Interim Dale Magisterial District Supervisor
Board Action Requested:
The Board is requested to appoint an interim Dale Magisterial District supervisor.
Summary of Information:
On October 14, 2025, Dale District Supervisor James M. Holland passed away, creating a vacancy in the office
of Dale District Supervisor on the Board of Supervisors of Chesterfield County. State election law and the
County Charter provide that the vacancy in this office be filled by someone appointed by the Board until a
special election is held on November 3, 2026, to fill the remainder of Mr. Holland’s term, which expires on
December 31, 2027. The Board is requested to appoint an interim Board member, who will serve until such
time as the November 3, 2026, special election for Dale Magisterial District Supervisor has been certified, and
the candidate elected has qualified.
The interim replacement must receive three or more votes from the remaining four Board members. Upon
appointment, the interim supervisor would take office after taking the oath, filling out various disclosure forms
and obtaining a surety bond through the Risk Manager.
Board members concur with the appointment of LeQuan M. Hylton, Ph.D., to the Dale District seat in an
interim role.
If the Board does make an appointment, the oath of office will be administered immediately following the vote.
