There being no one present to discuss a proposed easement vacation in Walton Park, it is on motion of Mrs. Girone, seconded by Mr. Apperson, resolved that the following ordinance be and it hereby is adopted: "An ordinance to vacate the lb foot easement for Drainage and Utilities along the sideline which divides Lots 33 and 34, Block A, Section A, Walton Park Subdivision, 8 fleet of which is on Lot 33 and 8 feet of which is on Lot 34,'said lots being more fully shown in Plat Book 27, page 39, recorded in the Clerk's Office of the Circuit Court of Chesterfield County,. Virginia, being more particularly shown on & plat made by J. K. Timmons & Associates, dated May 5, 1977, and shaded in red, a copy of which is attached hereto and trade a part hereof by reference." It is on motion of Mr. Bookman, seconded by Mr. Apperson',, resolved that the Chairman and Clerk of this Board be and they hereby are authorized to sign a quit claim deed in Amberwood Subdivision for E.B.P. Corporation for the vacation of a sewer and drainage easement which was dedicated to the County by deed and will be rededicated by recordation of the subdivision plat, Ayes: Mrs. Girone, Mr. Apperson, Mr. Bookman and Mr. Dodd. Mr. Pope is present and states that he is still trying to contact Mr. J.L. Reynolds who omis land adjacent to the Carriage Hill-Otterdale area to ascertain his interest in participating in the water line extension. Mrs. Girone states her concern for the need to start this project. After consideration of this matter, it is on motion of Mrs. Girone, seconded by Mr. Bookman, resolved that the Utility Department be authorized to put out for bids the spa Carriage Hill-Otterdale water line extension with:Alternatives also being taken should others wish to participate in this water line extension. Ayes: Mrs. Girone, Mr, Apperson, Mr, Bookman and Mr. Dodd. It is on motion of Mr. Apperson, seconded by Mr, Bookman, resolved that Mr -James A. Spencer be and he hereby is reappointed to the County Industrial Development Authority which term shall be from July 1, 1977 to June 30,1981, Ayes: Mrs. Girone, Mr. Apperson, Mr. Bookman and Mr, Dodd. It is generally agreed that the appointments to, the County Industrial Development Authority and the Appomattox Basin Industrial Development Corporation for Bermuda District be deferred until June 8th, It is on motion of Mr. Apperson, seconded by Mr. Bookman, resolved that $350 be transferred from Planned Budget Expenditure account 11-111-217.0 Telephone to Office Equipment for the purchase of a new slide projector for the Extension Service, Ayes: Mrs. Girone, Mr. Apperson, Mr, Bookman and Mr, Dodd. It is on motion of Mr, Bookman, seconded by Mr. Apperson, resolved that $2,111,00 be appropriated from the Unappropriated Surplus of the General Fund to 11-071-215.2 Maintenance Buildings and Grounds. And be it further resolved that Revenue Account 11-000-99L,0 Insurance Recoveries be increased by $2,111.00. Mr. Ramsey distributes a copy of the analysis of the estimated surplus for June 30, 1977. Mr. Ramsey states he feels the Board understands that revenue from the sale of the land at the Airport Industrial Park is being recorded in a separate account and states that this money is actually being used to balance the General Fund. He states he is keeping records of these figures but the money is actually going into the General Fund. He states at a previous meeting the Board appropriated $11,000 from the separate account when there actually is no money there and states it should have been appropriated from the Unappropri- ated Surplus of the General Fund. It is on motion of Mr. Bookman, seconded by Mr. Dodd, resolved that the following resolution approved by the Board on May 16, 1977, be and it hereby is rescinded: -4- "It is on motion of Mr; Bookman, seconded by Mr. Apperson, resolved that $11,4000 is hereby appropriated from 11-000-,811,0 Sale of Land - Airport for the installation of fire hydrants at the Aiport Industrial Park, Ayes: Mrs. Girone, Mr. Apperson, Mr.' Bookman and Mr. Dodd," Ayes: Mrs. Girone, Mr. Apperson, Mr. Bookman and Mr. Dodd. It is on motion of Mr. Bookman, seconded by Mr. Apperson, resolved that $11,400 be and it hereby is appropriated from the Unappropriated Surplus of the General Fund to 11-501-234.0 Construction Contracts for the installation of fire hydrants at the Airport Industrial Park and further that future sales be deposited in the special account for improvements that may need to be made. Ayes: Mrs. Girone, Mr. Apperson, Mr. Bookman and Mr. Dodd, Mr. Ramsey mentions the fact that the Utility Department may owe the General Fund some money for off-site water and sewer improvements made at the Airport Industrial Park. It is generally agreed that Mr. Ramsey and the staff of the Utility Department meet and discuss this matter. It is on motion of Mr. Dodd, seconded by Mr. Apperson, resolved that the following sewer contract be and it hereby is approved: S76-87CD Matoaca Manor Subdivision $66,501.86 Contractor: IT .K. Excavation Co, Developer: W.T. Henshaw & Edward E, Moring County Cost: $3,570.31 Code: 73-330-807.1 Ayes: Mrs, Girone, Mr. Apperson, Mr. Bookman and Mr. Dodd. It is generally agreed the Personnel