Mr. O'Neill called the meeting to order at the Chesterfield County
Courthouse at 1:10 p.m.
On motion of Mr. Dodd, seconded by Mr. Bookman, the Board went
into Executive Session to discuss a legal matter.
Vote: Unanimous
Reconvening:
Mr. Dick McElfish, Environmental Engineer, was present and
explained the necessity for a save-harmless agreement for the
developers of Belmont Hills, West. He added that C. Porter
Vaughan had received one easement but another was necessary from
Vepco. He added further that Vepco did not at this time wish to
give the easement because they have plans to develop a substation
in this general location in the future but they do not object to
the extra water running on their property. Mr. McElfish added
that Vepco has furnished the County with an agreement whereby
Vepco agrees to look solely to C. Porter Vaughan in the event of
any future problems arising. Mr. Dodd stated he agreed with calli

help citizens with their problems and encouraged other such meetin~
After further discussion of the matter, it was on motion of
Mr. Dodd, seconded by Mr. Bookman, resolved that the Board accept
an agreement between the County and the developers of Belmont Hill~
West, and authorized the County Administrator to sign a save-
harmless agreement with the Highway Department for certain drainag~
easements that may be necessary to be acquired for Belmont Hills,
West.
Vote: Unanimous
On motion of Mr. Dodd, seconded by Mr. Bookman, the Board adjourne¢
at 1:30 p.m.
