Young <br /> <br />REQUEST AND PROPOSED USE: A Variance to use a parcel of land for <br /> dwelling purposes which has no public road 'frontage. The applicant <br /> plans to park a mobile home.on this parcel. <br /> <br />LOCATION AND TAX MAP: In Matoaca Magisterial District, this parcel <br /> lies approximately B50 feet off the west line of Treely Road, <br /> measured from ~ point £00 feet south of its intersection with <br /> Carmel Drive. Tax Map Section 14B-11 (1) Part of parcel 15 (Sheet 41). <br /> <br />PROPERTY ACREAGE~ ZONING AND LAND USE: This parcel is 1.$$? acres <br /> in area, zoned Agricultural (A) and is wooded and~vacant. <br /> <br />ADJACENT AND AREA~ ZONING .AND LAND USE: Adjacent property is zoned <br /> Agricultural (A) and is wooded and vacant. <br /> <br />UTILITIES: The Health Department reports this parcel is suitable <br /> for installation of a septic tank and drainfield system and an <br /> individual well. <br /> <br />TRANSPORTATION AND TRAFFIC: <br /> <br />a new street. <br /> <br />This request requires~the opening of <br /> <br />GENERAL PLAN: This property is designated for single family <br /> residential use. <br /> <br />STAFF ANALYSIS AND RECOMMENDATION: In this case the applicant plans to <br /> construct a single family dwelling on a parcel of land which has no <br /> public road frontage. He states that access to Treely Road will be <br /> over and across a 50 foot wide unimproved public road easement <br /> from Point A to Point B as shown on the attached map. <br /> <br />Staff reviewed the application and finds that Variances were <br />previously granted on Parcels 15, 14 and 16. Staff visited the <br />site and found that a 15 + foot wide access road has been cut <br />through and graveled from--Treely Road to Parcel 16. Staff notes <br />that a single family dwelling is under construction on Parcel 15. <br />Staff believes that this parcel and adjacent property have a good <br />potential for further development, and that the applicant and <br />adjacent property owners should seek Planning Commission approval <br />for subdivision. This would insure the proper lot and road layout <br />for now and in the future. <br /> <br />IF THE BOARD SEES FIT TO APPROVE THIS REQUEST~ STAFF RECOMMENDS IT <br />BE SUBJECT TO IMPOSITION OF THE FOLLOWING CONDITIONS: <br /> <br />A 50 foot wide public road easement be dedicated from Point B <br />to Point C as shown on the attached map. This .dedication would <br />be with the understanding that the County will not build or main- <br />tain this road until it is brought to State standards by others. <br />Also, no building permit will be issued until this dedication <br />is accomplished. <br /> <br />over <br /> <br /> <br />