and Salary Committee recommenda- tions be deferred'. Capt. Chalkley explains that he would like the Board to approve a police grant for improvement of.community relations which will actively involve the residents in the County to help deter crime in their areas. He states it will consist of a van, films, hand-outs and luncheons which will be viewed in the neighborhoods. He states there was some confusion with guidelines and the $704.25 County contribution was not included in this year's budget, Mrs. Girone asks that the Board be given a copy of the high crime target areas. Mr. Bookman asks for a report on the services available to the western portion of the County, He states he is mainly concerned with the response time, etc. After further consideration of the matter, it is on motion of Mr. Bookman, seconded by Mr. Apperson, resolved that the Interim County Administrator be and he hereby is authorized to sign a police grant in the amount of $14,085 of which $704.25 is the - 5_ M County's share and said $704,25 is hereby appropriated from the Unappropriated Surplus of the General Fund to 11-061-498.1, Police Grant, Ayes: Mrs. Girone, Mr. Apperson, Mr-. Bookman and Mr. Dodd. It is on motion of Mr. Bookman, seconded by Mr, Dodd, resolved that street lights be installed at the following locations in Clover Hill District: 1. The intersection of Stigall Drive and Route 360 2. The intersection of Genito Road and Route 360 (northeast corner) 3. The intersection of Stella Drive and Woodfield Road 4. The intersection of Wedgemere and Newbys Bridge Road Ayes: Mrs, Girone, Mr. Apperson, Mr. Bookman and Mr. Dodd. It is on motion of Mr, Dodd, seconded by Mr, Apperson, resolved that a street light be installed at the intersection of Central Avenue and Enon Church Road. Ayes: Mrs. Girone, Mr, Apperson, Mr. Bookman and Mr. Dodd. It is on motion of Mr. Apperson, seconded by Mr. Bookman, resolved. that bid #77-105185-3340 for excavating approximately 1,700 cu. yds., shaping,seeding, mulching and fertilizing approximately 1/4 acre, approximately 700 cu. yds. of paved ditches and two cu, yds. of rip rap for the Airport Industrial Park be and it hereby is awarded to Shoosmith Brothers, Inc. who submitted the low bid of $18,260, Ayes: Mrs. Girone, Mr. Apperson, Mr, Bookman and Mr.- Dodd, Chief Robert Eanes states his department is in need of additional office space and asks the Board to consider the possibility of moving the Fire Prevention Office to the second floor of the Medical Professional Building. Mrs. Girone states that there has been some consideration of expanding the present administration building and reviewing those plans. After further consideration of this matter, it is on motion of Mr. Dodd, seconded by Mr. Apperson, resolved that Chief Eanes be and he hereby is authorized to investigate the rental cost and associated expenses for moving the Fire Prevention Bureau into the second floor of the Medical Professional Building. Ayes: Mrs. Girone, Mr. Apperson, Mr. Bookman and Mr. Dodd, Mr. Manuel presents the Board with a copy of the routine inspection performed on the County Jail by Mr. C. W. Gibbs of the Community Facilities Section which report is filed with the papers of this Board. Mr. Manuel states he has received a memorandum from VACO inquiring if Chesterfield County would like to enter into the suit to attack. M the constitutionality of the 1976 Unemployment Insurance Act. Mr. Micas explains the County can pay 1% of the first $6,000 of each employee of the County which amounts to $72,000 excluding the School System or it can pay on the reimbursement metho.d, He adds the only advantage to entering the suit would be that until the case is settled, the County would not have to be liable to pay unemployment. He states further he would suggest the County not enter into this suit. After consideration of this matter, it is on motion of Mr, Apperson, seconded by Mr. Bookman, resolved that the County notify VACO of its intentions not to enter into the suit to attack the constitutionality of the 1976 Unemployment Insurance. Ayes: Mrs. Girone, Mr. Apperson, Mr, Bookman and Mr. Dodd, Chief Eanes is present and explains the Emergency Operations Plan which each locality is required to adopt, He states this plan has been tailored for Chesterfield County and recommends its adoption. It is on motion of Mr, Dodd, seconded by Mr, Apperson, resolved that the following resolution be and it hereby is adopted: Whereas, there exists many dangers of many types including man-made disasters, natural disasters, and possible hostile actions of an unknown enemy; and Whereas, the safety and protection of the citizens and property is of foremost concern to the Board of Supervisors of the County of Chesterfield; and Whereas, the Board of Supervisors desires and Commonwealth of Virginia statutes require the adoption of appropriate planned protective measures; Now, Therefore, Be It Resolved that the Board of Supervisors hereby adopts the County of Chesterfield Emergency Operations Plan as the necessary basic plan for County emergency services, Ayes: Mrs, Girone, Mr. Apperson, Mr. Bookman and Mr. Dodd. Battalion Chief Turlington states the 1975 General Assembly adopted enabling legislation that allows appointed fire marshals and their assistants minimal police powers to make arrests and issue summons for violations of the local fire prevention, fire safety and related ordinances. He adds that this is provided for if the local government so desires and adopts an ordinance to this effect. After consideration of this matter, it is on motion of Mr, Apperson, seconded by Mr. Bookman, resolved that the County Attorney be and he hereby is authorized to prepare an ordinance granting the local appointed fire marshal and his assistants minimal police powers with regard to local fire prevention, fire safety and related ordinances and be it further resolved that this ordinance be advertised for a public hearing on June 22nd at 11:00 a,m. Ayes: Mrs. Girone, Mr. Apperson, Mr. Bookman and Mr. Dodd. -7- M 15 Mr. Micas states he will notify the Courts and the Commonwealth Attorney's Office for comments. Mr,. Manuel states he has received a fetter from the Deputy Commander of the Defense General Supply Center thanking the County for its appreciation for the outstanding work and cooperation received from the Chesterfield County Fire Department through its mutual aid agreement. It is on motion of Mr, Apperson, seconded by Mr. Bookman, resolved that bid #77-11135-3335 for disk storage, terminals and a remote control unit for the Data Processing Department be and it hereby is awarded to Commonwealth Computer Advisors who submitted the low bid of $32,825, which funds were previously approved under Police Grant #76-A3964. Ayes: Mrs. Girone, Mr. Apperson, Mr. Bookman and Mr. Dodd. It is on motion of Mr. Apperson, seconded by Mr. Bookman, resolved that bid #77-11125-3332 for removable disk packs for Data Processing be and it hereby is awarded to Memorex Corporation who submitted the low bid of $2,760.00, Ayes: Mrs. Girone, Mr, Apperson, Mr; Bookman and Mr, Dodd. It is on motion of Mr. Apperson, seconded by Mrs, Girone, resolved that the Chairman be and he hereby is authorized to sign an agreement with Moseley Hening Associates for which agreement authorizes said company to proceed with the interior design services for the Mental Health Building, Ayes: Mrs. Girone, Mr, Apperson, Mr. Bookman and Mr. Dodd. Mr. Manuel states he has received a letter from the Chesterfield Quarterback League regarding a misunderstanding with the Chesterfield Baseball Clubs, Inc. Mr. Manuel is directed to contact the Quarterback League and resolve the matter, Mr. Manuel informs the Board that Home has received checks totaling Department of Health for Medicaid March 25, 1977, the Chesterfield County Nursing $144,256 from the Virginia State costs from July 1, 1976 through Mr. Lynn Wingfield states there is $10,500 available from the CETA program for the preparation of records for microfilming which could be taken advantage of at this time. He adds that with an addditional $45,000 the County could purchase the services of a firm to do the microfilming and necessary equipment. He states the $10,500 would be in the form of a grant. Mrs. Girone states that there seems to be a lot of housekeeping that needs to be done I- f e ore going into the mi.crofi.lming program, that you cannot just :Mart microfilming and inquires if acceptance of this grant commits tie County to complete the program.. There is considerable discussion as to whether the County would be committed to complete the program once the $10,500 was accepted. Mrs. Girone states this looks like free money but will commit additional money the County does not have at this time. It is on motion of Mr. Bookman, seconded by Mr. Apperson, resolved that this Board accepts the grant from CETA in the amount of $10,500 for preparation of records for microfilming, Ayes: Mr. Apperson, Mr. Bookman and Mr. Dodd, Nays: Mrs, Girone. It is on motion of Mr, Dodd, seconded by Mr. Apperson, resolved that the following resolution be and it hereby is adopted: Whereas, the vacated railroad right-of-way owned by the Seaboard Coastline Railroad located around the west side of Chester would be a good location for a new secondary highway; and Whereas, the Virginia Department of Highways and Transportation (Department) is responsible for highway construction in the County; Now, Therefore, Be It Resolved that the Chesterfield County Board of Supervisors finds that the acquisition of this vacated railroad right-of-way by the Department would be advantageous to the railroad, the Department and to the County citizens; and requests the Department to acquire the right-of-way for a future secondary road, Ayes: Mrs. Girone, Mr, Apperson; Mr. Bookman and Mr, Dodd. The applicant plans to build a single family dwelling on the parcel. LOCATION AND TAX MAP: In Matoaca Magisterial District, this parcel lies northwest of the northern terminus of Northwood Road. Tax Map 158 (1) parcel 42-2. PROPERTY ACREAGE, ZONING AND LAND USE: This parcel is approximately 8 acres in area, zoned Agricultural (A) and is presently vacant. ADJACENT AND AREA, ZONING AND LAND USE: Adjacent property is zoned Agricultural (A) and is occupied by single family dwellings or remains vacant. UTILITIES: As of this writing the Health Department has not reported on