Mr. Ingle called the meeting to order at 6 p.m.
1. Invocation by the Honorable Kevin P. Carroll, Matoaca District Supervisor
The Honorable Kevin P. Carroll, Matoaca District
Supervisor, gave the invocation.
2. Pledge of Allegiance Led by Matt Harris, Deputy County Administrator
Deputy County Administrator Matt Harris led the
Pledge of Allegiance.
3. New Business
A. Appointments
1. Interim Dale Magisterial District Supervisor
On motion of Dr. Miller, seconded by Mr. Carroll, the
Board appointed LeQuan M. Hylton to the position of
Interim Dale Magisterial District Supervisor, for a
term beginning November 12, 2025, and ending when the
qualified voters fill the vacancy in the position of
Board of Supervisors member from Dale Magisterial
District by election, such election has been
certified, and the person so elected has qualified.
Ayes: Ingle, Miller, Schneider, and Carroll.
Nays: None.
4. Administration of Oath of Office
The Honorable Elbert D. Mumphrey, IV, General
District Court Judge for the Sixth District of
Virginia, administered the oath of office to Dr.
Hylton.
5. Recess for Reception in Room 502 of the County Administration Building
On motion of Ms. Schneider, seconded by Dr. Miller,
the Board recessed to a reception in Room 502 of the
County Administration Building.
Ayes: Ingle, Miller, Schneider, Hylton and Carroll.

6. Adjournment
A. Adjournment and Notice of Next Scheduled Meeting of
the Board of Supervisors
On motion of Dr. Hylton, seconded by Ms. Schneider,
the Board adjourned at 7 p.m. to its regularly
scheduled Board of Supervisors meeting on November
19, 2025, at 2 p.m. in Room 502 of the County
Administration Building.
Ayes: Ingle, Miller, Schneider, Hylton and Carroll.
Nays: None.
