Wilson <br /> <br />REQUEST: A Variance to build a dwelling on a parcel of land which has <br /> no~ uuhlie read frant~age.,. <br /> <br />PROPOSED USE: The applicant plans to purchase this land from the James <br /> Arthur Neff Est. and build a single family dwelling on this parcel. <br /> <br />TAX MAP IDENTIFICATION: Clover Hill Magisterial District; Tax Map Sec. <br /> 63-11 (1) Part of Parcel I (Sheet 21). <br /> <br />GENERAL LOCATION: This parcel lies approximately 420 feet off the north <br /> line of Qualla Road measured from a point approximately 912 feet north- <br /> east of the intersection of Qualla Road and Family Lane. <br /> <br />ACREAGE (SUBJECT PARCEL): 5.604 acres. <br /> <br />EXISTING ZONING: Agricultural (A) <br /> <br />EXISTING LAND USE (SUBJECT PARCEL): This parcel is vacant and wooded. <br /> <br />ADJACENT A?~D AREA~ ZONING AND LAND USE: Adjacent property is zoned <br /> Agricultural (A) except that to the north which is zoned Residential <br /> (R-7). Adjacent property is either vacant and wooded, or occupied <br /> by single family dwellings. <br /> <br />UTILITIES: As of this writing~the Health Department has not determined if <br /> this parcel is suited for installation of a subsurface drainfield and <br /> well. <br /> <br />DRAINAGE AMD EROSION: This request will have <br /> drainage or land erosion. <br /> <br />no effect on off-site <br /> <br />TRANS~RTA~I0~ AND TRAFFIC: The applicant plans to acquire a private road <br /> easement from the southeast corner of the subject parcel over and across <br /> the southwestern lot line of Parcel 7 to Qualla Road. <br /> <br />GENERAL PLAN: The General Plan indicates that this parcel lies in an <br /> area designated for Agricultural use. <br /> <br />STAFF ANALYSIS AND RECOMMENDATION: Staff reviewed this request and visited <br /> the si~e. Staff finds that Parcel 1 has already been subdivided three <br /> times and that Parcels "A" and "B" are further subdivisions of Parcel 1. <br /> Staff notes that Parcel 1 still contains considerable acreage, and that <br /> the potential for further subdivision exists. We believe that now is the <br /> time to plan for lot and road layout. <br /> <br />THEREFCRE~ STAFF RECOMMENDS DENIAL OF THIS REQUEST AND SUGGESTS THAT THE <br /> <br />APPLICANT PRESENT A TENTATIVE PLAN AND OBTAIN PLANNING COMMISSION <br /> <br />APPROVAL FOR SUBDIVISION.
