Hold a work session on the proposed FY2020 School operating budget and
FY2020-2024 Capital Improvement Program.
Summary of Information:
This work session will be a comprehensive review of the School Board's
approved FY2020 operating budget and FY2020-FY2024 Capital Improvement
Program (CIP). School staff will provide an overview of the operating budget
including the year-to-year changes, trends, staffing changes, and the five-
year plan. Staff will also present on specific programmatic changes.
In addition, the proposed CIP sets forth a plan for the acquisition,
development, enhancement, or replacement of school facilities to serve County
residents as guided by the adopted Public Facilities Plan. Details of the
plan will be reviewed at the work session.
The information presented in this work session will reflect any amendments
the School Board makes to the Superintendent's proposed budget before they
approve the plan at their work session on February 26, 2019.
There is no action requested of the Board during the work session. A public
hearing on the operating budget and CIP is scheduled for March 27, 2019,
followed by budget adoption on April 10th. The County Charter requires
adoption of the operating budget and CIP by May 1St.

• Fiscal Year 2020 will complete the funding allocation from the 2013 bond
referendum. FY 2021 through FY 2024 will begin to frame debt capacity and
affordability of the next referendum and uses of pay -go resources.

Summary of Information:
This work session will be a comprehensive review of the Utilities
Department's proposed FY2020 operating budget and FY2020-FY2024 Capital
Improvement Program (CIP). Proposed increases in the water and wastewater
commodity charges will result in a monthly combined water and wastewater
increase of $0.63, or 1.1 percent, for an average residential customer using
7 CCF's per month.
In addition, the proposed CIP sets forth a plan for the acquisition,
development, or replacement of utilities infrastructure to serve County
residents as guided by the adopted Public Facilities Plan. Availability of
funds is driven by the Department's adherence to financial and debt
management policies established by the Board of Supervisors. Details of the
plan, including projects to meet the future water supply and wastewater
treatment needs of the county, will be reviewed at the work session. There is
no increase proposed for the water and wastewater capital cost recovery
charges.

authorization to advertise the proposed ordinance changes for the FY2020
Water and Wastewater utility rates is on this evening's Board of Supervisors'
agenda (Item 12.A.2.).
A public hearing on proposed Utilities ordinance changes is scheduled for 6
p.m. on March 27, 2019, followed by budget adoption on April 10th. The County
Charter requires adoption of the operating budget and CIP by May 1st.

The County annually budgets $33,500 in discretionary funds, referred to as District Improvement Funds
(DIF), for each of the five magisterial districts that are used to improve the quality of life in each district.
The DIF allocations can be used for public improvements, purchase of county -owned equipment, public
events or programs, public school programs, and other legally allowable expenses. In addition, if funds
remain in DIF accounts at the end of each fiscal year, up to $37,500 may be reserved per district at year-
end to be utilized in a future year.
This report shows the cumulative use of District Improvement Funds for FY2019 as well as the current
funding available for each district. Requests to use funds for the current month are detailed below and
listed as a proposed use on the summary chart for that district. Upon Board of Supervisors acceptance of
this report each month, staff will execute proposed DIF requests.
There are six DIF uses proposed this month. Acceptance of this report by the Board constitutes Board
approval of this request.
February 2019 Requests:
® Transfer up to $4,800 from the Clover Hill District Improvement Fund to the School Board to
purchase and install a rock wall in the gymnasium at Swift Creek Elementary School. The County
can give money to the School Board to purchase capital equipment to be used in school facilities.
The rock wall will be owned by the School Board and will become a part of the School Board's
inventory of property. The purchase must be made by the School Board in accordance with the
Virginia Public Procurement Act and County purchasing policies.
• Transfer up to $5,000 from the Midlothian District Improvement Fund to the School Board to
repair, refinish, and repaint the gymnasium floor at James River High School. The County can give
money to the School Board to purchase and maintain capital equipment used in school facilities.
The repairs must be made by the School Board in accordance with the Virginia Public Procurement
Act and County purchasing policies.
Transfer up to $2,000 from the Dale District Improvement Fund to the School Board to construct a
MakerSpace within the CTE Department at Lloyd C. Bird High School. The County can give money
to the School Board to purchase capital equipment to be used in school facilities. The purchase
must be made by the School Board in accordance with the Virginia Public Procurement Act and
County purchasing policies.

® Transfer funds from respective District Improvement Funds to the Chesterfield County School
Board for drug- and alcohol -free post -prom celebrations at various area high schools. The
requested amounts from each fund are as follows:
Bermuda: $100 for the Appomattox Regional Governor's School

Clover Hill: $1,000 for Monacan High School, $1,000 for Clover Hill High School, and $100
for Appomattox Regional Governor's School

A portion of this request is from the Appomattox Regional Governor's School, which is
located in Petersburg and includes 129 Chesterfield County students. Since the Governor's
School is a regional public school facility and is legally independent of the Chesterfield
County School Board, the School Board will have to take action to authorize the transfer of
the total $500 payment to the Governor's School. Accordingly, if the Board of Supervisors
approves the transfer of the funds to the School Board, the money cannot be given to the
Governor's School unless the School Board also takes public action to approve the transfer
to the Governor's School. If the School Board does not approve the transfer, the $500
must be returned to the County.
The remaining requests for funds originally came from each school's PTSA or Prom
Committee. The County is not legally authorized to transferfunds to these organizations or
committees. The County is authorized to transfer funds to the School Board but only if the
transfer is contingent on the money being placed in capital projects or school operating
accounts to be applied to appropriate school -funded post -prom activities. The school
system must write checks directly to vendors who will be supplying goods or services to
post -prom events and these goods and services must be purchased in accordance with the
Virginia Public Procurement Act.

RECOGNIZING LIEUTENANT AUBREY L. TAYLOR, III
UPON HIS RETIREMENT
WHEREAS, Lieutenant Aubrey L. Taylor, III retired from the
Chesterfield County Sheriff's Office on January 1, 2019, after
providing over 32 years of outstanding quality service to the
residents of Chesterfield County; and
WHEREAS, on March 10, 1986, Lieutenant Taylor joined the
Chesterfield County Sheriff's Office as a deputy under the late
Sheriff Emmett L. Wingo, and faithfully served John Mutispaugh,
Walter Minton, Clarence G. Williams Jr., Dennis S. Proffitt and
current Sheriff Karl S. Leonard; and
WHEREAS, Lieutenant Taylor has faithfully served the county in
the capacities of Deputy, Sergeant, and Lieutenant; and
WHEREAS, Lieutenant Taylor ended his career by serving as the
Lieutenant in the Correctional Bureau in charge of Inmate Services,
including Inmate Work Force, Transportation, and Food Services; and
WHEREAS, during his tenure, Lieutenant Taylor has served in
many areas, including jail security, court security, civil process,
community service as well as a general instructor, firearms
instructor, and crime prevention specialist; and
WHEREAS, Lieutenant Taylor served as President of the
Chesterfield County TRIAD from 2008 to 2010 and continues to serve
the county as a member of the board of directors for the Chester
YMCA as well as a member of the board of directors for the
Chesterfield Farm Bureau, where he has served since 1988; and
WHEREAS, Lieutenant Taylor has also served as the Matoaca
District representative on Chesterfield County's Agricultural and
Forestry Committee since 2015; and
WHEREAS, Lieutenant Taylor was instrumental in getting the
Virginia Hunter Education Program started in Chesterfield County in
1992 and has been an active member and instructor for the program
since its inception; and
WHEREAS, Lieutenant Taylor earned a Life Saving Award in 1997
for his actions in preventing an individual from attempting
suicide; and
WHEREAS, Lieutenant Taylor has been recognized as the employee
of the quarter on two separate occasions, received the Sheriff's
Top Gun Award for handgun proficiency and the Sheriff's Community
Service Award, and received many other accolades and letters of
appreciation; and
WHEREAS, in 2009, Sheriff Dennis Proffitt selected Lieutenant
Taylor as the recipient of the prestigious Clarence G. Williams,
Sr. and Nick Fuccella Public Service Award; and
WHEREAS, in 2010, Lieutenant Taylor received a NOBLE award for
his community service efforts from the National Organization of
Black Law Enforcement Executives; and
WHEREAS, in 2013, Lieutenant Taylor was selected as officer of
the year by the Forty and Eight, The Honor Society of the American
Legion; and
WHEREAS, during his tenure, Lieutenant Taylor has provided the
Chesterfield County Sheriff's Office and more importantly the
citizens of Chesterfield County with many years of loyal and
dedicated service; and
WHEREAS, Chesterfield County and the Board of Supervisors will
miss Lieutenant Taylor's diligent service.
NOW, THEREFORE, BE IT RESOLVED that the Chesterfield County
Board of Supervisors, this 27th day of February 2019, publicly
recognizes Lieutenant Aubrey L. Taylor, III and extends on behalf

RECOGNIZING MS. CINDY MORRIS UPON HER RETIREMENT
WHEREAS, Ms. Cindy Morris was hired by Chesterfield County Mental
Health Support Services on December 4, 1989, as an Administrative Assistant
for Chesterfield Employment Services, worked as an Administrative Assistant
for Community Development Block Grant from November 1992 to May 2000 and
served as Finance Administrative Assistant until her retirement; and
WHEREAS, Ms. Morris maintained sensitive agency files and confidential
financial data and personal information for individuals the entirety of her
career; and
WHEREAS, Ms. Morris completed department payroll manually and
electronically for over 100 Chesterfield Employment Services staff; and
WHEREAS, Ms. Morris acted as HRM, payroll and fixed asset liaison for
Community Development Block Grant as well as tracked expenditures and
balances on over 50 active projects; and
WHEREAS, Ms. Morris was invaluable in her service to Mental Health
Support Services, having managed acute care hospital billing, coordinated
and performed annual payroll payout for all consumer staff and maintained
petty cash funds; and
WHEREAS, Ms. Morris managed the credentialing process for over 60
licensed professional staff, 8 contracted physicians and 10 managed care
organizations to ensure that licenses, board certifications and malpractice
insurance was current ensuring the agency the ability to bill for services;
and
WHEREAS, Ms. Morris provided a high level of customer service when
working with citizens, fellow employees and providers in the areas of
crisis billing, health plan contracts, and served as fleet liaison for over
120 county vehicles; and
WHEREAS Ms. Morris was instrumental in many projects and changes
throughout Mental Health Support Services including Managed Care, Medicaid
State Plan Option, Medicare, ARTS, CCC Plus and Medicaid Expansion; and
WHEREAS, Ms. Morris served on the Employee Recognition Committee,
provided administrative support to the Controller and Finance managers as
well as managed the agency Finance department's internal birthday fund; and
WHEREAS, Ms. Morris was nominated for the 2013 Mental Health Support
Services Employee of the Year; and
WHEREAS, Ms. Morris was recognized with First Choice Awards for
enrolling physicians and clinicians in Medicare panels and for covering
administrative duties during the absence of an executive assistant; and
WHEREAS, Ms. Morris received letters of appreciation for assisting
families and consumers in advocacy efforts at the General Assembly Budget
Hearing and for participating in the Coalition Day Rally and Joint
Legislative Budget Hearing; and
WHEREAS, Ms. Morris continued her service to individuals through
volunteer work including 25 years with Special Olympics of Virginia and was
recognized with her mother and siblings as the Family of the Year in 2016,
participated in 12 annual Polar Plunge fund raisers and serves as Scout
Leader of an adult, special needs Scout troop.
NOW, THEREFORE, BE IT RESOLVED that the Chesterfield County Board of

David J. Pritchard retired from the Police Department on February 1, 2019,
after providing over 27 years of service to the residents of Chesterfield
County.

RECOGNIZING DR. DAVID J. PRITCHARD UPON HIS RETIREMENT
WHEREAS, David J. Pritchard joined the Chesterfield Police Department in
1991 following his honorable discharge from the United States Army and
graduated from the 22nd Basic Academy; and
WHEREAS, Officer Pritchard served as a patrol officer and as a Community
Policing Officer in the Ettrick, Belmont, and Meadowdale neighborhoods and
was one of the county's original bike patrol officers; and
WHEREAS, Officer Pritchard received a commendation for heroism following
his capture of a suspect who was wanted for armed robbery and attempting to
kill another police officer after a half -mile foot chase through the woods in
Matoaca; and
WHEREAS, while working as a detective in what is today called the
special victims section, Detective Pritchard received Chesterfield First
Choice awards for his investigation of shaken baby and infanticide cases and
a capital murder case in which suspects from Chesterfield kidnapped and
murdered a young man in the Great Dismal Swamp in North Carolina; and
WHEREAS, he was promoted to sergeant and served as a patrol squad
supervisor, a squad sergeant over violent crime investigations, and then
supervisor of the Major Case Section; and
WHEREAS, Sergeant Pritchard received awards for his work on the Falling
Creek Marina and Bridle Path Drive homicides; and
WHEREAS, Sergeant Pritchard received a commendation for his work on
capturing two suspects who committed five violent armed robberies of
pharmacists in Chesterfield and Myrtle Beach, South Carolina; and
WHEREAS, Sergeant Pritchard received a commendation for his work in
capturing an armed robber who committed eight robberies in Chesterfield and
31 others throughout the Central Virginia region and as far away as South
Hill, taking the lead in coordinating resources and information with other
jurisdictions throughout the region, ensuring that each case was solved and
able to be prosecuted in the home jurisdiction; and
WHEREAS, Sergeant Pritchard received a commendation for his work in
capturing five suspects who murdered two teenagers in a parking lot on Handel
Court; and
WHEREAS, Sergeant Pritchard received an award of merit from the office
of the United States Attorney for his work on solving the murder of a couple
and the kidnapping of a 13 -year-old, who was later found also murdered; the
case involved an extensive drug conspiracy and necessitated interstate travel
that required substantial coordination with other law enforcement agencies,
and seven men were arrested for involvement in the murders and the two men
who killed the youth were sentenced to life imprisonment without the
possibility of parole; and
MIRM
WHEREAS, he was promoted to lieutenant and served as a platoon commander
and then community support unit commander, and during his leadership tenure,
both the community support unit and hostage negotiation team received
citations for exceptional performance; and
WHEREAS, he was promoted to captain and served tours as the midnight
watch commander, commander of the Midlothian and Hull Street stations,
commander of the Special operations Division, the inspector of professional
standards, and commander of the Criminal Investigations Division; and
WHEREAS, Captain Pritchard served in ancillary roles throughout his
career, including as an academy instructor, advisor to the explorer post,
field training officer, supervisor of the Honor Guard, and as a leader on the
hostage negotiations team; and
WHEREAS, Captain Pritchard was committed to education, attending college
at night and on weekends, and earned his bachelors, masters, and doctoral
degrees while working at the Police Department and served for the past 15
years as an adjunct instructor of criminal justice at Virginia Commonwealth
University, receiving the adjunct professor of the year award in 2018, and
was a constant source of advice and tutoring for other police officers and
county employees who were seeking higher education; and
WHEREAS, Dr. Pritchard accepted a job in the County Administration as
the cross -divisional project manager, providing oversight and coordination
for sensitive projects that needed special attention and assisting county
departments to receive National Association of Counties awards for three
crossover projects on which he worked; and
WHEREAS, Dr. Pritchard oversaw the successful implementation of the 2012
Comprehensive Plan, a total of 44 projects, including the innovative Bicycle
and Trails Plan, and two special area plans that impacted virtually every
department and community in the county; and
WHEREAS, through Dr. Pritchard's successful leadership initiatives and
in recognition of his leadership in the completion of many comprehensive plan
implementation items, he was recognized by the Planning Department staff as
an "honorary planner" in 2016; and
WHEREAS, Dr. Pritchard was the project lead for developing a critically
needed Child Advocacy Center in Chesterfield County, which provides a safe
location to serve children who have been the victim of physical or sexual
abuse; and
WHEREAS, Dr. Pritchard returned to the Chesterfield Police Department
following the appointment of the new chief of police to assist with strategic
initiatives and resource deployment, while serving as the chief performance
measures analyst.
NOW, THEREFORE, BE IT RESOLVED that the Chesterfield County Board of
Supervisors, this 27th day of February 2019, publicly recognizes Dr. David J.

RECOGNIZING MS. WANDA I. FRAZIER UPON HER RETIREMENT
WHEREAS, Ms. Wanda I. Frazier was hired by Chesterfield County
Mental Health Support Services on April 1, 1989, as a Residential
Counselor and joined Psychiatric Rehabilitation Services in 1995 as a
Mental Health Case Manager where she remained until her retirement; and
WHEREAS, Ms. Frazier provided service delivery to individuals with
intellectual disabilities, psychiatric illness and substance use
disorders throughout her career; and
WHEREAS, Ms. Frazier continually sought to expand her knowledge
and understanding of issues affecting individuals by attending numerous
trainings and seminars on subjects including domestic violence,
homelessness, suicide, brain injury, cultural competency, dialectical
behavior therapy and medication abuse; and
WHEREAS, Ms. Frazier assisted in bringing learning and training
opportunities to Mental Health Support Services staff by serving as the
Psychiatric Rehabilitation Services representative on the Grand Rounds
Staff Training Committee; and

Virginia Crime Prevention Association where he was elected to the positions
of vice-president and president; and
WHEREAS, Corporal Skinner was recognized with a Unit Citation Award as a
member of the Crimes Against Property Unit for his excellent teamwork in
achieving a case clearance rate that surpassed the national average for
property crimes; in addition, the committee, recognizing a connection between
property crimes and opioid addiction, offered arrested addicts recovery
resources in hopes of reducing future crimes; and
WHEREAS, Corporal Skinner received the Chief's Commendation for his
skill and dedication while working many long hours to resolve a homicide cold
case and arresting the suspects involved; and
WHEREAS, Corporal Skinner was recognized with an Achievement Award for
working tirelessly with a team of Chesterfield County detectives and the
Henrico County Police Department to identify, arrest and charge a suspect who
had committed a homicide during a carjacking in Chesterfield County; and
WHEREAS, Corporal Skinner was assigned to the State Police Interdiction
Task Force; and
WHEREAS, Corporal Skinner and his fellow team members, received an
Achievement Award for the effective communications, quick response, and
teamwork used during an extensive and thorough investigation which resulted
in the capture and arrest of nine suspects involved in a homicide; and

Utilities User Fees - The Utilities Department's analysis of the FY2020
budget, capital projects, and projections over the next ten years indicate
that current revenues, without fee increases, will not be sufficient to cover
operating, debt and capital expenses. The proposed Utility rates are

A net total increase of $1.4 million in revenues is anticipated from the
change in the unit rate of the commodity charges. The customer and capacity
charges are unchanged from FY2019. A typical residential combined water and
wastewater bi-monthly bill will increase from $114.08 to $115.34, or 1.1%,
based on consumption of 14 CCFs (one CCF is 100 cubic feet or 748 gallons of
water) .
Utility Connection Fees - There are no proposed fee changes for the water
and wastewater capital cost recovery charges portion of connection fees.
Strong Waste Surcharge - The Utilities Department evaluates the strong
waste surcharge on an annual basis to ensure that rate for each parameter
adequately reflects current treatment cost. The BOD is increasing by 5%
and TSS increasing by 10a, offset by a 5% decrease in TN and TP. The
proposed change will have a net decrease of approximately $2,000 to the 36
industries that are currently participating in the surcharge program.

An ordinance to amend the Code of the County of Chesterfield, 1997, as
amended, by amending and re-enacting Section 18-27 relating to utilities user
charges and Section 18-114 relating to cost recovery for treatment of significant
industrial waste.
This ordinance is being proposed pursuant to authority granted to the County by Va. Code §§
15.2-2109, 15.2-2118, 15.2-2119, 15.2-2122, and 15.2-2143. The full text of the ordinance is
reproduced below. A copy of the ordinance is also on file in the County Administrator's office,
Room 504, 9901 Lori Road, Chesterfield County, Virginia and may be examined by all
interested persons between the hours of 8:30 a.m. and 5:00 p.m., Monday through Friday.

BE IT ORDAINED by the Board of Supervisors of Chesterfield County:
(1) That Sections 18-27 and 18-114 of the Code of the County of Chested eld, 1997, as
amended, are amended and re-enacted to read as follows:
Sec. 18-27. - Utility charges.
Effective with bills issued on and after July 1, 24142019, the consumer shall pay charges for
utility service in accordance with the following schedules:
(a) Monthly service charges. The monthly service charge shall be:
(1) Customer cost charge. A customer cost charge of $2.54 for each service account.
However, customers who have only a water account or a wastewater account shall
pay a customer cost charge of $5.08.
(2) Commodity cost charge.
(i) Water: $2-.07 2.15 per 100 cubic feet (Ccf).

This item is to authorize staff to proceed with the required notices for

of the not to exceed real estate tax rate at $0.95 at the January 23, 2019
meeting). The Board is requested to establish March 27, 2019 for public

Set a Public Hearing Date to Consider the Restriction of Through Truck
Traffic on Baldwin Creek Road

The Board is requested to set April 24, 2019, as a public hearing date to
consider the restriction of through truck traffic on Baldwin Creek Road
between Hull Street Road and Beach Road.
Summary of Information:
The county has received a request to restrict any through truck, truck and
trailer, or semi -trailer combination, except pickup or panel trucks, from
using Baldwin Creek Road (Route 730) between Hull Street Road (Route 360)
and Beach Road (Route 655). The recommended alternate route is Hull Street
Road (Route 360), Otterdale Road (Route 667) and Beach Road (Route 655).
The Virginia Department of Transportation (VDOT) has four criteria it
considers when a restriction is requested. A requested restriction must
meet the first two criteria, in that: 1) a reasonable alternate route is
provided; and 2) the character or frequency of truck traffic on the route
proposed for restriction is not compatible with the affected area.

Evaluation of the second criterion will include VDOT's evaluation of safety
issues, accident history, engineering of the roadway, vehicle composition,
and other traffic engineering related issues.
In addition, a requested restriction must meet either of the last two
criteria, in that: 1) the roadway is residential in nature, with at least 12
dwellings on both sides within 150 feet of the roadway centerline per 1,000
feet of roadway; or 2) the roadway must be functionally classified as either
a local or collector road.
VDOT has completed a preliminary review of the streets proposed for a
restriction and has determined that the applicable criteria will be met.
Staff recommends approval of the request for the restriction.

recommended approval of the attached amendment.
The state code was amended this year to adjust how fines resulting from
zoning violations are applied. The Board of Supervisors referred these
changes to the Planning Department to prepare and bring forwarded ordinance
amendments to the Planning Commission for recommendation. Staff has prepared
an amendment based upon the state code legislation.
The amendments would remove the minimum fine of $10 and increase the maximum
fine for a failure to abate the violation from $1,500 to $2,000.

The Board is requested to set a public hearing for April 24, 2019 to consider
amendments to Chapter 5 of the County Code to designate a land bank entity
for the purpose of assisting the county in addressing vacant, abandoned, and
tax delinquent properties.
Summary of Information:
The Land Bank Entities Act of state code permits localities to designate
existing nonprofit entities to act as land bank entities to assist localities
in addressing vacant, abandoned, and tax delinquent properties. The proposed
amendments create a new section in the county code and designate the Maggie
Walker Community Land Trust as a land bank entity to address such properties
located in the county. The amendments set out the authority and additional
requirements pertaining to the land bank entity, which are derived from the
enabling legislation.
There are two parts of the enabling legislation that give the county options
regarding program implementation. The first part involves setting program
priorities for the land bank and the second part involves an option to remit
up to 500 of real property taxes collected on property conveyed to the land

Pursuant to the state code, any land held by the land bank entity is exempt
from real property taxes. Staff suggest a set of priorities based on goals
established in the Draft Comprehensive Plan and supports remitting 50% of
the taxes collected for a period of 10 years.
Staff reviewed the articles of incorporation and the by-laws of Maggie Walker
Community Land Trust and believe that they are sufficient to authorize the
Maggie Walker Community Land Trust to carry out the provisions of the Land
Bank Entities Act, which are incorporated into the County Code through the
proposed amendments.
The attached ordinance reflects the proposed amendments to Chapter 5 of the
County Code, which inserts a new section for the land bank entity and
renumbers the remaining sections of the chapter. Staff requests the Board
to set a public hearing for April 24, 2019 and to adopt the amendments
following the public hearing. The amendments would be effective immediately
upon adoption.

See. 5-8. Designation of land bank entity.
(a) The Maggie Walker Community Land Trust, and its governing board, ("the land bank
entity"), an existing nonprofit entity, is hereby designated to carry out the functions of a
land bank entity for the purpose of assisting the county to address vacant, abandoned, and
tax delinquent properties in the county.
(b) The land bank entity's articles of incorporation and bylaws are sufficient to authorize the
land bank entity to carry out the provisions of the Land Bank Entities Act, Code of Virginia
§ 15.2-7500, et seq. To the extent there is any conflict between the corporate documents
and policies of the land bank entity and this section, the provisions of this section shall take
precedence.
(c) Any reference to "property" or "real property" in this section shall mean real property
located within the county.
(d) Real property that is conveyed by the land bank entity shall be used in accordance with the
following priorities:
1. Enhancing the County's tax base;
2. Eliminating blight and revitalize neighborhoods;
3. Encouraging the development and reuse of vacant and surplus properties;
4. Enabling wealth -building opportunities by helping households become home
owners;
5. Improving neighborhoods resulting in equity gains for existing home owners;
6. Preserving and enhancing open space and urban agriculture opportunities; and
7. Supporting the production of affordable and workforce housing units.
(e) The land bank entity shall have the power to:
1. Adopt, amend, and repeal bylaws for the regulation of its affairs and the conduct of
its business;
2. Sue and be sued in its own name and plead and be interpleaded in all civil actions,
including actions to clear title to property of the land bank entity;
3. Adopt a seal and alter the same at its pleasure;
4. Borrow money from private lenders, localities, or the state or from federal
government funds, as may be necessary, for the operation and work of the land bank
entit

5. Procure insurance or Quarantees from the Commonwealth or federal izovernment of
the payments of any debts or parts thereof incurred by the land bank entitypay
premiums in connection therewith;
6. Enter into contracts and other instruments necessary, incidental, or convenient to
the performance of its duties and the exercise of its powers;
7. Enter into contracts and other instruments necessary, incidental, or convenient to
the performance of functions by the land bank entity on behalf of localities or
agencies or departments of localities or to the performance by localities or agencies or

8. Make and execute contracts and other instruments necessary or convenient to the
exercise of the powers of the land bank entity;
9. Procure insurance against losses in connection with the real property, assets, or
activities of the land bank entity;
10. Invest funds of the land bank entity, at the discretion of the board, in instruments,
obligations, securities, or real property determined proper by the board and name and
use depositories for its funds;
11. Enter into contracts for the management of, the collection of rent from, or the sale
of real property of the land bank entity;
12. Design, develop, construct, demolish, reconstruct, rehabilitate, renovate, relocate,
and otherwise improve real property or rights or interests in real property
13. Fix, charge, and collect rents, fees, and charges for the use of real property of the
land bank entity and for services provided by the land bank entity
14. Grant or acquire a license, easement, lease, or option with respect to real property
of the land bank entity'
15. Enter into partnerships, joint ventures, and other collaborative relationships with
municipalities and other public and private entities for the ownership, management,
development, and disposition of real property_
16. Accept grants and donations from any source, as may be necessary, for the
operations of the land bank entity;
17. Accept real estate from any source, subject to the limitations and restrictions set
out in 6 15.2-7507.
18. Make loans or provide grants to carry out activities consistent with the purposes
of the land bank entity; and
19. Do all other things necessary or convenient to achieve the objectives and poses
of the land bank entity or other laws that relate to the purposes and responsibility of
the land bank entity.
(f) The land bank entity shall neither possess nor exercise the power of eminent domain.
(g) The land bank entity may acquire real property or interests in real property by gift,
devise, transfer, exchange, purchase, or otherwise on terms and conditions and in a
manner the land bank entity considers proper.
(h) The land bank entity may acquire real property y purchase contracts, lease purchase
agreements, installment sales contracts, and land contracts and pursuant to the sale or
other conveyance of real property under Code of Virginia, § 58.1-3965 et seq. The land
bank entity may accept transfers or conveyances from the county upon such terms and
conditions as agreed to by the land bank entity and the county. Notwithstanding any
other law to the contrary, the county may transfer or convey to the land bank entity

property and interests in real property of the county on such terms and conditions and
according to such procedures as determined by the county_
(i) The land bank entity shall maintain its real property in accordance with the laws and
ordinances of the county.
0) The land bank entity shall hold in its own name all real property acquired by the land
bank entity regardless of the identity of the transferor of such property.
(k) The land bank entity shall maintain and make available for public review and inspection
an inventory of the real propertyhy the land bank entity_
(1) The land bank entity shall determine and set forth in policies and procedures of its board
the general terms and conditions for consideration to be received by the land bank entity
for the transfer of real property and interests in real property, which consideration may
take the form of monetary payments and secured financial obligations, covenants, and
conditions related to the present and future use of the property; contractual commitments
of the transferee; and such other forms of consideration as determined by the land bank
entity to be in the best interest of the land bank entity.
(m)No member of the board or employee of the land bank entity shall acquire any interest,
direct or indirect, in real property of the land bank entity, in any real propertyto o be
acquired by the land bank entity, or in anyproperty to be acquired from the land
bank entity.
(n) No member of the board or employee of a land bank entity shall have any interest, direct
or indirect, in any contract or proposed contract for materials or services to be furnished
to or used by a land bank entity_
(o) The land bank entity mqadopt supplemental rules and regulations addressing potential
conflicts of interest and ethical guidelines for members of the board and employees of the
land bank entity.
(p) The land bank entity may convey, exchange, sell, transfer, lease as lessee, grant, and
release any and all interests in, upon, or to real property of the land bank entity,
(q) The acquisition, management, and disposition of any historic property as designated ted by
the County in accordance with Code of Virginia, 15.2-2306 or within a historic area as
defined in Code of Virginia, § 15.2-2201 shall be considered subject to the requirements
of Code of Virginia, § 15.2-2306.
(r) When real property is conveyed by the land bank entity, (50) percent of the real
property taxes collected on such property shall be remitted to the land bank entity. Such
remittance of real property taxes collected shall commence with the first taxable year
following the date of conveyance and continue for a period of ten (10) years. The
remittance shall not be renewed at the conclusion of the ten-year period.
(s) The land bank entity is hereby declared to be performing a public function on behalf of
the county and to be a public instrumentality of the county. Accordingly, the land bank
entity shall not be required to pay any taxes upon any property acquired or used by the
land bank entity under the provisions of the Act.
(t) The land bank entity may be dissolved 60 calendar days after an affirmative resolution is
gpproved by two-thirds of the membership of its board. Sixty (60) calendar days' advance
written notice of consideration of a resolution of dissolution shall be G) given to the
Board of Supervisors (ii) published in a local newspaper of general circulation in the
county, and (iii) sent by certified mail to the trustee of any outstanding bonds of the land

bank entity. Upon dissolution of the land bank entity, all real property, personal property,
and other assets of the land bank entity shall become the assets of the county.
(u) Notwithstanding subsection (t), no land bank entity shall be dissolved unless all
obligations and debts of such land bank entity have been lawfully satisfied or otherwise
provided for.
Sec. -5-8 55=9. - Board of building code appeals.
(a) In accordance with Code of Virginia, §§ 36-105 and 27-98 the county shall at all times
maintain a local appeals board that serves as both the local board of building code appeals and
the local board of fire prevention code appeals, which shall consist of at least five regular
members, and three alternate members to serve in the absence of any regular members. The
local appeals board shall hear appeals of decisions of the building/maintenance official
concerning application of the Uniform Statewide Building Code and the fire official
concerning application of the Statewide Fire Prevention Code. Representation on the board
shall at all times meet the requirements of the USBC and SFPC. The appeals board shall
comply with the appeals sections of the USBC and SFPC.
(b) The board of supervisors shall appoint the members of the board of building code appeals and
shall set the compensation for its members.
Sec. 54 5-10. - Certification of electricians, plumbers and related mechanical workers.
All electricians, plumbers and building related mechanical workers who perform work in the
county shall be certified in accordance with state law.
Sec. 540 5-11. - Violations and penalties.
No owner or any other person, firm or corporation shall violate any provision of the Virginia
Uniform Statewide Building Code. Any violation shall be a misdemeanor and any owner or any
other person, firm or corporation convicted of such a violation shall be punished by a fine of not
more than $2,500.00, except as otherwise provided in this section. If the violation concerns a
residential unit and if the violation remains uncorrected at the time of the conviction, the court
shall order the violator to abate or remedy the violation. Except as otherwise provided by the court
for good cause shown, any such violator shall abate or remedy the violation within six months of
the date of conviction. Each day that a violation continues after conviction or after the court
ordered abatement period has expired shall constitute a separate offense. Any person convicted of
a second offense committed within less than five years after a first offense under this chapter shall
be punished by a fine of not less than $1,000.00 nor more than $2,500.00. Any person convicted
of a second offense committed within a period of five to ten years after a first offense under this
chapter shall be punished by a fine of not less than $500.00 nor more than $2,500.00. Any person
convicted of a third or subsequent offense involving the same property committed within ten years
after an offense under this chapter shall be punished by confinement in jail for not more than ten
days and by a fine of not less than $2,500.00 nor more than $5,000.00.

Revisions to the Board of Supervisors' Streetlight Policy

This item requests Board approval of revisions to their streetlight policy
to reflect changes in lighting fixtures and hardware offered by Dominion
Energy.
Summary of Information:
Revisions to the current policy are driven by Dominion Energy's announced
discontinuation of high-pressure sodium vapor (HPSV) lamps for new
installations. Dominion Energy will be installing light emitting diode (LED)
type lamps for new installations. Dominion Energy's change to LED does not
affect the Southside Electrical Cooperative service area in the county, where
the HPSV type lamps will remain standard, for the time being.
Dominion Energy provided a table of equivalent lighting which is reflected
in these revisions. The revisions reflect the equivalent LED fixtures for
the various HPSV types typically found in the county.

Summary of Information: (Continued)
With the advent of LED fixtures, Dominion Energy has also expanded their
selection of basic fixtures. The most significant of these is moving the
current premium cost acorn style fixture to the basic cost fixture category.
Dominion Energy has two types of acorn fixtures that will be in the basic
fixture catalogue; it is recommended that the Board's policy permit the
"Carlyle" acorn type with a reflective top that results in more light on the
ground and significantly reduces light pollution.
Dominion Energy has also added a third option, beyond their standard wood or
concrete pole for new installations of cobra fixtures, a gray composite
material type pole. The revisions reflect this option.
A final proposed change to the policy raises the threshold for administrative
approval from $300 to $500. This change would allow staff to approve
individually requested upgrade conversions from HPSV or the older mercury
vapor (MV) style lights to the equivalent, less costly, LED type without
referral for approval to the Board of Supervisors.
Staff recommends approval of the revisions as shown in the attached policy.

COUNTY STREET LIGHT POLICY
612.00 STREET LIGHTING
612.01 NEW DEVELOPMENTS
I. Street Lighting facilities, including related wiring shall be provided at developer expense in subdivision
and site developments and shall meet the following requirements:
A. Residential:
1. Streetlights shall be provided at developer expense at the entrance to all new
subdivisions or subdivision sections where a intersection is created. Lighting shall be provided
as specified in this paragraph and in paragraph 612.01 I.A.2., below, regardless of any other
lighting considerations, e.g., lighted signage or traffic control lighting.
2. Additional streetlights, beyond any specifically required in paragraph 612.01 I.A.1.,
above, shall be cost estimated, funded, and operated at developer or homeowner association
expense and shall be strictly limited to internal intersections. Such non -required installations
will not be considered for future inclusion into the county streetlight program.
3. The developer shall pay the cost(s) of such installations as described in paragraphs
612.01 I.A.I., above, as determined by the supplying utility.
4. The developer shall pay to the county an operational offset fee equivalent to the cost
of five years operation and maintenance for each required streetlight installed based upon the
supplying utility's monthly charge for same per light at the time of installation. Such fees
collected shall be utilized for the payment of streetlight related electrical service charges.
5. The developer shall pay to the county a $50 administrative processing fee.
6. Payment of the operational offset fee, as described in 612.01 I.A.S., above, will be
required at a time not later than recordation. Payment for the costs of actual streetlight
installation and the $50 administrative fee will be required at time of receipt of the project cost
from the supplying utility.
B. Commercial/Industrial Developments:
1. Streetlights shall be provided at the developer's expense at any and all entrances and
exits of commercial/industrial developments. Lighting shall be provided as specified in this
paragraph regardless of any other lighting considerations, e.g., parking lot lighting, signage, or
traffic control lighting.
2. Additional, non -required streetlights, beyond any specifically required in paragraph
612.011.6.1., above, shall be cost estimated, funded, and operated at developer expense. Non -
required lighting shall be strictly limited to internal intersections where roads are identified as
intended to be accepted into and maintain through the state secondary road system. Such
non -required installations will not be considered for future inclusion into the county streetlight
program.
3. The developer shall pay for the cost(s) for installations as described in paragraph 612.01
1.B.1., above, as determined by the supplying utility.
4. The developer shall pay to the county an operational offset fee equivalent to the cost
of five years operation and maintenance for each required streetlight installed based upon the
supplying utility's monthly charge for same per light at the time of installation.
Payment of the operational offset fee, as described in 612.01 1.B.4., above, will be required at
a time not later than plan approval. Payment for the costs of streetlight installation and the $50
administrative fee will be required at time of receipt of the project cost from the supplying
utility.
C. Lighting Requirements, Standards and Criteria:
1. The Road and Drainage Plans submitted for review to Environmental Engineering must
show the location of the required streetlights.
2. All required street lighting as described in this policy shall be supplied, installed, owned
and maintained by the supplying utility company upon approval of for installation by the
county.

The following are the fixture types approved for installation under
this policy. All fixtures described are standard basic fixtures as installed by the supplying utility:
a. Basic Enclosed high-pressure sodium vapor (HPSV) in either the drop lens or flat lens
configuration.
b. Basic Traditional Colonial HPSV.
c. Basic Cobra in Light Emitting Diode (LED).
d. Basic Traditional Colonial in LED.
e. Basic top -shielded "Carlyle" type Acorn in LED.
Proposed streetlighting plans specifying premium decorative fixtures or poles will not be
approved.
4. Light Source - All light sources as supplied by the supplying utility shall be either high
pressure sodium vapor (HPSV) or Light -Emitting Diode (LED).
5. Lumen Rating - There is no one set lighting level requirement that would apply to all
public roadways in the county. Therefore, streetlighting lumen ratings shall be based upon
intersection type and configuration. For the purposes of this policy, general road classifications
as defined in the Code of Chesterfield County, Chapter 19, Zoning (Sec. 19-301. Definitions),
defining classes of public roads and roadways shall be used. Accordingly, lumen ratings are
established based upon the following intersection types:
a. 8000 lumen HPSV or 5000 lumen LED -
(1) intersection of two local streets in a subdivision or subdivision section.
(2) intersection of one local street and one collector street in a subdivision or
subdivision section.
b. 14000 lumen HPSV or 8000 lumen LED -
(1) intersection of two local streets in a commercial, industrial, or office park
development.
(2) intersection of one two collector streets in a subdivision or subdivision
section.
(3) intersection of any type resulting from the creation of any collector street
through a separate instrument process with any new or existing local street.
(4) intersection of a special access street and any local street in a commercial,
industrial, office park development.
(5) intersection of a special access street and any collector street. IU'l c�.,
c. 23000 lumen HPSV or 15000 lumen LED - all fixtures of 23000 lumen HPSV or 15000
lumen LED will be the Enclosed Type, in the drop lens type for HPSV fixtures and flat
lens or the Cobra Type for LED on a minimum thirty (30) foot concrete or thirty (30) foot
composite pole -
(1) intersection of a collector street and a minor arterial street.
(2) intersection of a collector street and a major arterial street.
(3) intersection of two minor arterial streets.
(4) intersection of a minor arterial street and a major arterial street.
(5) intersection of two major arterial streets (median installed lights may be
considered for safety reasons provided such do not encroach into VDOT median
setbacks).
d. For the purpose of this policy, a single intersection can be either thru (four way), or
a "T" (three way), or a roundabout.
e. Only one (1) light will be installed at any given intersection.
6. Generally, road and drainage plans should show light pole placement on the traffic flow
direction side of an intersection as viewed by a motorist in the lane of travel. Exact pole
placement and bracket length shall be at the sole discretion of the supplying utility company as
field conditions dictate.
7. Concrete, salt treated, eF smeeth fibeF lass wood, or gray composite poles may be
specified for HPSV enclosed type or LED Cobra fixtures. fef Traditional Colonial style fixtures,
in either HPSV or LED will utilize 14 -foot smooth black fiberglass poles. Top -shielded "Carlyle"
type Acorn LED fixtures will, likewise, utilize a basic 14 -foot fluted pole. Premium style poles
will not be considered nor approved.
612.02 EXISTING RESIDENTIAL AREAS OR DEVELOPMENTS
Criteria for Street Light Approval Action by the Board of Supervisors:
A. Streetlights should be limited to intersections and installed only on State or county rights-of-
way or easements (i.e., streets that are in the state road system). When installed on existing poles,
fixture arms will be turned towards the street or intersection.
B. A petition is required which must be signed by 75% of the residents within 200 feet of the
proposed light and shall include a majority of the homeowners living at the proposed Ieeatiens
installation site. Applications not meeting the petition requirements will not be acted upon.
C. Except for existing intersections where no light has been installed, no streetlight shall be
installed within 200 feet of an existing or proposed streetlight.
Funding, Existing Development:
A. The county will pay for the installation of an approved streetlight upon approval of the
installation funding by vote of the Board of Supervisors.
1. For those applications with a providing utility reported estimated installation cost of $389
500 or less, staff will approve same upon receipt. Installations costing $309500 or less will be

