Mr. Dodd called the meeting to. order at the Courthouse at
10:10 a.m. (EST)
Mr. Bookman stated he had received a request to improve and
modify the area next to the playground at Hening ElementarY
School to accommodate the handicapped children attending
school there. He stated the estimated cost was $20,000.
Mr. Daniel inquired if this was the only school accommodating
handicapped children. Mrs~ Girone stated she thought all severely
handicapped children were being sent to this one school.
Mr. Bookman stated such things as trails for wheelchairs, and
things of this nature were planned, it was recommended that
Mr. Meiszer discuss this matter with Dr. Sullins and on motion
of Mr. Bookman, seconded by Mrs. Girone, the Board appropriated
$20,000 from the Revenue Sharing funds for a recreational
facility for Hening Elementary School.
Vote: Unanimous
Mrs. Girone stated that Dr. S. John Daviswiththe State Board of
Education had discussed a proposal to seek literary funds for
improvements at school facilities to conserve fuel. Mr. Bookman
stated perhaps the schools without air conditioning could be
prepared for it when these conservation measures were approved.
Mrs. Girone stated she thought at least one-third of the schools
needed to improve their heating and cooling' functions and she
felt with the 3% interest on the loans it was feasible.
Mr. Daniel stated he hoped these projects would be cost
effective, that a list of the schools and their projects be made
of what was proposed so that the County could guarantee a
return on the investment. Mrs. Girone stated a list of
criteria would be developed and recommended. Mr. Dodd
stated he felt this would be wise because Chester Intermediate
School has windows on the upper floors open in the middle of
winter. Mrs. Girone stated either the heating system works'
full blast or not at all. After further discussion of the
matter, it was on motion of Mrs. Girone', seconded by Mr.
Daniel, resolved that the County Administrator notify the
School Board as well as the State Board of Education of
Chesterfield's support of the proposal to use literary funds
for programs to help conserve fuel in the County schools.
Vote: Unanimous
Mr. Meiszer advised the Board that he had been informed that
there is a possibility the County will have another General
District Court Judge effective July 1,. 1980 and this will require~
an additional courtroom for full-time use. He stated that the
Board might consider allowing renovations to the Board Room for
this purpose. He stated there may be a third Circuit Court
Judge as well in the near future. He stated the space in the'

new administration b~Lilding would not accommodate any of these
new judges, their offices or their courtrooms.
Mr. Meiszer stated he had also been contacted by the Electoral
Board requesting that some area be designated to store the
voting machines rather than in the buildings used for voting to
prevent tampering, for maintenance, etc. He stated some are
stored in the Fair Building but when the fair is in progress,
another safe area has to be found. Mrs. Girone stated she
thought the Electoral Board was working on a proposal for
the Board's consideration regarding the construction of another
building in which to locate the machines. Mr. Bookman stated
he would like Mr. Meiszer to have figures determined as to
how expensive it would be to move the machines and then make
a decision.
Mr. Meiszer stated the judges would like some indication regarding
what the Board might have in mind for another judge's office
and courtroom. Mrs. Girone suggested that perhaps they could
use the 3rd courtroom which is not in use at the new
Juvenile and Domestic Relations Court which would need to be
completed. Mr. Daniel stated he felt that might be a good idea
and completion of the courtroom could begin immediately. It
was agreed that Mr. Meiszer should inquire if the General
District Court Judges would approve of this suggestion.
There was some discussion regarding the location of the fair
in the future. Mr. Dodd suggested moving the fair towards the
Fire Training facility. Mr. Bookman inquired if the Airport might
be a good site for the fair.
The Board asked Mr. Meiszer to make recommendations for Beard
consideration regarding the space solutions for the General
District Court Judges, the Circuit Court Judges, the Fair
and the Electoral Board's storage.
Mr. Daniel suggested that if the Electoral Board had a
proposal for the Board, that this be scheduled for a Board
meeting as soon as possible.
Mr. Meiszer presented the Board with a proposed standard sign
for all the County parks. The Board made minor changes from
that proposed. ·
On motion of Mr. Bookman, seconded by Mr. Daniel, the Board
went into Executive SesSion to discuss personnel matters and
legal matters as permitted by Sections 2.1-344 (1) and (6) of
the Code of Virginia, 1950, as amended.
Vote: Unanimous
Mr. O'Neill joined the meeting.
Reconvening:
On motion of Mr. O'Neill, seconded by Mrs. Girone, the Board
adjourned at 3:00 p.m.
