2022-06-13 Minutes 22-411 6/13/2022 BOARD OF SUPERVISORS MINUTES June 13, 2022 Supervisors in Attendance: Mr. Christopher M. Winslow, Chair Mr. James A. Ingle, Jr. Mr. James M. Holland Mr. Kevin P. Carroll Dr. Joseph P. Casey County Administrator Mr. Winslow called the special meeting to order at 2:00 p.m. 1. INVOCATION The Honorable Kevin Carroll, Matoaca District Supervisor, gave the invocation. 2. PLEDGE OF ALLEGIANCE Deputy County Administrator Matt Harris led the Pledge of Allegiance to the Flag of the United States of America. 3. NEW BUSINESS 3.A. APPROVE A PETITION TO SET A SPECIAL ELECTION FOR SUPERVISOR FOR THE MIDLOTHIAN MAGISTERIAL DISTRICT TO COINCIDE WITH THE GENERAL ELECTION CALENDAR (NOVEMBER 8, 2022) Mr. Jeff Mincks, County Attorney, stated on June 3, 2022, Leslie Haley, Midlothian District Supervisor, provided the Board of Supervisors with written notification of her resignation as the Midlothian District Supervisor on the Board of Supervisors of Chesterfield County to be effective June 3, 2022. He stated state election law and the County Charter provide that the vacancy created by Ms. Haley’s resignation will be filled by someone appointed by the Board until a special election is held to fill the remainder of her term, which will expire on December 31, 2023. He further stated in order to hold a special election, the Board must petition the Circuit Court. He stated the Board may file its petition for the special election now that it has received Ms. Haley’s resignation letter. Discussion ensued relative to the ordinance adopted by the Board resulting from the redistricting of the county’s magisterial districts. 22-412 6/13/2022 On motion of Mr. Holland, seconded by Mr. Ingle, the Board authorized the County Attorney to file the petition for a writ of election with the Circuit Court, on behalf of the Board of Supervisors, to fill the vacancy on the Board of Supervisors for the Midlothian Magisterial District. Ayes: Winslow, Ingle, Holland and Carroll. Nays: None. 3.B. TO ARTICULATE THE APPLICATION PROCESS FOR THE BOARD OF SUPERVISORS TO APPOINT AN INTERIM SUPERVISOR TO SERVE THE MIDLOTHIAN MAGISTERIAL DISTRICT THROUGH TO THE NOVEMBER ELECTION Mr. Mincks provided information relative to the application process. He stated applications will be accepted by Constituent Services and forwarded to the four Board of Supervisors members for consideration. He described minimum qualifications and requirements prior to taking office. In conclusion he reviewed the timeline and key dates associated with the interim term. Discussion ensued relative to the application process and qualification requirements. 4. ADJOURNMENT On motion of Mr. Carroll, seconded by Mr. Holland, the Board adjourned at 2:33 p.m. until June 29, 2022, at 2:00 p.m. for a work session to be held in the Public Meeting Room.
