The Board of Supervisors of the County of Chesterfield, on Wednesday May 27, 1998, beginning
at 7:00 p.m. in the Public Meeting Room at Chesterfield County Administration Building,
Chesterfield, Virginia, will take under consideration the granting of Mobile Home Permits on the
parcels of land described herein.
It shall be the policy of the Board of Supervisors that approval of a mobile home permit to park
a mobile home on a parcel of land shall be subject to compliance with the following Standard
Conditions:
CONDITIONS
1. The applicant shall be the owner and occupant of the mobile home.
o
No lot or parcel may be rented or leased for use as a mobile home site, nor shall
any mobile home be used for rental property. Only one (1) mobile home shall be
permitted to be parked on an individual lot or parcel.
o
The minimum lot size, yard setbacks, required front yard, and other zoning
requirements of the applicable zoning district shall be complied with, except that
no mobile home shall be located closer than 20 feet to any existing residence.
No additional permanent-type living space may be added onto a mobile home. All
mobile homes shall be skirted but shall not be placed on a permanent foundation.
5. Where public (County) water and/or sewer are available, they shall be used.

Upon being granted a Mobile Home Permit, the applicant shall then obtain the
necessary pemfits from the Office of the Building Official. This shall be done prior
to the installation or relocation of the mobile home.
Any violation of the above conditions shall be grounds for revocation of the Mobile
Home Permit.
98SR0237: In Bermuda Magisterial District, HENRY AND AGNES BRANKLEY request
renewal of Mobile Home Permit 91SR0201 to park a mobile home in a Residential (R-7) District
and amendment of zoning district map. The density of this proposal is approximately 2.23 units
per acre. The Comprehensive Plan suggests the property is appropriate for regional mixed use.
This property fronts the west line of Ramona Avenue approximately 200 feet south of Melba Street
and is better known as 10516 Ramona Avenue. GPIN 796-664-5325 (Sheet 32).
The first permit was issued on June 26, 1991. However, others have parked the same mobile
home on this property since October 23, 1985.
The applicants' son, Henry Duane Brankley, will be the occupant of the mobile home. Therefore,
should the Board approve this request, staff recommends that Condition 1 be amended as noted
below.
The mobile home is located on property belonging to applicants.
The property is served by private well and public sewer.
Staff finds there are nine (9) mobile homes located within one-quaffer (1/4) mile of this property.
This request, which is for seven (7) years, appears to be in character with the neighborhood at the
present time. The mobile home is located in an area designated by the Jefferson Davis Corridor
Plan for regional mixed use. This proposed mixed land use pattern includes residential,
commercial and industrial uses. Adjacent properties are zoned Residential 0~-7) and Community
Business (C-3). Development in this area gives the neighborhood a residential character.
If this request was for a new mobile home in this area, staff would recommend denial. However,
since this request is for a renewal, staff supports this request.
If the Board grants this request, it will be for a limited time period. Upon expiration of the
permit, the applicant may request a renewal of the permit or may remove the mobile home from
the property.
STAFF R~COMMENDS APPROVAL OF THIS REQUEST FOR SEVEN (7) YEARS, subject
to Conditions 2 through 7, as noted herein and Condition 1, as noted below.
The mobile home shall be occupied by the applicants' son, Henry Duane Brankley,
and immediate family only.

Mr. Jacobson presented a summary of Case 98SR0237 and stated
that staff recommends approval for seven years, subject to the
standards conditions and amended condition number one which
requires the mobile home to be occupied by the applicants'
son, Henry Duane Brankley, and immediate family only.
Mrs. Agnes Brankley stated that the recommendation is
acceptable.
On motion of Mr. McHale, seconded by Mr. Barber, the Board
approved Case 98SR0226 for seven years, subject to the
following conditions:
