RECOMMENDATION Recommend approval for the following reasons: A.This request is for renewal of a previously approved manufactured home permit. B.This request will not have an adverse impact on the character of this residential area. CONDITIONS 1.The applicants shall be the owners and occupants of the manufactured home. (P) 2.Manufactured home permit shall be granted for a period not to exceed seven (7) years from date of approval. (P) 3.The subject property shall not be rented or leased for use as a manufactured home site nor shall this manufactured home be used for rental property. (P) 4.No additional permanent-type living space, other than the existing addition, may be added onto this manufactured home. The use of the existing addition to the manufactured home may be continued during the Ю±ª·¼·²¹ ¿ Ú×ÎÍÌ ÝØÑ×ÝÛ ½±³³«²·¬§ ¬¸®±«¹¸ »¨½»´´»²½» ·² °«¾´·½ ­»®ª·½» renewal period; however, such addition may not be enlarged, extended, reconstructed, substituted, or structurally altered. This manufactured home shall be skirted. (P) GENERAL INFORMATION Location: Property is known as 7600 Senate Street. Tax ID 788-677-6194 and 6297 and 788-678- 6201 Existing Zoning: R-7 Size: 0.29 acre Existing Land Use: Residential Adjacent Zoning and Land Use: North- R-7; Residential South- R-7; Residential East- R-7; Residential and vacant West- A; Office/warehouse (Defense General Supply Center) Utilities: Public water and sewer General Plan: (Jefferson Davis Corridor Plan)Residential (2.51 to 4.0 units per acre) DISCUSSION The applicants are requesting renewal of Manufactured Home Permit 96SR0224 to park a manufactured home in a Residential (R-7) District. The first permit was issued to the applicants on April 5, 1985. However, others have parked the same manufactured home on this property since March 1978. ðèÍÒðîððóßÐÎîíóÞÑÍóÎÐÌ î The manufactured home is located on property belonging to the applicants. This request, which is for seven (7) years, is in character with this neighborhood at the present time. This manufactured home is located within the boundaries of the Jefferson Davis Corridor Plan which suggests that the property is appropriate for residential use of 2.51 to 4.0 units per acre. This is a residential use with a density of 3.44 units per acre which meets the Plan designation. The Defense General Supply Center is located to the west of the subject. Also, to the east and north are two (2) temporary manufactured homes. The adjacent property to the east is vacant. The subject property is located off the west line of Senate Streetacross from Key Avenue in the Rayon Park Subdivision and consists of 0.29 acres. The Rayon Park Subdivision was recorded on September 7, 1928, but new development of single-family dwellings is occurring. Staff’s field inspection revealed the manufactured home had been placed on a permanent foundation. Staff notes this manufactured home was placed on a permanent foundation in 1981. The Board of Supervisors first imposed the Standard Mobile Home Conditions in 1983 which restricted manufactured homes (mobile homes)being placed on a permanent foundation. On April 25, 1990 and on June 11, 1997 the Board of Supervisors approved the renewal of this Manufactured Home permit and amended the Standard Mobile Home Conditions to allow the manufactured home to remain on a permanentfoundation. Also, the Board of Supervisors approved a permanent-type living space (enclosed porch) which had been added onto the rear of the manufactured home in 1985. If this was a new request, staff would recommend denial; however, since a manufactured home has been parked on the subject property for thirty (30) years and it does not have an adverse impact on this residential area, staff recommends approval of this request for seven (7) years subject to Conditions 1 through 4 as noted herein. ðèÍÒðîððóßÐÎîíóÞÑÍóÎÐÌ í This page is blank.