the suitability of the installation of a septic tank system and individual well. TRANSPORTATION AND TRAFFIC: This request requires the extension of an existing street. Northwood Road is in the State system for 5/10 mile north of its intersection with River Road. GENERAL PLAN: Agricultural (A) use. REQUEST ANALYSIS: In this case, the applicant who is the property owner plans to build a single family dwelling on this parcel. He states that access to Northwood Road will be over and across a private road easement from Point A to Point B as shown on the attached map. ALTERNATIVES AND MITIGATING MEASURES: Staff reviewed this request and finds that the property to the southeast is zoned residential CR -25) and is proposed for the Northwood Subdivision. All other adjacent property is large vacant property with a good potential for future subdivision. Staff finds that the parcel in question has been subdivided five times in the past. The staff notes that by definition this is a subdivision. The creation of five parcels is three more than are permitted by ordinance when the divisions do not meet the exemption requirements from the Subdivision Ordinance. In this case, the five divisions do not meet the exemption requirements because they do not front along an existing State highway. Therefore, staff believes that approval of this request would violate the provisions of the Subdivision Ordinance. STAFF RECOMMENDATION: RECOMMEND DENIAL OF THIS REQUEST AND SUGGEST THAT THE BOARD ADVISE THE APPLICANT TO OBTAIN PLANNING COMMISSION APPROVAL FOR SUBDIVISION. HOWEVER, IF THE BOARD SEES FIT TO GRANT THIS REQUEST, WE RECOMMEND IT BE SUBJECT TO THE FOLLOWING CONDITIONS. 1. A fifty (50) footide die road easemenhall be dedicated from point A to point B as shown on the attached mpa. This will be with the understanding that the County will not build or maintain this road until it is brought to State standards by others. 2. No building permit shall be granted until this dedication is accomplished. 3. The dedicated right-of-way shall be constructed to at least all weather road standards (gravel surface with roadside ditches) and maintained to provide ease of access by emergency vehicles during inclement weather. 4. Also, the Police Department has a grant to purchase 19 hand dictating units at a total cost to the County of $170. The total grant was for $3,060. These funds cannot be used the way the Board would like to use them because all of the money received from the sale of land has been committed to balance the General Fund during the past five fiscal years and is budgeted this way for the 1977-78 fiscal year. The funds received from the sale of land were con- sidered to be reimbursement for the capital expenditures provided by the General Fund for the construction of the Air- port and Industrial Park. I believe the estimated cost is about $337,000. As I understand the situation, the Board agreed not to have the Utilities Department pay for these lines because at the time they did not have sufficient funds. In contrast, the Utilities Department has indicated that the General Fund has never paid a connection fee for the Airport. It should also be noted that the Utilities Department has collected all connection fees at the Industrial Park. Four (4) luncheons for eighty (80) people each at $3.00 each will be held in four (4) different geographic areas in the County by members of the C -PAC staff with community representatives where the C -PAC Program progress will be explained and future goals set. These special target areas will be those that present the greatest problems to the police department and the program will be aimed at hostile groups and also at people who had experienced crime related problems. The program will include children as well as adults and would also include a cross-section of the community. One of the general goals of the luncheon is to bring together people who do not have an understanding of the police function and do not understand how to protect themselves and their homes. The program will provide a better awareness of the problems in the community and also provides the vehicle whereby the police department may reach some of these people that we are at present unable to reach through other means. Repairs to Van. It is anticipated that the van will require some repairs during the life of the grant period. The County of Chester- field will pay the normal operating costs of the vehicle and the $500 requested in this grant is for major repairs to the van to keep it operational. OBJECTIVES: The major objective of this program is to strengthen community support of Chesterfield County Police Department and the total criminal justice system by developing productive relationships between the Chesterfield Police Department and the citizenry and involve the total community in crime prevention. The program is intended to create a living environment conducive to mutual understanding and respect between the community and the police. This program in keeping with Standard 3.2 of the National Advisory Commission on Criminal Justice Standards and Goals "Police" as listed on page 66. Crime is a symptom of ills within society which are not the responsibility