RECOMMENDATION Recommend approval for the following reasons: A.This request is for renewal of a previously approved manufactured home permit. B.This request will not have an adverse impact on the character of this residential area. CONDITIONS 1.The applicant shall be the owner and occupant of the manufactured home. (P) 2.Manufactured home permit shall be granted for a period not to exceed seven (7) years from date of approval. (P) 3.The subject property shall not be rented or leased for use as a manufactured home site nor shall this manufactured home be used for rental property. (P) 4.No additional permanent-type living space may be added onto this manufactured home. This manufactured home shall be skirted but shall not be placed on a permanent foundation. Existing Zoning: R-7 Size: 0.3 acre Existing Land Use: Residential Adjacent Zoning and Land Use: North-A; Office/warehouse (Defense General Supply Center) South-R-7; Residential East-R-7; Residential and vacant West-A; Office/warehouse (Defense General Supply Center) Utilities: Public water and sewer General Plan: (Jefferson Davis Corridor Plan)Residential (2.51 to 4.0 units per acre) DISCUSSION The applicant is requesting renewal of Manufactured Home Permit 96SR0224 to park a manufactured home in a Residential (R-7) District. The first permit was issued to the applicant on February 28, 1979. The manufactured home is located on property belonging to the applicant. This request, which is for seven (7) years, is in character with this neighborhood at the present time. This manufactured home is located within the boundaries of the Jefferson Davis Corridor Plan which suggests that the property is appropriate for residential use of 2.51 to 4.0 units per ðèÍÒðîðîóßÐÎîíóÞÑÍóÎÐÌ î acre. This is a residential use with a density of 3.33 units per acre which meets the Plan designation. The Defense General Supply Center is located to the north and west of the subject property. Also, to the east and south are two (2) temporary manufactured homes. The adjacent property to the east is vacant. The subject property is located off the west line of Senate Street approximately 150 feet southwest of Alcott Road in the Rayon Park Subdivision and consists of 0.3 acre. The Rayon Park Subdivision was recorded on September7, 1928 but recently new development of single- family dwellings is occurring. If this was a new request, staff would recommend denial; however, since a manufactured home has been parked on the subject property for twenty-nine (29) years, and it does not have an adverse impact on this residential area, staff recommends approval of this request for seven (7) years subject to conditions 1 through 4 as noted herein. ðèÍÒðîðîóßÐÎîíóÞÑÍóÎÐÌ í This page is blank.
