are some questions regarding reassessments hand cMr. olFalconer explains
why and how he has to reassess property. He adds that on March 30th
at 10:00 a.m. the Board of Equalization will have a meeting at which
time people who feel their reassessments are unfair will have an
opportunity to discuss each individual case.
Ms. Janet Polo of C: E. Curtis School states that she feels the
education budget should not be cut to allow staggered hours in the
elementary or any schools. She adds that children need to learn
early in the morning when they are alert and the traffic in the
Curtis School area would be unbearable. She asks that the school
budget be reconsidered. Mr. Micas and Mrs. Girone explain that the
Board of Supervisors has nothing to do with where the School System
cuts items, the Board is responsible for approving the dollar amount
only. Mr. Bookman states that if the tax rate were raised 11(,% the
Schools could get the $8,000,000 that was cut but then other
departments needing additional funds would also want theirs recon-
sidered and this would add substantially to a tax rate increase.
Mr. Steve Clark states that the school budget should be readdressed
and changed because there are other areas that could be cut instead
of the bus purchase, etc. Mr. Apperson states that the budget is
not set in concrete, changes can be made throughout the year to
adjust different categories.
Mr. Roy Staples states that he has lived in the County for many
years but people are requesting luxuries . now that are not needed,
for example, air conditioned schools, tennis courts, etc. He
states that he feels people are on Welfare that need not be. He
adds that "our greatest efficiency is our inefficiency." Mr. Apperson
states that there are cases in the Welfare Department that need
help that have deep problems that cannot always be seen by those
who do not understand the entire problem. Mr. Staples states that
the only thing being raised on the land is "taxes".
Mr. Garland Updike states that he would hate to see children have to
walk to school and take the chance on a child getting killed. He
states that he feels the County has a good School Board and a good
Board of Supervisors but would hate to see bus service deteriorate.

Mr. Courtney Wells and Ms. Patricia Stewart and Mr. Sydnor Goode
question some of the areas of the budget such as school cuts,
the miscellaneous category, the Welfare Department, the Animal
Control Department, the telephone category, the dues and subscription
category, etc.
Mr. Apperson states that it is difficult to run away from the tax
situation because if a person were to go to an area where there is
low taxes but services are not offered everyone will be going there
and soon the needed services will be necessary and someone will have
to pay for them sooner or later.

Mrs. Girone states that the five most important areas that have been
requested are schools, libraries, parks, fire protection and police
protection. She adds that people call her and request street lights,
and other things that cost money. Mr. Apperson states that the Mental
Health/Mental Retardation budget is a newer service which will be
required by the State government because people who were confined in
institutions are on the way back to the communities. Mrs. Girone states
that government has to be run like your family household.
Mr. Leo Myers states that he sees the mandated programs as being the
largest problem in local governments. He adds that perhaps the
legislatures should be invited to hear what the people have to say.
He adds further that the Board did a remarkable job on this budget
with the uncertainties that they are facing and suggests that State
laws be dealt with and then the Federal .laws to change some of these
mandated programs.
Mr. O'Neill states publicly that Mr. Myers was a dedicated man whether
he was on or off the Board and it had been a great pleasure to have
worked with him for the past five years.
Mr. O'Neill states that at 9:00 p.m. a public hearing was set to
discuss the tax levies.
There is a general discussion of the reassessments, other possible
tax sources, taxes paid by owners of mobile homes vs. home owners,
industrial growth in the County, services available, etc.
Mr. Apperson states that the Board tried its best to come up with
an equitable budget. He states that they could have come down here and
recommended $1.80 and cut it down to $1.12 and the citizens may have
been happy. He adds that the Board is not trying to play games; this
is the very best they can do after talking with each department head and
going down each line item in each department's budget. He states the
Board did not want to play games with the citizens and the Board laid
out what they thought was the most conservative budget that the
County could work with.
Mr. O'Neill states -that the total budget is $104,000,000 with"'a
$400,000 surplus. He adds that he is scared of this little amount
in the surplus because he would hate to run a business with the
total figure as high as it is with only a small surplus.
Mrs. Girone states that the unemployment rate is good in this area
which industry has helped a great deal. Mr. Bookman states that
the Board is trying to give the taxpayers the best efficiency for
their tax dollars.
Mr. Harley Young discusses the rising prices for the sale of homes
and suggests long-termers not be penalized by the short-termers moving
in and out.
Mr. Apperson states that the entire country is experiencing these
inflationary trends.

Mr. Apperson states that the Board will take into consideration
the input received tonight and if there is any room for further
reductions in the budget, the Board will look in that direction.
The Board thanks the people in attendance for their comments and
it is on motion of Mrs. Girone, seconded by Mr. Dodd, resolved
that this Board adjourns until 1:00 p.m. on March 21st.