of the police department to cure. The police department is responsible, however, for interacting with the community to generate mutual understanding so that there may be public support for crime prevention. Community involvement is essential to facilitate a free flow of information between the public and the department to assist in the identification of problem areas and to inform the public of crime statistics and trends. Additionally, knowledge of the community is necessary so that each department employee may be instilled with a sense of concern for the crime problems and law enforcement needs in his or her assigned area of responsibilty. Only through mutual cooperation can the crime problem and police community areas of conflict and misunderstanding be resolved. II. NEED FOR ACTION: Peace in a free society depends on voluntary compliance with the law. The primary responsibility for upholding the law therefore lies not with the police, but with the people. Since crime is a social phenomenon, crime prevention is the concern of every person living in society. Society employs full-time professional police to prevent crime, to deter it, 5/75 5a and when that fails, to apprehend those who violate the law. The prevention of crime remains as a basic obligation of society. When it becomes necessary to rely on police action to secure compliance with the law, society has failed in this responsibility. Police and other specialists alone cannot control crime; they need "all the help the community can give them." Similarly, a task force of the National Commission on the Causes and Prevention of Violence noted: Government programs for the control of crime are unlikely to succeed all alone. Informed private citizens, playing a variety of roles, can make a decisive difference in the prevention, detection, and prosecution of crime, the fair administration of justice, and the restoration of offenders to the community. Although it appears that community and police attitudes have improved, there is still room for improvement. In 1976, 11,966 persons were given Crime Prevention Programs and were involved in other law enforcement related activities in Chesterfield County. These programs were presented by the Safety and Community Support Section of the Chesterfield County Police Department. There were a total of 638 programs presented during the year involving topics such as home protection, gun safety, criminal justice, career programs, bicycle, pedestrian and motorcycle safety, general safety, community support, child abuse and defensive driving just to name a few. Chesterfield is one of 3042 counties as defined by the U.S. Bureau of the Census (as of January 1, 1976) in the United States and is by Census definition an area with an independently organized government. Additionally, Chesterfield is one of 182 counties nationwide with a population between 100,000 and 249,999 and one of the total 310 counties in the country with a population of over 100,000. According to the County Year Book, 1976, Table 1/1, police protection expenditures nationally increased 13.4% in 1972-73 compared to 1971-72, but increased 167.1% from 1966-67 to 1973-74. This increase is still much less than the increase in fire protection, sewerage, health, corrections, and parks and recreation. The Uniform Crime Reports for 1975 show a 39% increase in crime for the period 1970-75 with a 5% increase in population during the same period. It seems logical to conclude from the figures above that police costs for public protection has increased at a much greater rate than either the population or the rate of crime, yet the net 5b effect on reducing the crime rate has been negative. While there are many reasons for the high increase in police budgets as well as those of other departments, the fact still remains that police departments generally are not fully meeting their responsibilities in dealing with crime. It should be noted that a comparison of crime in Chesterfield for the period January 1 through June, 1976 to the same period in 1975 shows an 84.5% increase in Part I Offenses (includes Homicide, Rape, Robbery, and Aggravated Assault) and a 19.6% increase in Part I Property Offenses (includes Burglary, Larceny, and Auto Theft). There was a 23.9% increase for total Part I Offenses. This may be compared with an average 6o increase in population and an average 7% increase in calls for service for the calendar year 1976 compared with 1975. Research indicates that the total assignments for the period 7/1/73 to 7/1/76 have increased approximately 13.7% the number of Part I Offenses has increased approximatley 41%. The number of department personnel has increased approximately 46% for the period and the number of cases cleared by arrest has increased approximately 4376. The population increase for the same period was about 157b. It is a well known theory that the better informed citizens are reference to how to protect themselves and property the better they will be at performing those tasks. Citizens must be involved at a much higher level of participation than they have been in the past if crime is to be prevented. Chesterfield County borders on four cities, one of them being the