The applicant plans to park a mobile home.on this parcel. LOCATION AND TAX MAP: In Matoaca Magisterial District, this parcel lies approximately B50 feet off the west line of Treely Road, measured from ~ point £00 feet south of its intersection with Carmel Drive. Tax Map Section 14B-11 (1) Part of parcel 15 (Sheet 41). PROPERTY ACREAGE~ ZONING AND LAND USE: This parcel is 1.$$? acres in area, zoned Agricultural (A) and is wooded and~vacant. ADJACENT AND AREA~ ZONING .AND LAND USE: Adjacent property is zoned Agricultural (A) and is wooded and vacant. UTILITIES: The Health Department reports this parcel is suitable for installation of a septic tank and drainfield system and an individual well. TRANSPORTATION AND TRAFFIC: a new street. This request requires~the opening of GENERAL PLAN: This property is designated for single family residential use. STAFF ANALYSIS AND RECOMMENDATION: In this case the applicant plans to construct a single family dwelling on a parcel of land which has no public road frontage. He states that access to Treely Road will be over and across a 50 foot wide unimproved public road easement from Point A to Point B as shown on the attached map. Staff reviewed the application and finds that Variances were previously granted on Parcels 15, 14 and 16. Staff visited the site and found that a 15 + foot wide access road has been cut through and graveled from--Treely Road to Parcel 16. Staff notes that a single family dwelling is under construction on Parcel 15. Staff believes that this parcel and adjacent property have a good potential for further development, and that the applicant and adjacent property owners should seek Planning Commission approval for subdivision. This would insure the proper lot and road layout for now and in the future. IF THE BOARD SEES FIT TO APPROVE THIS REQUEST~ STAFF RECOMMENDS IT BE SUBJECT TO IMPOSITION OF THE FOLLOWING CONDITIONS: A 50 foot wide public road easement be dedicated from Point B to Point C as shown on the attached map. This .dedication would be with the understanding that the County will not build or main- tain this road until it is brought to State standards by others. Also, no building permit will be issued until this dedication is accomplished. over That the subject lot front for at least 200 feet along the extended right-of-way and that the lot be created perpin- dicular to the extended road.
