Mr. Dodd called the meeting to order at the Courthouse in
the Board Room at 4:00 p.m. (EDST)
The purpose of the meeting was to have a work session on the
budget. The County Administrator presented a proposed
appropriation ordinance and a list of suggested reductions
from the recommended budget to balance it at the established
tax rate of 98¢ per $100 of assessed value. After discussion,
the Board decided to make the following changes when adopting
the appropriations ordinance at the regular meeting on May 28,
1980. The Board decided not to delay the purchase of the fire
truck for the Enon Fire Station and also decided not to delay
for six months the filling of the new positions for the
Police Department, the Fire Department, Parks and Recreation
Department, Department of Social Services, Environmental
Engineering and Mental Health and Mental Retardation.
There was some discussion of the revenue picture and the
reduction in the fund balances. The financing of the above
mentioned items will be financed by reducing fund balances
rather than by increasing the revenue. Consequently, there
was some discussion concerning the amount of the fund balances
and their inadequacy. The County Administrator stated it will
very likely be necessary to obtain short term loans in
anticipation of taxes during the budget year. A detailed
analysis will be made on a monthly basis of the cash flow
situation in order to minimize the need for short term borrowin§.
On motion of Mr. Bookman, seconded by Mrs. Girone, the Board
~adjourned at 5:15 p.m. until 9:00 a.m. on May 28, 1980.
