RE VEST:
Renewal of Manufactured Home Permit Ol SRO l 52 to park a manufactured home
in a Residential (R-7) District.
RECOMMENDATION
Recommend approval for a limited time for the following reasons:
A. The neighborhood is experiencing a transformation with new investment.
B. The property is not being maintained with the care of adjacent property and the
recommended restriction of two (2) years will afford the applicant an opportunity
to improve the property's appearance.
CONDITIONS
1. The applicant shall be the owner and occupant of the manufactured home. (P)
2. Manufactured home permit shall be granted for a period not to exceed two (2)
years from date of approval. (P)
3. The subject property shall not be rented or leased for use as a manufactured home
site nor shall any manufactured home be used for rental property. (P)
4. No additional permanent-type living space may be added onto this manufactured
home. This manufactured home shall be skirted but shall not be placed on a
permanent oun anon. (P)

The applicant is requesting renewal of Manufactured Home Permit Ol SRO l 52 to park a
manufactured home in a Residential (R-7) District. The first permit was issued to the applicant
December 20, 2000. However, others have parked a manufactured home on this property since
1983.
The manufactured home is located on property belonging to the applicant and his wife, Melissa
Y. Stigall.

This request, which is for seven (7) years, is the applicant's second request. This manufactured
home is located within the boundaries of the Jefferson Davis Corridor Plan which suggests that
the property is appropriate for residential use of 2.51 to 4.0 units per acre. Adjacent property is
zoned Residential (R-7). Development in this area gives the neighborhood a stable residential
character.
The subject property is located off the west line of Brightwood Avenue approximately 220 feet
south of Velda Road in the Central Park Subdivision and consists of 0.16 acre. New
development of single-family dwellings is occurring in the neighborhood and directly across the
street from the subj ect property.
Because of the new investment in this neighborhood, the surrounding area and the placement of
the new manufactured home, staff recommends that this temporary manufactured home permit
be approved for two (2) years, subject to the conditions as noted herein. This two (2) year time
period will allow the applicant an opportunity to continue improving the property's appearance.
CASE HISTORY
Board of Supervisor (5/28/08):
At the request of the Board of Supervisors, this case was deferred to the July 30, 2008,
meeting in order to allow the applicant time to remove the old manufactured home and
replace it with a 2008 model.
Staff (7/8/08):
Staff inspected the subject property and observed that the old manufactured home had
been removed from the property and replaced with a new manufactured home. Also,
staff observed that the skirting had not been installed around the new manufactured
home.
The Board of Supervisors, on Wednesday, July 30, 2008, beginning at 6:30 p.m., will take under
consideration this request.
