, and soft drinks available for purchase during festival hours. Portolets remain on the location throughout the May season and are serviced twice a week by Nes services. The Berry Farm maintains appropriate clean-up and trash disposal. There is ample parking, and off-duty police officers will assist with parking, crowd control and other security needs. Emergency medical and fire department officials are aware of the event and will be available to render service. The music/entertainment arrangements have been reviewed by the county Attorney's Office and meet the substantive requirements of the ordinance. All sound issues are under direct control of Shannon Mangnuson (General Retail Manager) with Chesterfield Berry Farm. We have an agreement in place with the Chesterfield County Police Department to employ off-duty police officers who will assist our staff with parking, crowd control and all other security components of our Festival and music series. The Board of Supervisors is requested to name the Park the "John J. Radcliffe Appomattox River Conservation Area." Summary of Information: Staff requests that the Board of Supervisors approve the purchase of a parcel of land containing 80 acres, more or less, part of parcel 769605133000000 for $7,000 per acre plus closing costs, which are estimated to be $20,000, from John J. Radcliffe and Peggy B. Radcliffe and James Ownley and Hope B. Ownley. The contract is subject to substantial accord, an acceptable title report and an environmental analysis. This acquisition of over one mile of undisturbed riverfront property is a 2004 Bond Referendum project. The property is adjacent to and accessible from the existing County Appomattox River Canoe Launch facility. (Note: The principal amount of bonds may be adjusted in accordance with terms of the offering documents to provide project funds at a minimum of $76.875 million when combined with a premium bid. This provision is necessary in anticipation of receiving a premium bid.) Summary of Information: This date and time had been scheduled to hold a public hearing on proposed Utilities ordinance fee changes. The Utilities Department's analysis of the FY2009 budget, capital replacement projects, and projections over the next ten years indicate that current revenues, without increases, will not be sufficient to cover operating expenses. A wastewater commodity charge is proposed to increase by $0.08 per one hundred cubic feet (CCF). The bi-monthly base charges for a typical 5/8" residential size meter is proposed to increase by $2.44. These increases are needed to cover the cost of rendering water and wastewater utility services. The base charges for larger meters increases proportionately based on meter size. In addition, the department's analysis of costs for expansion projects and projections over the next ten years reflect a connection fee adjustment to cover capital costs. The connection fees for a 5/8" residential size meter are proposed to increase in Wastewater as follows: from $2,370 to $2,725. In addition, increases in capital projects to comply with the nutrient regulations for the Chesapeake Bay, tank rehabilitation, the county's share of Richmond water plant projects, as well as maintenance of the integrity of the county's water and wastewater facilities are all contributing to the need for the proposed increased rates and fees. The charges for a typical 5/8" residential size meter having an 18CCF combined water and wastewater bi-monthly bill will increase by approximately $3.88 ($1.94 monthly). Even after the proposed rate increases (assuming a typical bill for combined services), the County's rates will still be significantly less than Henrico, Hanover, and Richmond. Summary of Information: This date and time has been scheduled to hold a public hearing on the proposed ordinance amendments relating to revisions in the Building Inspection fees. The proposed changes are related to the inspection process and are being considered in order to recover approximately 1000 of direct costs associated with building inspection functions. Costs associated with delivery of all services are affected by annual salary and benefit changes as well as other operating cost increases. These costs are exclusive of the costs related to the residential cash proffer inspection program, Fire Department plans review, and indirect costs such as electricity and water/wastewater bills. Fees are proposed to increase across all categories by 13.50 to 18.750. The building permit fee for a new house is proposed to increase from $576 to $684. Other residential fee categories such as plumbing or electrical permits are proposed to increase in the same proportion. Commercial permit fees are based upon the estimated cost of the project. The current fee is $6.40 per thousand dollars of estimated cost; the proposed fee is $7.40 per thousand. All other residential and commercial permit fees are proposed to increase in similar proportion. The proposed fee changes are anticipated to generate an additional $525,000 in FY2009 and $218,000 in FY2010. These fees were last adjusted in FY2005. The proposed ordinance is attached. (a) Except as provided in Sec. 1 (b), on tracts of land, lots or improvements thereon and on mobile homes the tax. shall be $0.97 on every $100 of assessed value thereof. (b) On tracts of land, lots or improvements thereon and on mobile homes in the Charter Colony Powhite Parkway Transportation District the tax shall be $1.12 on every $100 of assessed value thereof. Sec. 2. Personal Property. (a) On automobiles, trailers, boats, boat trailers, other motor vehicles and on all tangible personal property used or held in connection with any mining, manufacturing or other business, trade, occupation or profession, including furnishings, furniture and appliances in rental units, the tax shall be $3.60 on every $100 of the assessed value thereof. (b) On aircraft as defined by Section 58.1-3503 and -3506 of the Code of Virginia, 1950, as amended, the tax shall be $.50 on every $100 of the assessed value thereof. (c) On motor vehicles owned or leased by members of volunteer rescue squads, volunteer fire departments, volunteer police chaplains and by auxiliary police officers as provided in Section 9-57, Code of the County of Chesterfield, 1997, as amended, the tax shall be $.96 on every $100 of the assessed value thereof. (d) On wild or exotic animals as defined by Section 58.1-3506 of the Code of Virginia, 1950, as amended, the tax shall be $0.01 on every $100 of the assessed value thereof.
