REQUEST:Renewal of Manufactured Home Permit01SR0152 to park a manufactured home
in a Residential (R-7) District.
RECOMMENDATION
Recommend approval for a limited time for the following reasons:
A.The neighborhood is experiencing a transformation with new investment.
B.The existing manufactured home is no longer in character with the surrounding
neighborhood.
CONDITIONS
1.The applicant shall be the owner and occupant of the manufactured home. (P)
2.Manufactured home permit shall be granted for a period not to exceed two (2)
years from date of approval. (P)
3.The subject property shall not be rented or leased for use as a manufactured home
site nor shall any manufactured home be used for rental property. (P)
4.No additional permanent-type living space may be added onto this manufactured
home. This manufactured home shall be skirted but shall not be placed on a
permanent foundation. (P)

DISCUSSION
The applicant is requesting renewal of Manufactured Home Permit 01SR0152 to park a
manufactured home in a Residential (R-7) District. The first permit was issued to the applicant
December 20, 2000. However, others had parked the same manufactured home on this property
since 1983.
The manufactured home is located on property belonging to the applicant and his wife, Melissa
Y. Stigall.

This request, which is for seven (7) years, is not in character with this neighborhood at the
present time. This manufactured homeis located within the boundaries of the Jefferson Davis
Corridor Plan which suggests that the property is appropriate for residential use of 2.51 to 4.0
units per acre. This is a residential use with a density of 6.25 units per acre which does not meet
thePlan designation.
The subject property is located off the west line of BrightwoodAvenue approximately 220 feet
south of Velda Road in the Central Park Subdivision and consists of 0.16 acre. New
development of single-family dwellings is occurring in the neighborhood and directly across the
street from the subject property. Therefore, the existing temporary manufactured home is no
longer in character with the surrounding neighborhood.
Because of the new investment in this neighborhood and the surrounding area staff recommends
that this temporary manufactured home permit be approved for two (2) years, subject to the
conditions as noted herein.