capitol city in Virginia. This places Chesterfield County in a unique position. There is much spillover of crime from these four cities into Chesterfield County. To maintain an improved police -community relations environment the funding of this C -PAC Program is critical. III. METHODS AND TIMETABLES: In the past, Chesterfield County Police Department has not been able to accurately identify special areas of crime occurrences within the County due to a manual system of counting crime. On January 1, 1977, Chesterfield Police Department began a computer aided dispatch system which is incorporated in a total computer data management system, which provides accurate crime statistics throughout the County. The County has been divided into 132 reporting areas consisting of 3 square miles each. These reporting areas do not divide subdivisions or major highways but are drawn along those highways or between various subdivisions for better reporting accuracy. We are now able to accurately identify where crime is occurring and at what hours of the day and what days of n the week, etc. Four (4) different geographic areas in County will be identified as target areas for primary of this program. The criteria will be the four major consisting of the most reported crime. 5c the application areas Chesterfield Police Department believes that a formal police community relations program can substantially improve the relationship that exists between the police and the community and also play an important role in the dissemination of crime prevention information. There have been some lines of communi- cation developed over the years through our regular community support programs. Through tailored programs of making citizens aware of the crime problem, and what they can do to prevent crime, it is believed that the crime problem can be positively affected. Although the dissemination of information is a primary function of this unit, it is not the only function. Another vital function is the use of police personnel in settings that are positive rather than the negative situations that police often find themselves in with citizens. A method used to place police officers in a positive setting and also to entertain individuals who often are limited in their methods of recreation is the movie program. This consists of going into parks, play- grounds and various other areas and showing movies to these audiences. Such positive situations will enable the police officer to demonstrate he is human and does appreciate many of the same qualities in life that members of the community appreciate. The informal atmosphere and the inter -action between law enforcement officers and members of the community often produce positive reinforcement to each other. The citizen becomes better informed and more aware of the police problems and the police officers become better informed and more aware of community problems and working together these problems are often solved to mutual satisfaction of both parties. Upon notification of funding of this grant specifications for various items listed in the grant will be drawn and will be bid through the normal County Purchasing Department process and immediately ordered upon acceptance of the successful bidder. Members of the Safety and Community Support Section will begin previewing films, etc. and working on tailoring the program and assemblying all the information relative to the program. Printed handouts will be obtained and through the Planning and Research Division of the Police Department the four major crime targets will be selected and preliminary plans drawn as how best to involve them in active participation. It is anticipated that from the date of notification of funding the equipment, etc. should be delivered and the program operational within approximately 90 days. IV. IMPACT AND RESULTS: The C -PAC Program should result in a better understanding of the V. 5d overall police role by the minority community and a necessary, gained appreciation by the Chesterfield County Police Department of the long-standing and suppressed needs of the targeted community segments. While crime among minority citizens and by minority citizens in Chesterfield is of major concern to the police department in the areas of house and business burglaries, robberies, rapes and assaults, it is not a major portion of the total crime problem in this County. The crime problems transcends both the minority and majority groups within special targeted, low income areas of the County. Reluctance of a knowing community to communicate their ob- servations to police because of fear of peer group action, distrust of police to maintain a confidential revelation in criminal matters or general resignation to the "changing times" are viewpoints to be changed by the C -PAC unit through personal involvement with the community members and community leaders within those target areas. It is expected that Chesterfield will experience at least a 10% reduction in crime within these targeted areas once this program is in full operation. RESOURCES: Chesterfield Police Department, Chesterfield Courthouse, private homes, schools, churches, community centers and meeting facilities of