Admin Supervisors Abs~t: Mr. E. F~rlin O'Neill, Sr. St~ff in Attendance: Mr. Steve Micas, County Attorney Mr. Dodd called the meeting to order at the Courthouse at 11:00 a.m. (EDST). Mr. Micas presented the Board with a proposed ordinance to petition the Circuit Court to grant total immunity to Chesterfield County from city initiated annexations. He stated that the Board must take affirmative action in this regard for immunity, that the net gain would be increase in State aid and the immunity. He stated that the County would enter the petition and it skould be accomplished, that it would pr~tec the County from any areas within the County trying to become cities but it would not prohibit the possibility, if ever considered, for the County to become a city. On motion of the Board, the following ordinance was adopted on an emergency basis and the Board set July 23, 1980, at 10:00 a.m. for an official public hearing: An Ordinance to Amend the Code of the County of Chesterfield, 1978, as Amended, to Petition the Circuit Court to Grant Total Immunity to Ch%sterfield County from City Initiated Annexations Be It Ordained by the Board of Supervisors of the County of Chesterfield: (1) That the Code of the County of Chesterfield is amended ~nd reenacted as follows: Pursuant to Section 15.1-977.20 of the Code of Virginia, 1950, as amended, the Board of Supervisors hereby petitions the Circuit Court of Chesterfield County to declare the County totally immune from city initiated annexation and from the incorporation of new cities within its boundaries based on the determination that the population of the County exceeds 50,000 persons and the density of the County exceeds 140 persons per square mile. Ayes: Mr. Dodd, Mr Daniel, Mr. Bookman and Mrs. Girone. Absent: Mr. O'Neill. On motion of Mrs. Girone, seconded by Mr. Bookman, the Board appointed Mr. James D. Gillentine as Administrator of the Chesterfield County Nursing Home effective July 7, 1980 with a salary set at Grade 31, step 3. Ayes: Mr. Dodd, Mr Daniel, Mr Bookman and Mrs. Girone. Absent: Mr. O'Neill. ' 80-330 On motzon of Mr. Bookman~ seconded by Mr. Daniel, the Bga~rd reappointed Mrs. Joan Girone and Mr. David B. Phillips to the Chesterfield-Colonial Heights Social Services Board effective July 1, 1980 until June 30, 1984. Ayes: Mr. Dodd, Mr. Daniel, l~{r. Bookman and Mrs. Girone. Absent: Mr. O'Neill. On motion of Mrs. Girone~ seconded by Mr. Daniel, the Board went into Executive Session to discuss personnel matters as permitted by Section 2.1-344(1) of the Code of Virginia, 1950 as amended. Ayes: Mr. Dodd, Mr. Daniel, Mr. Bookman and Mrs. Girone. Absent: Mr. O'Neill. Reconvening: On motion of Mr. Daniel, seconded by Mr. Bookman, the Board adjourned at 11:40 a.m. until 10:00 a.m. on July 9, 1980 at Meadowbrook Country Club for an Executive Session to discuss personnel matters as permitted by Section 2.1-344(1) of the Code of Virginia, 1950~ as amended.