charged to the County Wide - Central Streetlights account.
B. Operating costs for approved streetlights will be paid by the county.
C. The county will take over operating costs payments for an existing private residential light
provided the light under consideration was installed by one of the county's supplying utilities under a
flat -rate agreement, is at an intersection, is adjacent to a state or county right-of-way, and upon
approval of the Board of Supervisors.
D. In the event the Board of Supervisors denies funding for, or declines to consider, an installation
request, applicants, through the department, may purchase the installation at the county's estimated
cost provided:
1. Applicants pay to the county required costs and fees, including the installation cost, a five -
years operating cost, (based on current monthly charge for the type light), and a $50
administrative processing fee prior to the county releasing the project to construction. Such
payments must be made with 30 days of the Board decision.
2. Applicants requesting the county obtain a separate estimate from a supplying utility, not
related to any form of funding denial, must agree to pay all engineering design costs of the
supplying utility in the event they elect not to proceed with the project.
3. Streetlights purchased through the county by applicants, as described in this section, will be
included in the county streetlight program; post -installation operating costs will be paid by the
county.
E. Unless directed to the contrary by a member of the Board of Supervisors, only those individual
streetlight projects with a providing utility reported estimated cost less than $2,700 will be presented
to the Board for consideration.
F. The county will fund an upgrade for an existing streetlight at an intersection to a higher lumen
rating or from a non -
LED type to the equivalent LED type. Upgrades with a reported cost from the providing utility of $500
or less will be approved administratively; upgrades with a reported cost in excess of $500 will require
upon approval of the Board of Supervisors. Upgrades must conform to lumen ratings by intersection
configuration as specified in this policy. Upgrades shall be of a one-time nature, once a fixture has
been upgraded, it cannot be further upgraded to a different fixture or lumen rating. Upgrade requests
for changing from a basic fixture to a premium fixture will not be considered.
G. No more than one (1) streetlight will be installed at any given intersection in an existing
residential area or development.
H. For existing residential areas or developments with existing lighting, regardless of any type
already or previously installed, any additional lighting requested will be restricted to types and
placement as defined in this policy (see 610.02 III - Lamp Characteristics, below). Unless otherwise
stated in a streetlight application, the default fixture will be the ERelased, flat lens type Cobra Type
LED, on a salt treated wood pole except in the area served by the Southside Electrical Cooperative
where the default will be an enclosed type HPSV drop lens fixture.
I. For the purpose of this policy, "existing residential areas or development(s)" is defined as
subdivisions, or subdivision sections, with roads accepted and maintained in the state secondary road
system; residential areas not in a recorded subdivision with roads accepted and maintained in the state
secondary road system; or rural/agricultural areas adjacent to roads accepted and maintained in the
state secondary road system. v
J. Existing commercial developments shall be responsible for their own purchase, installation,
and electrical service costs for lighting within such developments and/or along public rights-of-way
immediately adjacent thereto.
K. Under no circumstances will the county take over operational and maintenance costs for non -
Approved Fixtures (as defined in 610.02 III - Lamp Characteristics, below) installed by any third party
or agency/department as a metered service under the auspices of the streetlight program. Third party
lights and fixtures installed at the county's behest as a component of a capital project and which
becomes the property of the county will be maintained by the Department of General Services in its
role as the maintainer of county owned facilities. See paragraph 612.02 II C.
III. Lamp Characteristics
A. Approved Fixtures - Only a basic Enclosed type fixtuFe, iR eitheF the OF flat legs
. The following are the
fixture types approved for installation under this policy. All fixtures described are standard basic
fixtures as installed by the supplying utility:
1. Basic Enclosed high-pressure sodium vapor (HPSV) in either the drop lens or flat lens
configuration.
2. Basic Traditional Colonial HPSV.
3. Basic Cobra in Light Emitting Diode (LED).
4. Basic Traditional Colonial LED.
5. Basic top -shielded "Carlyle" type Acorn in LED.
Requests for premium decorative fixtures or poles will not be considered nor forwarded for approval.
B. Light Source - All light sources shall be either high pressure sodium vapor (HPSV) or Light
Emitting Diode (LED) as supplied by the supplying utility.
C. Lumen ratings -
1. 8000 lumen HPSV or 5000 lumen LED -
a. intersection of two local streets in a subdivision or subdivision section
b. intersection of one local street and one collector street in a subdivision or subdivision
section
c. other internal subdivision installations not at intersections.
2. 14000 lumen HPSV or 8000 lumen LED -
a. intersection of two collector streets in a subdivision or subdivision section
b. intersection of on collector street and one major, or minor, arterial at an entrance to
a subdivision
3. Fixtures with ratings higher than 14000 lumen HPSV or 8000 lumen LED will not be installed
in existing residential areas or developments.
4. Exact pole placement and bracket length specifications are at the sole discretion of the
supplying utility company as field conditions dictate.
D. Type of Pole - Concrete, salt treated wood, or grey composite for Enclosed or Cobra type fixtures. eF,feF

I. County departments initiating streetlight projects must coordinate with the Environmental
Engineering Department for informational purposes and must adhere to this policy in all respects.
Nonconforming streetlight plans must be presented to the Board of Supervisors by the requesting department

Appropriate $1,487,607 in Grant Funding to the Instruction Appropriation
Category and $1,288,796 in Grant Funding to the Administration/Attendance
Health Category.
Summary of Information:
At the February 12, 2019 School Board meeting, a resolution was adopted
requesting the appropriation of grant funding in various categories. More
specifically, $1,487,607 to be appropriated in the Instructional category
which represents the net amount by which actual grant awards to date have
exceeded the original appropriation. These funds have already been received.
Secondly, the School Board requests an appropriation increase of $1,288,796
in the Administration/Attendance & Health category to 1) appropriate funds
generated and already received through cost recovery for FY2018 grants, 2)
account for anticipated cost recovery in current, FY2019, grants and 3)
increase the appropriation for the Student Support and Academic Enrichment
grant to reflect the amount awarded.
The School Board's request for this appropriation is attached.

WHEREAS, there is a need to for an increase in the FY2019 appropriation for the grants fund
as shown on Schedule A; NOW, THEREFORE, BE IT RESOLVED, that on motion of
., seconded by T) e'%V%V\P- 5v—" A -Il , the School Board hereby requests the Board of
Supervisors to increase the appropriation for Instruction in the grants fund by $1,487,607, the net
amount by which actual grants awards to date have exceeded the original appropriation for
Instruction. The School Board also requests ail increase of $1,288,796 to the
Administration/Attendance & Health appropriation in the grants fund for three purposes: 1) to
reflect unbudgeted indirect cost recovery (revenue) during FY2018; 2) to account for anticipated

additional indirect cost recovery in FY2019 over the adopted budget; and 3) match the actual
award for the Student Support and Academic Enrichment grant. Finally, the School Board
requests a decrease in the Food Service appropriations category in the grants fund to reflect that

Consideration of the attached ordinance to permit the operation of golf carts
on the internal roads at Lucy Corr Village.
Summary of Information:
The Health Center Commission has requested the Board to adopt an ordinance
which will permit residents in the cottages at Lucy Corr Village to use golf
carts to travel back and forth from their cottages to the main Lucy Corr
building for meals and other activities. Currently, residents must either
walk or drive their regular vehicles back and forth. The use of golf carts
would be easier for many residents.

Summary of Information: (Continued)
The Board may authorize the operation of golf carts on the public roads
internal to Lucy Corr Village (see the attached map) if it adopts the attached
ordinance. Staff believes that, considering the speed, volume, and character
of motor vehicle traffic using the Lucy Corr internal road system, the
operation of golf carts on these roads is compatible with state and local
transportation plans and with the State's Statewide Pedestrian Policy, and
that golf cart operation can be conducted safely and without impeding the
safe and efficient flow of motor vehicle traffic.
If the Board adopts the attached ordinance, the county will be responsible
for the installation of any signs pertaining to operation of golf carts.

In accordance with the authority granted to counties pursuant to Va. Code � 462-9162,
the county hereby designates the following roads as being authorized for the operation of golf
carts:

Administrator to execute a deed to quitclaim a portion of Sandler Court.
Summary of Information:
Swagat Associates, LLC has requested the quitclaim of 0.033 acres of Sandler
Court as shown on the attached plat for the development of Pocoshock Villas.
New right of way will be dedicated. This request has been reviewed by county
staff.
Approval is recommended.