civic organizations will serve as dissemination points for C -PAC information as well as television and radio appearances along with newspaper articles. This program is intended to be a multi -faceted program of reaching the total community of Chesterfield County with primary and special emphasis on four major crime areas. VI. EVALUATION: Evaluation of this project will be made semi-annually by the project director of the grant who is the supervisory officer for Safety and Community Support Section of the Police Department. In addition, constructive evaluation may be made through methodology established by the Council for Criminal Justice. Accurate records will be maintained reference to all activities of this special unit. Additionally, those items listed under I-1 (1). Police -Community Relations Programs on page IV -112 of the Council on Criminal Justice, Criminal Justice Plan, 1977, Annual Action Programs Manual will be utilized. Furthermore, the C -PAC Program should open up communications between the community and the police whereby the police will aware of community problems and those policies and practices 5e that are offensive to community members. If such practices or policies are discovered, when appropriate the police administration will take corrective action. VII. As you are aware, Floyd Clark and I attended and completed a forty -hour police training course at State Police Head- quarters last September. This course was established by the Law Enforcement Officers Training Standards Commission specifically for fire marshals and their assistants and was one pre -requisite to exercising the authority granted by Section 27-34.2 of the Code of Virginia. However, pursuant to Section 27-34.2 we must be authorized by the Board of Supervisors before being able to make arrests and issue summons for Code violations. Therefore, it is requested that the necessary procedure be implemented to request the Board of Supervisors to appoint Sergeant Floyd E. Clark as an Assistant Fire Marshal, for record purposes only, and then authorize both Floyd and I to exercise the authority granted by Section 27-34.2 of the Code of Virginia. Chief Robert L. Power to arrest, to procure and serve warrants and to issue summons.—In addition to such other duties as may be prescribed by law, the local fire marshal and his assistants appointed pursuant to § 27-36 of the Code of Virginia shall, if authorized by the governing body of the county, city or town appointing the local fire marshal, have the authority to arrest, to procure and serve warrants of arrest and to issue summons in the manner authorized by general law for violation of local fire prevention and fire safety and related ordinances. The authority granted in this section shall not be exercised by any local fire marshal or assistant until such person has satisfactorily completed a police training course designed specifically for local fire marshals and their assistants, which course shall be approved by the Law - Enforcement Officers Training Standards Commission. Said Commission shall have the authority to design, establish and maintain the required courses of instruction through such agencies and institutions as the Commission may deem appropriate and to approve such other courses as it determines appropriate. On 4 March 1977, Chief Eanes was contacted for assistance in repairing two valves in the water storage tank at our filtration plant Two men (with diving gear) responded and the valves were repaired in very little time. On Saturday, 30 April 1977, Chief Eanes, while off duty, responded when a call was made to the Chesterfield County Fire Department for assistance in combating a chemical fire at this Center. Chief Eanes came on the Center at approximately 11:30 a.m. and remained most of the after- noon, giving advice to our firemen. Chesterfield County also responded with five pieces of apparatus and twenty- six firefighters. The Committee recommended approval of interior design services b MHA, Inc. for the Chesterfield Mental Health Clinic provided total cost of furnishings and services were both within previously appropriated County funds. As outlined below this money can cut down considerably on the cost of microfilming all of our records. Original Proposal With CETA Service Bureau $50,000 $25,000 Equipment $20,000 $20,000 Total $70,000 $45,000 Net savings of $25,000 I feel it is important that you reconsider the microfilm project at this time. Without the CETA grant we may never have another low cost opportunity as this again to microfilm our records. M CM Whereas the vacanted railroad right-of-way owned by the Seaboard Coastline Railroad located around the west side of Chester would be a good location for a new secondary highway; and Whereas the Virginia Department of Highways and Trans- portation (Department) is responsible for highway construction in the County; Now Therefore Be It Resolved that the Chesterfield County Board of Supervisors finds that the acquisition of this vacated railroad right-of-way by the Department would be advantageous to the railroad, the Department and to County citizens; and requests the Department to acquire the right-of- way for a future secondary road.
